The objective of the article becomes to highlight a new epistemology of knowledge as the guiding thread of the creative process of the samba school parade in 2019 at Estação Primeira de Mangueira. Historically, knowledge stru ctured from a bias of westernized thinking was intertwined in Brazilian cultural manifestations such as the carnival phenomenon. The narrative that the samba school parades portrayed in their presentation, reinforced the myths and misconceptions that the Eurocentric historiography systematized for many years, relativizing and softening problematic historical episodes, such as the invasion and consequently the colonization, slavery and genocide of the real owners of these lands, the original peoples. In order to rethink and rewrite traditional Brazilian historiography, the decolonial movement emerges as an epistemological rupture in order to highlight the existence and resistance of blacks and indigenous peoples in the past and present. In the parade "Historias para ninar gente grande" at Estaçao Primeira de Mangueira, the decolonial episteme is incorporated into the parade, carrying out a historical reparation towards indigenous peoples, blacks and other social groups who were victims of colonization and coloniality, becoming in this parade the true heroes and protagonists of the history of Brazil. The Samay Huasi house (National University of La Plata, Argentina) preserves an art collection made up of more than 70 pieces, including paintings, engravings and sculptures. At the origin of this collection are the visits that the artists of the sociability circle of Joaquín V. González made to that farm at the beginning of the 20th century, invited by whoever was the founder of the UNLP and owner of those lands in the vicinity of Chilecito, La Rioja, Argentina. In this work I seek to provide elements to understand the history of the formation of that collection whose destiny was linked to the various cultural policies of the UNLP over time. Authorities, artists and teachers of that institution were active agents in the construction of links between two geographically separated spaces, as were the images produced in Samay Huasi that circulated between La Rioja and La Plata. This paper serves as a continuation of a study on the interconnections between the Landless Workers' Movement (MST) and the Catholic Church, beginning with a critical analysis of Liberation Theology and its hermeneutical challenges. This second part employs narrative analysis and historical-scientific analysis to demonstrate that, by repeatedly presenting characters who are wealthy landowners and/or homeowners, Luke is advancing a theological proposition and an ethical one. The theological proposition is that God is the rightful owner of all land (as an economic good). The ethical thesis is that, since God is the land's quintessential owner, any human being who possesses real estate must use it altruistically as opposed to selfish practices. Therefore, this study not only advances the dialogue between theology and social practice, but also offers invaluable insights for ecclesiastical reflection on land ownership. [ABSTRACT FROM AUTHOR]

This article is divided into two parts. The first part presents the historical links between the Landless Rural Workers' Movement (MST) and the Catholic Church, and provides a critical introduction to Liberation Theology, with a particular emphasis on its hermeneutical problems. The second part, to be published in another issue of this journal, will use narrative analysis and historical-critical analysis to demonstrate that, by repeatedly presenting characters who are wealthy landowners and/or homeowners, Luke proposes a theological and an ethical point. The theological point is that God is the true owner of land as an economic good. The formation of large landowners took place through the theft of land. This process is called land grabbing and is still a serious problem in the Brazilian land structure, being re-signified and operated in new ways. In common sense and even in academic environments, it is not uncommon to equate land grabbing with land occupation, which is not meaningless since land grabbing is an occupation with certain purposes, methods and agents, which we will seek to delimit. In order to fill this gap, we propose to carry out a wide bibliographic review of the term "land grabbing", in order to find a definition that also includes its contemporary expressions. To achieve this goal, we will analyze a variety of sources: newspapers, magazines, state publications, documentaries, CPI's and CPMI's reports, theses and academic articles that dealt with the topic. It is worth noting that it is less about questioning interpretations than filling a void, contributing to the production of a broad picture. We will limit ourselves to national debates on the topic, focusing on the rural environment, since it is a very extensive cut. Thus, it is important to emphasize that an investigation of an object with such fluid limits has an necessarily exploratory character. [ABSTRACT FROM AUTHOR]

This article analyses the political discussion around the Brazilian ideal of immigration in the period from 1850 to 1889. The primary sources used are the annals of the Brazilian congress, official reports and contemporaneous records. The objective of this analysis is to capture the classic conceptions of Brazilian immigration policy in the nineteenth century. In this sense, it presents the thought of the Brazilian government, especially represented by the political and intellectual elite close to D. Pedro II, and the ideal of the aristocracy of the landowners, particularly the great coffee planters. This article shows that, despite the political influence of this landowning class, the Brazilian imperial government sought to dissociate European immigration to Brazil from the immediate interests of the Brazilian land aristocracy. The aim of this article is to analyse the role of landowners in agrarian associations in Catalunya (Spain) from 1850 to 1936, when the Spanish Civil War started. Up to the nineteenth century they enjoyed a preeminent social position, but as industrialisation