In 2021, the Act for Eliminating Discrimination against Persons with Disabilities was amended, and the prohibition of the non-provision of reasonable accommodation was changed from obligation to make the best efforts to a legal obligation at private universities. Looking back on about 10 years of support for students with disabilities at our university, the number of students with disabilities has increased yearly. They account for approximately 2% of the total number of students and are characterized by a wide variety of disability types. This article aims to examine the provision of reasonable accommodation in higher education institutions from the perspective of quality assurance in higher education. One of the focuses of this article is the use of online classes as a reasonable accommodation: the novel coronavirus infection (COVID-19), which became a global pandemic from spring 2020, has had a significant impact on the lives of university students, and as a result, online classes have been launched as the way to prevent the spread of COVID-19. Their implementation requires consideration of how reasonable accommodation should be given to students with disabilities. The other focus, which relates to the diversification of our students, is on reasonable accommodation for students with intellectual disabilities. This article confirms that constructive dialogue is important in the provision of reasonable accommodation to ensure the quality of higher education for students with disabilities.

知的障害者の職業生活の安定に向けては，生活面の支援の一つである余暇に関する支援を行うことが重 要となる。本研究では，知的障害者の余暇教育の実践に焦点を当てた文献レビューを行った。検索によっ て得られた文献の内容を，実践者の意図，獲得が目指された技能の観点から質的に整理した。その結果， 実践者の意図は，「余暇のレパートリーの増加」，「保護者の負担軽減」，「仲間関係の構築」などに整理 できた。また，余暇関連技能は，「行動維持・発揮」，「人間関係構築」，「活動参加」，「健康の保持」に 整理できた。余暇支援においては，他者と関わる際に必要となる技能の獲得が多く指導されていたこと が特徴であった。これらの技能が知的障害者の余暇の充実にどのように結びついているのか，また，こ れらの技能を学校現場，職場ではどのように支援することが必要かについては，さらなる研究が必要で あると考えられた。To stabilize the working lives of persons with intellectual disabilities, it is important to provide support related to leisure activities, which is one of the life-related supports. In this study, we conducted a literature review focusing on the practice of leisure education for persons with intellectual disabilities. The content of the literature obtained through the search was qualitatively organized in terms of the practitioners' intentions and the skills that were aimed to be acquired. As a result, practitioners' intentions were organized into "increasing the leisure repertoire," "reducing the burden on parents," and "building peer relationships." Additionally, leisure-related skills could be organized into "maintaining and demonstrating behavior," "building relationships," "participating in activities," and "maintaining health." A characteristic feature of leisure support was that many of the skills taught were those necessary for interacting with others. Further research is needed to determine how these skills are related to the enrichment of leisure time for persons with intellectual disabilities, and how these skills should be supported in schools and the workplace.

富山大学教育学部附属特別支援学校では，教育ICT環境を活用することで情報活用能力の育成を目指す実践とその効果検証を行っている．文字を修正できる機能を活用することで，書き間違いへの抵抗感が軽減したり，次の日の学校の準備を行い，それをカメラ機能で撮影し，クラウドを介して教師に画像を送ることで忘れ物がないかを確認する習慣が身に付いたりするなど，児童生徒の実態に合わせた学習や日常生活の支援を行った．その結果，自分が使いやすいように機能を活用したり，学習活動で使った機能を余暇活動に般化して使用したりするといった情報活用能力の向上が推察された．

