The Suga cabinet prime minister at the time of October 26th, 2020 remarked that Japan makes the emission of the greenhouse gas 0 as a whole (Carbon Neutral) by 2050 in the belief manifestationMoreover, in climate change Summit on April 22nd, 2021, Japanese Government expressed reducing CO2 reduction target in 2030 by 46 % at the ratio in 2013.By this, in the 6th energy basic plan, the rate of the wind power generation to occupy to all power generation was about 3.5 times raised from 1.7 % to 6 %.It is the floating-body type on the ocean wind power generation that, in Japan, is watched specifically in the wind power generation.In this paper, this floating-body type on the ocean wind power generation is considered.Then, the possibility of the popularization of the floating-body type on the ocean wind power generation is investigated., 2020年10月26日、当時の菅内閣総理大臣が所信表明で「2050年までに温室効果ガスの排出を全体として0にする（カーボンニュートラル）」と発言した。また2021年4月22日の気候変動サミットで2030年度のCO2削減目標を2013年度比で従前の26％削減を46％にまで引き上げることを表明した。これらにより2021年7月に資源エネルギー庁が発表した第6次エネルギー基本計画における電源構成に占める風力発電が1.7％から6％と約3.5倍に引き上げられた（太陽光発電は7％から15％で約2.1倍）。日本においては風力発電の中でも特に注目を浴びているのが浮体式洋上風力発電である。本論文は浮体式洋上風力発電について考察し、その普及の可能性を闡明する。

世界の風力発電設備容量は2016年末に約5億kWに達し、すでに原子力発電の設備容量を超えた。世界では市場拡大や技術革新を通じてコストが大幅に低下し、出力の変動性に対応しつつ、大量導入と電力の安定供給を両立している。1990年代後半から2000年代にかけて、欧米や新興国では、風力発電の導入拡大が着実に進み、現在のようなコスト競争力を生み出す市場や産業が形成された。大局的には、FITなどの政策支援だけでなく、系統接続や電力システムの変革が一体的に進められたことが背景にあると考えられる。コスト競争力を高め、持続的な導入拡大を可能とする「自立的拡大サイクル」ともいうべき正の循環が機能していると筆者は考える。しかしながら、日本では風力発電の系統接続がほぼ一貫して制限されており、環境影響評価手続といった他の導入ハードルも加わったことで市場の拡大が一向に進んでいない。ポテンシャルや買取価格等の条件に恵まれているにもかかわらず、日本固有の事業環境が風力発電の導入を妨げている可能性がある。なぜ欧米と同じように、日本において「自立的拡大サイクル」が形成されなかったのか。本稿では、日本の政策支援と系統接続に焦点をあてる。風力発電に関する日本の政策・制度・ルールの変遷や影響を考察するとともに、導入拡大の鍵となる系統制約の現状と今後の改善に向けた方向性について論じる。, The capacity of wind power generation in the world reached approximately 500 GW at the end of 2016 and already exceeded the capacity of nuclear power generation. In the world, generation cost of wind power is drastically reduced through market expansion and technological innovation, while coping with the variability of the output, simultaneously achieving mass introduction and stable supply of electricity. From the latter half of the 1990s to the 2000s, in Europe and the United States and Emerging countries steadily expanded the installation of wind power generation, and present markets and industries that create cost competitiveness are formed.Overall, not only policy support such as Feed-in Tariff, but also the grid connection and the reform of the electric system were integrally progressed in the background. The authors think that a positive circulation, which is called an "autonomous expansion cycle" that enhances cost competitiveness and enables sustainable installation and expansion, is functioning.However, in Japan, connection to the grid by wind power generation is almost consistently restricted, and expansion of the market has not progressed further due to the addition of other barriers such as the Environmental Impact Assessment procedure. Despite being blessed with conditions such as huge potential and high purchase price, the spread of wind power generation is stagnant. There is a possibility that Japan's unique business environment may hamper the installation of wind power generation.Why did not "autonomous expansion cycle" be formed in Japan, just like the Western countries and Emerging countries? In this paper, we focus on the policy support and the grid connection in Japan. And we will examine the transition and influence of policies, institutions and rules on wind power generation in Japan and discuss the current state of the grid constraints, which is the key to expansion of wind power installation, and the direction toward future improvement.

