Purpose: The research aimed to verify the influence of meeting public demands on the perception of tolerance of Brazilian voters towards the "rouba, mas faz" policy. Although a social unison of rejection of corruption in politics is perceived, there is a possibility that voters relax this disapproval in the face of the results that managers offer to communities. Methodology: Study of quantitative approach, as for the procedures, a survey was used, with a questionnaire and study of scenarios, of tolerance to "rouba, mas faz", as a research instrument. To analyze the data, descriptive statistics and presentation in percentages were used for the answers to assertions and scenarios. Results: The results indicate that Brazilians demand honest politicians, although for almost 25% of the population every politician is corrupt, without distinction; for 80% of respondents the main cause of problems in Brazilian public management is political corruption; approximately 70% of voters do not use transparency portals to decide their vote, although 80% claim to research the candidates' history before making their decision. Contributions of the Study: Aspects related to the median voter theory were perceived, since, although Brazilian voters demonstrate intolerance to corruption, the profile with the average characteristics of the population tends to vote for that candidate who promises to meet their needs. In addition, in general terms, 7% of the sample would re-elect a very corrupt politician, as long as he is very productive, while 24% would tolerate corruption, as long as it occurs on a small scale and is accompanied by works and benefits to society, implying that there is, in general terms, to a certain degree, the influence of meeting public demands on voters' tolerance of the "rouba, mas faz" policy in Brazil. Purpose: The article aims to analyze the perception of Internal Auditors of Federal Educational Institutions regarding the contributions of Internal Control to Public Governance. Methodology: Regarding the technical procedures for collecting research data, a structured questionnaire (Survey) with multiple choices was used, on a 10 (ten) point scale with alternatives of no agreement/a lot of agreement, with 1 being no agreement and 10 being very agreement. The analysis was carried out using Factor Analysis. Results: As a result of the research, it was identified that the factors: Risk-Based Audit Planning, Transparency, Public Integrity and Accountability, obtained the highest averages as contributions of internal control to public governance in the perception of the responding auditors. Factors such as the Provision of Consulting Services and Society Participation presented the lowest averages among the factors analyzed. After the factor analysis, it was found that the first factor, Adherence to International Auditing Standards, presents approximately 59.7% of the explanatory power of the variances contained in the sample. According to the auditors' perception, adherence or alignment with international auditing standards is representative of the evolution of the governance process in federal public administration. Contributions of the Study: The study contributes to the discussion on public governance regarding the contributions of internal control to its development. The results suggest that the process of adhering to international auditing standards is an irreversible process and recognized as necessary for the development of governance in the federal public sector, given that this adherence to international auditing standards presents itself as a factor with greater explanatory power in the analysis, signaling that for public administration to follow the evolution of its governance, it must remain integrated with international standards and best practices. This article aims to bring to light about the women and their features, based on Freud, Lacan and others and authors, just as feminicide are portrayed by media and several news blogs. Having the comprehension the press, in general, contributes to build public opinion when brings topics from this kind. Feminicide is characterized as murdering women by men, simply, because they are women, in other words, by their gender condition. In this sense, the male domination characterize itself, by the owning the woman as an object. The violence is a social factor that has been in the human society for centuries and in the contemporary, the journalistic work is partial and suppose to enforce stenotypes that victimize the woman who is victim of structural chauvinism. Many fields of knowledge such as the various approaches to psychology, legal knowledge and sociology portray this topic from their perspectives, in this sense, the essays foresees the reading of these facts that has occurred from the perspective of psychoanalysis, that is about the constitution of social connections, considering their particularities, creating a reflection in the metapsicological field, trying to understand the personal psychism by motivation of committing feminicide, considering the evidences it come from the social manifestation. The aim of this article is to explore the notion of freedom as an ontologically untransferable part of human natural right. We are not speaking of the full freedom of the sage, which few possess prevalently, but of a freedom to think imaginatively, according to one's own temperament, one's own disposition, and not merely according to the ruler's temperament, even though the ruler has the power to define what is just and pious. We will examine the ontological foundations of this kind of freedom, as well as its political consequences depicted in the final chapter of Spinoza's Theologico-Political Treatise. This freedom to opine, a necessary consequence of human nature, is accompanied by the requirement to share opinions with others, a requirement that grows as the individual's virtue grows. Thus, as embryonic active affects operate in the mind, the untransferable part of this freedom expands in a virtuous movement that limits the ruler's power to suppress the public expression of opinions. Over the two decades, international academic rankings have significantly increased their influence in global higher education. Serving as benchmarks for the formation of public policies and the opinions of key actors in the field, these classifications have impacted academic and administrative activities of higher education institutions worldwide. In Brazil, research has highlighted the rankings’ role in institutional planning and university media; however, their impact on decision-making processes within higher education institutions remains unclear. This article aims to contribute to such understanding by analyzing minutes of the university boards of USP and Unicamp from 2010 to 2023. Our findings reveal that rankings are frequently utilized as a source of external authority in constructing argumentative strategies, shaping how stakeholders make sense of quality in higher education. In a context of international politics undergoing significant changes due to Russia's invasion of Ukraine, NATO is reevaluating its role in the European public discourse. Therefore, it is crucial to understand the role of the media in shaping the attitudes of European citizens towards this institution. This research aims to measure the media's role in the adherence of European Union citizens to NATO's actions. To achieve this, indicators such as trust in NATO, trust in traditional and digital media, and the frequency of media usage from the Eurobarometer of January and February 2022 are considered. The Eurobarometer involved a total of 26,681 participants from the 27 EU member states, with representative samples. The main finding of the research suggests that the media plays a significant role in Europeans' adherence to NATO's actions. It was observed that, on the eve of Russia's invasion of Ukraine, most Europeans trusted NATO. Furthermore, the empirical evidence obtained reveals a high likelihood that a European citizen will trust NATO when they trust traditional media. Other relevant results include the fact that trust in digital media, as well as its usage, are good predictors of trust in NATO. Additionally, it is concluded that men, especially those with higher education, constitute the core of European citizens with a greater propensity to trust NATO. [ABSTRACT FROM AUTHOR]

