This is an analysis that points out some aspects of the changes, from the technological revolution and effects of Gilles Lipovestky's concept of the society of seduction and hyperconsumption on legal elements related to today's democratic fundamental and human rights, methodological cut adopted: the digital danger to suffrage; for Gilles Lipovestky we experience the stage of the society of seduction and new phase of commodification: that of hyperconsumption; from possible applications of the concepts listed, we propose analysis of elements of fundamental and human rights, elements present in the right to vote, elaborating analysis that compares Politics and Law: the commodification of candidates; democracy treated as a mere commodity in a specialized digital market, which operates through algorithms that personalize and instrumentalize its consumption, making use, including false information, fake news, being the analysis the object of the proposed study with the exposure of risks to which we are subject. The methodology used results from the combination of bibliographical, descriptive and deductive review and the study is justified in that it addresses key issues related to human and fundamental rights, democracy and consumption. The discussion about the future of fundamental rights and the dilemma between guaranteeing those already affirmed and the creation of others, serves as the theme for the present work. Initially, a historical foreshortening is made on the affirming of rights from the Magna Carta of 1215 to the current federal Constitution. The first three generations of fundamental rights are then presented and the richness and breadth of the provision of these rights in the constitutional text are demonstrated. The protection mechanisms already established are also presented. Then, numerical information is presented that demonstrate how the most basic fundamental rights are daily violated in the country. In view of the above, the need to create new generations is debated, as well as new fundamental rights that may be necessary to meet the demands arising from the rapid evolution of society. Finally, Laclau's concept of populism is presented, discussing its main aspects and constitutive elements, seeking to elucidate the factors that lead populist politicians to act, or not to act, in guaranteeing fundamental rights. Finally, it is concluded that only through education and awareness can the population be free from the enchantment of populist politicians, exercising their right to vote to choose representatives who really care about guaranteeing the dignity of the human person. Goal: We sought to understand how Brazilian franchise networks, in their internationalization strategy, deal with aspects of the political and legal institutional environment of a Middle Eastern country, knowing that the conditions that drive the diffusion of these networks do not always meet the most favorable profiles. desired for international expansion, such as geographic and cultural proximity, in addition to the existence of legislation that deals directly with franchising and the political stability of the region. Method: We used qualitative research of an explanatory nature and a single case study, represented by the Brazilian franchise chain Chilli Beans with operations in Kuwait. Main results: It was identified that even with important institutional distances, legal aspects are dealt with globally, political aspects can be mitigated based on the strategic choice of the local franchisee and the main attraction and continuity factor is taking advantage of market opportunities. Relevance / Originality: It was found that, although a franchise network operates in a country with large institutional distances, it is possible to reduce them through expansion strategies, such as the precise choice of the local franchisee, the governance mode that preserves the characteristics destination country, or even a business model that facilitates cross-border transactions. Theoretical contributions: Enrich internationalization theories from an institutional perspective, specifically for the political and legal dimensions and in regions with wide institutional distances, such as Kuwait in relation to Brazil. Managerial contributions: Subsidize the franchisor with strategic alternatives for choosing the mode of entry into foreign countries and highlight market opportunities in institutional environments different from the Brazilian one. In the bicentenary of the Liberal Revolution of 1820, the Revista da FLUP – História in its v.10, nº 2 (2020) publishes a dossier related with this event, that has the objective to allow a reflection on the Portuguese Liberalism, accordingly to the new historiographical tendencies. This theme was object of great interest by Portuguese historians and writers, as well as foreigners, in the 19th and 20th centuries. In fact, the military rebellion of the 24th August 1820 was of vital importance, in the History of Portugal, as it made possible the realization of first elections, by direct suffrage that ever took place in the country and the writing of the first Liberal Constitution in 1822. This work aims to analyze the political uses of misogyny, using as a thematic boundary the dispute for female suffrage, occurred from the end of the 19th century. More specifically, I will examine three tactics used at that time, in the United States, France and Brazil, to incite hatred towards women who were fighting for the vote: (i) the separation women between good ones and bad ones, and the categorization of suffragettes in the last class; (ii) the definition of this group as a threat; (iii) the use of symbolic repression towards the suffragettes' collective identity. The mobilization of this set of procedures proves that the discourse that ridiculed the suffragettes, more than sexist and disrespectful, can be characterized as misogynistic, since it contributed to a symbolic annihilation of that group of women. This essay aims to identify and analyze the political trajectory, speeches and actions of the councilors of the 2013/2016 legislature of the municipality of Guaíra, in western Paraná, Brazil. The applied methodology was qualitative, with documentary research and case study, and application of interviews with safe script. With the results, we sought to identify similarities and controversies with other Brazilian studies on the subject. The analysis of the data collected differences between these women, ranging from personal information, through the political trajectory built to the way of acting, as well as similarities. Three of the councilors are in agreement with the results of other Brazilian surveys, one of the councilors has repeatedly contradicted what has already been published in this field.