continued to grow their economic and social status declined, especially after the late nineteenth century crisis. Facing this situation, from the end of the nineteenth century they promoted important efforts for social mobilisation and tried to obtain control of the peasantry through agrarian cooperatives and other associations. Nevertheless, as a consequence of the increasing struggle with the peasantry, landowners changed their strategy, and in the 1930s concentrated their collective action on the defence of property., Este artigo analisa o papel desempenhado pelos proprietários rurais no associativismo agrário da Catalunha (Espanha) entre 1850 e 1936. Até ao século XIX, este grupo social ocupara uma posição preeminente, mas, à medida que o processo de industrialização avançava, o seu estatuto económico e social sofreu um retrocesso, deteriorando-se ainda mais depois da crise agrária do final do século. Como reacção, em finais do século XIX este grupo protagonizou uma intensa mobilização social e promoveu um novo associativismo agrário de carácter corporativo, ligado ao desenvolvimento do cooperativismo. Mas a existência destas associações interclassistas não conseguiria evitar a conflitualidade crescente e nos anos 30 a classe proprietária reorientou a sua acção colectiva para a defesa patronal.

This paper aims to present an analysis of the land structure presented in Brazil, considering that land ownership has become a constant struggle of the peasants, through the policies used by the landowners and politicians to not carry out agrarian reform. Through this analysis, it is presented the struggles of the MST and the peasants for the possession of the land in the State of Tocantins and the agony of the encamped peasants, whom for several years fight for the possession of the land, in the State of Tocantins. This study was developed from a field research. Semi-open interviews and bibliographic searches were used as research instruments. An attempt was made to answer the following question: what are the main problems and struggles faced by peasants in the camps to acquire title to land in the Settlement Padre Josimo I and II? The current cooperatives and associations that still persist in The Convention, has intense struggles carried out by the peasants of the time, during the decade of 1940 to 1960, with the objective of staying active. Historically, cooperativism emerged in Europe, in Wales at the end of the 18th century. However, in the South American continent, the Peruvian case, the first coffee cooperative, arises in the province of La Convención, located in the department of Cusco. The coffee cooperative, emerged from the first union, organized by farmers, as a result of violence, oppression, unfair prices to products, abuse and slavery by the landowners. The objective of this work, seeks to analyze the process of the emergence and creation of cooperatives in Peru, specifically in the region of Cusco, because the first historical cooperative emerged in this region, which was driven by farmers. The biblical term "promised land" comes from traditions in the communities described in the Old Testament, as land that sustains and maintains life. The Pastoral Commision of the Eart - CPT acknowledges land use laws as practices occurring before land ownership laws, promulgated in Brazil in 1850. Thus, neither the land nor the wealth produced should be privatized. In Psalms 37:11, God reveals that the meek shall inherit the land. In Leviticus 25:23, He says: "for the land is mine, for you are strangers and sojourners with me." (CEBI, 2006, p. 7-8). The traditional communities live and occupy territories wisely and in community, by using natural resources in a permanent process of reconstruction and resistance to violence caused by agrarian capitalism. The the promised land has been taken by the agrarian capital that transforms land into merchandise, leading to the expulsion of the legitimate land owners and forcing them to make large profits, leaving them distant from their true and original objective, which is life sustainability for the peoples on Earth. Besides the land issue, there is also the inappropriate use of water by enterprises as a form of control of hydroterritory, that is, articulated forms to control territory and water, other fundamental element regarding life constitution and maintenance of all the peoples on Earth. The theoretical discussion resorts to studies and bibliographic surveys of authors who debate the topic related to the appropriation of the Brazilian Cerrado and traditional communities. Este trabajo analiza la trayectoria económica de la principal dinastía propietaria argentina, la familia Anchorena, entre mediados del siglo XVIII y mediados del siglo XX. El interés de esta exploración radica no sólo en el tamaño de las fortunas que los miembros de esta familia lograron acumular, sino también en la capacidad que exhibieron para adaptarse a los cambios que la economía argentina experimentó a lo largo del periodo considerado. Al mismo tiempo, el estudio de los patrones de inversión de esta poderosa familia ofrece elementos para comprender la peculiaridad de la elite de negocios argentina y pone de relieve la singularidad de este grupo en relación con otras elites económicas latinoamericanas. El trabajo se basa en la investigación de fuentes que hasta el momento no han sido objeto de análisis, en particular juicios sucesorios e información de origen judicial, así como correspondencia privada.This article analyses the history of the Argentina's wealthiest family, the Anchorenas, in the period 1760s- 1940s. What makes these capitalists so peculiar is not only the sheer size of their wealth but also their capacity to adapt to profound changes in the economic and institutional environment. Analysis of the Anchorenas' patterns of investment is placed within a larger debate on the peculiarities of the Argentine economic elite. This article makes use of little-explored sources such as probate records, together with private correspondence. Links between changes in patterns of investment and changes in the economic and institutional environment are explored.