本研究では，知的障害特別支援学校における振り返りに焦点を当てた授業改善を行い， その成果と課題を明らかにすることを目的とした．対象校で振り返りに焦点を当てた授業 改善に向けた4 つの共通実践事項を設定し，その実践状況に関し，教員にアンケート調査 を行った． その結果，授業のめあてと振り返りの整合性が図られ，見通しの明確な学習活動が展開 されるようになった．また，動画活用と相互評価，学んだことをまとめ確認する取組，次 時の目標との関連付けなど児童生徒による振り返りの充実が図られた．課題として，児童 生徒が自ら学びを振り返り，学びを次時につなげていく内容や方法の検討や，児童生徒の 経験の差や障害特性に応じた振り返りの工夫が挙げられた．今後は，振り返りにおいて設 定した個々の実践事項が，児童生徒の学びにどのように効果があったのか，授業実践に基 づいた具体的な検討が求められる．The purpose of this study was to implement the improvement of classes focused on reflection in a special needs school for students with intellectual disabilities, and to clarify the results of the improvement and issues. Four common practices were established toward the improvement of classes focused on reflection in the target schools, and a questionnaire survey was conducted of the teachers regarding the status of the implementation of these practices. As a result, the consistency of the class objectives and reflection was achieved, and accordingly it has become possible to develop learning activities with a clear outlook. In addition, reflection by pupils and students has been enhanced through these, such as the use of videos, mutual evaluations, efforts to summarize and confirm what has been learned, and relating about the next class’s objectives. The issues raised include considering the content and methods that enable students to reflect on their own learning and connect their learning to the next class, as well as devising ways to reflect depending on differences in experience and the characteristics of the disabilities of the students. In the future, specific studies based on classroom practices will be required to identify how the individual practices established in the reflection were effective for the learning of the students.

近年，ICT（Information and Communication Technology）機器を利用することで，時 間や場所を有効に活用した柔軟な働き方を可能とするテレワークが障害者支援の領域にお いても関心を高めている．本研究では，知的障害者がテレワークで勤務することを可能と するための支援方法と訓練内容について探索的に検討する．知的障害特別支援学校に所属 する5 名の先生に対して，半構造化インタビュー調査を実施した．得られたインタビュー データは，内容分析を用いて質的に分析した．分析の結果，先生方は「ICT機器の活用」，「テ レワークでの就労」，「教育の実施」の3 つのテレワーク支援に関するテーマを意見として 述べていた．テーマからは，教育におけるICT 活用の課題だけでなく，知的障害者にとっ てのテレワーク支援の有効性，知的障害者がテレワークで働くための支援と訓練のポイン トなどが明らかになった．これらの探索的に導き出された結果は，今後の知的障害者のテ レワーク支援の促進に向けた有用な情報となると考えられた．In recent years, a lot of efforts have been needed toIn recent years, telework, which enables flexible work styles by using Information and Communication Technology（ICT）to effectively utilize time and place, has attracted increasing attention in the field of support for persons with disabilities. This study outlines the support methods and training content which can allow persons with intellectual disabilities to telework. A semi-structured interview survey was conducted with five teachers belonging to a special needs school. Content analysis of the obtained data showed that the teachers’ responses covered three themes related to telework support: the use of ICT devices, telework employment, and education implementation. The themes revealed not only the challenges of using ICT in education, but also highlighted the support and training points required for persons with intellectual disabilities to telework, and the efficacy of such support. These exploratory findings provide useful information for the future promotion of telework for persons with intellectual disabilities.

知的障害特別支援学校中学部において，プログラミング教育を教育課程に位置付け，micro:bitを活用したプログラミング教育を行った。段階を踏んでmicro:bitの機能を学習していくことで，生徒たちはmicro:bitの特徴や活用方法を理解していった。それに続く「食育」をテーマとした道徳教育と関連させた学習では，生徒から食品ロス軽減に向けたmicro:bitの活用方法の意見が聞かれた。実践後は，給食の残飯量の減少が見られ，プログラミング活動を通して生徒の食品ロス軽減への意識の向上がうかがえた。

