This paper aims to bring reflections and notes for strengthening Brazilian structuring public policies, focusing on Popular Health Education in the Unified Health System (SUS) from the perspectives built in the Observatory of Popular Health Education and the Brazilian Reality. The Observatory is a valuable space for sharing health professionals' and popular educators' interpretations and experiences about local and Brazilian realities from the perspective of Popular Health Education. During its two years of activity, the Observatory has gathered summary interpretations of Popular Health Education for the crises that traverse the country's recent history in a dialogical and participatory way. In a panoramic view, the shared statements point to challenges for valuing the human approach to health promotion, including respecting local and community knowledge and social practices. Moreover, we underscore the importance of social participation in constructing participatory social processes in public health toward citizen autonomy and expanded democratic dynamics in the Brazilian State and its social equipment.

Objective: DATASUS is the Brazilian Public Unified Health System (SUS) department responsible for providing health data that are used as a primary source of data in several studies on surgery and surgical specialties although its main limitations have not been previously reviewed. The objective of this work is to synthesize information from studies on surgery that used DATASUS systems as a data source and to identify the main gaps in this platform., Methods: a scoping review was conducted according to the PRISMA-ScR method to identify papers on surgery, and other surgical specialties, that used the DATASUS platform as a primary data source. No restrictions were imposed regarding the type of study or year of publication. Grounded Theory was used to analyze the content of the articles., Results: 248 works were initially analyzed and 47 were included in the final analysis of this study. The original articles included were published between 2009 and 2022 and the majority (12.76%, n=6) were published in the Journal of the Brazilian College of Surgeons. Retrospective studies (40.43%, n=19) were the most common type of study found. Content analysis of the articles identified four predominant domains in the scientific literature about the limitations of using DATASUS in surgical research: lack of data, reliability, precision and data integration., Conclusion: the information systems available in DATASUS are the largest source of information about the SUS, but the scientific literature on the quality of data available in these systems remains scarce and studies aimed at measuring this metric are necessary.

To standardize the teaching curriculum, the National Curriculum Guidelines for the Undergraduate Course in Public Health (DCNsCGSC) were set up in 2017. A qualitative and exploratory study with a documental approach was conducted, using the content analysis method, to analyze teaching in undergraduate courses in Public Health in Brazil in the light of Pedagogical Projects. After analysis of 22 projects, it was observed that the majority of the courses (31.8%) complied with the DCNsCGSC in terms of total workload, internship, final paper, and complementary activities. The term "bachelor's degree in public health" is the main denomination (77.3%). Most courses are in the northern region (27%) and federal institutions (68.5%). In terms of teaching, 274 mentions of mandatory components were identified with the term of reference of the subareas of Public Health. Of these, the areas of health policies, planning, and management represent 66.42% (182) of the components and the social and human sciences in health 9.5% (26). The study elucidated how undergraduate teaching is carried out, adding reflections on the convergence of DCNsCGSC. In addition, it revealed possible gaps in the teaching content necessary for training for professional practice, especially for the consolidation of the Unified Health System.

ABSTRACT Introduction Chronic kidney disease is a progressive and irreversible loss of kidney function and considerably affects the lives of patients and their families. Its high incidence necessitates efficient public policies for prevention and treatment. However, policies for chronic kidney disease education and awareness are scarce. Objective To evaluate global public policies for the prevention and treatment of chronic kidney disease adopted in various regions, aiming to comprehend the differences between various models. Methods This integrative review followed PRISMA recommendations and included papers published between 2016 and 2021 across several databases. Results The 44 selected articles were categorized into three themes: structural and financial aspects of the organization of renal healthcare, access to renal healthcare or management of chronic kidney disease, and coping strategies for chronic kidney disease or kidney health. Critical analysis of the papers revealed global neglect of kidney disease in political agendas. Considerable policy variations exist between different countries and regions of the same country. Our research highlighted that free and universal health coverage, especially for the most vulnerable patients, is crucial for accessing treatment owing to the prohibitively high treatment costs. Conclusion Social, economic, and ethnic inequalities strongly correlate with disease occurrence, primarily affecting minority groups who lack health support, especially for the prevention and treatment of chronic kidney disease.

