Wo wird was und mit welchem Erfolg geimpft? Das war Thema des 7. MVF-Impfkongresses mit dem Titel „Impfstatus 2024“, bei dem es – wie auch schon in den vergangenen Onlinekongressen – darum ging, wie man tatsächlich eine Erhöhung der Impfquoten erreichen kann. Denn die sind meist schlecht, will heißen: zu niedrig und zum guten Teil viel zu niedrig. Das gilt bei vielen impfpräventablen Krankheiten, so auch bei Influenza, Masern und RSV, einer Infektion, die schwere Komplikationen wie kardiovaskuläre Ereignisse verursachen kann und bei der es ganz neue Impfmöglichkeiten gibt.

„Die Implementierungswissenschaft und die Versorgungsforschung muss an ihrer Schnittmenge noch stärker als bisher zusammenfinden und mehr als bislang zusammenarbeiten.“ So lautet das Plädoyer von Prof. Dr. Juliane Köberlein-Neu, Inhaberin des Lehrstuhls für Versorgungsforschung und Gesundheitsökonomische Evaluation der Bergischen Universität Wuppertal sowie Kongresspräsidentin des 23. Deutschen Kongresses für Versorgungsforschung. Den Kongresstitel „Implementierungswissen schaf(f)t innovative Versorgung“ erläutert Professorin Köberlein-Neu im Titelinterview mit „Monitor Versorgungsforschung“ und spricht davon, was sie sich in Zukunft von beiden Wissenschaftsrichtungen erhofft.

The concept of network based economy refers to the interconnectivity of the current business environment, in the context of the global economy, where the main way of progress is given by the participation in a network. On the other hand, the network orientation of a business organization has as a priority its integration within physical or virtual networks, in order to increase its efficiency, acquire new information and finally achieve competitiveness. This paper carries out an extensive literature review, and it will explain different characteristics related to the two concepts, as well as their components. Thus, the present research is of a theoretical nature, carried out in a qualitative manner, because a series of articles from the scientific literature have been analyzed. Also, this study will identify the benefits of an organization orientation towards business networks in order to facilitate incremental and radical product, service and process innovation, as a result of the fact that innovation has a high importance for a company in order to ensure its competitiveness in a sustainable manner in the turbulent economic environment in which it operates. Moreover, the benefits of focusing on business networks are also propagated on the processes of ensuring efficient human resources at company level, as a result of the fact that the dynamic economic environment brings with it a need to correlate employees’ skills with the new needs existing in the business environment. Thus, business organizations must be constantly on the lookout for best practices in human resources, which is made easier by their participation in networks. Finally, the main benefit of this research is the providing a new perspective on a company’s business network orientation.

This paper analyses the impact of the COVID-19 pandemic on the digitization process of the opera sector under the impact of the COVID-19 health crisis. Surviving in a time of humanitarian disaster was a great challenge for opera houses, which faced new challenges. Most of the world’s opera houses survived this crisis, but in different ways. The authors identify three different categories of approach of digital technologies in response to the hostility of the environment, depending on the status and brand power of each opera house, the sustainable validity of competitive advantages, and the loyalty of audiences. Evidence collected from personal observations are presented. A comparative analysis of the management of opera houses in different areas of the globe was conducted to examine how they have embraced digitization to stay in touch with audiences during the pandemic. We have identified solutions like online concerts, broadcasting shows and concerts on radio and TV, using shows from the archives, and organising online museum tours. These provided joy in hard times to the public, hope and motivation, to escape the dark and sad reality. The results are discussed with reference to two ideal types of pandemic-induced pathways: back to the old normal vs. forward to the new normal. The influences that determine the differences in strategies are also considered: tradition, national context, leadership, knowledge, digital capability of the staff, etc. From an academic perspective, this article enriches the current understanding of the adaptation of the management model of opera houses in a hostile environment and provides managers with concrete guidelines on the systematic adaptation of their business models in hostile situations.