本研究では，着床式洋上風力発電における事業者と漁業者との協調について，銚子地域を対象に検討した．国土交通省，東京電力ホールディングス，銚子市漁業協同組合へのインタビュー調査と，銚子の漁業者や漁業協同組合職員へのアンケート調査を行った．先行研究より，事業者と漁業者のコミュニケーションや情報交換，コミュニケーションを円滑に行うための役割を果たす存在が重要となる．調査より，洋上風力発電に関し，銚子地域の活性化や漁獲量増加の期待があるが，漁獲量の減少やそれ以外の不利益の他，とくに，底引網漁でヒラメやタイを獲っている者が，区域付近で漁業ができなくなること，底引網が施設に引っ掛かり網が破れることや施設を傷つけること，漁船の破損や転覆の危険があることに懸念を示していることが分かった．どうすれば安全に操業できるのかを，事業者は漁業者に情報提供を行っていく必要がある．

近年，風力発電導入加速のため環境アセスメントの迅速化目標が掲げられている。環境アセスメントの期間短縮が課題とされる中，四季変化に伴う風力発電施設の印象評価の基礎的データを得ることは重要な知見を得ることになると考えた。そこで本研究では，既存の風力発電施設サイトから規模別の9サイトを選定し，各サイトの四季変化に伴う印象評価実験を実施し，季節ごとの印象の特徴を明らかにした。その結果，春季・夏季・秋季と冬季の印象に差異があることが明らかとなった。またそれらは積雪や植生の状態が印象に影響を与えていることがわかった。, Recently the accelerated introduction of wind-generated electricity facilities has been demanded in Japan. In this regard, it is necessary to shorten the period of the Environmental Impact Assessment. We obtained the basic data of the impression evaluation of those wind-generated electricity facilities with change in the four seasons. In this study, we carried out an impression evaluation experiment of each facility. The results showed that the characteristic of the impressions were clarified every season. It became clear that spring, summer, fall and the impression of the winter season all showed a difference.

本論文は、小規模風力発電における発電量向上のための回路方式を実験的に検討した。実験の結果、蓄電素子として電気二重層コンデンサ(EDLC)を用いることにより、従来から用いられている蓄電池を用いた回路に比べ、低風速で発電電力を蓄えることができた。また、MPPT(Max Peak Power Tracking)回路の付加により、同一発電条件での蓄電量を増加させることができた。, 5

The teaching tool to learn the mechanism of wind power generation in the technology education course in junior high school was developed. Developed teaching material is a Savoniustype and Crossflow-type windmill. The main body is made of vinyl chloride plastic pipes, as thetransmission of the power can be visually observed.The production of this teaching tool was learned in the experimental class or junior high school students. As the result, it was effective for them to learn the mechanism of the wind powergeneration experimentally.

Wind observation by the "20 Meter NRG-NOW System" was conducted from 2003 to 2004 in the Motooka campus of Kyushu University. It is possible to acquire the data of a wind speed, a standard deviation of the wind speed, and a wind direction in height (20m and 10m) in this system. This report describes the distribution of turbulence intensities. In addition, the trial calculation of the amount of wind power generation is done.

Energy consumption has seen a dramatic increase with the world economy booming. At the present stage, the traditional energy sources are fossil fuels, such as crude oil, coal and natural gas. In recent years, the issues of soaring fossil fuel cost and environmental pollution have become increasingly serious. As a possible solution to these problems, wind power has attracted great attention all over the world. There is still much work to be done in order to further its application, but future generations could benefit from the development of a stable sustainable environment if the limitations of wind power application could be overcome. In this paper, a case study of wind power in China is analyzed and compared with the situation in Japan. The limitations on the development and application of wind power are discussed in detail. For example, there are problems related to construction, consumption matching, connecting with the transmission network, pick shift capability, inadequacy of management and support systems in China. There are also many hindrances to the development and application of renewable energy in Japan, one of which is the attitude of the government. The ministry of economy puts strong emphasis on the utilization of nuclear energy as the main policy for averting an energy crisis, making no efforts to promote renewable energy policies. After these problems are further discussed and analyzed, the importance of promoting the application of wind power is pointed out.