近年，児童養護施設で暮らす障害のある子どもが増加している。本稿では，その背景を概観したうえで，従来，児童養護施設で取り組まれてきた自立支援のあり方を問い直すものとして，施設における障害のある子どもの進路支援に焦点をあてる。施設職員を対象としたインタビュー調査の結果，進路支援の前提として，学齢期を通して子ども自身の障害受容を促す支援が行われているが，高校進学の段階では，普通高校よりも特別支援学校高等部への進学を後押しする働きかけが行われていることが明らかになった。しかし，障害のある子どもに対するこうした進路支援を含む自立支援は，子どもたちが望む「ふつう」の生活をあきらめさせることにもつながっている。他方で，障害のある子どもに対する進路支援は，ライフコースを通じてケアやサポートを利用しながら生きる，つまり依存しながら自立する可能性を広げる契機にもなっていると考えられる。, In recent years, there has been an increase in the number of children with disabilities living in residential children's homes. This paper focuses on career support for children living in residential children's homes, and interviews were conducted with staff members of these homes. The results showed that, first, support was provided to encourage children's acceptance of their own disabilities throughout their school years as a prerequisite for career support. Second, support was provided to encourage children to go on to senior high school for special needs students rather than regular high school, even if their disabilities were mild. Third, they were also working with the child's parents on disability acceptance and career support for their children. On the other hand, support for self-reliance, including career support, leads children to give up the "normal" life they want. However, children with disabilities are the ones who need care and support throughout the life course in the first place. Just as special education guarantees a place to learn and employment for the disabled provides a place to work, we should discuss how to guarantee a life with care and support from systems such as welfare and public assistance for the disabled. Career support could be a turning point to expand the possibility of living with care and support in the life course, i.e., dependence and independence.

知的障害特別支援学校の小学部において，知的障害のある児童を対象にプログラミング教育を取り入れた自立活動を実践した。プログラミング的思考の向上，左右弁別や心的回転力といった認知能力の向上，人間関係の形成などを目指して活動を行った。対象児は活動を通し，課題を達成するために左右を弁別して命令の組み合わせを思考したりするだけでなく，友達の意見を聞いて考えを修正したり，コミュニケーションの難しい友達が分かりやすいように声を掛けたりする姿が見られた。実践の成果を踏まえ，知的障害特別支援学校における知的障害児に対するプログラミング教育，ならびにSTEM教育の可能性について考察した。

2019年度，附属特別支援学校では小学部においてプログラミング教育を教育課程に位置付けて，そのあり方と有効性について年間を通じて検討している。本論では知的障害特別支援学校の小学部児童を対象に，プログラミング教育としてビジュアル型プログラミングツールを取り入れた実践を行った。プログラミング教育を通して，テーマにあった操作対象やその動きを考えてプログラミングで表現したり，友達の作品について感想を話したり，自分の順番まで静かに待ったりする姿が見られた。プログラミング教育の一環として，ビジュアル型プログラミングツールを活用したプログラミング教育を行うことは有効であると考えられる。

富山大学人間発達科学部附属特別支援学校の小学部では、2019年度、自立活動の時間に週一時間、45分間のプログラミング教育を取り入れた「プログラミング」の時間を設けた。「プログラミング」の目標は、①前後左右の理解、ものの位置や方向の認識などといった方向の概念や空間認知能力などの習得を図る（環境の把握）、②活動の順番を待つ、友達に自分の意見を伝えたり友達の意見を受け入れたりするといった人間関係の形成やコミュニケーション能力の向上を図る（人間関係の形成、コミュニケーション）、③活動のめあてを達成するために、どのように命令を組み合わせれば良いかを考えることでプログラミング的思考を育成する、とした。本論では、「プログラミング」の取り組みの実際、教育的効果の検討を通して、知的障害特別支援学校におけるプログラミング教育のあり方について考察した。

大学において，学部問わず受講できる教養科目において計15回にわたる障害理解を目的とした講義を行い，受講した学生を対象として知的障害者に対する意識を明らかにするために質問紙調査を行った。加えて，その講義を受講していない教育学部の教員免許取得を志望する学生に対しても同じ調査を行い，それぞれの知的障害者に対する意識に違いが見られるのかについても合わせて検討した。この結果，講義を通して，障害をより身近なこと，自分のこととして感じるようになった学生が増えたことが伺えた。このことから，本研究における教養科目において「〇〇 × 障害」といった学生にとって親和性の高い講義のテーマ設定が，障害を身近なこととして考える上で効果的であったと考える。また教養科目を受講した学生よりも，教員養成学部の学生の方が障害への意識が高かった。

