Governments should develop public employment and income policies aimed at professional qualification, productive inclusion, and promotion of formal employment. The Human Capital Theory, originated from this thinking, defends that the more a person invests in knowledge, the greater his/her chances to reach better positions in the job market and also to increase his/her income. In this context, this study aimed to analyze the public policies of employment and income in Ponta Grossa city, Brazil, and its relations with the levels of formal employment from 2015 to 2017. This research was characterized as descriptive, with a mixed-methods approach, and the data collection took place through semi-structured interviews and questionnaires. For the analysis, the technique of interpreting the content and diverse statistical tests were used. The results showed that four public institutions are involved with the employment and income policies of the city, namely the SINE agency, the Qualification Room, Social Project Services, and the Municipal Council for Work. The research results with the workers pointed out that the surveyed ones are satisfied with the current policies. In the interviews carried out with the companies’ representatives, the interest and satisfaction with the policies were evident, mainly those related to professional qualification. Lastly, was presented an agenda with some suggestions to improve the currently offered policies. [ABSTRACT FROM AUTHOR]

This article is the result of a documentary survey conducted about on employment policies in Brazil and Chile in the period 2005-2017. The result of this research is that the employment and income policy is subject to a common logic, since they follow parameters proposed by the multilateral agencies and are subordinated to the dynamics of economic growth. The purpose of this study is to know the profile of the retiree of the Southeast region that continues in the job market after retiring. The reintegration / insertion of the elderly in the labor market and the intergenerational pact of the Brazilian social security were discussed. Through statistical tests, such as Pearson's Test (x²) and descriptive analysis, it was found that the state with the most retirees in the labor market is São Paulo (SP); with average retirement income lower than extra average income; the predominant level of education was incomplete elementary school; and the state with the extra highest average income and the highest percentage of informality was Rio de Janeiro (RJ), and a large proportion of retirees returning to the labor market are reference in the home unit. This information can influence the formulation of public policies for the elderly, social security, and policies for the labor market and health. [ABSTRACT FROM AUTHOR]

This paper analyzes the main youth employment policy in Argentina: the Youth with More and Better Work program. Based on the paradigm of active employment policies, this program illustrates a new form of management and state regulation regarding the problematic question of employment among the poorer sectors of the population. For our analysis, we begin by exploring the theoretical possibilities opened up by Foucault's notion of the “device,” and then point out some disarray concerning the logics, the division between "domestic" and "work" areas, and models of person (individual or linked) that this policy seeks to impose in the labor practices and trajectories of young people in low-income sectors. Finally, we note the need to incorporate the notion of "instruments of reproduction" and "social capital" to account for the singular character of the practical logic these young people apply in order to enter into and to be in the world of work.

Para tal, realiza-se uma revisão histórica da conformação dos mercados de trabalho no contexto capitalista, posteriormente aborda-se a questão brasileira na inserção de políticas sociais para ser possível analisar o trajeto da política do SINE no esteio do modo empresa de gerenciar o social. A renovação dessa política conta com a parceria de agências intermediadoras privadas, torna os intermediadores comissionados e a refação do sistema de atendimento digital. Tudo em nome da modernização, das “boas práticas gerenciais” e da eficiência no gasto público. This dissertation proposes to observe the evidence contained in the restructuring process in the organization of the employment policy placed under the administration of algorithms, specifically, in the state labor intermediation service. To this end, a historical review of the conformation of labor markets in the capitalist context is carried out, later the Brazilian issue is addressed in the insertion of social policies in order to analyze the trajectory of Sine's policy on the shoulders of the company form of managing the social. The renewal of this policy counts on the partnership of private intermediation agencies, makes the intermediaries commissioned and, in its way, refines the digital intermediation service system. All in the name of modernization, “the good management practices” and efficiency in public spending.

