Abstract: The paper aims to propose an Expert System to predict the failure of onshore pipelines. Knowledge Management supports expertise sharing throughout the organization. The Expert System Prototype Model proposed is classified as Empirical Descriptive Research, and may support maintenance management. The findings evidence that Expert System proposed grounded in employee knowledge may be considered a promising solution to support Industry 4.0 implementation. The Expert System facilitates the decision-making of the experts so that the employees’ expertise can be better used in the implementation of Industry 4.0 and to face the new challenges related to the daily work in the organization. In this context, the Expert System can be considered as an innovative approach to manage maintenance processes and supporting reliable, consistent decisions during I.4 implementation.

For agroindustry, crop diseases constitute one of the most common problems that generate large economic losses and low production quality. On the other hand, from computer science, several tools have emerged in order to improve the prevention and treatment of these diseases. In this sense, recent research proposes the development of expert systems to solve this problem, making use of data mining and artificial intelligence techniques like rule-based inference, decision trees, Bayesian network, among others. Furthermore, graphs can be used for storage of different types of variables that are present in an environment of crops, allowing the application of graph data mining techniques like graph pattern matching. Therefore, in this paper we present an overview of the above issues and a proposal of an expert system for crop disease based on graph pattern matching.

6. O jornalismo no novo ambiente comunicacional: uma reavaliação da noção do 'jornalismo como sistema perito'

O artigo revê, à luz das transformações contemporâneas no ambiente comunicacional, a noção de que o jornalismo opera como “sistema perito” – um sistema de expertise que desfruta da confiança nele depositada por usuários incapazes de avaliá-lo tecnicamente. As novas tecnologias ampliaram a concorrência no espaço discursivo, dissolvendo o monopólio do jornalismo e erodindo suas fontes de financiamento. Ao mesmo tempo, uma incerteza epistêmica radical (“pós-verdade”) e o insulamento do público em enclaves fechados comprometem sua legitimidade. Esta situação contribui para a crise da democracia, uma vez que seu funcionamento pressupunha um patamar mínimo de concordância sobre a agenda e sobre os fatos relevantes, que o jornalismo supria. The article reviews, in the light of contemporary transformations in the communicational environment, the notion that journalism operates as an “expert system” – a system of expertise that receives trust by users who are technically unable to evaluate it. New technologies have increased competition in the discursive space, dissolving the monopoly of journalism and eroding its sources of funding. At the same time, radical epistemic uncertainty (“post-truth”) and the insulating of the public in closed enclaves compromise its legitimacy. This situation contributes to the crisisof democracy, since its functioning presupposed a minimum level of agreement on the agenda and on the relevant facts, which journalism supplied.

Essa dissertação tem por objetivo analisar os aspectos da judicialização da política no momento de enfrentamento à pandemia de Covid-19 no Brasil. Quer-se compreender se houve uma alteração no padrão de judicialização da política nesse período e qual o papel desempenhado pelo sistema perito científico na construção das justificativas dos ministros do STF em decisões que diziam respeito à gestão de políticas de enfrentamento da crise sanitária. A metodologia utilizada será baseada em análises estatísticas descritivas em relação às variáveis que compuseram essas decisões e o fluxo de normas contestadas. Ou seja, um estudo acerca dos argumentos utilizados pelos ministros do STF em suas decisões durante o período de pandemia. Dessa forma, conclui-se que a terceira onda da judicialização, a “judicialização da saúde”, se mantém, especialmente após o início da pandemia do Coronavírus, tendo os partidos de oposição, as associações de classe, sindicatos, conselhos e confederações utilizado o STF para que a aplicação das políticas públicas voltadas para a garantia dos direitos dos cidadãos durante a pandemia fosse cumprida. Além disso, um novo ponto chama a atenção: a complementação das justificativas dos Ministros Relatores ao embasarem suas decisões, de forma cada vez mais recorrente, no “Sistema Perito”, onde as orientações da Organização Mundial da Saúde (OMS) e demais instituições científicas foram pautadas fundamentando, tecnicamente, as decisões da Suprema Corte brasileira. The objective of this dissertation is to analyze the aspects of the judicialization of politics when facing the Covid-19 pandemic in Brazil. The main objective is to understand whether there was a change in the standart of judicialization of policy in this period of pandemic and what role the scientific “Expert System” played in building the justifications of the STF ministers in decisions regarding the management of policies to face the health crisis. The methodology used will be based on descritive statistical analysis in relation to the variables that made up these decisions and the flow of contested norms. In other words, a study of the arguments used by STF ministers in their decisions during the pandemic period. It is concluded that the third wave of judicialization, the "judicialization of health" remains, especially after the start of the Coronavirus pandemic, with opposition parties, class associations, unions, councils and confederations using the STF so that the application of public policies aimed especially at guaranteeing the rights of citizens during the pandemic was fulfilled. In addition, a new point draws attention: the complementation of the justifications of the Reporting Ministers to base their decisions and, each time, increasingly recurrent, of the "Expert System", where the guidelines of the World Health Organization (WHO) and other scientific applications guided such decisions were based using this method by the Brazilian supreme court.

