Artykuł poświęcony jest esejowi Wasilija Gołowanowa Wyspa. Poszukiwanie sensu życia prowadzi autora na arktyczną wyspę Kołgujew – w artykule śledzimy jego wędrówkę. W rezultacie okazuje się, że sensotwórczą moc posiada tylko sama przestrzeń wyspy. Jednak Gołowanowowi niekiedy brakowało języka do opisu doświadczenia tej przestrzeni. Mógłby nim być język nieniecki, będący odzwierciedleniem nomadycznej kultury Nieńców, ale autor go nie zna. Artykuł dowodzi, że treść eseju w kluczowych momentach koresponduje z późną myślą Martina Heideggera. W jej kontekście zaproponowano interpretację greckiego terminu "aletheia", przestrzeni, a także figury "ostatnich Bogów". The article is devoted to the Vasily Golovanov’s essay "The Island". The search for the sense of life leads author to the arctic island of Kolguyev; in the article we follow his journey. As a result, it turns out that only the empty space of the island has a sense-creating power. However Golovanov sometimes lacked a language to describe the his experience of this space. It could be the Nenets language, reflecting their nomadic culture, but author does not know it. The article shows that the content of the essay in key moments corresponds with the late thought of Martin Heidegger. In its context, an interpretation of the Greek term "aletheia", space, and the figure of the "last Gods" was proposed.

Nunatsiavut, położony na wschodnim wybrzeżu Kanady, to najmłodszy z czterech samorządnych regionów inuickich, tworzących Inuit Nunangat. Powstał na mocy porozumienia ziemskiego i samorządowego zawartego w 2005 roku pomiędzy Inuitami z Labradoru (Labrador Inuit) i prowincją Nowa Fundlandia i Labrador oraz rządem federalnym. Niniejszy artykuł ma trzy cele: po pierwsze zarysowanie historii powstania Nunatsiavut, po drugie przedstawienie najważniejszych zapisów porozumienia ziemskiego i utworzonych wówczas instytucji politycznych, a po trzecie ocenę funkcjonowania Nunatsiavut przy wykorzystaniu modelu zarządzania wielopoziomowego. Nunatsiavut, located on the east coast of Canada, is the youngest of the four self-governing Inuit regions that make up Inuit Nunangat. It was created through a 2005 land claims and self-government agreement between the Labrador Inuit, the province of Newfoundland and Labrador and the federal government. This paper has three objectives: first, to outline the history of Nunatsiavut's creation; second, to present the key provisions of the land claims agreement and the political institutions created at that time; and third, to evaluate the operation of Nunatsiavut using a multi-level governance model.

Polska wyprawa na Spitsbergen w 1938 była piątą polską wyprawą do Arktyki w okresie międzywojennym. W wyprawie wzięły udział 4 osoby: geolog Bronisław Halicki (1902-1962), geograf i geomorfolog Mieczysław Klimaszewski (1908-1995), geolog Ludwik Sawicki (1893-1972) oraz Stefan Bernadzikiewicz (1907-1939). Polska wyprawa przebywała od 5 lipca do 6 września 1938 w Oscar II Land na Spitsbergenie. Głównym zadaniem ekspedycji było zebranie możliwie dużej ilości danych do studiów porównawczych osadów plejstoceńskich w Polsce. II wojna światowa uniemożliwiła pracowanie zebranych danych i opublikowanie odpowiednich publikacji. Dopiero w 1960 M. Klimaszewski opublikował cenne studium geomorfologiczne poświęcone obszarowi między Kongsfjorden a Eidembukta. Dane i doświadczenia zdobyte na Spitsbergenie miały ogromne znaczenie dla późniejszych interpretacji zarówno staroczwartorzędowych, jak i młodoplejstoceńskich oraz holoceńskich profilów geologicznych na Niżu Polskim. The Polish expedition to Spitsbergen in 1938 was the fifth Polish expedition to the Arctic in the interwar period. The expedition was attended by four people: geologist Bronisław Halicki (1902-1962), geographer and geomorphologist Mieczysław Klimaszewski (1908-1995), geologist Ludwik Sawicki (1893-1972) and Stefan Bernadzikiewicz (1907-1939). The Polish expedition stayed from 5 July to 6 September 1938 at the Oscar II Land in Spitsbergen. The main task of the expedition was to collect as much data as possible for comparative studies of Pleistocene sediments in Poland. World War II made it impossible to work on the collected data and publish relevant publications. It was not until 1960 that M. Klimaszewski published a valuable geomorphological study devoted to the area between Kongsfjorden and Eidembukta. The data and experiences gained at Spitsbergen were of great importance for subsequent interpretations of both the Old Quaternary and Young Pleistocene and Holocene geological profiles in the Polish Lowlands.

