CHILD welfare , *AUDIOVISUAL education , *MEDIA literacy , *COMMUNICATION policy - Abstract
This paper represents the initial phase of a larger project being developed by the "Media, communication policy and democracy in the European Union" research group, which is currently working on the study "Communication policies, SVOD platforms and values education for minors in the single digital market (2020-2022)". We wish to pursue in this study that, beyond technological considerations, it is necessary to expand the scope of child protection by establishing mutual collaboration between regulators, distributors and video on demand services, as well as consumers and parents' organisations, in an effort to further enhance cooperation and mutual understanding (European Regulators Group for Audiovisual Media Services, 2017b, p. 75). It is for this reason that we believe that the academic sphere can also be invited into this wide-ranging discussion on child protection to contribute reflections on a key aspect: audiovisual and media education, an essential pillar of protection in addition to filters, external limits, and electronic labelling. We thus uphold a vision that not only considers the "digital stuff" but also highlights the need for "ethos stuff" (Goggin, 2008, p.89). In this respect, we have considered it essential a literature review on the concept of media literacy. Secondly, our qualitative methodology involves an analysis of the instructions issued by the European Union and their implementation in Spain. In this stage, we have conducted desk research based on a narrative analysis of the documents and programs of different institutions in order to chart the evolution of the question in recent years, at a time when the digital environment has changed more quickly than ever before. This same type of analysis is also conducted on the initiatives of European and Spanish companies to determine whether they are implementing child protection strategies. [ABSTRACT FROM AUTHOR]

- Abstract
Based on recent literature, this paper presents individual and collective strategies for protecting and promoting the quality of life during childhood and adolescence. Addressing the core principles of an all-round protection policy aligned with the Universal Declaration of Human Rights and the Children's and Adolescents' Statute, it also encompasses practical aspects of professional approaches to children and adolescents in terms of ethics and confidentiality. Additionally, it discusses the determining factors that shape the development of individual and collective resilience, on scientific and theoretical bases, in addition to risk factors, health protection and the cognitive and psychosocial development of this segment of the population. The roles played by adults are stressed as protection factors in the macro and micro environments, especially the roles assigned to family members and other adults in the social surroundings such as healthcare practitioners those engaged with education, social welfare and mental health. The important role played by Social Networks is stressed, as a key strategy for implementing inter-disciplinary and trans-sector practices designed to enhance well-being and quality of life throughout the entire community.

- Abstract
This paper examines the emergence of child health policy as a global concern from the perspective of Uruguay's interaction with the international public health community in the early 20th century and its role in the circulation of child health ideas and practices. It considers two facets of national-international interplay: a) Uruguay's exploration of an interrelationship with the international panorama of policies, research and lessons on the improvement of child health; and b) the translation of Uruguay's domestic debates into the influential Instituto Internacional Americano de Protección a la Infancia - IIPI and the purveying of Uruguay's policies, research, and lessons on child health improvement to other countries and to international health and welfare agencies.

- Abstract
Objective: To analyze the effectiveness of prevention programs for intentional and unintentional injuries, based on safe community principles, in children and adolescents., Sources of Data: An electronic search was performed in the MEDLINE and LILACS database, corresponding to the period from 2000 to 2005. For prevention of unintentional injuries, we used the following keywords: injury and prevention and community or population and intervention. For prevention of intentional injuries, we used the following keywords: violence and prevention and community or population and intervention; the age range from zero to 18 years was used as a threshold. The inclusion criteria were: original articles which evaluated the effectiveness of interventions using more than one strategy, involving a whole community or group, published in Portuguese, English or Spanish., Summary of the Findings: 152 studies were obtained as a result. Considering the inclusion criteria, five articles were found on unintentional injury prevention, one about intentional injury prevention and one paper addressing these two issues. All studies analyzed demonstrate benefits to children and adolescents, but in different proportions., Conclusions: A restricted number of programs using the safe community concept were found. The investigations analyzed in this study presented positive results. Increased efforts to further develop this evidence are still needed, respecting local characteristics, and developing evaluation indicators that allow for a better comparison between different studies.

Birth weight is associated with overweight and obesity in childhood. However, results are controversial. The aim of this systematic review is to identify concordant and contradictory aspects on the association between birth weight and overweight in children up to seven years of age. The first eight articles were selected in a previous review evaluating risk factors for childhood obesity. The search in PubMed between 1993 and 2004, using keywords "birth weight AND childhood", "obesity" and "overweight", together with the previous ones added up to 20 papers conforming the review criteria. Despite the studies' heterogeneity, a positive association between birth weight and some kind of childhood obesity was predominant among the published papers. Meanwhile, the inconsistency of some aspects related to birth weight and childhood obesity suggests the need for an approach allowing the inclusion of some context effects on the childhood obesity risk factors framework.

This paper addresses the issue of removing the aggressor from the household in cases of child sexual abuse and applying the Full Protection Doctrine, taking into account the psychosocial care given to the aggressor, the family and the victim. For this purpose, the instrumental case study approach was adopted with a purposive sample within the context of a Brazilian court's Referral Center for Full Protection of Children and Adolescents Facing Sexual Violence. Members of a family affected by sexual violence that was the object of a technical study due to a protective order determination were the subject of the survey: mother, stepfather and three adolescent daughters. The information was organized and interpreted using the document analysis method. In the process of recovering the protection system, the courts failed to strengthen their dialogue with the Rights Guarantee System, suggesting that Defense actions are not fully in tune with actual and solid protection measures available to the individuals being studied. How can foster care in Portugal be defined and characterized today? How relevant is it in the child protection system? What main obstacles does it have to overcome and what challenges is it facing? The purpose of this article is to reflect upon foster care, on the basis of its new legal framework (Decreto-Lei n.° 11/2008, 17 January), analyzing the different types of fostering it foresees, as well as the mechanisms of foster care families selection, training, and support. In its conclusion, the paper presents a number of ideas on the future of foster care in Portugal. [ABSTRACT FROM AUTHOR]

From a methodological point of view, this theme shouldn‟t be developed on a reductional and compartmentalized perspective, pointing only it‟s juridical or institutional aspects. In face of the necessity of establish a better understanding about the enigmatic and obscure models of vulnerable population caring, (as natural consequences of a new problematization of legal and institutional poor childhood caring mechanisms, brought by our country‟s democratization), this thesis has the goal of establish a general panorama of the characteristics and conditions of shelter institutions, starting by its historical background, aiming to discuss the social, political and juridical nature of public policies related to childhood shelters. For that goal, we intend to compare the legislation content with the practices of the public agents. In this paper, we will seek to establish, through the exploration of a big amount of quantitative data worked mainly by IPEA, the central characteristics of the children shelter institutions. Keeping in mind who are the children who have previously been in institutionalized care., and the reasons for this, we will analyze the documentation produced by many researchers that gave voice for the children, as well as for the administrative and control agents from the institutions.

This paper describes the health and nutritional situation of South American Indian children from a Teréna community, characterizing their nutritional status, food consumption, and socioeconomic and environmental conditions. The sample included 100 children, ranging from 0 to 59 months of age and living in Aldeia Córrego do Meio, Mato Grosso do Sul. Prevailing nutritional deficits were: 8.0% for the weight-for-age index, 16.0% for height-for-age, and 5.0% for weight-for-height. The growth deficit rate was higher than that of the Brazilian population as a whole, probably reflecting the precarious socioeconomic, environmental, and health conditions in this Teréna community. Analysis of the average nutrient sufficiency in the infant diet showed that nutritional recommendations for the different groups were not complied with. New studies, characterized as transdisciplinary and longitudinal, are necessary to better understand this process.