The Brazilian Amazon is far from being a homogeneous area. There are various forms of occupation and livelihood in the area that have in common a daily life deeply marked by interaction with the natural environment. Highlighting some elements of Boaventura de Souza Santos' social theory, this paper discusses how the problem of a linear timeline and the dominant scale in hegemonic thinking has served to leave the Amazonian territories outside the scope of inclusion in public health planning. It further points out that in order to engender 'post-abyssal' thinking in the SUS for the region inevitably requires the redefinition of the economic role of the region and an inclusive social development framework with the Brazilian Amazon, and not irrespective of it. Lastly, the possibility that the local SUS should be based on a three-pronged approach, not exclusively urban-centered, which considers its territorial extension, population density and the ways in which access to health services takes place.

This study aims to analyze the qualitative papers published in the 25-year existence of the Journal Ciência & Saúde Coletiva (from 1996 to March 2020), taking into account themes, theoretical-conceptual anchors, methods, and techniques. This is a bibliographic study based on the principles of categorical analysis, dialoguing with the aspects of Social Sciences. We highlight the following outcomes. The collection spans over a variety of themes, and violence is the most recurrent topic. However, themes such as race/ethnicity are absent from the collection; 53% of the publications used Social Sciences references, and Bourdieu was the most cited author. Most papers (77%) show methodological information, under a predominantly Bardin's perspective. The collection with qualitative approaches is modest, with less than 10% of publications. We conclude, however, that the collection makes a significant contribution to Public Health because: (a) it establishes connections with different clinical areas; (b) it recognizes the voice of the actors, turning them into leading figures; (c) it collaborates with the epidemiological dimension to understand health contexts; (d) it subsidizes decision-making in health policies, planning and management; and (e) it unveils the symbolic dimensions of health-disease-care processes.

We reviewed the scientific production on maternal health and the health of children under ten years of age, published in Journal Ciência & Saúde Coletiva during the last 25 years, focusing on quantitative studies. The authors' characteristics, populations under study, thematic areas, and methodology are described. A total of 170 publications were identified and grouped into 12 major themes. Pregnancy, delivery, and puerperium were the subject of 47 studies, followed by child anthropometric assessments (29), breastfeeding (24), and mortality (13). The selected publications represented 3.5% of the total original papers published by the Journal since its creation in 1996 and about 5% of the publications in the 2015-2020 period. The primary data sources were health service records, information systems, and population surveys. The cross-sectional design was used in 113 of the 170 articles, and 70% covered only one municipality. The Southeast and Northeast Regions of Brazil were the target of most studies, and the North Region was the least represented. The publications reflect the complexity of maternal and child health themes, with a particular focus on the importance of the Unified Health System and showing how open access data can contribute to public health research.

Primary Health Care (PHC) is an area of study that has improved remarkably in the last decades. In Brazil, this academic production is highly expressed in the field of Collective Health. This paper aims to analyze the PHC production published in the first 25 years of the "Journal Ciência & Saúde Coletiva" (C&SC). A narrative review was carried out, with analysis of the themes, methods, scale of analysis, partnerships, and authorship. A total of 295 papers were published, which corresponds to 5.9% of the total publications. A growing trend in papers addressing PHC was observed. The studies were mostly empirical (78.6%), with a qualitative approach (58.0%) and were predominantly local or municipal. Studies on health professionals were more frequent. The three prevailing themes were the health care model, PHC performance or effectiveness, and the work process. The profile found dialogues with the rich and diverse experience of Brazilian PHC. However, the incorporation of broader analyses is still challenging. The published papers highlighted the debates and contributed to the reflection and dissemination of the experience of Brazilian PHC, which was and is central to the construction of the Brazilian Health System.

This study aims to develop scientific knowledge on adolescence in publications from 1996 to 2020 in Journal Ciência & Saúde Coletiva (C&SC). This integrative systematic review was based on a bibliographic survey in SciELO's database, with the string word search strategy "Adolesc $" in title, abstract, and keywords of works published in the C&SC between 1996 and 2020. The abstracts of 432 publications were analyzed by age group, gender, skin color, social stratum, sample, place, methodology, and risk and protective factors. The results show that most of the abstracts brought studies exclusively focused on the adolescent population, with a smaller volume on children or adults. Most of the samples were collected in schools, followed by health services. The topics addressed in the papers are related to adolescents' individual attributes, family attributes, peer relationships; social scope, health conditions and diseases, accidents and violence, and health services. There is a need for special attention to adolescents' health requiring reflections in national academic production, aiming at systemic and complex knowledge focused on adolescent health promotion aspects, following the existing national legislation and laws.