Celem artykułu jest przedstawienie stanowisk Rosji i Chin wobec Arktyki, obszaru rozciągającego się wokół Bieguna Północnego. Analizie poddano zarówno strategię działania, jak i narzędzia stosowane przez te dwa państwa na polu gospodarczym i wojskowym. Obszar posiada duże zasoby surowców naturalnych, w tym gazu ziemnego i ropy naftowej. Topnienie pokrywy lodowej sprawia, że możliwe staje się otwarcie nowych szlaków żeglugowych, szczególnie Północnej Drogi Morskiej, które mogą stać się alternatywą dla tradycyjnych połączeń przez Kanał Sueski. W porównaniu do tych ostatnich transport towarów na szlakach arktycznych, pomiędzy Azją Wschodnią a Europą, pozwala zredukować dystans i koszty o około 40%. Rosja i Chiny dążą do uzyskania kontroli nad zasobami naturalnymi i szlakami transportowymi. Rosja, z jednej strony, deklaratywnie zachęca Chiny do uczestnictwa w arktycznych projektach energetycznych i przedsięwzięciach infrastrukturalnych. Z drugiej jednak ma świadomość, że proponowany przez nie Polarny Jedwabny Szlak oraz odwoływanie się do zasady swobodnej żeglugi nie koresponduje z ich wizją, traktującą Północną Drogę Morską jako część wód terytorialnych. It considers the national policy and strategy statements as well as the economic and military instruments used by these two powers. The area holds large quantities of minerals, including natural gas and crude oil. If global continues to melt sea ice across the Arctic, shipping lanes, particularly the Northern Sea Route, may open up and became a viable alternative to the traditional shipping routes through the Suez Canal. The route for transporting cargoes between the East Asia and Europe could reduce sailing distances and operating costs by roughly 40 percent, compare to them. Russia and China are seeking control of natural resources and transport routes. On the one hand Russia declaratively encourages China to participate in Arctic energy and infrastructure projects. On the other „Polar Silk Route” proposed by China as well as its promotion of freedom of circulation in the Arctic China do not correspond with Russian vision that treats waters of the Northeast Passage as its „internal waters”. The paper applies to the city of Rovaniemi and the morphological and spatial structure of its urban space. As a result of a comparative analysis of chronologically compiled town plans conducted by the Conzenian school of urban morphology, correlated with the written sources about the history of the city and field research, six stages of morphologic-spatial development of Rovaniemi were specified. A number of factors which exerted an influence on the development of the urban space of the town in the course of time have also been identified. W wyniku przeprowadzonej analizy porównawczej chronologicznie zestawionych planów miasta metodą M.R.G. Conzena, uzupełnionej o kwerendę literatury dotyczącej historii miasta i badania terenowe, w dziejach Rovaniemi wydzielono sześć etapów rozwoju morfologiczno-przestrzennego. Wyodrębniono także szereg czynników, które wywierały wpływ na przestrzeń miasta w poszczególnych okresach jego rozwoju. The Polish expedition to Greenland in 1937 was the fourth Polish expedition to the Arctic in interwar period. 7 persons took part in it: Stefan Bernadzikiewicz (1907-1939) - equipment and technical issues, Antoni Gaweł (1901-1989) - geologist, Alfred Jahn (1915-1999) - geographer, geomorphologist, Aleksander Kosiba (1901-1981) - leader, glaciologist and geomorphologist, Stanisław Siedlecki (1912-2002) - meteorologist, Rudolf Wilczek (1903-1984) - botanist, Antoni Rudolf Zawadzki (1896-1974) - photogrammetrist. The expedition also hired six Innuits to help. The expedition was doing research from June 16 to August 23, 1937 on Arfersiorfik fiord (Western Greenland) on its initial section and its inshore strip 100 km inland. Results of the expedition: botany - samples were of the peat bog and tundra; geodesy - magnetic declination was mapped out 56^{\circ} W; geoloogy - geological-petrographic charting of the outskirts of ice sheet was made, samples of the rock base, moraine and sedimentary ones were taken; geomorphology - structure and genesis of the landscape was studied, mainly of terraces, including isostatic movements; glaciology - shoreline of the ice sheet and its outskirts were studied; cartography, triangulation and toponomy - map of the land on a scale of 1: 50 000 was published, 23 new names connected with Poland and Polish people were given; climatology - new meteorological data was collected from 2 stations; palynology - high content of pollen of coniferous trees was detected, particularly of pine, whose pollen was found even far to the north near Gothåb; pedology - different types of structural soils and their connection with the climate were described.

