The article examines the role of the Rural Development Programme (RDP) 2014-2020 investment funds in shaping the capabilities of the Polish agri-food processing industry to enhance its competitive advantages under new conditions dictated by the necessity of transitioning towards more sustainable production systems. The research is based on data from 783 agri-food processing enterprises that benefited from the 2014-2020 RDP support. The scope and directions of support offered during the previous programming period, public funding allocated to enterprises within individual sectors, strategies and investment priori- ties of the entities covered by the support, as well as the planned and achieved results across crucial areas have been scrutinised. The findings indicate that the RDP funds were effective in enhancing short-term competitiveness, primarily through modernising equipment and updating machine parks, which in turn expanded production potential. However, the role of these funds in facilitating the transition from traditional competitive strategies to more sustainable and innovative approaches was not as profound as required. Insufficient efforts were directed towards building a robust foundation to address growing climate, environ- mental, and socio-economic challenges, which is crucial for developing new competitive edges. Furthermore, in the group of enterprises studied, no material actions or investments were identified that would prepare companies for bolstering competitiveness through digital transformation. The purpose of the article/hypothesis: The purpose of the article is to determine whether, taking into account the current legal framework determining the state role in the economy, it is advisable to support large enterprises in relation to preventing the effects of the COVID-19 pandemic. The analysis will be conducted based on one of the types of guarantees - PLG FGP guarantee line. Methodology: In order to achieve the assumed goals, the analysis was based on non-reactive research, consisting in the assessment of available information. It included studies of normative acts, official statistical data and industry reports and analyses. Two basic research methods were used, namely legal dogmatic and comparative analyses. Results of the research: Based on the conducted research, it can be concluded that taking into account the characteristics of economic difficulties resulting from the COVID-19 pandemic (i.e. a decrease in demand for goods and services, reduced mobility of the population, limited supply caused by disruption of supply chains and absence of employees at the workplace), it is justified to support sector of large enterprises, because these problems concern both the SME sector and large enterprises to a similar extent. However, it is reasonable to direct the aid because financing was also used by enterprises that were not affected by the crisis.

In March 2023, the European Court of Human Rights issued a judgment concerning the former President of the Greek Statistical Office. The case was described as a test of the Greek justice system, and the issue at stake was the reliability of published statistics relating to the functioning of both the national and the Community economy. Andreas Georgiou was President of ELSTAT, the Greek equivalent of the Polish Central Statistical Office, from 2010 to 2015. In its first year of office, it provided the European Statistical Office with statistics relating to the budget deficit in Greece for 2009. According to Greek law, the competence to make statistics public rested with the Executive Board of ELSTAT, not with the President himself. The Greek authorities accused him of having committed the offence of abuse of power. Georgiou, on the other hand, claimed that he had acted in accordance with the principles of the European Statistical Code of Practice. It provides that the heads of statistical offices are solely responsible for decisions on the content and timing of the publication of statistical information. The defendant faced up to 10 years in prison. The Court of First Instance found Georgiou not guilty. However, the court of second instance sentenced him to two years imprisonment. The Court of Cassation rejected the appeal against the judgment of the Court of Appeal without, however, referring to the defendant's objections relating to the need to refer a question to the Court of Justice of the EU for a preliminary ruling. Before the sentence came into force, Georgiou left for the United States. In the present judgment, the ECtHR found a violation of the Convention. The judgment is expected to restore confidence in Greek statistics and demonstrate the independence of the statistical office from pressure from the authorities. [ABSTRACT FROM AUTHOR]

The Serbian parliamentary elections in 2020 were not groundbreaking in political terms, but their results directly determine the immediate future of Serbs. Taking into account the current geopolitical situation in Serbia, it should be emphasized that the next four years may prove critical for the international position of this country. The elections on June 21 were special due to the circumstances in which they were held. Among them, the global problem should be mentioned – the coronavirus pandemic, which paralyzed the functioning of many countries, including Serbia. The second important factor relates to the largest anti-government protests since 2000, which began in late 2018 and lasted until the state of emergency declaration due to the threat of COVID-19. The results of the parliamentary elections in 2020 should be interpreted as the strengthening of the Serbian Progressive Party and its leader Aleksandar Vučić. Moreover, it is a clear signal that the opposition still do not have adequate public support to compete effectively with the ruling party. Nowadays, there are no political conditions for an alternation of power in Serbia. Following the impressive victory in the parliamentary elections, the Serbian Progressive Party may continue the process of increasing influence in the most important state organs. The article presents the process of organizational and financial changes taking place in the Polish Radio Choir since 2012. The author is looking for an answer to the following question: can the Polish system of public support for culture accommodate regular activities of an artistic team as part of an NGO? For the purposes of the article, a SWOT analysis has been carried out among the current staff of the team, which has made it possible to understand the effects of the changes. During pandemic COVID-19, politicians responsible for developing strategies to combat the virus play a significant role and make key decisions in this regard. An important role is also played by national experts who advise and provide scientific knowledge to governments to ensure the highest possible level of security for the whole society. The analysis of Polish and American politicians and experts gives a comparison in terms of actions, opinions and positions taken. In both countries, important national expert institutions participated in the fight against the pandemic, and government advisory teams for the COVID-19 pandemic were established. There were numerous problems with both health systems and a lack of consistency between the recommendations of experts and politicians, which resulted in a loss of public confidence. Czech society is one of the most eurosceptic in the European Union. One of the reasons is a low degree of trust in authority (government, parliament) in general, also at the supranational level. Consequently, Czech political parties have eurosceptic slogans in their programs that do not prevent voters from supporting them, both in the elections to the Czech and European Parliaments. The political system is dominated by parties presenting the so- called „soft euroscepticism” (according to Taggart's and Szczerbiak's approach), such as: Action of Dissatisfied Citizens (ANO 2011), Civic Democratic Party (ODS) or Communist Party of Bohemia and Moravia (KSČM). In the 2017 election, they received a total of almost 50% of the vote. However, euroscepticism is not a threat to the Czech presence in the EU. This article reviews regional and national initiatives which foster the growth of start-ups in Poland. It begins with an attempt to define a start-up company and outline the rationale for public and private support for innovative entrepreneurship. The second section contains six case studies of organisations based in Warsaw and Kraków which support start-ups at various stages of development. The main goal of this research is to broaden practical knowledge by examining the different tools, approaches, motivations, and roles played by selected stakeholders within the Polish start-up ecosystem. The research shows the changing landscape of the Polish start-up support scene, demonstrated by different approaches and institutional arrangements. It reveals an increase in the number of linkages to other countries, as well as the crucial role of entrepreneurial learning and mentoring. The need to support the SME sector is indicated both by scientists and the companies themselves, as well as the European Union. The support policy of EU offers the many forms of assistance essential for this group of entitles. The great significance for SME has financial support, that is reaction of state institutions for the market failure in access to finance. The aim of this article is to analyze the structure and forms of public support for micro, small and medium-sized enterprises in 2007-2013 in Poland. Moreover the author on the basis of analysis attempts to summarize the types and values of support granted to micro , small and medium-sized enterprises.
