This article presents theoretical studies of methods for assessing car quality indicators in the operation stage. Important criteria for determining the quality indicators of cars during the operation phase are the following: functional stability, ecology, comfort, technical solutions, and traffic safety. The problem of converting a multicriteria quality assessment to a single criterion is proposed to be solved by the method of determining a quality index. The methodology for the practical and actual implementation of this research is based on the evaluation of the quality index established on the average vehicle speed then the basic methodological principles are formulated. The quality index of a car is significantly dependent on the operating conditions. This article presents the correction coefficients for the quality index of base, hybrid, and electric vehicles, depending on the operating conditions. The studies and the proposed car quality index provide timely information on the characteristics of operating conditions, creating the necessary conditions and opportunities for automakers to improve the design of cars, promote the image of car brands, and increase sales.

In the article, the authors consider education as a decisive condition for the formation of key personality competencies. The issue of the humanization of technical education is very relevant today. The authors believe that the generation of a technogenic type of culture leads to the spiritual impoverishment of the individual. There is a dehumanization of education, which turns into the development of future engineers only professional skills. The authors believe that the restriction of the humanitarian cycle of disciplines in technical universities casts doubt on the possibility of training engineers who combine high professionalism with well-developed communicative competencies. Particular attention is paid to the place and role of the study of philosophy, which, according to I. Kant, poses its task so that “a person has the courage to live with his own mind.” The authors note that the issue of awareness of oneself as a person, the society in which they live, the values on which relationships between people and children are raised, may arise precisely in the situation if the future engineer is given the opportunity to become acquainted with the philosophy of Platon, Kant or Hegel, with Marx and Heidegger. Most of the students, who are not interested in the issues of the world and the place of the person in it, are the ones who need an explanation of the real state of affairs and those issues that academic philosophy says.The authors reveal the content of the concept of the human factor - that means, first of all, to understand a person, enter the world of his interests, needs, expectations, comprehend many of his actions. , i.e. see his personality. The authors proceed from the fact that the selection of competencies at the moment remains one of the urgent problems of education in the context of a competency-based approach. Accordingly, the purpose of education is related to the formation of key competencies (competencies). It is concluded that the positioning of education (primarily professional) in the field of social meanings depends on the competence content of education.

Зміни, що відбуваються в сучасному світі, сучасна соціокультурна ситуація, вимагають від сучасної людини мобільності і адекватної відповіді на сучасні вимоги суспільства, ставлять її перед необхідністю перегляду традиційних цілей і орієнтирів. В статті автор показує, що у педагогічному плані це означає, що основним результатом освіти повинна стати не система знань, умінь і навичок сама по собі, а набір сучасних ключових компетенцій в інтелектуальній, соціально-правовій, комунікативній, інформаційній сферах. Автор виходить з того, що на зміну старій парадигмі сьогодні приходить парадигма інтерсуб’єктивного розуміння і комунікації. Фокус сьогоднішніх досліджень перемістився від когнітивно-інструментальної до комунікативної раціональності. Автор зазначає, що особливістю сучасного соціального пізнання, яка задає нову парадигму, є те, що воно здійснюється через аналіз того, якими уявленнями опосередковано саме пізнавальне ставлення до соціальних феноменів, що супроводжується глибоким переосмисленням комунікативної природи соціальної реальності, змін у соціально-комунікативній сфері.

The meaning of the concept «educational reality» has been substantiated by the author, its ontological nature and structure has been revealed, the features of its transformation in modern conditions have been explored especially. Finding ways to build a new ontology of social reality, which extends beyond the boundaries of existing stereotypes, takes on the problem of communication process to improve the quality of education with its objective form of implementation. It has been shown by the author that modern human cognition is focused on understanding rather than explanation, ie, it seeks not to identify causal laws as a cultural phenomenon determinants, but to explicate and actualize its meaning. In pedagogical terms this means that the main result of education should not be a system of knowledge, skills and abilities in itself, but a set of core competencies in the modern intellectual, social, legal, communication, information spheres. Innovation plays a special place today in identifying person’s life trajectory, gaining experience of independent activity and personal human responsibility. It has been pointed out by the author that arts education has a bad reputation. Its understanding of cultural horizon expands, leading to a critical awareness of its cultural background, to the self-understanding and self-determination. This requires the selection of educational information technologies that would bring to students the understanding of human cultural diversity, the complexity and ambiguity of the humanistic perspectives of mankind. The role of communicative rationality in the «social construction» is to offer a new way of understanding of existing educational practices and to open new range of possibilities. It has been noted by the author that the assessment of innovations in terms of their impact on improvement of the quality of educational services and their ability to meet needs of consumers is objectively defined criteria. It requires the development of methodologies for national independent agencies to assess the quality of education.

The article deals with the new situation in the education sector, which is characterized by the peculiarities of modern stage of the educational system’s development and by the necessity to rethink the principles of educational values in the XXI century through the prism of sustainable development’s priorities. Sociological ideas of phenomenology, which do not form social reality things or events of the material world in terms of supporters, have actively been used bu the authors and also the meaning given to these objects and events have been used in the article. Ontological and epistemological factors emergence of a new historical type of society, in our case, the information, have been disclosed from a philosophical position. According to the authors, the state of postmodern society is primarily determined by culture. It is cultural society, which studies different external influences, including economic life, in the human world. Feature of modern social cognition that sets a new paradigm is as follows: it is carried out through the analysis of which representations had mediated self cognitive attitude to social phenomena, accompanied by the deep mentally communicative nature of social reality and brought changes in the socio-communicative sphere.

The article reveals the ontological foundations of the of social reality. Consideration of this issue, in authors opinion, should begin with the analysis of the ontological knowledge. Traditionally, if you ask what is an ontology, it is usually followed by an answer: the doctrine of being. The author believes that in modern philosophy there is no single definition of ontology and existence, and there are different types of ontological systems in which the notion of being received different interpretations. Differences in interpretatijns really are not the result of self­will, or a matter of taste of this or that author. They are not accidental, because they are the result of those units of consciousness that lie at the basis of our understanding of reality and there is usually a «default». The article investigates the phenomenon of social reality, which, of course, has a certain historical and philosophical importance, and at the same time is very difficult, because the focus of the author - the search for new contexts of social reality in modern scientific discourse, which is extremely important, given the complex processes taking place today in the science and society. With the gradual increase in the array of post-classical social research it is becoming more apparent the difference between the approaches used by researchers working on the basis of the classical paradigm (they are now, of course, are in the majority), and an approach based on the post-classical teoretical methodology. Mastering the art of working with post-classical tools requires considerable effort, because education, as a rule, is based on the classical canons.Changes taking place in the modern world, the modern social and cultural situation, require the mobility of modern man and an adequate response to the requirements of modern society, and put it in front of the need to revise the traditional goals and targets. The authors show that in pedagogical terms, this means that the main result of education should not be a system of knowledge and skills in itself, but a set of core competencies in modern intellectual, social, legal, communication, information fields. Еspecially successful is the author uses the communicative model of social reality, allowing adequately describe the features of the functioning of the information society, to define the specifics of existing communication links arising between social space subjects. Thus virtuality is a phenomenon, immanent in the very structure of existence, embodies the creative opportunity-generating activities. The article reveals that virtual reality is based on the principle of «feedback» that allows for the maximum entry of a person into the information space.The scale of the phenomenon of virtual manifestations in social and individual life suggests the «virtualization» of society and encourages researchers to develop a new understanding of social reality in its relation to the reality of the virtual.