As Competências no ensino superior, a Active Learning e os Sistemas Especialistas são as teorias que embasam esse estudo. Essa pesquisa é de natureza aplicada com caráter exploratório. Foi realizada uma abordagem quali-quanti, na qual a triangulação entre as fontes de evidências da análise teórico/conceitual, do estudo de campo e da modelagem/simulação foi o procedimento metodológico utilizado para confirmar os pressupostos. Como conclusão principal, tem-se que a avaliação de Soft Skills dos estudantes amostrados retornada pelo sistema especialista proposto, denominado Fuzzy Soft Skills Assessment, apresenta boa concordância com os resultados evidenciados na triangulação. The objective of this research was to propose a Fuzzy Expert System based on the psychologist’s expertise that can assist teachers, researchers and educational institutions to assess the level of incorporation of their students’ Soft Skills in Active Learning sessions. The difficulties faced by higher education institutions, researchers and teachers in evaluating behavioral components, such as Soft Skills, was one of the problems that motivated the establishment of this research. Competences in higher education, Active Learning and Expert Systems are the theories that supported this study. In addition, its nature is applied with an exploratory character. A quali-quanti approach was carried out, in which the triangulation between the sources of evidence of the theoretical / conceptual analysis, field study and modeling / simulation was the methodological procedure used to confirm the assumptions. As a main conclusion, it was found that the assessment of the Soft Skills of the students in the sample, returned by the expert system Fuzzy Soft Skills Assessment, is in good agreement with the results evidenced in the triangulation.

This study aims to identify the integration between quality tools and multi-criteria methods, using a bibliometric and systemic analysis. In order to meet this research objective, the methodology used to select the bibliographic portfolio, perform the bibliometric and systemic analysis was the ProKnow-C (Knowledge Development Process – Constructivist). As result were selected 17 articles that represented the bibliographic portfolio and 351 articles as reference for the bibliographic portfolio. The results highlight the journals: Expert Systems with Applications e Applied Soft Computing Journal. The most aligned articles with the theme were, “Supplier selection paradigm: An integrated hierarchical QFD methodology under multiple-criteria environment”, and “Decision making with the analytic hierarchy process”. In the systemic analysis were considered six lenses, according to the theoretical affiliation MCDA-C, and was concluded that the articles were not totally aligned with this specific affiliation. The AHP and TOPSIS methods stood out as the most used methods in this portfolio. It was verified that the quality tools when used integrated with multi-criteria methods allow the creation of decision making evaluation models for scenarios present in the papers found in this research.

