2. A Relação União Europeia-China: um casamento complexo

A relação entre a União Europeia (UE) e a República Popular da China (RPC) é um campo de estudo muito vasto que, nas últimas décadas, tem atraído numerosos analistas e académicos. Com efeito, a China afirma-se cada vez mais importante pela sua competitividade industrial e comercial e com um crescente papel na economia traduzidos numa também crescente presença política, colocando múltiplos desafios à UE. Este trabalho apresenta uma análise de uma relação que ganhou consistência a partir de 1985, com o Acordo de Cooperação Económica e Comercial (ACEC), acordo jurídico que ainda rege as relações UE-China. Em 2003, essa relação foi atualizada para uma Parceria Estratégica Global, fruto da sua evolução, tendo entrado na equação para esse entendimento alargado fatores como o aumento exponencial das trocas comerciais e a imagem que cada ator tem acerca do outro. Este estudo pretende avaliar a Parceria, o seu desenvolvimento e o seu futuro. Será efetivamente uma Parceria ou ela ainda está em construção? Por isso se optou por centrarmos este estudo no período subsequente a 2003. Tendo em conta que tem havido momentos de proximidade e outros de afastamento entre a UE e a China, mas que tem sido possível manter vias de entendimento abertas, esta tese defende que essa parceria continua em construção, até porque subsistem alguns casos, sempre mais políticos do que económicos, que não permitiram a assinatura do novo Acordo de Parceria e Cooperação (APC) o qual, desde 2007, se mantém em compasso de espera, e que incluiria uma cooperação reforçada no domínio das questões políticas. Note-se que há diálogo institucionalizado, mas até hoje não foi possível aproximar diferentes conceções do mundo, até porque a China, ainda em 2014, pelo Presidente Xi Jinping, no discurso no Colégio da Europa, afirmou que o seu regime político não é assimilável a nenhum outro. Daí que o embargo da venda de armas à China por parte da UE, a não concessão do Estatuto de Economia de Mercado (EEM) na Organização Mundial do Comércio (OMC), a maior abertura do mercado chinês à UE, e em especial o de serviços, assim como a ratificação e aplicação dos instrumentos internacionais em matéria de direitos humanos, sejam questões pendentes. Essas diferenças não são incompatíveis com um relacionamento robusto e complexo, com progressos e benefícios para ambas as partes, tais como serem os principais parceiros comerciais e colaborarem em respostas conjuntas aos desafios globais. A complexidade desta relação está muito para lá do domínio económico. Contudo, em comparação com a importância económica, a sua visibilidade política é algo limitada. É bem possível que progrida, embora haja muitos pontos de interrogação sobre a UE (da crise económico-financeira não resolvida, à possibilidade de saída da Grã-Bretanha, até aos problemas dos refugiados), tal como sobre a China (o Presidente Xi Jinping tem enveredado por caminhos novos, cujo resultado é ainda uma incógnita). The relationship between the European Union (EU) and the People´s Republic of China (PRC) is an extensive field of study, which, in the last few decades, has attracted numerous scholars and analysts. In fact, China stands out with increasing importance due to its industrial and commercial competitiveness and its growing role in the world economy that yield a growing political influence, providing the European Union with multiple challenges. This study provides an analysis of a relationship, which gained consistency since 1985 through the Trade and Economic Cooperation Agreement (TECA), a legal document that still bind trade between the EU and China. In 2003 this partnership was brought up to date and turned in to a Comprehensive Strategic Partnership as a consequence of its growth, all this being seconded by factors such as the exponential growth of trade and the way both partners began to regard each other. This study attempts to evaluate this partnership, its development, and its future. Is this truly a partnership or is it still an issue to be developed? For this reason, we have chosen to center this study in the subsequent period to 2003. Bearing in the mind that there were periods of approach and others of distancing between the EU and China, yet it has been possible to maintain open the gates for mutual dialogue and understanding. This article argues that the partnership has sustained its momentum, though bearing in mind that some issues persist, generally more political than economical in their nature, that disallowed the signature of Partnership and Cooperation Agreement (PCA) which since 2007 has been held in waiting and would include a strengthened cooperation on political matters. We call to your attention that institutionalized dialogue exists, but until today it has not been possible to bring together the different conceptions of the world, when China, still in 2014 and through the words of President Xi Jinping in his speech at the College of Europe, made clear that its political regime is not comparable to any other. Hence questions such as the arms sale embargo on behalf of the EU, the non-concession of Market Economy Status (MES) by the World Trade Organization (WTO), the greater opening of Chinese market to the EU and specially that of services, as well the ratification and implementation of international resolutions regarding human rights, all these have remained pendant. These differences do not imply incompatibility with a robust and complex relationship with mutual progress and benefits such as being main commercial partners and working together in a joint response to global challenges. The complexity of this agreement is well beyond the economic scope. Yet, by comparison with its economic relevance, its political complexities are somewhat limited. There is a good reason to believe that it may yet evolve further, though many question marks remain regarding EU (from the yet unsolved financial crises, the chance of a Brexit, right until the problems with refugees), as they do about China itself (President Xi Jinping has chosen new paths and approaches whose result is still a matter for speculation).

