Published by Lumen Publishing House from Iaşi, Romania, in 2016 and included in the Social Development book series, the volume "Etică şi dezvoltare comunitară" [Ethics and community development], authored by Ana Caras (Frunză) addresses those who are active in the social and humanistic field or who are interested in the specific approach of social anthropology regarding community development in the context of the active and responsible involvement of community members. In its second edition, the paper brings into debate an important issue, that of the synergy between the community and its members, the role of individual involvement in the development of the community from an economic, social, cultural point of view and the social role of the individual. A “community of practice” (CoP) is a mechanism of holding, transferring and creating knowledge, where practices and identities are developed in the frame of the socio-cultural dynamics of a community. Thus, CoP brings together concepts of history, identity, values, practice, and community. Intangible cultural heritage (ICH) communities are networks of people whose sense of identity and interconnectedness emerge from a shared historical and geographical relationship. This background is rooted in the practice and transmission of the ICH. The goal of this paper is to explore the interfaces amongst these two concepts: CoP and ICH, by identifying the correlations between identity and place attachment in ICH sites and the practices of their communities, such as the case of tourism. With two selected intangible cultural heritage communities in Spain and Vietnam, the paper particularly highlights the similarities of community processes albeit distinctive characteristics of different places and people.

8. Community-based tourism and local culture: the case of the amaMpondo

Tourism, managed constructively, can play a role in poverty alleviation and community development. This paper suggests ways in which Community-based tourism (CBT) can be used as a strategy to develop poor communities. Looking at the specific social context of contemporary rural Mpondoland, which is characterised by high degrees of poverty, illiteracy, malnutrition and unemployment, the paper considers ways in which local culture itself can contribute towards positive CBT outcomes. Local culture is not only seen as a tourism attraction, but also a resource upon which CBT development can be built. This paper considers various ways in which the local cultural context can be linked to CBT development, thereby enhancing the CBT development process.

However decisive the role of regional governments in local development policies has tended to become in recent times, it is still quite conditioned by the central government. Yet, regional governments have considerably extended their influence in overlooking the Territorial Pacts - a major local development measure. This marks a return to a "strategic" thinking in planning regional local development. Based on the results of a field research, the paper highlights a number of key factors influencing the future development of regional development polices. At the present, many pacts and other relevant initiatives related to local development are characterized by a lack of coordination: very little coordination exists between European and national funding; a large number of organizations operating at the regional level have little or no contact with each other; it is not at all clear how to accompany the transition from the phase of the so-called `concertation' to the constitution of a 'local agency' in charge of coordinating and implementing the pacts. Finally, whether - and how - the regional governments will be able to undertake cohesive actions within commonly shared development plans and policies remains an open question. [ABSTRACT FROM AUTHOR]

This paper discusses about social politics, social control and social promotion in teenagers. The article, with reference at the problems of teenagers informal groups, shows the features of the social street work as an innovative model of prevention and social control regarding to juvenile deviance and desease. After a description of this social work motivations, the article shows four possible models of street work: harm reduction, street education, social mediation, community development. In order to understand the formalities of the street work project development, the article explains the case of Cremona and its street education service, pointing out the potentialities and the limits of this social work.

How to evaluate local development policies? The author presents a critical analysis of the recent experience with negotiated and integrated policies in the Ob. 1 Regions. A central theme for special consideration is the relationship between local growth strategies and the territory as a common pool resource. An articulated set of criteria for evaluating local development policies is presented. A cosa serve la geografia? È una disciplina utile oppure no? Ed è l'utilità che può qualificare il valore del sapere geografico o bisogna piuttosto ragionare in termini di rilevanza sociale e politica? Questo libro discute il rapporto fra geografia e politiche pubbliche, concentrandosi sulla relazione fra processi dello sviluppo e territorio. Ragionare attorno al significato della geografia nelle politiche pubbliche porta a diffidare di risposte semplici e impone una riflessione sul ruolo della conoscenza nel processo politico d'individuazione dei problemi, delle opportunità, degli attori e degli interessi in gioco nei processi di trasformazione della città e del territorio. Diffidare di risposte semplici significa in primo luogo superare l'idea che il rapporto fra geografia e politiche possa essere affrontato in termini di utilità pratica e nelle pratiche. In tal modo si adotterebbe infatti una visione della geografia come sapere neutro, in grado di descrivere una presunta oggettività del territorio e dei suoi problemi, mentre essa è una pratica conoscitiva portatrice di valori e principi, che richiede un preciso posizionamento etico e politico. In questo studio, la rilevanza della descrizione geografica è vista, prima di tutto, in termini di «responsabilità»; una responsabilità che si manifesta nella sfera pubblica, mettendo al servizio della collettività concetti, interpretazioni e metodi per ridefinire i problemi su cui agiscono le politiche pubbliche del territorio. Costruito intorno a questi temi, il libro presenta interpretazioni critiche e proposte che nascono dall'esperienza sul campo e dalla riflessione, suggerendo una lettura non banale o semplificante del rapporto fra geografia e politiche pubbliche e indicando un possibile percorso per ripensare la spazialità dello sviluppo. Il ripensamento di questi temi permette così di ricostruire, anche nella pratica, la rilevanza sociale e politica della geografia.