The article aims to evaluate the economic effects of purchases form family farming, under the Brazilian School Feeding Program (PNAE), for the municipalities of Minas Gerais. Of quantitative nature, the chosen method is the multiple linear regression. Four models were estimated, in which the variables are total Gross Domestic Product-GDP (PIB), agriculture and cattle ranching GDP (PIB agropecuário), industry GDP (PIB indústria), and services GDP (PIB serviços). As dependent variables were chosen: the volume of PNAE transfers (in Reais) for family agriculture as the independent variable of interest; the values (in Reais) of rural credit through the Brazilian Program Strengthening Program for Family Farming (PRONAF), the production of family farming agro-industry and the number of family farming establishments linked to cooperatives or associations as the independent control variables. The main results indicate that the independent variable PNAE was statistically significant at 1% for total GDP, industry GDP and services GDP, and statistically significant at 10% for the agriculture and cattle ranching GDP, showing greater effect on total GDP. This means that purchases from family farming, through the PNAE, have positive economic effects on these sectors and, especially, on the total GDP. It is recommended for future researches comparative studies, the application of other quantitative techniques and studies with qualitative approaches. We also recommend research that includes other theoretical lenses for the perception of the effects of public policy. [ABSTRACT FROM AUTHOR]

Public relations is an activity that deals with two central dynamics: that of understanding the phenomena of public opinion from a reading of the publics that are formed due to controversial and relevant issues at the collective level, and that of managing the public visibility of organizations and of people. The configuration of a strategic communication goes through a process of tension and permanent dispute between institutions, organizations, public persons and publics for what appears or does not appear, for what is or is not visible and for what is or is not discussed, as well as for what is likely to appear, be seen and discussed. Our special interest lies in the vulnerabilities of publics to factors that silence them, but also it is important to connect this issue to deliberate silences, to processes of institutional concealment, that is, of what is withdrawn from the public's view or from the which impels them to ignore reality. This is a complex and nuanced process. One that calls our attention is described by Zerubavel (2006). When dealing with these dynamics, he focuses on a phenomenon metaphorically postulated as "the elephant in the room", to talk about something that, despite being in plain sight, is ignored and not discussed. It is a very complex phenomenon, which involves, on a collective level, what he calls "conspiracies of silence" and a discrepancy between what we experience in reality and what we end up publicly recognizing, that is, in the public's perception. Therefore, in this work we focus on two important aspects that are raised by the author: indisputability and the emergence of "silence breakers". To do so, we take Operation Lava Jato as an empirical case, especially the Curitiba nucleus. Launched in March 2014, with the aim of dismantling criminal organizations that operated in money laundering in several Brazilian states, the Operation consisted of a set of investigations and their consequent lawsuits, involving the Federal Police, the Federal Public Ministry and the Federal Justice in Curitiba, São Paulo, Rio de Janeiro and Brasília, in addition to superior courts and other control bodies. The most famous nucleus, however, is that of Curitiba, which brought together, from the beginning, the then Public Prosecutor Deltan Dallagnol and the then judge Sergio Moro. In 2023, the media and the political scene are moved by denunciations regarding Lava Jato maneuvers and abuses. Former deputy and Operation whistleblower, Tony Garcia, went to the media to reveal the coercion, extortion and persecution suffered during the years of Lava Jato. In this episode, we can more clearly identify what Zerubavel calls "breaking the conspiracy of silence", as it is the appearance of people in the role of breakers who will consistently offer testimonies and evidence and who will in fact point out, with the force of denunciation, the existence of the "elephant in the room" in a complete and irrefutable way. Thus, we will dwell here on analyzing the appearance, in the public scene, of Tony Garcia's media speeches. [ABSTRACT FROM AUTHOR]