El artículo analiza las razones que en el Perú de finales del siglo XIX motivaron la decisión de otorgar el derecho de voto solo a los alfabetizados y de introducir el sufragio directo, así como las consecuencias de tales medidas, que llevaron a la restricción del cuerpo electoral y a la introducción de novedades decisivas en el perfil del ciudadano, en la geografía política del país y en los criterios de selección del personal parlamentario. Detrás de estas medidas se encontraba la voluntad de la élite de gobierno de proponer y construir un proyecto político modernizador y una nueva idea del Estado y de la nación, para la cual, en el clima cultural de la época, la población indígena se consideraba inútil e inapropiada. Para desarrollar este tema se utilizan fuentes de distinta naturaleza: textos legislativos y constitucionales, debates parlamentarios, registros y actas electorales.The article analyzes the reasons that motivated the decision to guarantee voting rights to literate people only in Peru and the change towards a direct suffrage. This brought consequences such as the restriction of the electoral body, the introduction of changes in the citizen profile, the political geography of the country and the selection criteria for members of the parliament. Behind these measures taken by government elites was the attempt to propose the construction of a modernizing political project and the idea of a new kind of State and Nation. Indigenous people were considered useless and inappropriate for these projects. Different primary sources were used to explore these topics, including legislative and constitutional documents, parliamentary debates as well as electoral registers and minutes.

Este trabajo intenta visualizar en esta parte de América Latina el sufragismo y el feminismo, cuáles fueron sus aportes y sus puntos de mira. Es una interpretación otra, de las condiciones políticas que facilitaron una inserción parcial de las mujeres santiagueras a la consecución del voto. Se analiza como contribuyó la división de los partidos y su disputa por el control y el acceso al poder mediante estrategias y alianzas dudosas, cambiantes y temporales, además de considerarse por parte de la masculinidad hegemónica que la mujer no tenía una posibilidad real de comprender el momento político, el cual llevaba a la politiquería y a la corrupción. Ésto hizo también que las mujeres se mantuvieran de manera tangencial ante estos manejos. El voto de la mujer fue un simple juego de ajedrez de los partidos políticos, que consideraban ventajoso promover el sufragio femenino para obtener victoria ante estas luchas de poderes. No obstante, la mujer lo utilizó para sus fines, lograr derechos civiles y políticos y una participación más concreta en la sociedad con conciencia ciudadana, como sujetas de la historia, actoras y constructoras sociales al presionar para lograr sus demandas. Esta investigación también contribuye a un análisis sobre la situación de la mujer y su mentalidad, sus mecanismos sociales y las posibilidades de la transformación. Ha tocado la discriminación social y política. En este periodo, que abarca de 1902 a 1934, aunque la mujer haya logrado obtener derechos formales iguales, y a pesar de la no transformación radical de la condición de las mujeres, sí facilitó que un gran número de ellas tuviera acceso a la política y a la educación y sobre todo se percataron de la necesidad de autonomía en sus organizaciones.This work tries to visualize, in this part of Latin America, the suffragism and the feminism, what their contributions and their points of view were, and the way they were inserted in the communication flow with the feminists of the continent. It is an interpretation of the political conditions that facilitated a partial insertion of the Santiaguera women in obtaining the right to vote. We analyze the division of the parties and their dispute for the control and access to the power through questionable changing and transient strategies and alliances. In addition, women were considered - from the hegemonic masculine standpoint - less capable to actually understand the political moment, which led to petty politics and corruption. This also made women just skim such manipulations. The women's vote was a simple chess game for the political parties, which considered valuable to promote women's suffrage in order to win the power disputes. However, the women took advantage of that to achieve their goals and obtain civil and political rights and more substantial participation in a conscious citizenship, as subjects of the history and, through their pressures, as social actors and constructors. This investigation also contributes to an analysis of the women's situation and thoughts, their social mechanisms and transformation possibilities. Social and political discrimination were called into question. Between 1902 and 1934, although the women achieved equal formal rights, and despite the not-so-extreme change in the women's condition, a great number had access to politics and education, and, above all, became aware of the necessity of autonomy in their organizations.