知的障害特別支援学校小学部における学校医検診の工夫と配慮を明らかにすることを目的に，全国の知的障害特別支援学校607 校に質問紙調査を行い，…337 校から回答があった（回収率55.5%），この中で，学校医検診5 項目の「学校医検診受診の工夫と配慮」に自由記述のある119 校（回答率35.3%）のデータを分析した． その結果，【雰囲気を体験させる】【検診をイメージさせて理解を促す】【始まりから終わりまでの見通しを持たせる】【刺激を避けて集中させる】【落ち着かせて安心させる】の5 カテゴリーが抽出された．知的発達の遅れによって何が起こるかわからないことから生じる恐怖心には《器具に触れる》《模擬練習》で【雰囲気を体験させる】，《視覚説明》で【検診をイメージさせて理解を促す】といった工夫と配慮を行い，児童の心理的準備を促していた．また，《受診体位の工夫》《実施場所の工夫》《待機場所の確保》などの環境調整により，児童を【落ち着かせて安心させる】ための工夫と配慮も行っていた．さらに，重複する発達の歪みには《流れの構造化》《時間の構造化》《場所の構造化》で【始まりから終わりまでの見通しを持たせる】，発達の偏りには《視覚刺激の遮断》《聴覚刺激の遮断》で【刺激を避けて集中させる】ための工夫と配慮を行っていた．

2019年度、富山大学人間発達科学部附属特別支援学校では、小学部においてプログラミング教育を教育課程に位置付けて、そのあり方と有効性について年間を通じて検討している。本研究では知的障害特別支援学校の小学部児童を対象に、プログラミング教育としてプログラミングロボットを取り入れた実践を行った。プログラミング教育を通して、友達と相談しながらスタートから目的地までのルートを予測したり、方向転換をしたロボットの視点をイメージして次の進行方向を考えたりする姿が見られた。知的障害特別支援学校の小学部相当の児童に対しては、プログラミング教育の一環として、プログラミングロボットを活用したプログラミング教育を行うことは論理的思考の習得のみならず様々な発達や社会性の側面において有効であると考えられる。

2019年度，附属特別支援学校では小学部においてプログラミング教育を教育課程に位置付けて，そのあり方と有効性について年間を通じて検討している。本論では知的障害特別支援学校の小学部児童を対象に，プログラミング教育の最初としてアンプラグドな題材であるダンスを取り入れた実践を行った。1回目の授業では，ダンスに抵抗がある児童が活動に参加できない姿が見られた。しかし，活動を重ねることでダンスに抵抗がある児童も最後には活動に参加することができた。そこには，活動内容が明快なこと，見本が教師や動画だけではなく，近くにいる友達も見本になること，その場にいる全員が同じ動きを行う一体感が得られることなど様々な要因が考えられる。また，多様な動きを自分たちで考える活動を通じて論理的思考を養うことにも少なからず寄与した。知的障害特別支援学校の小学部相当の児童に対しては，本実践で行ったようなダンスを取り入れたプログラミング活動は，プログラミング教育の導入として有効であったと考えられる。

知的障害特別支援学校小学部に在籍するダウン症児を対象に、国語科にてインタビューを通して相手に伝わるようにゆっくり話すこと、聞いたことをメモすることなどを指導した。また、インタビューしたことを整理し、ICT機器を活用することで学校紹介を作成し、ロボットを使って発表した。その結果、友達や教師にゆっくりと話しかけるようになったり、AIに慣れ親しんで遊んだりする姿が見られるようになった。

