This present article has as its main focus the reconfiguration of the development matrix acting in Argentina, as a result of the deepening crisis and the social conflicts from 2001-02. Iden- tifies the presence of inflexions and continuities in this moment of hegemonic recomposition, which some authors call of “post neo-liberal neo-developmentalist phase”, fruit of the correlations of forces resulting in the general movement of the society. Therefore, addresses, in first place, the neo-liberal reaction in the mark of the capitalist crisis and the logic configuration of the accumulation in a flexible standard. In second place it analyzes the context of crisis from the beginning of the 21st century, highlighting the inflexions and continuities with the neo-liberalism and characterizing the behavior of the main socioeconomic indicators. In third place , discusses the reactions to neo-liberalism and the neo-developmentalist recomposition observed in Argentina as well in some national experiences in the latin american region, identifying continuities and ruptures. For last , taking as reference this context, it analyzes the orientation of the social policies after the 2001 crisis, putting in discussion the state action and its politics with the projects of society that are in dispute in Argentina nowadays.

Pesquisa do Estado da Bahia - FAPEB Space debris and Objects Near the Earth are two current topics and of great relevance to the scienti c community. The rst one due to the high probability of collision with the space vehicles (spacecraft, satellites, probes, etc); the second by virtue of the possibility of collision with the planet Earth, with potential for global e ects. Collisions caused by debris at orbital velocity can be highly damaging to the operation of vehicles in operation, also endangering the lives of astronauts in extravehicular activities; in addition, these collisions cause a greater accumulation of trash in the space, since they imply in new debris. Together, in the space environment, these debris can still interact with other larger bodies approaching the Earth, such as the NEOs, and due to the gravitational disturbances they can produce, debris can be inserted into the orbits of space vehicles, which were considered safe during the planning of the space missions, also occupying positions that compromise the \space windows", regions appropriate for safe launches of the Earth. In this context, this work aimed to study the e ects of gravitational interactions between NEOs and space debris in the LEO, MEO and GEO operating regions. Using the REBOUND integration package, we simulate numerically the N-body problem associated with this gravitational interaction dynamics. Our results indicate that the NEO interactions with the debris can cause changes in the eccentricities of these bodies, causing their scattering in the orbital regions. If the eccentricity is high, depending on the growth rate, the larger semi-axis of the orbit of the detritus increases, migration of the detritus to other orbital regions occurs. The most intense perturbations provide hyperbolic orbits to the debris.

Portugal, like other countries, continually produces risk assessments of countries or regions where there are national communities. Based on this assessment some countries or regions present a potential high risk for nationals that are living or staying in that country or region. In the light of international consuetudinary law, it is legitimate to conduct military extraction operations of national noncombatants from those risk areas. This work aims to contribute to a reflection on the geospatial support to a national citizen’s extraction operation, which is called NEO (non-combatant evacuation operation). Given the importance to the military commanders of the holistic knowledge of the operating environment, Geographic Information Systems play a key role in the analysis, contextualization and visualization of geospatial information and constitutes a valuable support for the decision making process. Many people, in many areas of knowledge, work to support the decision making process, and it is essential that these people plan using the same geospatial information, avoiding the existence of a multitude of geospatial data not always consistent, up to date and accessible to all the people who need it. This work is intended to contribute to address this issue. Some other issues are also adressed, such as the shortage of geographic data of the probable areas where such operations will unfold, the relevance and suitability of usage of open spatial data, the data models and the way geospatial data can be made available to those who need it.