ABSTRACT This paper aims to examine the concept of “high-quality” economic development, as the new strategy adopted by China to reconcile economic growth and environmental sustainability. It will be argued that it is not possible to understand the prospects for the development of the Chinese economy without considering the institutional framework of State action and the conduct of macroeconomic policy - which allows us to define China as a developmental state. In addition, the main goals and achievements of China in regard to energetic transition will be presented. In this paper, China is taken as a successful example from which Brazil could draw lessons for its own development strategy.

This paper reviews the current legal framework for electronic evidence in civil litigation in Vietnam and assesses whether such changes are sufficient to meet the demand of the Industry 4.0 era. The paper finds that despite major changes in Vietnam’s civil litigation and the increased adoption of electronic evidence, the current legal framework has not been able to keep up with the new context, even with the new Law on Electronic Transactions 2023. As a result, Vietnamese courts and litigants encounter numerous challenges in dealing with this new form of evidence. This paper identifies these challenges through analysis of the legislation and court decisions and makes recommendations for Vietnam based on China’s experience.

Abstract Abstract: Guyana has a strategic geographic position in the Amazon and the Greater Caribbean area, as revealed in the strategic thinking and military presence of the United States (USA). Its territory also possesses abundant natural resources, especially after the recent and significant oil discoveries, having the American company ExxonMobil as protagonist. Meanwhile, the country is characterised by a domestic political and ethnic cleavage. In addition, Venezuela and Guyana are in a historical dispute for the Essequibo area, which is potentially endowed and surrounded by areas with strategic resources. The main argument of the paper is that the oil discoveries in Guyana are leading to geopolitical and geoeconomic impacts regarding the intensification of domestic and foreign disputes, involving American and Venezuelan interests and recent state actions. More broadly, it points out that the north of South America has become one of the stages of the global power strife, in view of the Sino-Russian and American presences, in a context of Brazil’s absence. To survey and evaluate the actors’ actions resulting from the oil findings in Guyana, the paper is based on geopolitical and geoeconomic concepts, energy data, specialised academic and journalistic bibliography.

Abstract This paper argues that there is an increasing dispute between China and United States on international technical standards, with national security as a central element and involving emerging and critical technologies. Based on Krasner’s structural perspective on international regimes, it shows that historically, states’ powers and interests have influenced the construction of the standards principles and rules in international institutions. The current USA-China dispute is revealed by their growing international participation and influence combined with national strategies to internationalize national standards. The paper is widely supported by specialized bibliography and documents from governments and institutions that are relevant on the issue.