This text comes to the presence of workers bound by the agro-industrial activities, in the universe of rural production in western Paraná. The discussion demonstrates the way their actions, as well as the pretensions of rural employers, composes and establishes a space of social tension in the second half of 20th century and early 21st century. The reflection indicates unequal power relations, however marked by the protagonism of the workers. Something that suggests a field of forces undefined, because it has many interests and values what is confronting. This paper aims to serve as an instrument through which we expose our experience with the Youth and Adult Education and the discussion in this modality of education, agrarian issue within the discipline of Geography. They are big and ambitious challenges facing towards an education for autonomy in the context of Piaget. More than that the practice of teaching encourages political engagement, pedagogical and critical for an emancipation of the working class. Our methodology took place in the discussion of various literary genres, music and lecture with guest on the theme of the agrarian question. From these activities the question arises of the need to build a working class consciousness, from the example of the MST, to come forward and also covers employees of urban space in order to construct an ideology of the working class by joining forces and by mobilizing broader and widespread debates about the contradictions of the current capitalist mode of production. This paper intends to analyze the social processes which enabled the ascension of slaves descendants as land owners in post-colonial contexts. The debate raised intends to discuss the relations that produce truth discourses, in which the old leasers (Cape Verde) and quilombolas (Brazil) do not easily constitute themselves as land owners. The state of emergency theories understand these phenomena of political oscillation as a peculiar way of safeguarding the public security in an arbitrary paradigm of government. Thus, we will present claims that show land insecurity in these two countries in the complex framework of the state of the emergency that mix ethnic and political elements. We will present two rural universes: São Salvador do Mundo (Cape Verde) and Canguçu (Brazil). The first one faced hard territorial struggles between morgados and leasers, undergoing the agrarian reform project and currently is under the owning of small proprietaries. The second one experienced various historical changes related to the south land issue, besides concentrating, in its territorial space, a large number of slave workers. This article aims to make a few brief comments on the occupation of western Santa Catarina, observed, through the analysis of letters addressed to the federal representative of that state, Nereu Ramos, during the period of 1937-1945. The goal is to understand how its society was formed; the struggles over land tenure, the secluding and exploiting of the native cabocla population, the entry of settlement companies such as loggers' and large landowners into the territory. In recent decades, there is in Brazil, especially in Parana, the production chain of chicken meat has been undergoing major changes that have resulted in the reorganization of the production process, increasing productivity and product quality as well as diversification the scope of its consumer market. The significant numbers of the poultry sector in Paraná, as well as in other states, are reflections of the continuous technical improvement for chicken farming, as well as the successive changes in the social relation of subordination of the creators with the agroindustries, made possible, among others, the adoption of the integrated system production. The objective of this study reflect on the subordination of small landowners to agro-industries, is the system integration with smallholders, is merging two different processes (integration and poultry production in themselves). The poultry through integration system, has subordinated the production to the circulation and in this process of subordination of family labor will monopolize the territory. However, by introducing parallel to the integration system, the production company owned in aviaries, such action goes beyond the capitalist monopolization of territory, since they are signaling to the territorial capital. The land concentration in the district of Porto Novo, namely, in the village of "Tarrafal de Monte Trigo" was, until the last century, under the control of a family which in itself incorporated the symbol of power in that community. The great land concentration in its ownership and the form the work was organized in that community generated two very distinct and strong hierarchized classes or groups: that of the landlords, owners of the lands, water and power, and the other of their dependents, peasants without lands. This picture of agrarian inequality would remain so until the decade of 80 of the past century, when an agrarian reform was made which, in this specific case, released the existing land concentration, reorganized the agrarian structure and soothed