There is a need on the part of human process performers to rate the criticality of each software release. However, the subjectivity of this classification may be present in function of the experience acquired by the specialists over the years. In order to reduce subjectivity in the process, the Expert System (ES) can be applied, which stores the knowledge of human specialists. The objective of this work was to reduce subjectivity in software version criticality rating with the support of Expert System. The research was divided into five phases: Phases 1, 2, 3 and 4 contemplated the documentary research of the application in the process of the methodologies and good practices mentioned above. Results are now measured using Key-Performance Indicators (KPIs). However, the correct execution of the process showed that the software release packages present differences in their complexity, and the classification of these versions by human specialists presented subjectivity. Phase 5 dealt with the development and application of ES in the process for reducing subjectivity. A questionnaire was elaborated with the objective of obtaining the criticality opinions classified in High, Medium and Low software version of each expert to assist in the elaboration of the ES production rules. To validate the ES, a process homologation database was used, with results obtained that met the criticality criteria previously known only to specialists, reducing subjectivity in the classification. With the validated ES, the ES was applied to a production database, yielding results that continued to meet the criticality criteria known to the experts. Then, a questionnaire was applied to the specialists in order to obtain the final perception of satisfaction with the use of ES as well as the results of criticality rating obtained, presenting feedback with positive results. It was concluded, then, that ES supported the reduction of subjectivity in the software version criticality rating. A correta execução de um processo de gerenciamento de liberação de software pode ser realizada com base na aplicação de metodologias e boas práticas como Business Process Management (BPM), Six Sigma, Information Technology Infraestructure Library (ITIL) e Project Management Body of Knowledge (PMBOK). Existe a necessidade por parte dos especialistas humanos executores do processo de classificar a criticidade de cada versão de software. No entanto, a subjetividade desta classificação pode estar presente em função da experiência adquirida pelos especialistas ao longo dos anos. Com o objetivo de reduzir a subjetividade no processo, pode-se aplicar o Sistema Especialista (SE), que armazena o conhecimento dos especialistas humanos. O objetivo deste trabalho foi reduzir a subjetividade na classificação de criticidade de versão de software com o apoio de Sistema Especialista. A condução da pesquisa foi dividida em cinco Fases: as Fases 1, 2, 3 e 4 contemplaram a pesquisa documental da aplicação no processo das metodologias e boas práticas citadas acima. Os resultados obtidos passaram a ser medidos por meio de Key-Performance Indicators (KPIs) ou indicadores chaves de desempenho. No entanto, a correta execução do processo evidenciou que os pacotes de liberação de software apresentam diferenças em sua complexidade, e a classificação destas versões pelos especialistas humanos apresentou subjetividade. A Fase 5 tratou do desenvolvimento e aplicação do SE no processo para redução de subjetividade. Elaborou-se um questionário com o objetivo de obter os pareceres de criticidade classificados em Alta, Média e Baixa de versão de software de cada especialista para auxiliar na elaboração das regras de produção do SE. Para validação do SE foi utilizada uma base de dados de homologação do processo com resultados obtidos que atenderam ao critério de criticidade antes conhecidos apenas pelos especialistas, reduzindo a subjetividade na classificação. Com o SE validado, aplicou-se o SE em uma base de dados de produção, obtendo-se resultados que continuaram a atender ao critério de criticidade conhecido pelos especialistas. Em seguida, aplicou-se um questionário aos especialistas com objetivo de obter a percepção final sobre a satisfação em relação ao uso do SE como também em relação aos resultados de classificação de criticidade obtidos, apresentando retorno com resultados positivos. Concluiu-se, então, que o SE apoiou na redução da subjetividade na classificação da criticidade de versão de software.