22. Renminbi liquidity arrangement between China and Bank for International Settlements and the International Monetary and Financial System

China recently signed the Renminbi Liquidity Agreement with the Bank for International Settlements (BIS) to establish a fund that can provide liquidity support in times of financial volatility to its participants. The agreement initially included countries in Asia and the Pacific region. The agreement is part of the People’s Bank of China’s stated policy of currency internationalization. This paper, using bibliographical and documentary methodology, analyzes said policy, as well as the recent agreement and the current geopolitical situation in the world, based on Keynes' theory of the centrality of money in capitalist dynamics and post-Keynesian theory, which explains the hierarchical functioning of currencies in the International Monetary and Financial System. As this is an object of research whose developments are still ongoing, some of the considerations are rather analytical. Notwithstanding, we propose that the possibilities created by China’s measures are capable of, if not breaking, at least distorting the dollar’s hegemony in world financial transactions.

ABSTRACT The purpose of this paper is to analyze the catching-up processes of South Korea and post-1978 reforms China, based on a new-developmentalist approach that considers four fundamental factors: 1) a complementarity relationship between the state and the market as a dynamic process that changes over time; 2) necessary complementarity between macroeconomic policy and industrial policy; 3) the key role of public and development banks in attacking the problem of “development financing”; and a particular focus on 4) the centrality of exchange rate and balance of payments administration for the development process in these countries. The paper’s fundamental question is to what extent the catching-up process in these countries can be understood as the application of a new-developmentalist strategy, taking each country’s particular historical traits into account.

24. International students education from the BRICS countries in China: progress, problems and recommendations (2013-2017)

This paper aims to discuss international students education from the BRICS countries in China from 2013 to 2017. During this period, with the promotion of the Chinese government and the cooperation of other BRICS countries, the total number of international students from the BRICS countries studying in China had continued to grow, finally approaching 45,000. Degree students took up a main share, the number of them was increasing steadily and the students educational level was increasingly optimized. The number of scholarship students continued to grow, and the proportion had continuously increased. The majors distribution was more balanced. Meanwhile, there were still some problems in international students education from the BRICS countries in China, including unbalanced development among the four BRICS countries, mutual recognition of higher education qualifications and degrees not fully covered, limited number and unitary source of scholarships, lack of high quality of higher education and international students teaching, and insufficient external information introduction and dissemination, etc. Based on the statistics released by Ministry of Education of the People’s Republic of China and combining quantitative analysis with qualitative analysis, the paper focuses on progress made and the problems of international students education from the BRICS countries in China during the period from 2013 to 2017, and gives some recommendations for its future development. To demonstrate my ideas, the paper is divided into four parts. After the introduction, the second part will present an analysis of progress made in the international students education from the BRICS countries in China. Its problems will be analyzed in the third part. At last, the fourth one, there is a conclusion and some recommendations.

Since 2009 China has been Brazil´s biggest trade partner, and its important ally. However, the nationalist right that won the 2018 elections has a critical perspective of the country. This paper maps the views on China held by the new Brazilian government, both in terms of the economic arguments (protectionism of industry, fear of Chinese control of infrastructure and natural resources) and political concerns (the desire for a diplomatic rapprochement with the United States and anti-communism hostility towards Beijing). The paper claims that these positions are important for foreign policy decision-making and that they complicate relations with China, but that is also necessary to take into account more moderate views from other groups in the administration.

This paper investigates the relevance of guanxi (关系) as a cultural factor in knowledge transfer exchange (KTE), on an individual level, in the Chinese university-industry context. Adopting a qualitative case-study approach, with data from 50 interviews, this work brings a fresh view to the role of social networks as a cultural value in university researchers’ participation in KTE activities. In addition, this paper breaks the traditional linear view toward guanxi. Instead, it adopts a dynamic, dialectical, and holistic perspective towards the role of guanxi in KTE processes in the context of Chinese universities. It has been found that during the KTE process, guanxi networks should be balanced with the appropriate infrastructure, qualified staff, and financial investment to obtain successful outcomes. This study enriches the existing literature on the determinants that affect KTE researcher participation by highlighting the role of guanxi as a cultural factor.