Pharmaceutical Services (PS) is a growing field which has established itself over the last 25 years in Brazil through scientific publications. This work investigates the evolution of the field in the Brazilian periodical Journal Ciência & Saúde Coletiva. We conducted a scoping review of relevant literature produced in four separate periods (1996-2003, 2004-2010, 2011-2015, and 2016-2019). A search for articles that contained one or more of the pre-established key words in the title was performed by separate pairs of reviewers. The search resulted in 307 articles, 260 of which were included. The findings show that the number of publications increased steadily over the study period. The papers were predominantly open-topic and original articles and written in Portuguese. Most of the lead authors were from the South and Southeastern regions of Brazil and from public universities and Fiocruz. The predominant primary theme was medicine utilization (161 articles), followed by management (56), and tangential aspects of the PM cycle (43). An ontology of PS was created based on the classification of the articles. The findings show that the field of PS encompasses public policy and management and frontline activities involved in the delivery of health care to the population. It is hoped that the diverse range of interrelations in the field of PS will be increasingly addressed in future publications.

The term "basic care" is restricted to a few countries like Brazil. Since the 1978 Alma-Ata Conference, "primary health care" (PHC) has been used to designate care at the first level. The paper summarizes the experiences of evaluation in primary health care, based on the review of the set of manuscripts published by Journal Ciência & Saúde Coletiva. A bibliographic search was made in the SciELO database in the 1996-2020 period. Several descriptors were selected in the spectrum of evaluation and basic care/primary care. The reviewed studies suggest the existence of two analytical periods over the 25 years of the Journal. The first, characterized by the 1996-2010 studies, had the studies of structure/process/results by Donabedian as its predominant theory. The second, from 2011-2020, was Billings' theories on Ambulatory Care Sensitive Conditions (ACSC) and Starfield's PHC attributes. The main dimensions presented in the studies refer to evaluations with a quantitative approach and are induced by the policies and public consultations of the Ministry of Health, and instruments referenced by it.

This paper aims to investigate public inter-municipal health consortium operation in Brazil. To this end, a qualitative documentary analysis was conducted on the content of the agreements between the consortia and the Federal Government, available at the Transparency Portal of the Federal Government, from 1996 to 2016. The results cover two categories: agreements concluded in Brazil and the content of the agreements signed by an inter-municipal public consortium (CIS). The agreements signed were concentrated mainly in the Southern and Southeastern regions and aimed to carry out regional actions, thus contributing to health regionalization. However, challenges related to the process of cooperation and coordination between the health management bodies persist, mainly related to the improvement of linkages between the consortium and the regional health coordination and in-depth social control of these organizations.

This paper presents the different stages of the editorial process of Journal Ciência & Saúde Coletiva. Different processing work methods have been overcome over these 25 years, and others have been introduced. Each stage of this construction will be analyzed in-depth to discuss the "making" of an academic publication of such a large scale and complexity. The Journal Ciência & Saúde Coletiva delves into each issue a theme in the field, addressing its cross-sectionality and complexity. This thematization ranges from 10 to 35 papers. Thirty-five papers are published monthly (thematic and free subjects), mostly in Portuguese, English, and Spanish, fulfilling the most prestigious national and international open-access databases' deadline requirements. In this making, one of the significant issues is funding because the crucial development institutions' support is very scarce.

This paper analyzes Journal Ciência & Saúde Coletiva's approach to the narrative field. The concept of "narrative field" is built on the relationships of three dimensions, namely, the cognitive (epistemic), the socio-political-pedagogical, and the applied. This is an analytical, quantitative, and qualitative research of authors, themes, theoretical and methodological approaches, concepts, and disciplines. The search on the SciELO database was developed in two stages: 1. Context - Restricted to the health publications, research on 29/01/2019, with the Portuguese descriptor "narrativa" + "saúde" (without filter); 2. Bibliometric research - data collected in December 2019 using descriptor "narrative" + "ciência e saúde coletiva", period 2002-2019. No reference was found in the searched journal before 2002. In the analysis of the 43 texts, the keywords were grouped into narrative analyses, narrative reviews, narrative texts, biography, and translation. We conclude by affirming the relevance of the theme, despite the small number of works, and suggest scholars emphasize in future works the theoretical approaches of narrative work and demarcate their perspectives, as an approach or an object, or both.

Popular Education in Health (PEH) is a field of knowledge and practices permeated by listening, dialogue, and action. With a set of national experiences and productions, it is a political-pedagogical movement that articulates forces from various social and popular segments, health workers, educators, and researchers in collective health, among other actors. Supported by authors such as Paulo Freire and Victor Valla, among others, PEH has been strengthened in the dimensions of training, participation, management, and health care. Despite the dismantling experienced today in the Brazilian public scene, the PEH Thematic Group (TG) of the Brazilian Association of Public Health (ABRASCO) has been helping to foster, design, and express the voicing of the construction and development of participatory educational and democratic processes in Brazil. This paper showcases the experiences and elaborations of the TG members through the report of the collegiate coordination center members of the last administrations, a period of changes in the political, social, economic, educational and health scenarios, including the influence of the current planetary crisis brought about by the effects of COVID-19, especially in the Brazilian society.