The Information Technology Infrastructure Library (ITIL®), a library of best practices from ITSM, recommends implementing a Service Desk to address the entire IT service life cycle. To attend the need to map and understand the processes for Service Desk implementation, we can associate Business Process Management (BPM) with ITIL®. The informations of Service Desk are important and must support to decision-making through retention and availability of knowledge. For this support, Artificial Intelligence (AI) techniques can be used, such as Artificial Neural Networks (ANNs) and Expert Systems (SEs). Therefore, the objective of this research was to develop a Service Desk implementation model in a public hospital with ITIL® and intelligent techniques to centralize, standardize and support the management of IT services. The organization, study object of this research, is a public general hospital, subordinated to Health State Secretary of Direct Administration, located in the suburb of São Paulo city. Such implementation was organized on five stages supported by the ITIL® books: Service Strategy; Service Design; Service Transition; Service Operation; and Continual Service Improvement. In a sixth stage, two questionnaires were applied to validate the use of SE and Service Desk. Among the results achieved, in this research, can be cited: time reduction in the opening of calls and incidents resolution; less dependence and impact in the absence of analysts; minimization of communication problems with clients; and acquisition, retention and availabilization of the generated knowledge, using AI techniques, to support decision-making. With this research, we conclude that the Service Desk implementation model permitteed the evolution from a Help Desk to a centralized and standardized Service Desk, which is supported by Artificial Intelligence Techniques on IT Service Management in public hospital. Uma organização que não possui Gerenciamento de Serviços de Tecnologia da Informação (GSTI) pode apresentar atrasos e dificuldades na comunicação devido à falta de centralização e padronização na informação, o que prejudica o apoio à tomada de decisão em diferentes segmentos, em especial na área da saúde, e mais precisamente em hospitais. A Information Technology Infrastructure Library (ITIL®), uma biblioteca de boas práticas de GSTI, recomenda a implementação de um Service Desk para tratar todo o ciclo de vida dos serviços de TI. A fim de atender a necessidade do mapeamento e da compreensão dos processos para a implementação do Service Desk, é possível associar a Business Process Management (BPM) à ITIL®. As informações contidas em um Service Desk são relevantes e devem apoiar a tomada de decisão por meio de retenção e disponibilização do conhecimento. Para esse apoio, pode-se utilizar de técnicas da Inteligência Artificial (IA), como as Redes Neurais Artificiais (RNAs) e os Sistemas Especialistas (SEs). Assim, o objetivo desta pesquisa foi desenvolver um modelo de implementação de Service Desk em hospital público, usando a ITIL® e as técnicas inteligentes, para centralizar, padronizar e apoiar o gerenciamento dos serviços de TI. A organização, objeto de estudo desta pesquisa, é um hospital geral de caráter público, subordinado à Secretaria de Estado da Saúde da Administração Direta, localizado na periferia da cidade de São Paulo. Tal implementação foi dividida em cinco fases apoiadas nos livros da ITIL®: Estratégia de Serviço; Desenho de Serviço; Transição de Serviço; Operação de Serviço e Melhoria de Serviço Continuada. Em uma sexta fase, dois questionários foram aplicados para validar o uso tanto do SE como do Service Desk. Dentre os resultados alcançados, com este estudo, destacam-se: redução do tempo para a abertura de chamados e resolução de incidentes; menor dependência e impacto na ausência de analistas; minimização de problemas de comunicação com os clientes; e aquisição, retenção e disponibilização do conhecimento gerado, com o uso de técnicas da IA, para apoiar a tomada de decisão. Desse modo, com o desenvolvimento desta pesquisa, concluiu-se que o modelo de implementação de Service Desk desenvolvido possibilitou a evolução do Help Desk para um Service Desk centralizado, padronizado e apoiado por técnicas da Inteligência Artificial no Gerenciamento dos Serviços de Tecnologia da Informação em hospital público.