知的障害特別支援学校卒業生とその保護者を対象に質問紙調査を行い，その結果から学校教育の成果と課題について考察し，特別支援学校における教育課程編成や改善の方向性を検討することを目的とした。労働，生活，余暇の視点に加えて，特別支援学校における教育活動には，時代の流れを反映した教育内容や活動が意図的に追加されてきている。卒業後の生活を考慮し，必要で不可欠な，そして時代の流れにそった教育活動を在学中に提供することが求められる。卒業生や保護者の意向を反映した教育課程編成の必要性が示唆された。

知的障害特別支援学校小学部の生活単元学習において，児童の好きなことや得意なことを生かし，3Dプリンターを用いたキーホルダーを作成し，最終的に学習発表会で販売した。3Dプリンターを活用することで，自分が描いたイラストがキーホルダーになり，そのキーホルダーを販売して他者に喜んでもらうことで，仕事への目的意識や意欲の向上を図ることができた。また，キーホルダーを作成から販売まで行い，お金をもらうことで勤労と報酬の理解もねらうことができた。オリジナルなモノを作るという活動は児童の興味関心を高め，意欲的に取り組めただけでなく，それを生かして人の為に働くこと，働くことで報酬を得られることなどを目指した教育に有効であった。

This study explores the results of a questionnaire concerning faculty of education university students’ understanding of intellectual and developmental disabilities and considered how a class may change the students’ image and consciousness of disabilities. Thirty-six firstyear Faculty of Education students majoring in a special education program completed a questionnaire before and after a class to identify their image and understanding of disabilities. The results showed no change before and after the class focusing on the students’ image and understanding of disabilities. Concerning the students’ image of disabilities, the responses rated the ideas “we can live together” and “should live together” highly, which was a similar result to the preliminary research. Concerning the students’ understanding, they showed a understanding of disabilities similar to their image, and scored highly in their response to their “will to understand and interact with people with disabilities.” Therefore, the respondent’s specialty was inferred to affect their image and understanding of disabilities.

知的障害特別支援学校の小学部において，7名の児童に対し，プログラミングロボットを用いて教育課程「遊びの指導」の時間にプログラミング教育を取り入れた授業を実践した．児童の実態ならびに遊びの指導のねらいから，(1)ルールを守って友達とかかわること，(2)チーム内で与えられた役割を行うこと，(3)プログラミング的思考能力の向上の3つを目標として3回の授業を実施した．その結果，順番や時間を守って友達と遊ぶ，自分の役割を理解して活動を行う，プログラミングロボットの動きを予測してコードの順番を考えるといった児童らの姿が見られた．

知的・発達障害児・者の保護者が，どれほどの割合でSNSを利用しているのか，また，どのように利用しているのかを明らかにし，新時代におけるソーシャルサポートの一形態としてのSNSの有効性と課題について検討することを目的とした質問紙調査をおこなった。SNS利用者のうち，7割を超える者がブログを，過半数の者がFacebookを利用しており，SNSの利用形態として，全体的に，発信された情報に対して閲覧はするがコメントや「いいね」をしない「情報受容」形式でSNSを利用している者が多いということが明らかとなった。社会全体として携帯情報端末の普及が進んでいることやSNS利用率が増加していることからすれば，保護者が望んでいる情報を明らかにしたうえで正しい情報を発信するとなればSNS上のソーシャルサポートは有効となることが本研究から示唆された。

余暇活動の選択肢が少なく，職場の昼休みの過ごし方に困難を示す実態が指摘されている知的障害者にとって，学校在学中から，家庭生活や職場の昼休みなどの短時間に気軽にできる余暇活動を身に付けることが望まれる。本研究では，知的障害特別支援学校における余暇活動の実践を通して，本人の「やりたい・できる」という視点に加えて，家族の希望と両者のライフスタイルを考慮することで，知的障害者が家庭生活や職場において適応的に過ごす姿につながった。また，学校在学中から，多様な状況に応じた余暇に関する内容を教育活動に位置付けることや，余暇活動の選択肢を増やすことの必要性についても示唆された。