the structural problems of that community. In this article, we want to debate the study of a case in the Island of S. Antão and to provide some clues for further reflections on a subject that has created some controversy in the Capeverdean society after the independence, and that is still not very much studied by the Human and Social Sciences. The aim of this article is to analyze the role of landowners in agrarian associations in Catalunya (Spain) from 1850 to 1936, when the Spanish Civil War started. Up to the nineteenth century they enjoyed a preeminent social position, but as industrialization continued to grow their economic and social status declined, especially after the late nineteenth century crisis. Facing this situation, from the end of the nineteenth century they promoted important efforts for social mobilization and tried to obtain control of the peasantry through agrarian cooperatives and other associations. Nevertheless, as a consequence of the increasing struggle with the peasantry, landowners changed their strategy, and in the 1930s concentrated their collective action on the defense of property. The objective of this work is the analysis of the relations of domination and insertion of the political elites and indians in the power disputes listed in the process of demarcation of lands in the municipality of Palmeira dos Índios - AL, between 1979 (year of resumption of the Mata da Cafurna region) and 2015 (when the MPF determined the demarcation). The development of research in the field of indigenismo has been gaining form in the last years, with approaches that consider the Indians active in the present day. This research considers the continuities and ruptures of the Indians tradition in the current historical process; contextualizing their claims, affirmation needs and recognition of the interests of local and regional opposition forces. It points out a relevant work from the historiographic point of view to understand the interfaces of the development of the history of Alagoas, since the presence of Indians in all regions of the state is present, proving that we live with territorial retakes and the political tensions that surpass the official history are present when we observe that the organization of Indians movements since the second half of the twentieth century, as opposed to the agreement of squatters and invaders of the territories currently targeted in the process of land demarcation in the region. FUNAI reports and indigenist entities; photographs, field diaries and transcribed interviews to possess a collection of primary sources, such as the Luiz Byron Torres collection, which contains texts not yet published and little known by the public. So, a methodology of analysis is used that dialogues with John Pocock (2003) to clarify the language and its social representations present in the content of political acts. And to trace the networks of social tension, as well as the power relations that are related to the practices of domination in the territorial dispute, we refer to Michael de Certeau (2011). Thus, to understand the interests of the electors as a form of power, it uses the theoretical assumptions indicated by Boaventura de Souza Santos (1999). In addition, to understand the experiences of Indians with struggles as coherent groups, organized around rituals and procedures, we use the concepts of tradition bequeathed by Eric Hobsbawm (1998), as well as the conceptualization of the imagined community in Benedict Anderson (2008). In order to re-signify the historical process experienced by the Indians of the Northeast, we study their cultural reform, starting from the initial fact of the mixture and new cultural elaboration defended by João Pacheco de Oliveira (1998), also the resurgence signs enumerated by José Maurício Arruti (1999) and Siloé Amorim (2003). The dissertation under that allows for reflections with support in the relations of local political power that relate strategies of domination, struggles and resistance between Indians and landowners/ squatters. FAPEAL - Fundação de Amparo à Pesquisa do Estado de Alagoas O objetivo desse trabalho é a análise das relações de dominação e inserção das elites políticolatifundiárias e dos indígenas nas disputas de poder elencadas no processo de demarcação de terras, no município de Palmeira dos Índios - AL, entre os anos 1979 (ano de retomada da região da Mata da Cafurna) e 2015 (quando o MPF determinou a demarcação). O desenvolvimento de pesquisas no campo do indigenismo vem ganhado corpo nos últimos anos, ao menos as abordagens que consideram os índios como presentes nos dias atuais. Esta pesquisa leva em consideração as continuidades e rupturas da tradição indígena no processo histórico atual; contextualizando suas reinvindicações, necessidades de afirmação e reconhecimento face aos interesses das forças de oposição local e regional. Trata-se, portanto, de um trabalho relevante do ponto de vista historiográfico para se compreender as interfaces do desenvolvimento da história de Alagoas, uma vez que a presença de povos indígenas em todas as regiões do estado é premente, notando-se que convivemos com retomadas territoriais