High-resolution meso-scale meteorological model was used to simulate the detailed wind flow over the Noma Cape wind power plant in the Kagoshima prefecture, Japan. Four grids nesting method with a minimum resolution of 50m was necessary to resolve the detailed topographical effect over the cape. Model results were statistically evaluated with the 1 minute averaged wind observation (March 1, 2003 to April 10, 2003) at the wind turbine sites. The simulated wind speed and wind direction are in a very good agreement with the observed records at wind power stations. The simulated mean wind speed agreed within the accuracy of 2% error, and simulation results for Grid 4 explained the spatial differences of wind speed within the cape. The wind acceleration effects by topography were also evaluated based on the model results during the steady wind direction period.

To improve the efficiency of power generation by a wind fan, it is more effective to use high-speed wind. A method collecting wind to get the high-speed wind was experimentally studied. It was found that static pressure of the Inside of the hollow bodies with diffuser shape became lower than that of outside. The magnitude of the static pressure difference had the maximum value near the inlet of the diffuser. Approaching wind was accelerated by the pressure difference and its speed near the inlet of the diffuser became about 1.8 times of that apart from the body. We found that the diffuser attached a ring at the rear edged was more effective to get high-speed wind. The maximum power of a wind turbine with the diffuser became 1.8-2.5 times of that without the diffuser.

東日本大震災の直後に本学に着任した筆者は、その後の未曾有ともいえる風水害も目の当たりにしながら、自然災害に強い再生可能エネルギーの研究に取りかかった。この10年、他の研究者があまり着手していない領域の研究を同じ意志を持つ学生たちと続けてきた。その中でも特に思い入れのある3技術を紹介する。紫外線を電力に変える透明太陽電池についてはその形成技術も含めて開発し、世界最高レベルの効率を達成した。風レンズ効果を用いたディフューザー付きの風力発電は、弱風下でも発電が可能なことを示すことができた。さらに、微生物を起源とする土壌微生物燃料電池については筆者らが初めて実施した多孔質体の導入により、従来の発電電力の10倍を達成して実用化に近づけた。この地は、瀬戸内ゆえの日照時間が長く、弱風ながらいつも風のある、湖沼や田圃が多い環境にある。それらから自然エネルギーを頂き、電力に変えてエネルギーの地産地消の実現につなげていきたい。

This article preliminarily considers whether commercializing floating type offshore wind power generation can be realized in Goto City in Nagasaki Prefecture, or not. As a background of this study, Goto City is an island municipality and suffering from depopulation because of low birth rate and longevity, and also, due to economic slide and decrease in employment. Goto City started the pilot project of floating type offshore wind power generation in 2009, supported by the Ministry of Environment. Since the result of the project was successful, they have been expecting they can take advantage of it for local revitalization.This paper, first of all, overviews recent trends and surroundings about offshore wind power generation in both Japan and the rest of the world. This survey reveals significance and potential of this offshore project for Japan and Goto City, and finds out some challenges for the future. Next, out of several issues, this study focuses on the initial cost and considers how they can collect investment for expanding floating type offshore wind power generation. This article also refers to the possibility of communal investment as one of the ways to contribute to local revitalization. Finally, this study brings up several policy proposals for the project expansion in a way to benefit locality.

[概要]エネルギーの効率的な利用と再生可能なエネルギーの導入は, 資源の枯渇への対策や地球環境の保全に非常に重要である。 再生可能エネルギーが経済に与える効果についての分析としては, 石油エネルギーに代替することで削減されるCO_2量を求め,環境悪化によって生じる費用の削減や環境改善の効果について分析したものが知られているが, 再生可能エネルギーが生産活動にどの程度貢献しているのか等, 具体的に生産力効果を計測したものは多くはない。 本稿では, 日本における再生可能エネルギーの資本ストックが生産活動にどの程度貢献しているかについて,生産関数を推計し求めている。 その結果, 再生可能資本ストックの貢献分を示す係数0.036, それ以外の社会資本ストックの貢献分0.204, 民間資本の貢献分0.360を得た。[Abstract] The effective use and introduction of the renewable energy are very important for measures to the drying up of resources and maintenance of a global environment. As analysis of the effect which renewable energy gives to economy, CO_2 quantity are reduced by substituting renewable energy for oil energy is known, and the reduction of cost which are produced according to environmental aggravation and effect of an environmental improvement have the influence on regional economy. But there are not many things which measured a production effect concretely whether renewable energy is for how much to contribute to production activity. I estimate a production function how a capital stock of renewable energy contributes to production activity in Japan. As a result, I got coefficient 0.036 for contribution of renewable energy capital stock, 0.360 for contribution of private capital, for 0.204 contribution of the social capital stock.