This paper aims to identify new sources of revenue for the additional allocation of resources to meet the population's health needs fixed in the federal budget expenses, in the context of the Unified Health System (SUS) underfunding process and the negative effects of Constitutional Amendment 95/2016 for this process - verified decrease in the proportion of federal net current revenue destined to SUS. From this perspective, it is necessary to address the problem of underfunding by linking the search for additional resources with new sources of funding with actions and public health services that will be improved, expanded and created, of which criteria are: regarding sources, exclusivity for SUS, non regressive taxing and review of revenue waiver; and, regarding uses, prioritization of primary care as reference of the health care network and appreciation of civil servants in the health area. The result calculated for the sources ranged from R$ 92 billion to R$ 100 billion, higher than the R$ 30.5 billion calculated for uses under the described terms. A documentary research was conducted to collect data from secondary sources, especially in the reports sent to the National Health Council by the Ministry of Health.

The Caribbean is experiencing a worsening epidemic of obesity and noncommunicable diseases (NCDs) and it has the worst rates of premature mortality from cardiovascular diseases in the region of the Americas. Creating enabling environments to improve dietary diversity would help reduce obesity and diet-related NCDs. The Improving Household Nutrition Security and Public Health in the CARICOM project aimed to increase dietary diversity in the Caribbean, and to determine and implement effective, gender-sensitive interventions to improve food sovereignty, household food security, and nutrition in CARICOM states. Primary quantitative and qualitative research, scoping reviews, stakeholder engagement, implementation of interventions and dissemination activities were undertaken. This paper describes the overall project design and implementation, discusses challenges and limitations, and presents core achievements to inform further work in Small Island Developing States throughout CARICOM to advance the nutrition agenda in the Caribbean. The results of the project’s research activities are presented in other papers published in this special issue on nutrition security in CARICOM states.

Background: Mental disorders are alterations in several functional domains of human beings that trigger greater morbidity and mortality if not adequately addressed. The International Classification of Diseases 11th Revision (ICD11) is a recently approved global and modern system to guide clinical practice faced with these disorders and other conditions. State of the art: Despite the imminent implementation of this system in member states, the guidelines on its scientific basis, practice and importance in public health have been published in a scattered manner, with a mainly medical psychiatric target audience, hence, it is necessary to unify these guidelines in a unique text. Therefore, the objective of this review was to analyze three associated aspects: (a) current knowledge of the matter, (b) its application in psychological practice, and (c) reflection concerning the implications on public health policies. To do this, these aspects were divided into 10 sections with the most relevant topics, and examples to facilitate their use and comments to promote understanding were described. Conclusions: This paper presents a review that comprehensively addresses knowledge-practice-policy triad of mental disorders of the ICD-11. In the various sectors of health planning, geographic categories and concepts have been adopted without understanding the problems inherent to the geographical scale, which directly affects public policies implemented and, consequently, people's lives. The scope of this paper was to discuss the concept of scale based on the different scale levels and the difficulty of their implementation by means of the activities of the organs that operate in public health surveillance that deal with visceral leishmaniasis. A systematic review of the literature was conducted to show how the debate about geographical scale and health is still incipient. Geographical concepts were used, integrating municipal, state and national policies from the perspective of the geographic scale. Thus, the contention is that cooperation between health agencies and society is possible by the transposition of scales, creating an environment of solidarity and a more effective health system. The discussion does not end here, but it will make it viable to reflect on the theoretical and methodological options in research and in public health.

The history of Primary Health Care (PHC) in the Federal District (DF) is as old as the history of the Federative Unit. The history of Family and Community Medicine (MFC), however, is relatively recent, both locally and nationally. This paper proposes to focus on the fundamental contribution of MFC to advances in Public Health in the Federal District, especially in the last 10 years, after the founding of the Family and Community Medicine Association of Brasília (ABMFC). In order to do so, the most relevant historical events and contexts related to Health Care, Management, Social Control and Medical Education - including Undergraduate course and Residency - were documented, which support this position, in parallel with the evolution of the specialty in the Federal District. Therefore, its organization was divided into four historical stages: until 2008, from 2008 to 2011, from 2011 to 2016, and from 2016 to 2018.