e as tensões políticas que perpassam a história oficial se fazem presentes ao observarmos que organização de movimentos indígenas desde a segunda metade do século XX, em oposição à coalizão de posseiros e grileiros dos territórios atualmente visados no processo de demarcação de terras na região em questão. Dispondo de um acervo composto por fontes primárias, como o acervo de Luiz Byron Torres que contém textos ainda não publicados e pouco conhecidos pelo público em geral, relatórios da FUNAI e entidades indigenistas; fotografias, diários de campo e entrevistas transcritas. Assim, utiliza-se uma metodologia de análise que dialogue com John Pocock (2003) no sentido de elucidar a linguagem da documentação e suas representações sociais face ao conteúdo dos atos políticos ali presentes. E, para traçar as redes de tesões sociais, assim como, as relações de poder que tangenciam práticas de dominação na disputa territorial, recorremos a Michel de Certeau (2011). Destarte, para entender os interesses das elites como forma de poder, parte-se de pressupostos teóricos indicados por Boaventura de Souza Santos (1999). Diante disso, para compreender as experiências de lutas dos povos indígenas como grupos coesos, organizados em torno de rituais e procedimentos, utiliza-se dos conceitos de tradição legados por Eric Hobsbawm (1998), assim como, a conceituação de comunidade imaginada em Benedict Anderson (2008). Com interesse muito próprio de ressignificar o processo histórico vivenciados pelos povos indígenas do Nordeste, estudamos sua (re)modelagem cultural, partindo da premissa da mistura e da reelaboração cultural defendida por João Pacheco de Oliveira (1998), bem como os indicativos de ressurgência elencadas por José Maurício Arruti (1999) e Siloé Amorim (2003). A dissertação em apreço que viabiliza reflexões com fulcro nas relações de poder político local que tangenciam estratégias de dominação, lutas e resistências entre indígenas e latifundiários/posseiros.

The debate on the agrarian question necessarily refer to interpretations of capitalist development in the rural sphere. This debate begins in the nineteenth century and gained grip and political repercussions from the first half of the twentieth century. In this sense, many of the issues that involve the land question are necessarily related: 1) the monopoly of land ownership; 2) the unequal relations between landowners and peasants; 3) conflicts arising from the struggle for land. By following these clues that this paper object to demonstrate that the buildings with spaces for participation do more to mitigate possible conflicts than to resolve the question of the struggle for land that divides peasants contrary to landlords. The study, exploratory, has the realization of bibliographic and documentary research and allows us to infer that during the management of PT governments (2002-2015), social movements, particularly the landless movement (MST) began to reframe their ways of working, going to a concert stage and consensus with government technocracy, particularly in relation to the Ministry of Agrarian Development – now cast in the ministerial portfolio of Social Development –, which has as a direct consequence of the strengthening on the other hand the tactics of brazilian agribusiness, which represented the Ministry of Agriculture acquires every year more space and importance in the government strategy.

39. Agrarian conflitts: the role of the judge in a criminal history approach

Conflitos Agrários: a atuação do juiz numa abordagem histórico-criminal visa a abordar, na profundidade necessária, sobre quais instrumentos o juiz que milita no campo penal dos conflitos agrários precisa se valer para que atue com a ponderação, a equidade e a justiça necessários diante do caso concreto. Para isso, volta no tempo e vai ao momento que antecedeu ao surgimento do sistema das sesmarias no Brasil. Destaca que o sistema das sesmarias, como implantado em Portugal primeiramente, visava solucionar questões pontuais, como por exemplo uma forte crise de abastecimento que acontecia principalmente em Portugal, mas também noutros países. Não obstante, Portugal resolve implantar na Colônia recém-descoberta, o Brasil, o mesmo sistema implantado lá, isso de forma equivocada, com parcialidade e com muita desordem, privilegiando uma pequena classe de gente nobre ou que gozava de prestígio junto à Coroa. Essa forma desorganizada e injusta gerou, de acordo com muitos historiadores, o latifúndio no Brasil. A questão fundiária no Brasil tem suas origens na forma como foi implantado o sistema das sesmarias no Brasil. Isso gerou não somente o latifúndio, mas, em especial, foi a causa dos primeiros conflitos existentes por aqui. Desde os primeiros conflitos existentes, aqueles entre sesmeiros e posseiros, até os tempos atuais, são milhares de conflitos ainda pendentes de uma ação efetiva do Estado no afã de tentar conter os problemas da questão fundiária. A partir desses dados históricos referentes à origem e forma de distribuição de terras no Brasil, bem como sobre os dados referentes aos conflitos, o trabalho procura trazer ao juiz elementos de cunho mais estritamente penais, como o