As a result of global warming the Arctic, the polar area in the northern hemisphere, has become the area of dispute over spheres of influence among the Russian Federation, United States of America, Denmark, Canada and Norway. Its source is economic issues (including exploration of resources, fishing, new routes of maritime transport), political and geostrategic issues. The lack of legal status of the Arctic is a significant impediment to a settlement of the dispute. The participating countries conduct scientific research and based on that, they propose new motions to UN Commission on the Limits of the Continental Shelf. They also undertake political and propaganda campaigns. The complex and long-standing dispute over the Arctic increases interest in the issue of world public opinion, international organizations and social-political movements.

Kanada uważa posiadanie Arktyki za jeden z najważniejszych kierunków swej polityki zagranicznej i bezpieczeństwa. W politycznej retoryce szermuje się pojęciem obrony kanadyjskiej suwerenności i zbrojnej obecności na dalekiej Północy. Zadania te wypełnia pięciotysięczna jednostka Rangersów, w pełni przygotowana i wyposażona do bezustannej służby patrolowej. Warunki przyrodnicze, rozległość terytorium Kanady i jej słabe zaludnienie powodują, że rola armii jest znacząca i o wiele większa w zakresie reagowania kryzysowego niż w innych krajach NATO. Stąd też duże znaczenie formacji Rangersów zdolnych do prowadzenia operacji poszukiwawczych i ratunkowych. The subject of the article is Canadian Rangers, which has been a volunteer reserve formation for 70 years in the armed forces of Canada. It functions as a territorial defence in hard-to-reach areas of the country. Canada regards the Arctic as one of the most important directions of its foreign and security policy. In political rhetoric are proclaimed slogans defending Canadian sovereignty and armed presence in the far North. These tasks fill the five thousand-strong Rangers unit, fully prepared for constant patrol service. Natural conditions, the vastness of Canada’s territory and its low population make the role of the army significant and much greater in crisis response than in other NATO countries. Hence the importance of Rangers formation capable of conducting search and rescue operations.

The Ebbabreen ice−cored moraine area is covered with a sediment layer of up to 2.5 m thick, which mostly consists of massive diamicton. Due to undercutting by lateral streams, debris flow processes have been induced in marginal parts of this moraine. It was recognized that the sedimentology of deposits within the deposition area of debris flows is the effect of: (1) the origin of the sediments, (2) the nature of the debris flow, and (3) post−debris flow reworking. Analysis of debris flow deposits in microscale (thin sections) suggests a common mixing during flow, even though a small amount of parent material kept its original structure. The mixing of sediments during flow leads to them having similar sedimentary characteristics across the deposition area regardless of local conditions (i.e. slope angle, water content, parent material lithology). After the deposition of sediments that were transported by the debris flow, they were then reworked by a further redeposition process, primarily related to meltwater stream action. The article describes the course of the Polish expedition to Spitsbergen in 1936.