Purpose: The paper aims to analyze the political and economic relations between China and Taiwan from 1996 and 2016. Methodology/Approach: Multi-method methodology is applied to understand 20 years of complex interdependency relation between China and Taiwan. A logistic regression model is used to stablish the interactions among the variables and then a historical perspective provides an in-depth discussion regarding the political entities’ relationship. The findings: China as the principal Taiwanese trade partner provokes a dilemma to Taiwan, because these condition pressure to Taiwanese government adopt international insertion that don’t compromise the Chinese preferences. Also, China hostile diplomacy, situation in strategic triangle among China, Taiwan and United States, and electoral period correspond the other variables that influences Taiwanese political behavior. Research Limitation/implication: The analyses don’t cover the Tsai Ing-wen government but indicates the possibilities to the current administration. Originality/Value of paper: Although the paper has a historical limitation, the originality is the use of multi-method approach. This paper contributes in methodological and theorical assessment about economic and political relations between China and Taiwan.

Abstract This paper aims to systematize and analyse the expansion of Chinese agribusiness business towards the Brazilian Amazon. A scenario of possible natural resources to be exploited in the South American Amazon is presented, followed by a discussion of the changes in the conduct of economic exploitation in the Brazilian Amazon since the Bolsonaro government came into power. We opted for this cut due to the increase in the soy trade flow from Brazil to China, in addition to the direct foreign investments of Chinese companies in this sector to be concentrated in Brazil, as well as investments in infrastructure for transporting soy grain from the Amazon.

The cooperation between Brazil and China dates from 1980 and is inserted in the South-South cooperation scope. However, the literature observes a transformation of this cooperative modality in the crisis of international relations – as evidenced by the impact of covid-19 pandemic – and the domestic challenges faced by developing countries. This raises the question of whether there is increasingly a gray area between South-South and North-South cooperation, and whether there is any likelihood of a reversal of this low cooperative profile between states. In this context, the paper seeks to analyze Brazil-China cooperation in science, technology and innovation (STI), observing the nuances of the previous and subsequent period of the covid-19 pandemic. Has there been a reduction in this cooperation in the contemporary scenario? How has the pandemic impacted this process? To answer these questions, this research is based on a bibliographic and documental review, as well as official websites of the cooperative initiatives and the Brazilian organizations involved in the bilateral interaction. We conclude that the biggest leaps in bilateral STI relations occurred at the end of the first decade of the 21st century and at the beginning of the second, with a subsequent reduction in cooperative intensity, although relations remained active. Furthermore, we note a transition in strategic terms and that, during the pandemic, new bonds were established, as well as dialogues for the renewal of the existing cooperation. Under the current administration of President Luiz Inácio Lula da Silva, recent international acts have been signed and there has been a strengthening of the partnership, especially in the space area, demonstrating a boost in South-South cooperation in STI between Brazil and China.