10. Inclusão da Pessoa com Deficiência nas Políticas Públicas de Emprego em Moçambique

The paper discusses the inclusion of people with disabilities in the mozambican labor market through two (2) dimensions of public employment policies, namely, the passive ones that provide income support for unemployed people through unemployment insurance and other social subsidies, as well as active ones, aimed at helping unemployed disabled people to return to work with new skills, through training programs and direct job creation in the public and private sectors. although both approaches have their strengths, they will be applied in practice to verify the level of inclusion of people with disabilities in public employment policies, identify alternatives and challenges for their implementation. Using a mixed methodology, bibliographic consultation will be carried out, along with statistics from the 2017 fourth general census and interviews will be applied to the disabled who are part of the TV Surdo organization, dedicated to defending the rights of people with disabilities. However, the continued practices of discrimination and stigmatization increasingly limit their access to the labor market, thus demanding measures that promote affirmative action for this priority group. The study reached the conclusion that public employment policies in Mozambique are predominantly passive, however, subsidies allocated from 2018 to 2021 did not increase, despite the behavior of inflation showing the increase in the high cost of living. thus, it is recommended that passive measures should continue as long as they are more inclusive and employers will need to be socialized to participate in programs that revitalize active policies for this vulnerable group. O artigo discute a inclusão das Pessoas com Deficiência no mercado de trabalho moçambicano através de duas (2) dimensões das políticas públicas de emprego, nomeadamente, as passivas que fornecem suporte de renda para pessoas desempregadas por meio do seguro-desemprego e outros subsídios sociais, bem como as activas, destinadas a ajudar os deficientes desempregados a voltar ao trabalho com novas competências, por meio dos programas de treinamento e criação directa de emprego no sector público e privado. Embora ambas as abordagens tenham as suas valências, serão aplicadas na prática para verificar o nível de inclusão das PcD nas políticas públicas de emprego, identificar as alternativas e desafios para a sua Implementação. Recorrendo a uma metodologia mista, será operacionalizada a consulta bibliográfica, estatísticas do Quarto Censo Geral de 2017 e aplicadas entrevistas aos deficientes que integram a organização TV Surdo, vocacionada na defesa dos direitos das PcD. No entanto, a continuidade das práticas de descriminação e estigmatização limitam cada vez mais o seu acesso ao mercado de trabalho, demandando assim por medidas que promovam acções afirmativas para este grupo prioritário. O estudo chegou a conclusão de que, as políticas públicas de emprego em Moçambique são predominantemente passivas, no entanto, dos subsídios alocados desde 2018 até 2021 não sofreram nenhum incremento, apesar do comportamento da inflação demostrar o aumento do alto custo de vida. Assim, recomenda-se que as medidas passivas devem continuar, desde que sejam mais inclusivas e os empregadores precisarão de ser socializados a participar nos programas que revitalizem as políticas activas para este grupo vulnerável.

Employment always served as a consolation for capitalist economic growth. Remunerations could be highly unsatisfactory, and income concentration never overcome, but at least there was employment to the extent people talked about a society of employment or a society of salaries. Today this has become a mirage. There was never full employment, except sporadically in special periods, as in the early days of the welfare sate. Now, not a chance. Growth without increased employment is part of the global competitive economic structure. Intensive knowledge production and use facilitate the logic of relative surplus value: the worker’s strength is less exploited than his or her intelligence. It is perfectly possible to produce more and better with less labor costs. To find jobs for 10 million workers becomes an impossible task because if this happened the economy would cease to be competitive, as most of those workers do not have adequate qualifications. It seems that neoliberalism is leading us into an impasse.

As a result of the serious economic and financial crisis affecting the country, Portugal was forced, on April 6, 2011, to submit a bailout request to the European Commission. In this context, on May 17, 2011, the Portuguese Government and the troika, composed of the IMF, ECB and EU, entered into a Memorandum of Understanding on Specific Economic Policy Conditionality, which, among other aspects, set to approve legislation leading to significant changes to the employment market. Tackling the rising unemployment rate, making the labor relations more flexible and the need to cut down public expenditures and reduce the companies’ production costs are among the goals of the ongoing reform. Decisive factors affecting the recent increase in formal employment in Brazil. This paper gives a general overview of the evolution of labour market indicators between 1995 and 2005 in Brazil. It shows an overall increase in formal employment rates from 2001 to 2005, as opposite to what had happened from 1995 to 1999. It is argued that such recent trends might indicate the reconfiguration of the labour market in better terms, with potential positive consequences to the finance performance of the Social Security sector. The paper also examines some of the major factors associated with this new trend and their chances to maintain such tendency in the near future. It's important to notice that all of them may be subject to some kind of political management by the State. In other words, we suggest that there are suficient instruments and operative skills in the Brazilian State to make these and others factors work in favour of a more persistent strategy of development with social inclusion through labour. 20. El mercado de trabajo em Francia (2008-2018): desequilibrio global, segmentación y flexibilización

