This article is the result of Post-Doctoral research carried out at the University of Brasília (PPGSC/UnB), in 2022. There is a scientific and social interest in understanding how certain families in the Federal District experience situations of institutional violence generated by police homicide and how Specialized public policies for care and guidance reach these victimized groups. The research problem seeks to analyze, through a bibliographical and documentary survey, what has been produced about the phenomenon in the district region, within the scope of support networks and health conditions of victimized families, in recent years. The main objective is to analyze the academic debate about police homicide and the impacts of this violence on victimized families in the Federal District. The specific objectives are: 1. to discuss the literature about police homicide and victimized families in the Federal District in recent years; 2. Identify which social and official support networks are in the Federal District; 3. Understand the health conditions of victimized families, caused by the continuation of institutional violence. The research methodology is qualitative, through bibliographic and documental analysis in the following databases: Scielo, Google Scholar, CAPES Directory and institutional documents from other search sources. The following article considers the relations between literature and criminology based on the criminological tradition of Roberto Lyra and other interpreters of Brazilian structural violence in Machado de Assis. Based on an analysis of the novel Via Ápia by Geovani Martins, we reveal the context surrounding the implementation of Police Pacifying Units (UPPs) in the Rocinha neighborhood. The daily lives of Martins’ five young protagonists demonstrate the various consequences of such a project on the lives of the residents of the favelas in which the units were installed: the effects on the trade of illicit substances, the brutality and lethality of the police, and the militarized occupation of such places. This article presents a study on cases of renunciation of criminal representation by women in situations of intimate partner violence in a Specialized Police Station for Assistance to Women in Brazil. Based on participant observation of police response to complaints and interviews with women who resigned, practices of applying unconditionality to criminal representation in cases of physical violence and two groups of resignation actions, called strategies and dilemmas, were identified. This article asks why Brazil persists in not complying with the reparation measures of the Inter-American Court sentences in the cases in which it was convicted? Through a literature review and a case study, domestic weaknesses and compliance mechanisms of the Inter-American System were identified, and it was concluded that non-compliance touches on historical and contemporary challenges of the country, such as police violence and violations during the military regime. This study investigates the social support for homicide victims' families. A qualitative approach based on narrative analysis was undertaken. Interviews were conducted with family members of homicide victims living in areas of intense armed violence in São Gonçalo city, Rio de Janeiro. The analysis indicated that family members recognize different types of support, mainly from their informal network (family members, friendship and neighborhood). However, they feel helpless, as the support received does not meet their expectations and needs. The recurring traumatic events related to criminal and police violence have an impact on the solidarity mechanisms in the neighborhood, contributing to the construction of an atmosphere of distrust among community members with implications for the constitution of a support network for homicide victims' families. It is concluded that the construction of care strategies for people impacted by homicide and even the break with the reproductive processes of this lethal violence in society are possible only through the integrated action between formal and informal systems that work in an articulated way constituting an effective social support network. Rio de Janeiro is the state with the highest number of homicides due to police brutality (largely Black people). Faced with this situation and seeking justice, the victims' mothers engage in social movements such as the Rede de Comunidades e Movimentos contra a Violência. This paper focuses on what I will refer to as the narratives of engagement of these family members, especially mothers. It aims to understand how important narratives are for these women in the process of transforming grief into political action. The methodology encompasses a qualitative-interpretative research approach with participant observation. The data was generated in the protests organized by the Rede. The analysis was guided by the notion of narrative as a discursive and interactional practice which organizes human experience. Such practice also serves as a tool for social movements to make demands of the state. The analysis suggests the existence of a pattern that organizes the narratives of engagement; it further identifies two discursive mechanisms that interact with each other: i) the rationalization of events leading to the death of their children by using coherence systems; ii) a spiral movement that relates microsocial and macrosocial events in the narrative. The article concludes by highlighting narratives of engagement as a tool for this social movement to raise its demands in the public sphere, as well as a way of resisting structural racism. Brazil, as the country with the highest rates of civilians killed by the police, has seen a proliferation of anthropological studies on police violence and police culture within the last few decades. Not only have anthropologists dedicated increasing attention to the challenges and possibilities of democratic policing, but officers themselves have become ethnographers--or at least relied on some of ethnography's techniques--in their attempts to provide "privileged" accounts of police praxis. F*ck the Police! focuses not so much on the paradigmatic victims of police terror in Brazil, but instead on the critical role that urban ethnographers can play in demystifying the "war on police" and advancing an insurgent intellectual movement that pushes toward the abolition of this morally indefensible modern institution. Since the 1950s, the institutional police series have been among the most popular productions on US television. Through the reiteration of the "us versus them" mentality, police officers are fictionalized as normative agents who uphold "goodness", while crime is portrayed as a moral and individual flaw of the criminal. Not only do these productions recurrently ignore systemic problems in US society, which are used to explain crime in the real world, but they also reinforce the authority of the institution as the force capable of maintaining the status quo. From the perspective that these series act in the construction and mediation of meaning about the role played by real-world police institutions and their members in society, we structure the text around two main arguments: (a) TV series reinforce the police institution's authority, treating its actions as unquestionable and, most importantly, allowing real-world institutions to interfere in their fictionalization processes; (b) TV series normalize police brutality, with narratives often justifying violent acts as an efficient investigative tool, illustrating norms and bureaucracies as major impediments to the police officer's work. By framing ethical and human rights violations as efficient and necessary acts, these series contribute to normalizing some of the dirtiest aspects of the profession. [ABSTRACT FROM AUTHOR]