This article is based on the recognition that the institutional improvements of the procedural democracy have searched for greater shares of electoral participation, which have been crossed with the partial use of ordinal voting that suggests minor shares of electoral decision. This observed difference between participation and decision making, is likely to be problematized as a type of abstentionism which originates from within the electoral system, thus proposing the category of "decisional abstentionism", that can be defined as an indicator of absence of electoral decision, which measures the percentage of non-use of the entire ordinal vote of the citizens, who participating electorally do express their preferences for a political party and/or candidate for elected office. Finally, the decisional abstentionism, as a mathematized concept for measuring the absence of the electoral decision of the voter that do participate electorally, allows to propose a change of paradigm for understanding electoral abstentionism, moving from a comprehension centered on the denial of participation, to a comprehension centered on the tension between the absence of participation and the absence of decision. The main objective of this article is to analyze the recent proposals of the Brazilian Legislative Power (PEC’s) aimed at broadening the political rights of foreign residents in Brazil. The starting point of the study are the traditional categories of the General Theory of State and Political Science, as well as the migratory flows of Latin American countries towards the Brazilian territory in the last decades (after creation of the Foreigners Statute, Federal Law 6,815 / 1980) within a context of economic transformation - a transition from Fordist accumulation to post-Fordist - and from the marginalization of social groups, among them the immigrants group. The research problem is related to the possibility and way of granting the foreign vote in the country. The theme is relevant for the increase in the migratory flow to the country, especially refugees, analyzed from a materialist theory of the State. We can see several PECs presented with the purpose of expanding the political rights of foreigners in Brazilian territory, some still in process after with re-democratization period. It is concluded that the proposals differ in several respects with a potential for advancement in relation to the political rights of the foreigner in Brazil, although there are political obstacles. El presente artículo tiene como objetivo general analizar las recientes Propuestas de Enmienda Constitucional (PEC) brasileñas orientadas a ampliar los derechos políticos de los extranjeros residentes en Brasil y, para ello, analiza diversos aspectos de ese conjunto de propuestas. Se parte de las categorías tradicionales de la Teoría General del Estado y de la Ciencia Política, así como los flujos migratorios de países de América Latina hacia el territorio brasileño, a partir de 1980, dentro de un contexto de transformación económica - transición del régimen de acumulación fordista para post-fordista - y de marginación de grupos sociales, entre ellos los inmigrantes. El problema de investigación está relacionado con la posibilidad y forma de concesión de voto al extranjero en el país. El tema es relevante debido al aumento del flujo migratorio hacia el país, en especial de refugiados, analizado a partir de una teoría materialista del Estado. Se percibe que, con la redemocratización, diversas PEC's presentadas con la finalidad de ampliar los derechos políticos de extranjeros en territorio brasileño, algunas, aún, en tramitación. Se concluye que hay varias divergencias con un potencial de avance en relación a los derechos políticos del extranjero en Brasil, aunque hay obstáculos políticos. Parte-se das categorias tradicionais da Teoria Geral do Estado e da Ciência Política, bem como os fluxos migratórios de países da América Latina em direção ao território brasileiro, a partir de 1980, dentro de um contexto de transformação econômica – transição do regime de acumulação fordista para pós-fordista – e de marginalização de grupos sociais, dentre eles os imigrantes. O problema de pesquisa está relacionado à possibilidade e forma de concessão de voto ao estrangeiro no país. O tema é relevante devido ao aumento do fluxo migratório para o país, em especial de refugiados, analisado a partir de uma teoria materialista do Estado. Percebe-se que, com a redemocratização, diversas PEC’s apresentadas com a finalidade de ampliar os direitos políticos de estrangeiros em território brasileiro, algumas, ainda, em tramitação. Conclui-se que há diversas divergências com um potencial de avanço em relação aos direitos políticos do estrangeiro no Brasil, embora haja entraves políticos.