There is a recurring discourse in Western societies that denounces a crisis in institutions, including the press and journalism. Part of this idea seems to be supported by public opinion polls in recent years, which point to gradual declines in trust in the media. In this article, we analyzed 15 surveys measuring trust in the media, and the sample contains studies from the most traditional institutes in Europe, the United States and Brazil. The result is an overview of trust monitoring instruments, which present gaps in their methodologies and limits in the ways of measuring such a dynamic and volatile element of human relations. 19. The Role of Social Forgiveness and Non-Forgiveness in Shaping the Political Discourse Around Gustavo Petro during the 2022 Colombian Presidential Elections

Objective/context: This article examines the use of emotional argumentation patterns of social forgiveness and non-forgiveness regarding Gustavo Petro’s past in the M-19 movement in the context of the 2022 Colombian presidential elections. Methodology: An inductive media framing analysis of selected Colombian newspapers was carried out. The frames analyzed exemplify the relevance different newspapers have attributed to Petro’s past in their pre-election coverage. Conclusions: This analysis demonstrates that those frames that project a negative view of Petro’s past carried especially marked patterns of non-forgiveness and an accompanying delegitimization of his person and political ambitions. The negative portrayal in a particular newspaper presented clear patterns of emotional argumentation of politically ideological opposition to Petro in contrast to the media landscape in general. The other newspapers analyzed, however, revealed a predominantly neutral pattern of argumentation that paid attention to Petro’s past but did not use it judgmentally against him. In relatively few cases, the argument of social forgiveness was even used in his favor. The results show that, especially for the ideological opposition to Petro, reference to his past in the M-19 was considered a legitimate means to undermine his political ambitions. However, considering the general overall coverage of the newspapers, Petro’s past was of marginal importance. Originality: This analysis provides insights into how Colombian media framed the past of the current Colombian president in the M-19 during the 2022 presidential campaign, potentially influencing public opinion-making processes. The results can serve as a reference for more comprehensive analyses to better understand the role of forgiveness and non-forgiveness in the context of political discourses in post-conflict states.

Under what conditions will the public accept homeless-serving housing and social service facilities in their neighborhood? In this paper, we answer this question through a basic descriptive statistical analysis of a brief survey (respondent n=251) and a thematic analysis of seven focus groups with residents of San Diego, California (participant n=34). We find that although residents were not categorically opposed to such facilities, their support was contingent on a particular approach to addressing homelessness, often rooted in misperceptions of the causes of homelessness. Participants classified people experiencing homelessness (PEH) into “deserving” and “undeserving” groups based on these perceptions. Attitudes towards homeless-serving facilities were also shaped by a belief that what is needed most are services such as substance abuse treatment, mental health services, or job training; they focused less on the need to house people who are currently unsheltered. Study participants also took a paternalistic approach to policy design, focusing on rules and regulations to force PEH to make “good” decisions. Participants recognized homelessness as a pressing social problem and were willing to consider homeless-serving facilities in their community. However, their attitudes and beliefs limited which facilities they would support, and under what circumstances.

The manuscript highlights the major role that partisanship plays in moderating voters’ interpretation of polling information and incentives to behave strategically. While prior studies highlight that partisans are less likely to vote strategically as the expressive costs of defection increase, this study sheds light on the conditions in which voters—even partisans—behave strategically and which contribute to an increase in the proportion of voters who change their vote intention during campaigns. Only partisans informed about polls are able to overcome their partisan bias and engage in strategic voting. By taking strategic voting into account in the study of campaigns, the present work builds a bridge between the campaigns effects literature and studies on strategic voting.