The second Polish expedition to Spitsbergen took place in 1936. It was already the third Polish expedition to the Arctic (previous ones were: Bear Island in 1932-1933, Spitsbergen - Torell Land in 1934). The organizers and participants were: Stefan Bernadzikiewicz (1907-1939) - assistant at the Warsaw Technical University, leader of the 1934 expedition to Spitsbergen, Konstanty Narkiewicz-Jodko (1901-1963) - assistant at the Unit of Physics of the Warsaw University, who specialised in stratosphere research, and Stanisław Siedlecki (1912-2002) - geology student at the Warsaw University, participant of both previous Polish polar expeditions. The expedition was supposed to be a kind of reconnaissance with climbing and scientific elements. The route of the expedition ran from the place of landing at the Hornsund fiord coastline (July 7) to the most southward cape of Spitsbergen - Sørneset (July 11). Next the expedition participants moved north across the eastern part of the island. After replenishing food supplies when the expedition was halfway through (August 4-11), its route ran to as far as the most northward Verlegenhuken cape (August 24), and then back to the southern Billefjord coastline (September 1-5). Climbing and scientific part of the expedition failed. Because of quick march and frequent fogs, measurements and topographical sketches were abandoned. Despite the lack of strictly scientific results, the expedition itself had great exploratory importance: for the first time in history, Spitsbergen was hiked across from south to north without the use of dogs.

Pierwsza dekada XXI wieku przyniosła ogromny wzrost zainteresowania obszarami polarnymi w Kanadzie. Znalazło to odbicie w liczbie opublikowanych dokumentów rządowych, wypowiedziach polityków, analizach naukowych czy wreszcie w wynikach sondaży opinii publicznej. Politykiem, który w największym stopniu wpłynął na ukształtowanie kanadyjskiej strategii arktycznej w tym okresie jest Stephen Harper, który od 2006 roku nieprzerwanie pełni funkcję premiera Kanady. W programach jego kolejnych gabinetów Północ pozostawała obszarem priorytetowym, a premier wielokrotnie podkreślał, że obszar ten stanowi nie tylko fundamentalną część kanadyjskiej tożsamości narodowej, ale w przyszłości może stać się źródłem dobrobytu dla całej Kanady. Po 9 latach od objęcia władzy przez Partię Konserwatywną, u progu wyborów parlamentarnych, zasadna wydaje się próba oceny realizacji zobowiązań podjętych przez rządy S. Harpera. Celem artykułu jest analiza realizacji czterech podstawowych filarów polityki arktycznej Kanady, zawartych w dokumencie z 2009 roku, Canada’s Northern Strategy: Our North, Our Heritage, Our Future, czyli sprawowanie suwerenności w Arktyce; wspieranie rozwoju społecznego i gospodarczego tego regionu; ochrona środowiska naturalnego oraz poprawa zarządzania obszarami na północy. Próba oceny pozwala znaleźć odpowiedź na pytanie, czy politykę arktyczną można uznać za dziedzictwo pozostawione przez premiera Harpera następnym pokoleniom Kanadyjczyków czy raczej wpisuje się ona w długą tradycję zainteresowania rodzimych polityków obszarami północnymi. The first decade of the twenty-first century has brought a huge increase in interest in polar regions in Canada. This is reflected in the number of government documents, political statements, scientific research and finally the results of public opinion polls. Since 2006 Prime Minister Stephen Harper has had the greatest impact on shaping the Canadian Arctic. The North remained a priority area of his successive cabinets and Prime Minister repeatedly stressed that this region is not only a fundamental part of Canadian national identity, but in the future it may become a source of prosperity for the whole of Canada. After 9 years in power, on the threshold of parliamentary elections, it appears advisable to try to assess the implementation of S. Harper proposals. The aim of the article is to analyze the implementation of the four basic pillars of Canadian Arctic policy contained in a document from 2009. Canada's Northern Strategy: Our North, Our Heritage, Our Future: exercising sovereignty in the Arctic; promoting social and economic development; environmental protection; and improving and devolving northern governance. The assessment allows to answer the question of whether the Arctic policy could become the legacy left by Prime Minister Harper the next generation of Canadians or rather part of a long Canadian tradition of only temporary interest of politicians in northern areas.