The text discusses the arguments invoked by liberals to exclude illiterates from the right to vote in the debates that took place in parliament during the discussion of the Sinimbu and Saraiva bills on electoral reform to introduce direct voting in the Brazilian Empire. This reform was substantiated in the Saraiva Law of January 9, 1881. The article is part of a set of studies whose sources are the Proceedings of the Chamber of Deputies and the Senate, available on the Internet, concerning the period from December 1878 to January 1881. In the part that is of interest here, the survey revealed how, suddenly, illiteracy, which was the status of over 80% of the Brazilian population according to the 1872 census, began to mean blindness, ignorance, dependence, incapacity and even dangerousness. Indeed, it became a stigma, invoked to disqualify and keep the large illiterate mass from voting. This occurred through the voice and vote of a massively liberal representation and in the name of the principles of liberalism. Of course, this was the liberalism possible in a nation dominated by a predominantly agrarian elite made up of large landowners who were still stubborn slave owners. [ABSTRACT FROM AUTHOR]

This article aims to provide an approach on a possible inflexion ongoing in contemporary electoral comparative studies, challenging the consensus reached in the 1980s and 1990s around the idea of the loss of the relative importance of social divisions and, in particular, classists, as the explanatory variable of electoral behavior in advanced democracies. In that sense, the text presents and discusses samples of recent international studies that converge on the revaluation of social class as a source of guidance on vote. It is pointed out the attributed importance by this new literature on the methodologic question and in the review of empirical information collected in the last decades by vote, especially some of the results that suggest a new understanding of the relationship between class and suffrage in mature democracies. Addressed to the constitutional dogmatic and to the political science, this study deals with the system of party lists and aims to examine the effects caused to the political actors - candidates, voters and party - after the potential advent of a new model of party list, available in the Bill 2.679/03, distanced from the archetype of opened list established since mid-1945. The relevance of this issue shows up, especially in the duality between the opened list and closed list, trying not only to scientifically demystify some of the many facets of the Brazilian electoral system, but also to elucidate the positive and negative aspects of this potential change of the political and constitutional order. This article focuses on the possible determinants of the concentration of the right to vote and the rights over cash-flow of the controlling shareholders of publicly-quoted Brazilian companies. The analysis investigates if endogenous variables of firms and sectors mean that some companies have a more concentrated corporate structure than others that undergo the same contractual environment. When empirical tests were applied to a panel of 161 companies between 1998 and 2002, the variables that were tested as possible determinants seem not to have an influence on the shareholder concentration of the owners of the companies that were analyzed. The results offer evidence in favor of the hypothesis of the influence of the exogeneity of the ownership structure on corporate performance, which has been used in recent work. Brazil is the stage for being a Universal State of Law, in which citizens use the universal instrument, be it their right to vote, to define, by majority, who will be the representatives of the next 04 or even 08 years. More in the face of this political panorama, where there are issues such as corruption and the absence of a clause to increase the risk of risk capital. To do this, using qualitative bibliographical research, it is intended with this opinion to evaluate the foundation that permeates the notions of suffrage, democracy and vote, highlighting the importance of a broad awareness prior to any change in a regime is not a Brazilian cultural problem. Moreover, it is intended with this article to select a supremacy of the vital vow of some aspect and, in general, it is a vital force that is at will and its followers of sovereignty in the democratic state. Finally, it is intended that, historically, Brazil and its organizations do not promote the individual the full development of the human personality. Thus, (in) the viability of the optional or incremental vote of (morality), the possibility of annulment of the lower areas of Brazilian society. This is an elementary works proposed by present article. Resumo: O Brasil é caracterizado por ser um Estado Democrático de Direito, em que os cidadãos se utilizam do instrumento do sufrágio universal, ou seja, do seu direito de votar, para definir, por maioria, quem serão os representantes dos próximos 04 ou até 08 anos. Porém, diante do atual panorama político, em que há problemáticas como corrupção e ausência de uma ideologia do partido para propiciar maior identificação dos eleitores surge o questionamento sobre a possibilidade de estender o voto facultativo e extinguir o voto obrigatório. Para isso, utilizando-se de pesquisa bibliográfica, de cunho qualitativo, pretende-se com este artigo realizar breves comentários e análise acerca da implantação do voto facultativo, construindo primeiramente o alicerce que perpassa pelas noções de sufrágio, democracia e do voto, salientando a necessidade de uma ampla conscientização política antes de qualquer alteração em um regime enraizado no âmago cultural brasileiro. Além disso, pretende-se com esse artigo destacar a supremacia do voto, elencar alguns de seus aspectos e, sobretudo, tratar obre o vigor vital que o voto proporciona àqueles sujeitos titulares da soberania no Estado democrático. Por fim, pretende-se demonstrar que, historicamente, o Brasil e suas estruturas não promoveram ao indivíduo o pleno desenvolvimento da personalidade humana. Sendo assim, a (in) viabilidade do voto facultativo possibilitaria o incremento da (des) moralização, sobretudo da possibilidade de manipulação dos setores mais pobres da sociedade brasileira. Esta é a elementar discussão proposta pelo presente artigo.