Custody hearings are defined by the Brazilian National Council of Justice's resolution no. 212/2015 as a guarantee determining that all individuals arrested in flagrante delicto must be presented to the legal authorities within 24 hours for a hearing outlining the circumstances in which their arrest took place, in order to assess the legality, regularity, and need for the act, as well as to identify possible situations of torture or violence during the arrest. In other words, this aims to guarantee that the individual's procedural rights will be upheld, based on the perspective of a clash both with Brazil's rocketing rate of imprisonment and the practices of police torture and violence which may occur during an arrest, aiming to provide a minimum defense of Human Rights. The present work aims to analyze custody hearings in the metropolitan region of Natal, Rio Grande do Norte, problematizing the challenges it faces in terms of criminal policy in Brazil and mass imprisonment, as well as to analyze whether the custody hearings meet their proposed aim, in terms of reducing the practices of police torture, mistreatment, or violence during an arrest. This article investigates how experiences of urban violence and police violence are associated with adolescents' opinions regarding the legitimacy of the police. Data came from a survey with 724 participants born in 2005, residents of the city of São Paulo, Brazil. Direct and indirect effects of experiences of violence and police contact on adolescents' evaluations of police were estimated by Structural Equation Modeling. Results indicate that aggressive and illegal policing, as well as exposure to violence in the neighborhood, erodes confidence in police legitimacy. [ABSTRACT FROM AUTHOR]

The purpose of this article is to provide an analysis of the ways in which James Baldwin portrays, in "Sonny's Blues", the vulnerability of African American youth when it comes to the U.S. prison system, housing segregation, as well as the War on Drugs. We call the reader's attention to how young Black men and boys in "Sonny's Blues" are associated with the "Black-as-criminal" stereotype and victimized by police violence in the United States, which have real consequences in the lives of Black Americans regarding their marginaliza-tion and pathologization. Given the aforementioned, the authors present ways in which Baldwin's literary strategies overcome death, violence, and drug addiction through the uses of the blues, once musicality is turned into a weapon that frees the black body from physical and symbolic annihilation. This essay discusses how Black Lives Matter activists make meaning in relation to history, temporality, and anti-Blackness in the Western world. It analyzes the modalities through which these activists frame resistance, paying particular attention to the movement’s attempts to, in the words of co-founder Alicia Garza, “(re)build the Black liberation movement” (2014) through Black feminist epistemologies. By looking at how the movement pushes against antiBlackness intersectionally through in-person and digital and protests and in popular culture, we might come to understand why it has garnered global significance in reshaping past conceptions of what it means to be “human.”