Embora a capacidade de explicar processos de raciocínio distinga o SE de outros sistemas de apoio à decisão, disponibilizar um MGE ajuda a promover uma análise crítica das decisões tomadas pelo SE. Em adição, o MGE é muito útil também na validação da base de conhecimento, permitindo detectar erros semânticos do sistema e monitorar detalhes do processo de inferência, o que pode levar a uma redução de tempo de desenvolvimento e maior aceitação do sistema, aumentando dessa forma sua confiabilidade e principalmente, sua credibilidade. A base de conhecimento do sistema foi construída a partir da experiência de especialistas multidisciplinares da área de eficiência energética industrial, o que é certamente um recurso valioso em um contexto de gestão do conhecimento (GC) organizacional. A GC torna o conhecimento humano especializado em valor duradouro, criando uma memória corporativa por meio de ações de compartilhamento e retenção, o que pode contribuir para a melhoria contínua dos processos, criação de valor e manutenção de vantagens competitivas. Para demonstrar as possibilidades de melhoria de eficiência energética, os principais sistemas de utilidades de uma planta industrial são analisados de forma individual. Para tanto, tais sistemas são classificados como primário (energia elétrica, gás natural e água) e secundário (ar comprimido, ar condicionado, iluminação e sistemas de aquecimento). Estudos de caso são executados no protótipo SE para demonstrar como seu uso pode disseminar boas práticas de eficiência energética industrial, bem como de gestão de conhecimento, possibilitando criar uma memória corporativa permanentemente disponível nos computadores da organização e independente da disponibilidade de especialistas humanos. This work presents the development of an expert system prototype (ES) with an explanation facility module (EFM) for preliminary diagnosis of energy efficiency guidelines in industrial plants, considering the fundamental characteristics of operation and maintenance of these plants. Although the ability to explain its own reasoning distinguishes ES from other decision support systems, providing an EFM contributes to promote a critical analysis of the decisions taken by the ES. In addition, the EFM is also very useful in validating the knowledge base, because it facilitates the detection of semantic errors and allows a better monitoring of the inference process. Because of that, the EFM can reduce the development time and contribute to a broader acceptance of the system, which positively impacts its reliability and credibility. The knowledge base of the system was built on the experience of multidisciplinary experts in the field of industrial energy efficiency that is certainly a valuable resource in an organizational knowledge management (KM) context. The KM becomes the human knowledge in permanent value by creating a corporate memory through sharing and retention actions that may contribute to continuous improvement of processes, value creation and maintaining competitive advantage. In order to properly demonstrate the possibilities of energy efficiency improvement, the main utility systems of an industrial plant are analyzed individually. To do so, such systems are classified as primary (power, natural gas and water) and the secondary (compressed air, air conditioning, lighting and heating systems). Case studies are performed in the ES prototype in order to show how its use can disseminate good energy efficiency practices and good knowledge management practices as well, making it possible to create a corporate memory permanently available on the organization's computers and independent of the availability of human experts. Declarative if–then rules have proven very useful in many applications of expert systems. They can be managed in deductive databases and evaluated using the well-known forward-chaining approach. For domain-experts, however, the syntax of rules becomes complicated quickly, and already many different knowledge representation formalisms exist. Expert knowledge is often acquired in story form using interviews. In this paper, we discuss its representation by defining domain-specific languages ( Dsl s) for declarative expert rules. They can be embedded in Prolog systems in internal Dsl s using term expansion and as external Dsl s using definite clause grammars and quasi-quotations – for more sophisticated syntaxes. Based on the declarative rules and the integration with the Prolog -based deductive database system DDbase , multiple rules acquired in practical case studies can be combined, compared, graphically analysed by domain-experts, and evaluated, resulting in an extensible system for expert knowledge. As a result, the actual modeling Dsl becomes executable; the declarative forward-chaining evaluation of deductive databases can be understood by the domain experts. Our Dsl for rules can be further improved by integrating ontologies and rule annotations.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior Digital games are a resource currently used as an entertainment way, but educational digital games try to make the student use it like a way of learning, in order to arouse interest. Although educational games have utility, in some cases they can show problems, like have repetitive tasks, unmotivated challenges or lack of teaching resources. The goal of this work is to develop a system able to find educational resources in games that are not considered educational, with the purpose to use them for teaching, since some of them are seen by the market like a good entertainment way, the goal with this is arouse interest of the students for some subject. The system is a web application developed in C#. It works receiving from the user what he wants to teach about some subject in the field of geography. The system realizes an inference for to search digital games and generate educational reports with the games and features that can be used for teaching about the desired subject. So, it is not necessary that the user has knowledge about the field of games for to use the system and check the digital games and ways of apply it in education. Jogos digitais são um recurso utilizado atualmente como uma forma de entretenimento, jogos digitais educacionais por sua vez, tentam fazer com que o estudante utilize esse recurso com o intuito de aprender de forma mais dinâmica e que desperte maior interesse. Embora jogos digitais educacionais tenham utilidade, em alguns casos eles podem apresentar problemas, tais como possuir tarefas repetitivas, desafios sem motivação ou falta de recursos pedagógicos. O objetivo deste trabalho é o desenvolvimento de um sistema que seja capaz de encontrar recursos educacionais em jogos digitais que não são considerados educacionais, com o propósito de utilizá-los no ensino, visto que alguns deles já são consagrados no mercado como uma forma de entretenimento, o objetivo com isso é despertar o interesse dos estudantes por determinado assunto. O sistema é uma aplicação web desenvolvida em C#, que funciona recebendo do usuário o que ele deseja ensinar a respeito de algum assunto da área de geografia, em seguida realiza uma inferência para buscar jogos digitais e gerar relatórios educacionais com os possíveis jogos digitais e características que podem ser utilizadas para ensinar a respeito do assunto que o usuário deseja. Logo, não é necessário que o usuário tenha conhecimento da área de jogos digitais para utilizar o sistema e verificar jogos digitais e maneiras de aplicá-los no ensino.