RESUMO Introducao: O artigo reconstitui a trajetoria da concessao e expansao dos direitos politicos as mulheres no Brasil. O foco recai sobre as regras eleitorais e argumentos mobilizados em contextos deliberativos que trataram do exercicio dos direitos politicos pelas mulheres. Argumentamos que, apesar do direito ao sufragio ter sido concedido em 1932, a participacao politica das mulheres casadas nao foi garantida, ficando ainda na dependencia das decisoes de seus maridos nas tres decadas subsequentes.Odireito pleno a participacao so foi obtido em 1965. Materiais e Metodos: O trabalho mapeou os termos do debate relativo ao voto feminino nas Assembleias Constituintes de 1824, 1891, 1934 e 1946 e nos projetos de lei que abordaram o direito politico das mulheres. Analisamos, tambem, as consequencias praticas da legislacao, compilando dados oficiais sobre a participacao eleitoral das mulheres a partir de informacoes fornecidas pelos Boletins Eleitorais estaduais e arquivos do TSE. Resultados: Entre 1932 e 1964, a media de alistamento feminino sobre o total girou em torno de 34%. Ou seja, em geral, para dois homens alistados, havia uma mulher em condicao de exercer seu direito de voto. A voluntariedade para as mulheres sem renda propria garantiu aos homens o poder de decidir se suas esposas exerceriam seu direito politico. Trata-se de regra que foi deliberadamente construida para preservar a autoridade masculina, gerando desigualdade politica de genero. Discussao: Tradicionalmente, analises sobre a expansao do direito a cidadania privilegiam a dimensao de classe e assumiram que a expansao do sufragio se deu pela incorporacao dos mais pobres. O artigo contribui para esse debate, chamando atencao para a clivagem de genero. Esta foi tao ou mais importante que a classe no processo brasileiro de expansao do sufragio. Women’s vote in Brazil ABSTRACT Introduction: The article aims at reconstructing the path towards the concession and expansion of political rights to women in Brazil. The focus relies on electoral rules and arguments used in deliberative contexts, which addressed women’s exercise of political rights. We sustain that, despite suffrage concession in 1932, political participation of married women was not guaranteed, because it remained dependent on husbands’ decisions for the following three decades. Full right to participate was only attained in 1965. Materials and Methods: Research depicted the terms used in the debates about women’s suffrage held during the Constitutional Assemblies of 1824, 1891, 1934 and 1946, and used in bills that approached women’s political rights. In addition to that, practical outcomes of legislation were evaluated, based on the compilation of official data about women’s electoral participation that stemmed from state electoral bulletins and TSE files. Results: Between 1932 and 1964, women were, in the mean, 34% of all registered voters. This means that, in general, for every two registered men, there was one woman in condition to exercise her right to vote. The fact that women without income were excused to vote secured to men the power to decide if their wives would exercise women’s political right. The rule was intentionally established to uphold male authority, engendering gender political inequality. Discussion: Traditionally, analysis about the extension of citizenship in Brazil favored social cleavages and assumed that suffrage expansion resulted from the inclusion of the poorest. This article adds to debate, drawing attention to gender cleavage. This was as much or more important than class in the process of expanding suffrage in Brazil. Trabalho não financiado por agência de fomento, ou autofinanciado Sistemas políticos democráticos têm como condição básica usar a opinião majoritária para obrigá-la a toda sociedade. Diversas modelagens matemáticas se tornaram imprescindíveis às Ciências Sociais. Uma das mais importantes e presentes na atualidade é o estudo do voto justo, meio coerente de se tomar decisões democráticas, refletindo a vontade de uma maioria. O sufrágio, direito de votar e ser votado, sempre foi um dos profundos problemas universais, mas o processo de justiça das escolhas demorou um longo período para obter tratamento matemático com teoremas e proposições consistentes sobre como tornar uma eleição íntegra, a partir de condições iniciais rigorosas. Haverá uma análise da história do voto e as ideias desenvolvidas por dois franceses que pesquisaram, com afinco, qual seria a forma mais honesta de escolher seus representantes nas eleições chamadas majoritárias atualmente. Na segunda parte da investigação, serão mostrados estudos feitos por célebres estadunidenses sobre como tornar uma eleição proporcional coerente, no que concerne às partições das vagas, onde a tentativa e erro é o método científico usado na maioria dos casos. Ao final, faremos uma exposição dos modelos adotados nas eleições brasileiras e, intuitivamente, será traçado um paralelo com todo o trabalho e o quanto os processos elencados estão corretos ou equivocados, no que tange à