postulado da intervenção mínima para que, no caso concreto referente aos conflitos agrários, a análise do juiz seja a mais abrangente possível, evitando que, cegamente, aquele só aplique repressivamente o direito penal estritamente dogmático. A dissertação destaca que o discernimento e a sensibilidade do juiz na abordagem do dia a dia precisa passar, necessariamente, pelo aprofundado conhecimento das questões históricas e sociais que envolvem a temática dos conflitos agrários. Um julgado do Superior Tribunal de Justiça - STJ, no Habeas Corpus – HC nº 5.574/SP é tido com uma das bases para a construção da ideia que se quis trazer na dissertação. Concluiu o STJ todo o cidadão tem direito de protestar e reclamar a implantação da reforma agrária. Concluiu, ainda que, nesse mister de julgar, é indispensável que juiz tenha um apurado discernimento para distinguir o crime do direito de protestar, Com base nisso, traz à tona ensinamentos de Francesco Carnelutti sobre algumas características que deve possuir o juiz que é chamado a atuar no processo penal para que, no caso concreto, em especial na temática dos conflitos agrários, atue não para criminalizar condutas, mas para contê-las, visando à composição dos conflitos, aplicando, no mínimo possível, o direito penal repressor. Agrarian conflicts: the role of the judge in a criminal-history approach aims to address in the required depth, about what instruments the judge who militates in the criminal field of agrarian conflicts have to apply to acting with deliberation, fairness and justice required before of the case. For this, back in time and go to the time leading up to the system of appearance of land grants in Brazil. It points out that the system of land grants, as implemented in Portugal first, aimed at solving specific issues, such as a strong supply crisis that was mainly in Portugal but also in other countries. This not only generated large estates, but, in particular, was the cause of the first conflicts existing here. From the earliest conflicts, those between sesmeiros and squatters, to the present time, there are thousands of outstanding conflicts in a state of effective action in the rush to try to contain the problems of land tenure. From these historical data concerning the origin and form of distribution of land in Brazil, as well as data on the conflict, the work seeks to bring the judge die elements more strictly criminal, as the postulate of minimal intervention so that in case Concrete related to agrarian conflicts, the judge's analysis is as comprehensive as possible, preventing, blindly, that only repressively apply strictly dogmatic criminal law. The thesis points out that the judgment and the sensitivity of the judge in everyday approach must pass necessarily by in-depth knowledge of the historical and social issues surrounding the issue of agrarian conflicts. A judgment of the Superior Court of Justice - STJ, the Habeas Corpus - HC No. 5574 / SP is taken with one of the bases for the construction of the idea that wanted to bring in the dissertation. He concluded the STJ every citizen has the right to protest and demand the implementation of agrarian reform. He concluded, though, that mister judge, it is essential that judge has a keen discernment to distinguish the crime of the right to protest Based on this, brings out the teachings of Francesco Carnelutti on some features that should have the judge what is called the act in criminal proceedings so that, in this case, especially on the theme of agrarian conflicts, acts not to criminalize conduct, but to contain them, seeking the composition of conflicts applying to a minimum, the repressive criminal law.

No século XX a corrente que mais fortemente expressou as preocupações sociais da ruralidade foi o Neorrealismo, e esta incursão pelo seu universo de autores e temas teve como objetivo a síntese das imagens que se construíram sobre o Alentejo e que muito contribuíram para lançar as bases do movimento da reforma agrária que se realizou em 1975. The themes that were studied by scholars and politicians interested in the agrarian issue in Portugal throughout the centuries are also present in literature dealing with the agrarian world. During the 20th century, the literary current that most strongly expressed the social concerns of the rural world was Neorealism. This study of the universe of neorealist authors and themes has the purpose of synthesizing images that were constructed over the Alentejo region, in the southern part of Portugal, and which were important for the agrarian reform that took place in the Alentejo in 1975. Les thèmes étudiés par les chercheurs et les politiciens qui ont écrit sur la question agraire portugaise au cours des siècles sont aussi présents dans la littérature sur le monde rural. Au long du XXème siècle, le courant qui a plus fortement exprimé les préoccupations sociales du monde rural a été le Néoréalisme. Cette incursion sur l'univers d'auteurs et de thèmes néoréalistes a l'objectif de faire la synthèse des images que ont été construits sur la région de l'Alentejo et qui ont contribué pour lancer les bases du mouvement de la reforme agraire qui a eu lieu en 1975.

