This paper focuses on the process of structural change triggered by the covid19 shock and on industrial policy, meant as one of the possible tools able to govern this complex economic and social transformation process. With reference to a wide national and international literature, a smart resilient industrial and development strategy is defined and discussed. This strategy has two main goals: a) granting economic and social sustainability; b) offering concrete solutions to those government failures emphasised by Economics and Political Economy literature. This article highlights strengths and weaknesses of the current debate, suggesting the need of rethinking industrial policy governance, implementation and management with the aim of going beyond unproductive ideological positions and offering a contribute to theoretical issues and policy-making problems.