aplicação dos melhores meios de escolhas sociais Democratic political systems have as basic condition to use the majority opinion to force it society. Several mathematical models have become indispensable to the Social Sciences. One of the most important and present today is the study of the fair vote, a coherent means of making democratic decisions, reflecting the will of a majority. Suffrage, the right to vote and to be voted, has always been one of the deepest universal problems, but the process of fairness of choices has taken a long time to obtain mathematical treatment with consistent theorems and propositions about how to make a full election, from initial conditions rigorous. We will give an analysis of the history of the vote and the ideas developed by two Frenchmen who have researched hard and honestly what would be the most honest way to choose their representatives in the so-called majority elections today. In the second part of the investigation, we will show studies by famous Americans on how to make a proportional election coherent, in what concerns the division of vacancies, where trial and error is the scientific method used in most cases. In the end, we will give an exposition of the models adopted in the Brazilian elections and, intuitively, we will draw a parallel with all the work and how the processes listed are correct or misleading, regarding the application of the best means of social choices

A escritora, não raro, foi caracterizada pela cordialidade e afabilidade de suas posturas, ao julgar pela sua atitude de não confronto ao status quo. Por pertencer a um grupo de mulheres letradas e ricas, na condição de filhas, esposas, mães de homens poderosos, que integravam altas esferas políticas, conquistou crescente aceitação e reconhecimento social, ensejo dedicado a alargar e tencionar os limites do feminino, radicalizando seu pensamento e atitudes de maneira progressiva. A trajetória de manifestações dessas mulheres de elite, entretanto, originou-se na década de 1830. No decorrer de tal século, de ações isoladas de diferentes protagonistas ou grupo de mulheres que reivindicaram o direito à instrução e ao trabalho, passou-se no século seguinte à criação de instituições que acarretaram, em meio a ações de um novo tipo de filantropia a um incipiente e organizado movimento feminista. Este contou com a liderança de figuras que marcaram a cena política e cultural do país. Neste cenário de luta pela independência, pelo trabalho, pelo divórcio e pelo sufrágio feminino, pode-se destacar a escritora Júlia Lopes de Almeida (1862-1934), que fazia parte de um grupo que se empenhou pelo ―progresso‖ da mulher brasileira. Cabe destacar, que outra vertente do movimento contava com mulheres de camadas sociais mais pobres, cuja educação ocorrera muitas vezes pelo autodidatismo, mas que também encontraram mecanismos para proporem suas pautas. Dessa forma, no que diz respeito ao suporte teórico-metodológico dessa pesquisa, de acordo com Joan W. Scott, essas mulheres sufragistas, as cidadãs paradoxais, podem ser interpretadas como arenas, tendo em vista os embates políticos e culturais que enfrentavam, bem como as múltiplas maneiras pelas quais essas mulheres se construíram como ―atores históricos‖. Além de Scott, Jean-François Sirinelli elucidou a importância de se verificar as estruturas elementares do microcosmo social, ambiente profícuo para analisar o movimento de ideias, a fermentação intelectual e o debate de profusões e convicções. Cumpre lembrar, ainda, que a escritora Júlia Lopes de Almeida, além do envolvimento na área intelectual, utilizou-se dessa profissão para promover eventos beneficentes, oportunidade que viajou o país com sua literatura e sua política de cuidados aos mais necessitados. Mais do que isso, na companhia de seu marido, o poeta Filinto de Almeida (1857-1945), Júlia Lopes realizou nas dependências do ―Salão Verde‖, espaço localizado na casa da família no bairro de Santa Tereza, eventos de caridade, encenação de peças teatrais autorais e concertos musicais. Em tal espaço também discutiu-se sobre as ideias e movimentos literários no Brasil, oportunidade em que a escritora divulgou suas ideias e valores sobre o papel das mulheres na sociedade brasileira. The objective of this research is to analyze the feminist trajectory of Júlia Lopes de Almeida in the complex scenario of the struggle for the emancipation of women, in the turn of the nineteenth century until the beginning of the 1930s. The writer was often characterized by the cordiality and affability of their positions, judging by their attitude of non-confrontation with the status quo. Because they belonged to a group of literate and wealthy women, as daughters, wives, mothers of powerful men, who integrated high political spheres, they gained increasing acceptance and social recognition, an opportunity dedicated to extending and intending the limits of the feminine, radicalizing their thinking and attitudes in a progressive way. The trajectory of manifestations of these elite women, however, originated in the 