Objective/Context: The economic, political and military relations between the People’s Republic of China and Latin America have grown exponentially since the beginning of the 21st century. In this context, this article questions how the perception of Latin American citizens about China varies, taking into account its commercial, military and political dimensions. To answer this question, it is proposed that according to the theory of social identity, the perception towards China will be homogeneous, while from the individualist theories of public opinion a greater heterogeneity is expected in the perception of Latin Americans towards the Asian giant. Methodology: Data from the 2020 Latinobarómetro survey were used to estimate a cluster analysis to identify the different types of political, commercial and military perception of Latin American citizens towards China and a multinomial regression analysis to identify political and sociodemographic factors. related to each profile. Conclusions: The analysis found evidence in favor of the individualistic theories of public opinion, identifying four groups, one with a favorable perception of China in the three dimensions evaluated, another with a favorable perception, less so in the military dimension, and another two groups that did not. have a favorable perception of China. This study also shows that Latin Americans who do not support democracy are more likely to belong to groups with a low perception of China. Originality: The analysis of clusters is a novel methodology in the study of the perception of Latin Americans about China, as well as analyzing the perception of China as a multidimensional phenomenon and not only analyzing the favorability towards that country.

Objective/Context: This study seeks to explore the relationship between the conversation that has taken place on the social network Twitter about Venezuelan migration and its influence on the public agenda in South American countries. Methodology: For data collection, the Crimson Hexagon (CH) platform was used, which allows for analyzing the social network Twitter and identifying publications related to the Venezuelan migration conversation. The algorithm randomly selects a compendium of tweets from a specific period (from January 2, 2014, to August 31, 2019), identifying a set of keywords related to each country’s linguistic references to Venezuelan migrants, the language (Spanish and Portuguese), and the geographical origin of the tweet, in this case, nine countries in South America, to carry out a quantitative descriptive analysis of the findings. Conclusions: Based on the outset, a neutral-negative feeling can be identified. In countries governed by right-wing politicians, there is a greater volume of conversation, and the topic occupies a more relevant space within the public agenda, suggesting that this issue can be used politically and electorally by these ideological tendencies. Originality: This research starts with a reflection on one of the most important events that has impacted South America from the political sphere to public order: the Venezuelan migratory wave. However, this event is used by current governments to influence their public agenda and strengthen their political positions.

36. Cancel Culture in the Academia: The hispanic perspective

Although many cases of the so-called Cancel Culture in the American and British colleges and are taking place nowadays, social science researchers claim for a better understanding of the phenomenon and a clarification of the concept. In this context, cultural perspectives can be an interesting tool to illuminate facts and meanings. This paper tries to contribute to this debate introducing theoretical aspects as well as case studies from the Hispanic context. To achieve this goal, first three different approaches to the Cancel Culture (critical, institutional, and moral) are explained. Then, we examine the role of social media and the new “fear of isolation”, connecting Cancel Culture with the classic theory of the spiral of silence (Noelle-Neumann, 1974). We complement the theoretical discussion with an exploratory work on cases of Cancel Culture in different Hispanic countries. Observing characteristics of those cases we can conclude that they do not follow the traces of the Anglosaxon world, but they share some aspects of the culture of fear in the new digital context. This is the first academic work in this field for the situation in Latin America and Spain.

37. When Inmigration is a New Issue: Evidence from Chile 2003 and 2017

In countries where parties have not adopted strong policy positions on immigration–and where the immigrant population is not large–popular perceptions of immigrants might not reflect the ideological divides reported in the literature for countries where immigration is a politically salient issue. We assess the association of ideological identification with the perceptions of immigrants in Chile using two comparable national polls, one from 2003, before the recent immigration wave, and one from 2017, in the middle of an immigration wave, but before parties formally adopted policy positions on immigration. With OLS estimations, we find that, as expected, leftists had more positive views than the rest, but contrary to expectations, those on the right also had more positive views, especially in 2017. Views were more prominent in 2017 than in 2003, with those in the extreme left and extreme right displaying positive views.

This article, based on the presentation at the Communication and Work Research Group, at the 46th Brazilian Congress of Communication Sciences, in 2023, problematizes how the construction of narratives around platform work impacts the formation of public opinion and well-being workers' social. The text raises the reflection on the rhetoric around digital labor and the implications of the sociotechnical arrangements used by companies, which emerge with a discursive guise of disruption, autonomy, and entrepreneurship, but reveal themselves as a way of sustaining control, cost cutting, and precariousness of work. Through a methodology based on bibliographic research, it brings, additionally and intentionally, as a matter of illustration, examples of content from Brazilian platform companies as a way to soften the negative discourses around their businesses. The discussion is dedicated to the use of narrative in order to legitimize the supremacy of capital over labor, which influences the formation of public opinion. [ABSTRACT FROM AUTHOR]

