This research originates from the role of human resource competence within an institution being crucial, as it acts as the driving force and manager of the system. To ensure smooth functioning, its handling must consider important aspects such as training, development, and motivation. The purpose of this research is to understand the role of human resource competence in supporting the performance of the public sector organization. The objectives of this research are (1) to understand and analyze the Role of Human Resource Competence in Supporting the Performance of Public Sector Organizations in Palu City. The qualitative method, which is based on data and information from informants using a phenomenological pattern, was employed. The research findings indicate that both supportive and hindering factors play a crucial role in the development of human resource competence in the public sector of Palu City. There is a positive impact of training access, management support, and performance assessment on employee motivation. However, hindering factors such as excessive workload, dynamic demands, and limited access to new information can constrain competence development efforts due to the rapid changes in the public sector environment.

Penelitian ini bertujuan untuk meningkatkan keterampilan menulis karangan narasi siswa kelas V di UPT. SD Negeri 19 Paninjauan melalui metode pembelajaran Quantum Writing, Tahun Ajaran 2021/2022. Jenis penelitian ini adalah Penelitian Tindakan Kelas (PTK) dengan model Kemmis dan McTaggart. Tahap-tahap yang dilakukan dalam penelitian ini meliputi perencanaan, pelaksanaan tindakan, observasi, serta refleksi. Subjek penelitian ini yaitu siswa kelas V UPT. SD Negeri 19 Paninjauan yang berjumlah 16 siswa, yakni 9 siswa perempuan dan 7 siswa laki-laki. Penelitian ini dilaksanakan dalam 2 siklus dan masing-masing siklus terdiri dari 3 pertemuan. Teknik pengumpulan data yang digunakan adalah tes, wawancara, observasi, dan dokumentasi. Teknik analisis data yang digunakan adalah analisis data kuantitatif dan analisis data kualitatif. Hasil penelitian tindakan kelas ini menunjukan adanya peningkatan keterampilan menulis karangan narasi pada siswa kelas V UPT. SD Negeri 19 Paninjauan melalui metode Quantum Writing. Hal ini ditunjukan dengan pencapaian nilai rata-rata kelas saat menulis karangan narasi meningkat dari pra tindakan ke siklus I dan siklus II. Nilai rata-rata menulis karangan narasi pada pra tindakan sebesar 69,25 menjadi 74,38 pada siklus I dan mencapai 83,19 pada siklus II. Tingkat pencapaian ketuntasan siswa dalam menulis karangan narasi meningkat dari kondisi awal 43,75% menjadi 62,50% pada siklus I dan menjadi 93,75% pada siklus II. Upaya meningkatkan keterampilan menulis karangan narasi menggunakan metode Quantum Writing dilakukan dengan tahap-tahap pembelajaran seperti: penyampaian materi oleh guru, persiapan menulis, membuat draft/kerangka karangan, berbagi hasil tulisan dengan teman, memperbaiki kesalahan penulisan, menyunting hasil tulisan, menulis kembali karangan, serta guru bersama siswa melakukan evaluasi pada karangan narasi yang telah dihasilkan.

This article tells the involvement of humanitarian organizations in the post-war reconstruction process of disaster in the city of Palu, Sigi and Donggala Regencies. The presence of humanitarian organizations is urgently needed to help the process of acceleration of reconstruction. In carrying out its humanitarian mission, it is expected that these institutions are coordinated by the authority of the government/state. Management of Integrated Community Shelter expected able to help the process of reconstruction post disaster apparently also still constrained in the pattern of coordination. Coordination pattern which is less likely to occur in delivering open and funneling aid to victims. this paper found that the existence of the weakness of the State in controlling and embody the humanitarian agency's involvement in the process of reconstructions. Collaborative approach to governance in the management of Integrated Community Shelter appears as an alternative solution in the answer to these problems.

The urban poverty reduction project (P2KP), is an institution built by and for the community. The program substantially seeks to reduce poverty through the concept of empowering communities organized in self-help groups. This study aims to analyze and explain the behavior of self-help groups in the utilization of the use of loan funds and income from urban poverty reduction projects (P2KP). The research location was in Palu Timur Subdistrict, Palu City, with descriptive qualitative research. Sources of data obtained from informants with interview, observation and documentation techniques. Informants consist of village heads, BKM, KSM, economic facilitators, community leaders, and target households. The results showed that self-help groups had a lack of effective attachment to the organization (commitment) so that the utilization of revolving funds had not been returned according to the time specified, as evidenced by 87% of the 87 communities involved on time, 16% sometimes on time , 24% that is not timely. Work performance (motivation) varies, there are those who are forced, follow-up and self-awareness, so the revolving way of returning funds varies, because there are still community members who are involved in groups based on forced (5%) or sense of belonging (9%). Steers (1985) argues that it is impossible for an organization to be effective without the sense of attachment and achievement of the workers.