The area between Mato Grosso and Rondonia has in the agriculture and livestock its main economical alternatives, and anthropic actions occurring in the area have been causing changes in factors of natural order. Values historically constituted, financial, individual and technological resources and lack of knowledge have been determining the rhythm of degradation in the area. The focus of the study is the south cone of Rondonia State and the objective is to determine how the landowners who settled down in the area in the beginning of the occupation of the State have observed the changes happened in the course of time on the environment and how these changes might have influenced their topophilia feelings and desirability leading to rural exodus. Also, the study has tried to verify if Institui??o Federal de Ensino Agr?cola installed 15 years ago in the area participated on those small landowners? aspirations regarding environmental changes in the area. The methodology used for obtaining the landowners? vision as for the environmental matters in the area was an interview previously structured. The landowners selected for the interview were the oldest living in the area and closest to the Institution. At the Institution, students from the rural area were made inquiries about their involvement with the events happening in the Institution surroundings. It was found that there is a difficulty to say the difference between development and environmental degradation. There is certain knowledge about environmental matters and certain sensibility regarding the topic, however, there is also a mismatch of information which can be very relevant for the near future of the area. For the landowners surrounding the Institution, during all these years living in the area, the environmental changes were handled with creativity and due to the necessity of continuing to survive at the place. The environmental matters were not worked together with the Institution, this being ignored for most of the interviewees. As for the students' activities inside the Institution, no care was taken to register the activities accomplished by them in the daily school routine, nor are these activities assessed as Environmental Education or not. The curriculum is determined by the government in advance and there is no concern about previous knowledge students might bring from outside the Institution. Those who live in the area, landowners or students of the school, crave for development, and it means employment and better life quality. To stay or not in the area depends mainly on the maintenance of families employed, even if it costs environmental degradation or leaving behind everything they have dreamed and built. A regi?o entre o Mato Grosso e Rond?nia tem na agricultura e pecu?ria as principais alternativas econ?micas, e as a??es antr?picas ocorridas na regi?o t?m provocado modifica??es nos fatores de ordem natural. Os valores constitu?dos historicamente, os recursos financeiros individuais, tecnol?gicos e o desconhecimento t?m determinado o ritmo com que a degrada??o tem ocorrido na regi?o. O foco do estudo ? o cone sul do Estado de Rond?nia e o objetivo do trabalho foi determinar como os propriet?rios rurais que se instalaram na regi?o no in?cio da ocupa??o do Estado, observaram as modifica??es ocorridas no meio ambiente e como estas modifica??es influ?ram nos sentimentos de topofilia e desiderabilidade levando ao ?xodo rural. Tamb?m se procurou verificar se a Institui??o Federal de Ensino Agr?cola instalada h? 15 anos na regi?o participou dos anseios desses pequenos propriet?rios com rela??o ?s mudan?as ambientais na regi?o. A metodologia utilizada para a obten??o da vis?o dos propriet?rios rurais quanto ?s quest?es ambientais na regi?o foi entrevista previamente estruturada. Na pesquisa junto aos propriet?rios rurais foram analisados os perfis e selecionados para a entrevista aqueles mais antigos na regi?o e que tivessem suas propriedades o mais pr?ximo poss?vel da Institui??o de Ensino. Dentro da Institui??o de Ensino, com os alunos provindos da zona rural foram realizados questionamentos sobre o envolvimento destes com os acontecimentos que ocorrem no entorno da Institui??o. Verificou-se a dificuldade em definir o que ? desenvolvimento e o que ? degrada??o ambiental. H? um conhecimento sobre as quest?es ambientais e certa sensibilidade com rela??o ao tema, mas h? tamb?m desencontro de informa??es que podem ser consideradas importantes no futuro pr?ximo da regi?o. Para os propriet?rios rurais do entorno da Institui??o, durante todos estes anos que est?o na regi?o, modifica??es ambientais foram contornadas atrav?s da criatividade e da necessidade de continuarem a sobreviver no local. As quest?es ambientais n?o foram trabalhadas em conjunto com a Institui??o de Ensino Agr?cola Local, esta permanecendo desconhecida para a maioria dos entrevistados. Quanto ?s atividades dos alunos dentro da Institui??o de Ensino n?o houve por parte da Institui??o o cuidado de registrar as atividades que s?o realizadas por eles no cotidiano escolar, nem s?o avaliadas estas atividades realizadas enquanto Educa??o Ambiental ou n?o. Os conte?dos das disciplinas s?o os predeterminados pelo governo e n?o h? preocupa??o com os conhecimentos que estes alunos trazem de sua viv?ncia fora da Institui??o. Aqueles que residem na regi?o, independente de propriet?rios rurais ou alunos da escola esperam desenvolvimento, e isto significa mais emprego e aumento da qualidade de vida. Ficar ou n?o na regi?o depende necessariamente da quest?o manuten??o das fam?lias empregadas, mesmo que isto custe degrada??o ambiental ou deixar para traz tudo o que sonharam e constru?ram.