The article discusses the Portuguese language in multilingual contexts, addressing diverse realities from Brazil to East Timor, passing through Angola, Macau, China, Portugal, Mozambique, and Cape Verde. Different theoretical and methodological concepts and approaches are presented, considering the sociocultural, linguistic, literary, and political diversity of contemporary multilingual contexts. Some of the topics addressed include the multifaceted potential of the Portuguese language as a language of science, the linguistic attitudes of young people in Macau towards Cantonese, standard Putonghua, Putonghua with a Cantonese accent, Portuguese, and English, and the linguistic attitudes of the Chinese public towards varieties of the Portuguese language. The concepts of linguistic decolonization and decoloniality in the Brazilian space are also discussed. This is a descriptive study, of the experience report type, on the experience of educational actions against Aedes aegypti of a Resident in Family and Community Medicine, carried out in the months of March and April 2022, in the environments of the basic unit of area health and school. The intervention promoted health education actions on various aspects of the dengue issue, creating spaces for conversations and interactions, which encouraged the population to multiply attitudes aimed at preventing the spread of the disease and enhancing its prevention. We concluded that it was possible, through this experience, to identify factors that interfere with the illness of the population of the territory, plan and execute health surveillance actions that contributed to the promotion and prevention of health in the community. Nowadays, brands repeatedly adopt social causes within their stances, strategies, and actions. As much as it is a concept called into question, cause marketing presents itself as a mean of advertising in defense of socially responsible causes and postures, which are to be held by companies. The very notion of anti-racist advertising emerges from that, as many companies identify themselves as such. Herein we discuss advertising amidst this context, reaching for points made in relation to race, racism and anti-racism. We do so in order to realize how the global retailer brand Carrefour has adopted a stance regarding the theme in Brazil, as well as regarding situations in which it has been confronted with its own antiracist public attitude, remarkably within a neoliberal juncture that spreads swiftly over where brands and society touch each other. The aim of this paper is to investigate the reflexes and the political-social effects caused by the wide media dissemination of the activities developed by the Supreme Court. We examine, through bibliographic and descriptive research, the Brazilian Supreme Court performance, which, yearning for the conservation of power and popular approval, assumes a public agenda that ends up interfering in the content of the ministers' decisions. Specifically, the judgment of Habeas Corpus 152.752/PR and its legal and political repercussions are analyzed. It is concluded that granting control of public and political life only to Judiciary disharmonizes the division of powers between institutions, and, finally, the constitutional normative program. Objective: To evaluate the perception and attitudes of the Brazilian population regarding eye health care. Methods: A cross-sectional study was carried out. The sample was random and calculated to be representative of the Brazilian population. Data collection was carried out by a specialized company, through telephone calls, by trained staff. The questionnaire was structured with objective questions about the eye health habits of the interviewees. All interviews were recorded and reviewed. Results: The study population was 2132 people. The sample profile was similar to that of the Brazilian population. Among those interviewed, 11.4% had never been to an ophthalmologist, 35% only went to see one when facing an eye or visual symptom, and 29.5% had been to an ophthalmologist for more than 2 years. Just over half of the interviewees (55.8%) declared that they had a vision problem and myopia was self-declared by almost half of the interviewees (43.2%), with an even higher proportion among young people and those with higher education. Of those interviewed, 11.0% reported having already purchased prescription glasses without a medical prescription and 9.8% use or have used eye drops without a medical prescription, with a higher proportion among self-declared indigenous people and those with less education. Cataracts and glaucoma appeared as the most frequent visual problems in the population over 50 years old. Smoking was the main risk factor for self-declared visual problems. Conclusion: In this research, we obtained a portrait of the eye health habits and attitudes of the Brazilian population, which points to a reality in which a great number of Brazilians have never been to the ophthalmologist and used glasses and eye drops without a proper medical prescription. The population groups most prone to visual problems and the most vulnerable populations with greater difficulty in accessing the ophthalmologist were also identified. [ABSTRACT FROM AUTHOR]

Marx is not always remembered for his journalistic activities, and his contributions to magazines and newspapers are commonly overlooked. In this article, we seek to rescue Marx's contributions to the understanding of the press as an ideological vehicle in class struggles. From the records of his activities, we can identify these contributions and understand how Marx proceeded methodologically for the dissemination of ideas in the ongoing class disputes in the Revolutions and Counter-Revolutions of 1848 in Europe. Through a detailed analysis of the articles written by Marx in the Nova Gazeta Rhenish, we were able to extract the considered most important considerations about the social function of the press and the duties that Marx imputes to such ideological vehicle. The recovery of this debate encourages reflection on the role of the press in the face of the use of traditional and new vehicles to guide issues and form public opinion, in a context marked by political polarization, considering the Brazilian particularity.