特別支援教育におけるICT活用は，補助・代替を中心に発展してきた。しかし，今日のデジタルネイティブ世代にとってもはや情報端末の所持は当たり前であり，学校での教育活動においては，補助・代替のみならず，教科や単元の学習の促進ツールとしての利活用も重要かつ必要である。しかし，子供の実態にみあった教材づくりは，教師に難しいという意識を引き起こしやすい。そこで本報告では，教師にとっての身近なソフトウェアであるPowerPointと教育現場において普及の進むタブレット端末iPadを用いて，知的障害児にとって適応行動を拡大し，QOLを高める支援のために作成・開発したICT教材の有効性について報告する。

Many studies on child rearing stress of mothers of children with intellectual and developmental disorders suggest the usefulness and necessity of social support. However, focusing on social networking service (SNS) which is a modern support resource, there are not find anything that examines its usage and usefulness. In this study, the use situation of social support including SNS for mothers of children with intellectual and developmental disorders were examined. Overall, SNS was not used as high as other support resources. However, especially when the age of the child was an infant and young child, the proportion of perceiving mother's old friend as a social support resource was low. On the other hand, the proportion of perceiving acquaintances on SNS as a social support resource was high

紀要論文, Students of senior high schools for special needs education are getting more diverse year by year. Teachers find it difficult to instruct their students, especially when trying to guide them in problem solving. We analyzed the contents of educational counseling, wherein teachers held consultation with psychologists, to determine the needed contributions of psychologists in senior high schools for special needs education. We collected 133 examples and categorized them into 31 subgroups of 7 large categories. The most troublesome difficulties for students are a low level of “group adjustability,” which is affected by six other large categories, namely “speech communication ability,” “situation judging ability,” “affection control ability,” “problem solving ability,” “self-management ability,” and “self-esteem.” Furthermore, we found that “problem solving ability,” an essential requirement when students start working after graduation, is affected by three large categories, namely “self-esteem,” “speech communication,” and “group adjustability.” However, it is difficult to teach at school and is rarely instructed in class. Teachers need to assess the background factors of the students’ difficulties to find out the most effective instruction methods, rather than focusing on teaching skills. Teachers and psychologists need to work in mutual cooperation and keep updating the instruction methods.

本研究では，特別支援学校における主権者教育の現状を明らかにし，知的障害のある生徒に必要な教育内容，卒業後も社会を構成する一員である自覚をもち安心して意欲的に選挙権を行使できるようにするために必要な内容や方法を検討するための基礎資料を得ることを目的として，全国の知的障害特別支援学校を対象として主権者教育の現状と課題について調査を実施した。その結果，知的障害特別支援学校において，9割以上の学校において主権者教育に取り組んでいる現状が示された。自治体による出前授業を利用し，選挙管理委員会から選挙用具を借用する取り組みは生徒の理解と関心を高めていることがうかがえた。課題としては，知的障害者用の授業用資料の充実や，学校全体での教育の充実，そして卒業後も社会につなげていくためには，家庭や選挙管理委員会との連携と実際の投票時の配慮などが示された。

本研究では，知的障害者の学校卒業後が豊かで充実したものとなるためには，卒業前にどのような取組が求められているのかについて検討することを目的として，就労・生活・余暇の視点で卒業生の保護者を対象とした実態調査を行った。就労では人間関係・コミュニケーションなどで困難はあるが，職場の人が相談相手となることで，就労の安心充実につながっている現状がうかがえた。生活や余暇については家族と一緒にすごし，困難には家族が対応している割合が高かった。「親亡き後の将来の生活への不安」や「家族とだけではなく友達や支援者と余暇を過ごすこと」「余暇のレパートリーを増やすこと」等の生活や余暇に対する課題も見出された。卒業後の長い生活を見据え「相談できる機関等の情報」「余暇に関する学習の機会」など，学校教育に求められることや取り入れていくべき内容についての示唆が得られた。