The great recession hit France with relatively low intensity, but the economy then experienced only a weak and late recovery. Despite the slowdown in productivity, the unemployment rate remained high, as did the various forms of underemployment. The recession accentuated the creation of short-term jobs and increased wage inequalities. Employment policy, which traditionally gave priority to the most disadvantaged groups in the labour market, began to prioritize the reduction of the cost of labour for business. The reforms of labour institutions mainly affected, in the first place, the representativeness of unions and employers' federations and the conditions of validity of collective agreements; secondly, the hierarchy of employment relationship rules; thirdly, the modes of representation of employees in the firm; fourthly, the conditions for termination of the employment contract. La gran recesión alcanzó a Francia con una intensidad relativamente baja, pero la posterior recuperación económica fue débil y tardía. A pesar de la desaceleración de la productividad, la tasa de desempleo continuó alta, así como las diversas formas de subempleo. La recesión acentuó la creación de empleos de corta duración y aumentó las desigualdades salariales. La política de empleo, que tradicionalmente daba prioridad a los grupos más desfavorecidos en el mercado de trabajo, comenzó a priorizar la reducción del coste del trabajo para las empresas. Las reformas de las instituciones laborales afectaron principalmente, en primer lugar, a la representatividad de los sindicatos y de las federaciones patronales y las condiciones de validez de las convenciones colectivas; en segundo lugar, la jerarquía de las normas de la relación de empleo; en tercer lugar, los modos de representación de los empleados en la empresa; en cuarto lugar, las condiciones de rescisión del contrato de trabajo. La grande récession a relativement peu frappé la France mais le pays n’a connu ensuite qu’une reprise faible et tardive. Malgré le ralentissement de la productivité, le taux de chômage reste élevé ainsi que les différentes formes de sous-emploi. La récession a accentué le développement des emplois de très courte durée et, de ce fait, des inégalités de revenu salarial. La politique de l’emploi, qui traditionnellement donnait priorité aux catégories les plus défavorisées sur le marché du travail, a connu un redéploiement de ses ressources en faveur des mesures d’abaissement du coût du travail pour les entreprises. Les réformes des institutions du marché du travail ont touché principalement, en premier lieu, la représentativité des organisations patronales et syndicales et les conditions de validité des accords collectifs; en second lieu, la hiérarchie des normes de la relation d’emploi; en troisième lieu, les modes de représentation des salariés dans l’entreprise; en quatrième lieu, les conditions de rupture du contrat de travail. A política de emprego, que tradicionalmente dava prioridade aos grupos mais desfavorecidos no mercado de trabalho, passou a priorizar a redução do custo do trabalho para as empresas. As reformas das instituições trabalhistas afetaram principalmente, em primeiro lugar, a representatividade dos sindicatos e das federações patronais e as condições de validade das convenções coletivas; em segundo lugar, a hierarquia das normas da relação de emprego; em terceiro lugar, os modos de representação dos empregados na empresa; em quarto lugar, as condições de rescisão do contrato de trabalho.

The article investigates the role the service sector played in job creation in Brazil during the 1977-90. Special attention is focused on what are known as personal services (community services, repairs, food and lodging, cleaning, and household services), which are considered the least attractive in terms of job quality. Firstly, results show that the proportion of the work force employed within the service sector was similar to that employed by the manufacturing and civil construction sectors together. Secondly, the number of jobs in personal services grew in both absolute and relative terms, surpassing rates for the other two sectors, while in relation to other service sectors, personal services displayed lower rates in both absolute and relative terms. Lastly, the personal services sector enjoyed systematic expansion within the urban labor market, while its participation within the service sector overall declined slightly.