The apparent eroding in the hegemonic power of the United States and the sustained growth of China has triggered debate as to whether the rise of China will be peaceful or conflictual. Structural realism posits that the world is characterised by the anarchic ordering principle in which there is no central authority sitting above the states. Therefore, the absence of a “leviathan” on the international system automatically makes every state equal on the system which created an atmosphere of competition for the maximisation of power for survival. On a similar line of reasoning, the Power Transition theory as a variant theory within realism postulates that when the international system is structured based on the principle of hierarchy, peace will reign. It means that when international relations are regulated and influenced by a dominant power, the international system becomes stable. But the emergence of a dissatisfied powerful nation to challenge the hegemon usually ends up in war. Based on this assumption, Power Transition theorists argued that the rise of China to rival the dominance of the United States could not be peaceful. The Power Transition theory has influenced many academics to have the belief that the two nations will end up in “Thucydides’ Trap”. This belief has aggravated the matter beyond the reasonable level and has instilled panic in the mind of foreign policymakers which could jeopardise world peace and international cooperation. Hence, this paper aims to critically evaluate the deficiency of the Power Transition theory in the 21st century in explaining the current United States-China relations and the prospect of peace or war between the two nations using process tracing. Accordingly, in this paper, it is argued that in the 21st century, an armed confrontation between the United States and China is highly unlikely. Because in today’s world, nations (including the United States and China) are intertwined by the forces of globalisation which created inexorable economic interdependence. Additionally, there is rapid advancement in military technology and the proliferation of weapons of mass destruction which came with the concept of Mutually Assured Destruction (MAD). Consequently, there is a need to revisit the Power Transition theory to accommodate contemporary factors. The inclusion of the current variables into the Theory will make it applicable and adequately fit in the discourse of international relations and global politics of the 21st-century international system., A aparente erosão do poder hegemônico dos Estados Unidos e o crescimento sustentado da China geraram debates sobre se a ascensão da China será pacífica ou conflituosa. O realismo estrutural postula que o mundo é caracterizado pelo princípio de ordenamento anárquico, no qual não há autoridade central acima dos Estados. Portanto, a ausência de um “leviatã” no sistema internacional torna automaticamente todos os estados iguais no sistema, o que criou uma atmosfera de competição pela maximização do poder para a sobrevivência. Em uma linha de raciocínio semelhante, a teoria da transição de poder como uma teoria variante dentro do realismo postula que quando o sistema internacional é estruturado com base no princípio da hierarquia, a paz reinará. Isso significa que quando as relações internacionais são reguladas e influenciadas por uma potência dominante, o sistema internacional se torna estável. Mas o surgimento de uma nação poderosa insatisfeita para desafiar a hegemonia geralmente termina em guerra. Com base nessa suposição, os teóricos da Transição de Poder argumentaram que a ascensão da China para rivalizar com o domínio dos Estados Unidos não poderia ser pacífica. A teoria da transição de poder influenciou muitos acadêmicos a acreditarem que as duas nações acabarão na “Armadilha de Tucídides”. Essa crença agravou a questão além do nível razoável e instilou o pânico na mente dos formuladores de política externa, o que poderia colocar em risco a paz mundial e a cooperação internacional. Assim, este artigo tem como objetivo avaliar criticamente a deficiência da teoria da Transição de Poder no século 21 em explicar as atuais relações Estados Unidos-China e a perspectiva de paz ou guerra entre as duas nações usando o rastreamento de processos. Assim, neste artigo, argumentase que, no século 21, um confronto armado entre os Estados Unidos e a China é altamente improvável. Porque no mundo de hoje, as nações (incluindo os Estados Unidos e a China) estão interligadas pelas forças da globalização que criaram uma interdependência econômica inexorável. Além disso, há um rápido avanço na tecnologia militar e a proliferação de armas de destruição em massa que vieram com o conceito de Destruição Mútua Assegurada (MAD). Consequentemente, é necessário revisitar a teoria da transição de poder para acomodar os fatores contemporâneos. A inclusão das variáveis atuais na Teoria irá torná-la aplicável e adequada ao discurso das relações internacionais e da política global do sistema internacional do século XXI.

The aim of the article is to analyze the conduct of US foreign policy with China between 1890 and 1909, taking as reference the historiographical interpretation of the revisionist authors William Appleman Williams and Walter LaFeber. It is proposed that the "imperial anticolonialism" engendered by the United States in the process of dispute over the opening of the Chinese market is at the origin of conflicts with the traditional imperialist powers. The paper thus explores the revisionist historiographical thesis that US foreign policy rooted in the principles of the Open Door Policy is fundamental to understanding the antagonisms that contributed to the Cold War. Firstly, it analyses the key factors conditioning the ongoing world geopolitical dynamics and its impact in the West and particularly in NATO; secondly it focuses on the multiple new emerging challenges to the Alliance, and how NATO should adapt in order to cope with the threats of the upcoming decade. The paper argues for a role shift of the Alliance towards an international actor with global ‘dual track’ responsibility,i.e. to continue ensuring the defence of the Allied Members and deterrence of threats, but at the same time, serve as a democratic agent to promote and sponsor global stability. As a result, this work recommends a stronger relationship architecture between NATO and the EU, focused on the development of integrated capability development programs, as well as shared tactics, techniques and procedures, necessary to counter the multidimensional new rising threats.

This paper analyses the defense strategies of Brazil, China and India and how they have responded to strategic needs that although they are different in the magnitude of their specific contexts, resemble to each other when they impose reforms to meet the regional and systemic character requirements.
