Recently, load balancing for an offloading in mobile edge computing is emerging as an important issue. In this paper, we propose a distributed offloading scheme that can distribute tasks to edge servers and a cloud server. The proposed scheme designs a system model based on the task processing time, the energy consumption of mobile devices and an offloading processing time, and can distribute the load hierarchically by comparing the local processing cost and the offloading processing cost. In addition, the proposed scheme includes an algorithm that adaptively can make an offloading decision by using the logistic regression for the cost. As a result of the experiment, the proposed scheme was superior to a comparison scheme in the blocking ratio of offloading tasks. In addition, the proposed scheme showed an excellent performance in the hierarchical load balancing and the horizontal load balancing among edge servers. [ABSTRACT FROM AUTHOR]