O tipo de pesquisa apresenta caráter exploratório e descritivo, já o meio constitui-se um estudo de caso. Para tal foi realizada uma pesquisa quantitativa e qualitativa, por meio da aplicação de um questionário e de entrevistas semi-estruturadas à amostra representativa dos EPPGG e dos gestores da carreira. Concluiu-se que da totalidade de políticas e práticas listadas, apenas 21,7% estão contribuindo para a retenção dos EPPGG, por outro lado, 26,1% das políticas e práticas elencadas estão contribuindo para a evasão destes profissionais. The aim of this article is to evaluate the existing policies and practices of human resources, in what it refers to the retention of specialists in public policy and government management (EPPGG) and the evasion of these professionals, from the perception of EPPGG and the career managers. The type of research is exploratory and descriptive; the article was made in a case report study. For that, a quantitative study and also a qualitative research was performed, by means of a questionnaire and semi-structured interviews to a representative sample of EPPGG and with career managers. With this, we concluded that from the totality of policies and practices of human resources listed in the questionnaire, only 21.7% are contributing to the retention of EPPGG, on the other hand, 26.1% of the listed policies and practices are contributing to the evasion of these professionals. An important item in the agenda of public policy are the policies adopted to stimulate the creation of employment and to generate sources of income for the population. The relevance of this kind of policy has increased since the crisis of fordism and the deep transformations which took place in labour conditions. Unemployment increased significantly, while labour conditions deteriorated. In Brazil, the policies of employment and income generation have improved significantly since the 1990s. Nevertheless, important limits and challenges have persisted. The article explores different dimensions of policies in this field. Although unemployment has always been a key element in the dynamics of social relations of capitalist production, considering that the formation of a surplus of workers is a fundamental condition for the extraction rates of a surplus value through the unpaid labor and expropriated by the capitalist. He has been considered as a problem of natural order not directly associated with the dynamics of capitalism accumulation and, therefore, employment polices are revealed as ad hoc measures that to blend individuals for their "inability" to suit changes underway. In this sense, the proposed action in turne encourage entrepreneurship, the precarious conditions and working relations in the increase of youth work and woman and phases withdrawal of rights and guarantees for workers, providing, on one hand, higer capitals gains and another, the impoversishment of workers. Increasing overcrowding on and generating a mass of workers left over, but with different impacts in the face of the construction welfare state implemented in both countries, revelaing in the case of Italy a pr Este trabalho discute a política de emprego implementada no Brasil e na Itália nos últimos 10 anos. A ideia central é de que a política de emprego vem sendo alvo de estratégias por parte do Estado brasileiro e italiano como forma de responder ao problema endêmico do desemprego e se encontra dentro das exigências propostas pelas agências multilaterais para minimizar os impactos das mudanças em curso no âmbito do trabalho. Embora o desemprego sempre tenha sido um elemento fundamental na dinâmica das relações sociais de produção capitalista, tendo em vista que a formação de um excedente de trabalhadores é condição fundamental para a extração da taxa de mais-valia, através do trabalho não pago e expropriado pelo capitalista, ele vem sendo considerado como um processo natural, sem qualquer vinculação com a lógica da acumulação capitalista e, portanto, as políticas de emprego revelam-se como medidas pontuais que tendem a responsabilizar os sujeitos pela sua "incapacidade" de se adequar às mudanças em curso. neste sentido, as ações propostas reforçam o incentivo ao empreendedorismo, a precarização das condições de trabalho, no incremento do trabalho feminino e juvenil e na retirada gradativa de direitos sociais e trabalhistas. As consequências não podem ser percebidas igualmente nos dois países, haja vista as condições sócio-históricas que deram luz ao Estado social permitindo que na Itália as mudanças em curso apontem para uma precarização protegida e no Brasil numa precarização desprotegida.

Orientador: Aparecida Neri de Souza Dissertação (mestrado) - Universidade Estadual de Campinas, Faculdade de Educação Resumo: A dissertação tem como objetivo analisar uma política pública municipal de inserção de jovens, entre 15 e 24 anos, no mercado de trabalho, da cidade de São Paulo, na gestão Marta Suplicy (2001/2004). A pesquisa ao considerar o Estado como o agente fundamental para a promoção de políticas de emprego analisa o programa Bolsa Trabalho que, dentre outros, busca superar a exclusão social. O objetivo da análise é identificar os reflexos de tais políticas no emprego e desemprego de jovem. A dissertação foi desenvolvida com base em dados secundários estatísticos e entrevistas semi-estruturadas. A hipótese que orientou a pesquisa é de que adiar a entrada do jovem no mercado de trabalho e melhorar sua condição de inserção na sociedade é passo importante para o desempenho das políticas de emprego, ao lado de uma política econômica que mantenha níveis de crescimento adequado e sustentado. Nesse sentido este estudo vem somar esforços, sobretudo, na compreensão do caminho trilhado pelas políticas públicas de inserção no mercado de trabalho Abstract: The dissertation aims to analyze a municipal public policy of integration of young people between 15 and 24 years in the job market, the city of Sao Paulo, Marta Suplicy in the management (2001/2004). The search to consider the state as the key agent for the promotion of employment policies analyzes the Labor Scholarship program which, among others, seeks to overcome social exclusion. The purpose of the analysis is to identify the consequences of such policies on employment and unemployment of youth. The dissertation was developed on the basis of statistical data side and semi-structured. The hypothesis that guided the search is to delay the entry of young people in the labour market and improve its condition for integration in society is an important step for the performance of employment policies, along with an economic policy to maintain appropriate levels of growth and sustained.