In this research, we present the video activist practice and narrative developed in Rio de Janeiro, Brazil, in the context of the 2014 FIFA World Cup. To analyze the phenomenon we applied a mix-method, including quantitative and qualitative techniques, online and offline: participant research; semistructured interviews; and we also created a video database (173), including the interactions around them in the social networking sites. The fieldwork was realized between June 11 and July 15, 2014, in Rio de Janeiro, during the FIFA World CUP. The results show that the video activists organized themselves in groups, were networked multimodalonline and offline. Also, their work methodology was based on the viralization in the social networking sites. Regarding to the narrative, the leading theme addressed was police violence; and the protesters were the main characters of the narrative. [ABSTRACT FROM AUTHOR]

The editorial article of the magazine "World Tensions" highlights the Symposium in honor of Czech intellectual Miroslav Hroch, organized by the research network Nationalities Observatory. The Symposium addresses Hroch's contributions to the study of nations, exploring the comparative historical approach to the formation of small nations and national movements. The article also discusses changes in Russia's post-Soviet domestic and foreign policies, the refugee issue, and criticism of the Eurocentric hegemonic paradigm of rationality/modernity. We examine the first two decades of Cracolândia, in downtown São Paulo, from the early 1990s to 2010, in search of a history of the interests created around the area. To do so, we have made use of academic, literary, and journalistic works published about the area during this period. We have seen how it is presence in the media enabled a series of punitive measures by public authorities that have allowed the exposure of political personalities and promises of real estate valorization. We conclude that the actions of the public power in Cracolândia were articulated with interests of the real estate market, besides responding to appeals from the media. [ABSTRACT FROM AUTHOR]

The ethical use of force in police approaches has received increasing prominence in the discussion about police violence in Brazil and in the world. In this work, we examine, under the light of Multimodal Conversation Analysis, a video posted on YouTube, which records the use of the immobilization technique popularly known as rear-naked choke. The analysis shows that the decision to use force is an interpretative process, co-constructed interactionally. Considering the official institutional protocols on the progressive use of force, the video analysis indicates the anticipation of embodied coercion conduct by the police. It also reveals cultural models put into action in police conduct. We claim the relevance of interactional knowledge as a new analytical key for understanding police decision making and progressive use of force, highlighting its potential for police training. Examines the relationship between the police and the young people on the outskirts of Fortaleza, Ceará. Political sanctions are restrictions or prohibitions imposed by the State on the taxpayer in order to indirectly force him to pay some tax, ensuring the effectiveness of tax obligations. That is, the State, abusing its police power and other exclusive prerogatives, uses other means, different from those provided for by law, to perform the collection of taxes. Thus, this research aims to demonstrate whether political sanctions are used by the state, as well as whether such a practice is unconstitutional. In order to achieve this objective, a study was made in the doctrine and jurisprudence of the Federal Supreme Court on the subject. The methodology to be used is that of the purpose of applied research, with exploratory research, in qualitative approach, by inductive method, through bibliographical research, all specialized on the subject. In the end, it was concluded that political sanctions are unconstitutional, since they violate the rights and principles established in the Constitution of the Federative Republic of Brazil. In addition, the Supreme Court summoned its understanding, according to the entries of the precedents 70, 323 and 547, repudiating the political sanctions. This article intends to offer a preliminary reflection on police violence in Brazil amidst a context of rising crime rates. The author's main objective is to contribute to the analysis of some dilemmas that stem from the coexistence between formal legal equality, on the one hand, and social attitudes that perpetuate flagrant inequalities with regard to the exercise of rights that are theoretically ensured, on the other hand. The author also seeks to shed light on the types of discourses on criminal violence and on rights violations committed by the police in order to create a typology to be used as a roadmap in the analysis of the reproduction and persistence of authoritarian practices during a period considered to be democratic. This paper focuses on narratives about criminality published in police editorials in the printed press in Salvador, Brazil. It establishes comparisons between news about crime and criminal statistics, discussing the growth of urban violence. It indicates the types of crime more prevalent in the metropolitan areas of Salvador, distinguishing between the crimes committed by poor delinquents and those committed by agents of organized crime. It compares great quantities of statistics involved in criminal activity in 1996, collected as part of the Nud*st program, a study which focused on news about daily crime, data about victims and, the condemnation of crime by society. The paper analyzes the logic behind the police page in the press, indicating the commercial interests of the press, the impact on public opinion in order to cement relations between editors and police chiefs. Due to the advantages for both parties, reporters became spokesmen for the police, creating a posture of ethos for police, reproducing police jargon, popularizing police techniques, and frequently justifying police brutality. By use and abuse of photographs of suspects and guilty offenders, through willingness to reveal names and directions of informers, identifying popular ghettos as crime sanctuaries, and printing photos of those who ran afoul of the penal system, police editors became part of the problem of urban crime. In conclusion, the press operates, when it has no links with the police, as a register of social control which either legitimizes or combats crime, focuses indirectly on victimization, and intensifies or mediates and dramatizes social impotence in the control of urban violence.
