The Pacitan Local Leaders Election (Pilkada Pacitan) 2020 must both run democratically and prioritize the citizens’ health in the time of the Covid-19 pandemic. Besides, Pacitan local online media are firstly allowed under regulations (PKPU No 13, 2020) to achieve the success of the elections. From this first-time involvement, the local online media are dealt with various interests trying to attract journalists or online media to stand with one or the other candidate pairs. To meet the purpose, the researchers employed qualitative research methods using framing analysis. In this case, Edelman framing analysis, with categorization choice by highlighting and eliminating other aspects, aims at building an opinion. In conformity with the results, the local online media are not neutral. Further, the news text framing of the online media professionalism in reporting the Pacitan Pilkada was as follows: 1) political culture in Pacitan, 2) ethical competence, 3) legal competence, 4) knowledge competence. Those competencies must be possessed by a journalist. Even more, they were carrying out political activities such as the 2020 Pilkada. The professionalism of journalists was necessarily needed, especially in Indonesia’s democratic party implementation to elect legislative and executive leaders who were truly coming from the people’s soul.

This study aims to investigate the process of learning digital communication strategies by novice entrepreneurs who have limited knowledge, information, and access to formal training by learning through observations on social media to develop their business. This study used a qualitative approach with a case study design of six start-up entrepreneurs from micro, small and medium enterprises in Surakarta, Indonesia. In-depth interviews were conducted with six start-up entrepreneurs to study the social media situation in modeling and the meaning of the social media communication strategy being modeled. The results showed that role modeling occurred based on the needs of novice entrepreneurs to learn social media communication strategies. Also, the correct meaning of social media communication strategies is a determining factor that leads to the self-efficacy of novice entrepreneurs to make similar imitation decisions, develop observed strategies, or create new versions of strategies.

Dalam suatu komunikasi, pesan yang disampaikan belum tentu diterima dengan benar dan sesuai dengan yang dimaksud oleh pengirim pesan. Keberhasilan proses penyampaian informasi tidak terlepas dengan media komunikasi yang digunakan dalam berkomunikasi. E-Government menuntut pemerintahan yang melek teknologi. Oleh karenanya dalam bidang pemerintahan seperti BPK RI memanfaatkan teknololgi baru untuk menunjang kinerjanya dalam memantau perkembangan tindak lanjut atas rekomendasi hasil pemeriksaan dalam sebuah sistem informasi pemantauan tindak lanjut yang mengurangi aktivitas komunikasi face to face. Model pendekatan encoding/decoding dari Stuart Hall akan dijadikan dasar untuk mengamati resepsi pesan teks yang disajikan oleh sistem baru teresbut. Teks media memiliki arti unik/khusus yang dikodekan ulang, akan tetapi penerimaannya ditentukan dari bagaimana individu membaca dan memaknai teks media tersebut. Tujuan utama penelitian ini yaitu untuk mengetahui disimilaritas pemaknaan antara auditor dan aditee dalam memahami informasi atas rekomendasi yang harus ditindaklanjuti dalam audit keuangan BPK RI. Metode penelitian yang digunakan yaitu metode kualitatif. Wawancara semi tersetruktur dilakukan dengan beberapa informan yang memiliki latar belakang pemeriksaan dan yang tidak memiliki latar belakang pemeriksaan. Partisipasi responden yang menjadi objek penelitian bersifat sukarela. Hasil yang diperoleh dari penelitian ini yaitu terjadi disimilaritas pemaknaan pesan atas rekomendasi hasil pemeriksaan dalam penerapan teknologi baru. Temuan penelitian menunjukkan dari jumlah sampel rekomendasi mengahasilkan pemaknaan pesan bersifat dominan dan negosiasi dari masing-masing informan yang menjadi objek penelitian. Pemanfaatan media Sosial oleh pemerintah daerah perlu dikuatkan di era tata kelola pemerintahan berbasis digital. Salah satu aspek penting adalah penguatan ketrampilan birokat menuliskan pesan dalam media sosial yang bersifat soft message, sehingga menarik untuk publik. Karakter birokrasi terbiasa formal, kaku, terbiasa dengan bentuk kalimat perintah, dan struktural. Sebaliknya media sosial memiliki karakter egaliter, persuasif, provokatif. Dua hal yang berbeda karakter ini dituntut menyatu di era industri 4.0. Solusi untuk meningkatkan efektivitas komunikasi publik di era 4.0 adalah meningkatkan ketrampilan pemerintah beradaptasi dengan karakter media sosial. Oleh karena itu PKM ini merancang penyuluhan kepada OPD di Kota Magelang supaya memanfaatkan media sosial dengan optimal untuk kebijakan penanggullangan kemiskinan. Metode PKM menggunakan prinsip transfer pengetahuan dan ketrampilan dari tim PKM kepada aparatur pemerintah kota Magelang. Metode dilakukan memenuhi aspek KAP (kognitif, dafektif, psikomotorik), dengan bentuk (a) diseminasi informasi; (b) Pelatihan; (c) Pendampingan; (d) Monitoring dan evaluasi. Hasilnya aparatur pemerintah kota mendapatkan pengetahuan tentang: (a) prinsip-prinsip budaya mendengar melalui posting isu kemiskinan di media sosial; (b) prinsip-prinsip budaya melayani dalam menanggapi komentar masyarakat dan menyelesaikan permasalahan masyarakat, terutama atas suara dari kelompok rentan yang cenderung voiceless. Kegiatan ini melembagakan model “New media governance”, yaitu pemanfaatan media sosial untuk mendukung implementasi kebijakan penanggulangan kemiskinan berdasarkan asas kemitraan, pemberdayaan masyarakat, evidence based, integratif, dan keberlanjutan.

This study was conducted based on the results of research from several survey institutions which explained that there was an indication of shifting patterns from old media to the new media. The researchers wanted to know the level of satisfaction of the youth in using the new media among the community with the students of Universitas Sebelas Maret, generation 2015 to 2017. In this study, the researchers used the Uses and Gratification approaches. The researchers also use quantitative analysis and the Slovin formula to calculate samples of respondents from each generation. The frequency distribution analysis technique was used to calculate the frequency of data and then procentaged. The result of this study is that there is a high level of satisfaction where the majority of the respondents feel that they get the satisfaction they want or look for when watching talk show program through Youtube.

This study aims to determine the effect of news in online media on the thoughts and behavior of a person, because the impact is very strong in shaping public opinion. This study uses theory of mass communication, news construction, netizen response, online media. The research method used quantitative descriptive analysis with online data collection techniques. Conclusion of research (1) News construction have positive effect to reporting hoax in online media, meaning that news construction which is loaded and created by online media will influence hoax news dissemination. (2) The netizen response positively affects the news of hoaxes in the online media, meaning more and more netizens respond to hoax news, hoax news will be wider. (3) News construction and netizen responses have a positive and significant influence on hoax news in media online, meaning that these two variables give a significant influence in the preaching of hoax in online media.