1830s. In the course of that century, of isolated actions of different protagonists or group of women who demanded the right to education and to work, it happened in the century following the creation of institutions that entailed, in the midst of actions of a new type of philanthropy in which they were involved, in an incipient and organized feminist movement. This one counted on the leadership of figures who marked the political and cultural scene of the country. In this scenario of struggle for independence, work, divorce and female suffrage, we can highlight the writer Júlia Lopes de Almeida (1862-1934), who was part of a group that worked for the "progress" of Brazilian women. It should be noted that another aspect of the movement had women from the poorer social strata, whose education had often occurred through self-education, but also found mechanisms to propose their guidelines. Thus, with regard to the theoretical-methodological support of this research, according to Joan W. Scott, these suffragette women, the paradoxical citizens, can be interpreted as arenas, in view of the political and cultural struggles they faced, as well as the multiple ways in which these women have built themselves up as "historical actors." In addition to Scott, Jean-François Sirinelli elucidated the importance of verifying the elemental structures of the social microcosm, a profitable environment for analyzing the movement of ideas, intellectual ferment and the debate of profusion and conviction. It should also be remembered that the writer Júlia Lopes de Almeida, besides the involvement in the intellectual area, used this profession to promote charitable events, an opportunity that traveled the country with its literature and its care policy to those most in need. More than that, in the company of her husband, the poet Filinto de Almeida (1857- 1945), Júlia Lopes held in the dependencies of the "Green Room", space located in the family home in the neighborhood of Santa Tereza, charity events, staged theatrical plays, was the scene of musical concerts, discussions about ideas and literary movements in Brazil, as well as a favorable space for the writer to disseminate her ideas and values about the role of women in Brazilian society.

Considering its multicultural formation and the democratic nature defended, the development of a politic guided by the intercultural relations, aiming to the development of a plural society is crucial. The plurality requires all the citizens participation in the decision processes. That is why this study has searched to analyze the state of art of the immigrant political rights in the country, specifically in relation to the suffrage, exercise that concretize the citizenship, the popular sovereignty. The Brazilian positioning about the immigrant vote prerogative was questioned, as well as the contribution of the legislation of the other countries from Latin America for the development of an adequate legislation. A dialectical approach was chosen, due to the study from the contradictions and the antagonism of the system for the formal recognition of the right to vote. The analysis and the documents interpretation and data follows the qualitative model, on account of the psychosocial explanatory focus, for the context comprehension. The data were obtained through bibliographic research of the migration profiles, Federal Constitutions and migratory legislation of the countries involved; but, for this purpose, with the technical supply of summaries, reviews, annotations. The analysis was presented in two chapters: the construction of the political participation of the immigrant in Brazil and about the recognition of the political rights of the immigrant in Latin America . In the first chapter there was the scope to expose the theoretical substantiation that allows to recognize and comprehend the complexity that settles the immigrant in the field of the sociobiodiversidade rights, as well as the rights deprivation which the country is exposed. In the second, it was presented models developed in the other Latin America countries. It was noticed that Brazil is about to institute a new political mark in immigration represented by PL288/2013, sent to Cãmara de Deputados (PL 2516/2015). However, this still copy the state power concentration, being omissive about the immigrant vote, about the Human Right to Immigrate. Not many countries in Latin America have developed their perception about the human rights comprehension beyond the homogeneity and the democracy as plurality. Between the analysed countries, the Argentinian and Bolivian model are closer to the ideal project. It is expected that the exposure may contribute for a new political migratory mark indeed effective. Em face da relevância do sujeito imigrante para o desenvolvimento de uma sociedade sustentável, considerando a pluralidade de suas dimensões e ao compromisso do Brasil em suprir as demandas do seu povo; justifica-se a necessidade de analisar política e juridicamente os direitos políticos do imigrante no país. Considerando