Orientador: Armando Boito Junior Tese (doutorado) - Universidade Estadual de Campinas, Instituto de Filosofia e Ciencias Humanas Resumo: A pesquisa procura mostrar que, no Brasil de 1930-64, tem-se uma crise de hegemonia no interior do bloco no poder, cuja especificidade é dada pelo caráter independente (relativo aos interesses das frações de classe dominante) da política de desenvolvimento, embora tal política faça concessões aos interesses opostos (burguesia industrial, capital mercantil, fazendeiros). A burguesia industrial revelava uma incapacidade de exercer a hegemonia política, embora não mais tivesse uma posição subordinada no bloco de classes dominantes brasileiras, conseguindo implementar alguns enclaves de políticas afinadas com as suas reivindicações. O capital mercantil teve os seus interesses restringidos pela política econômica inaugurada com a "revolução de 1930", sinal de que esse capital já não detinha mais a hegemonia no interior do bloco no poder. Isso, porém, não significava ao capital mercantil uma posição rendida frente à indústria. A grande propriedade fundiária pré-capitalista possuía uma condição subordinada no interior do bloco no poder, sendo derrotadas reivindicações estratégicas dos seus setores mais importantes. A metodologia da pesquisa consiste principalmente na consulta a trabalhos monográficos sobre a economia e a política no Brasil de 1930-64, nos quais se procura perceber a relação dos interesses das frações de classe dominante com as políticas do Estado. Trata-se de um trabalho que, baseado prevalentemente em dados secundários, privilegia a análise interpretativa, inspirando-se em obras clássicas de sociologia histórica Abstract: The research aims to show that, in Brazil, from 1930-64, there was a crisis of hegemony within the power bloc, the specificity of which is given by the independent character (relative to the interests of dominant class fractions) of development policy, although such a policy makes concessions to opposing interests (industrial bourgeoisie, merchant capital, farmers). The industrial bourgeoisie revealed an inability to exercise political hegemony, but no longer had a subordinate position in the bloc of the Brazilian ruling classes. Some of its enclaves succeeded in implementing policies according to their demands. The merchant capital had its economic interests constrained by the political "modus faciendi" inaugurated with the "1930 revolution", a sign that the merchant capital had no longer hegemony within the power bloc. This, however, did not mean that the merchant capital were completely weakened in contrast with the industrial power. The large pre-capitalist landowners had a subordinate status within the bloc in power, and had many of the claims of its most important strategic sectors defeated. The research methodology is based primarily on examinations of monographs on economics and politics in Brazil from 1930-64, in which it is attempted to understand the relationship of the interests of fractions of the dominant class with government policies. Na primeira metade do século XIX, as visões de mundo dos senhores de escravos norte-americanos e dos proprietários rurais do sul da Itália incluíam elementos comparáveis de duas ideologias distintas : o patriarcalismo, mais conservadora, baseada na deferência e obediência, e o paternalismo, mais progressista, baseada na reciprocidade e em relações contratuais. Ambas as ideologias justificavam a exploração implacável dos trabalhadores agrícolas, não obstante terem assumido diferentes conformações por conta da presença da escravidão nos Estados Unidos e sua ausência na Itália. In the first half of the nineteenth century, the worldviews of American slaveholders and southern Italian landowners included comparable elements of two different ideologies : patriarchalism, more conservative and based on deference and obedience, and paternalism, more progressive and based on reciprocity and contractual relationships. Both ideologies justified the elites, ruthless exploitation of agrarian labourers, even though this assumed different features due to the presence of slavery in the U.S.A. and its absence in Italy.