sua composição multicultural e o caráter democrático defendido, o desenvolvimento de uma política pautada na interculturalidade das relações, visando à construção de uma sociedade plural é imprescindível. A pluralidade exige a participação de todos os cidadãos nos processos decisórios. Por isso, esse estudo buscou analisar o estado da arte dos direitos políticos do imigrante no país, especificamente com relação ao sufrágio, exercício que concretiza a cidadania, a soberania popular. Questionou-se a postura do Brasil frente à prerrogativa do voto do imigrante, bem como a contribuição das legislações dos demais países da América Latina para o desenvolvimento de uma legislação adequada. Optou-se por uma abordagem dialética, haja vista o estudo partir das contradições e antagonismos do próprio sistema para o reconhecimento formal do direito ao voto. A análise e a interpretação dos documentos e dados seguem o modelo qualitativo, devido à relevância do enfoque psicossocial, interpretativo, para a compreensão do contexto. Os dados foram obtidos por meio de pesquisa bibliográfica de perfis migratórios, Constituições Federais e legislações migratórias dos países envolvidos; contando, para tanto, com o apoio técnico de resumos, resenhas, fichamentos. A análise foi apresentada em dois capítulos: a construção da participação política do imigrante no Brasil e sobre o reconhecimento dos direitos políticos do imigrante na América Latina . No primeiro capítulo houve o escopo de expor a fundamentação teórica que permite reconhecer e compreender a complexidade que encerra o imigrante no âmbito dos direitos da sociobiodiversidade, bem como a privação de direitos a qual está sujeito no país. No segundo, foram apresentados os modelos desenvolvidos nos demais países da América Latina. Percebeu-se que o Brasil está prestes a instituir um novo marco político em matéria de imigração representado pelo PL288/2013, atualmente em trâmite na Câmara dos Deputados (PL 2516/2015). Todavia, este ainda reproduz a concentração do poder Estatal, sendo omisso quanto ao sufrágio do imigrante, quanto ao Direito Humano de Imigrar. Poucos países na América Latina evoluíram sua percepção quanto à compreensão dos direitos humanos além da homogeneidade e da democracia como pluralidade. Dentre os países analisados, os modelos argentino e boliviano mais se aproximaram do projeto ideal. Espera-se com o exposto contribuir para a construção de um novo marco político migratório de fato eficaz.

Este artigo apresenta uma inflexão na literatura acadêmica desafiadora do consenso, firmado nas décadas de 1980 e 1990, em torno da ideia da perda de importância relativa das clivagens sociais e, em especial, classistas, enquanto variável explicativa do comportamento eleitoral em democracias avançadas. O texto apresenta e discute amostra de recentes pesquisas internacionais que convergem na revalorização da classe social enquanto fonte de orientação do voto e sublinha a importância atribuída por essa nova literatura à questão metodológica e ao reexame da informação empírica coletada nas últimas décadas sobre o voto, destacando alguns dos resultados obtidos que sugerem uma nova compreensão da relação entre classe e sufrágio nas democracias maduras.This article aims to provide an approach on a possible inflexion ongoing in contemporary electoral comparative studies, challenging the consensus reached in the 1980s and 1990s around the idea of the loss of the relative importance of social divisions and, in particular, classists, as the explanatory variable of electoral behavior in advanced democracies. In that sense, the text presents and discusses samples of recent international studies that converge on the revaluation of social class as a source of guidance on vote. It is pointed out the attributed importance by this new literature on the methodologic question and in the review of empirical information collected in the last decades by vote, especially some of the results that suggest a new understanding of the relationship between class and suffrage in mature democracies.

A relevância desse estudo traduz-se, especialmente, na dualidade entre a lista aberta e a lista fechada, perpassando pela busca de cientificamente desmistificar algumas das múltiplas facetas do sistema eleitoral brasileiro, como também elucidar os aspectos positivos e negativos dessa potencial mudança de ordem político-constitucional. This academic work, which object of study is based on the system of the party lists, examined the effects caused on the political actors - voters, candidates and political party - after the potential advent of a new model of party list, in the Draft Law 2,679/03, which widely differs from the archetype of the opened list, adopted since mid1945. The relevance of this study leads to the duality between the opened list and closed list, trying not only to scientifically demystify some of the many facets of the Brazilian electoral system, but also to elucidate the positive and negative aspects of this potential change of the political and constitutional order.