Digitization, with its profound impact on business, manifests itself in increased efficiency, innovation and competitiveness. This transformation process requires comprehensive readiness assessments and improvement plans. Digitization is essential in driving value creation, operational efficiency and driving innovation, thereby shaping sustainable business practices. The adoption of digital technologies is essential for strengthening economic performance, mitigating the impact on the environment and promoting societal sustainability goals. This research proposes to analyse the ramifications of digitization in the field of sustainable business. Its main objective is to analyse how digital technologies have influenced and shaped businesses that adopt economic, social and environmental sustainability. To achieve this objective, a methodological review, based on academic research articles, was undertaken to elucidate how the conceptualization of digitization as a catalyst for changing sustainable business paradigms has evolved. This effort involved delineating digital technologies, discerning prevailing trends, and identifying best practices to drive sustainability goals within business operations. In addition, the review encapsulated the challenges and risks inherent in digitization in relation to sustainable business, encompassing concerns such as cyber security, regulatory compliance and ethical considerations. Finally, the research provided a forecast of the digital trajectory of sustainable business, highlighting emerging trends and potential development trajectories. The research findings underscore the imperative for sustainable businesses to adopt a strategic and meticulously planned approach. This involves investing in robust cyber security measures, upskilling the workforce in digital skills, conscientiously assessing the environmental footprint of technology and formulating robust ethical frameworks. By deftly navigating these challenges, businesses can optimize the dividends of digitization while maintaining their commitment to sustainability. While certain sustainable solutions may demonstrate effectiveness on a smaller scale, their scalability is essential to making a substantial impact on sustainability goals. Addressing the scalability issue requires concerted efforts by government bodies, businesses, communities and individuals, augmented by investments in education, technology and research. These innovative efforts hold promise for addressing global challenges such as climate change, biodiversity loss and socio-economic disparities, while fostering economic prosperity and societal well-being. As businesses delve deeper into the realms of digitization, the concomitant risks associated with data security and privacy escalate proportionately. Therefore, adopting strict cyber security protocols becomes of paramount importance. In conclusion, the digital frontier of sustainable business presents fertile ground for innovation and expansion. Combining digital talent with sustainability imperatives can generate business models that not only thrive economically, but also contribute significantly to social well-being and environmental conservation.

he current business environment is characterized by high competition between companies as well as global challenges and growing technological progress. Businesses must constantly adapt to changes in the business environment, changes in the market environment and the constantly changing requirements of customers. The purpose of this article is to point out the major gaps across eight former communist East-European countries in what regards the innovation: Bulgaria, Croatia, Czech Republic, Hungary, Poland, Romania, Slovakia and Slovenia. In order to compare the trends in hat regards innovation in Eastern European countries we have first collected data for four innovation indicators for each East European country, separately for each field of activity. We have computed variation coefficients that revealed the fields of activity with the highest and/or lowest gaps across selected countries. Our conclusion is that Eastern Europe is increasingly becoming a hotspot for innovation, with countries in the region making significant progress in various aspects of innovation-driven development. By leveraging their strengths, addressing challenges, and capitalizing on opportunities, Eastern European countries can further enhance their innovation performance, competitiveness, and sustainable growth in the global innovation landscape.

Starting from conceptual definitions and theoretical framework of the research problem, this paper offers the findings of empirical non-experimental research on the global and fragmented approach: a) assessment of the representation of (innovative) models of class teaching within the university repository of defended doctoral dissertations in the Republic of Serbia, and b) assessment of the innovative characteristics of selected doctoral dissertations through the analysis of reports from professional committees evaluating completed doctoral dissertations. All 109 PhD dissertations defended at Serbia’s six state faculties of teacher education between 2005 and 2022 are included in the overall sample. The second component of the research specifies a fragmented or deliberate/ stratified sample that consists of 36 defended PhD dissertations and 36 evaluation reports for the approval of PhD dissertations that inherently include novel teaching models. Both quantitative and qualitative content analysis were used in the research. The units of analysis include: the title of the defended doctoral dissertation, keywords presented in the doctoral thesis (quantitative analysis), and the content of the Evaluation Report of the doctoral dissertation, specifically the segment on scientific contribution (qualitative analysis). Based on the analysis of dissertation titles and keywords, it was found that one-third of doctoral dissertations focus on research in the field of (innovative) teaching models. The analysis revealed that not all models are equally represented in different subject methodologies of class teaching, nor within individual methodologies. Content analysis showed that the selected theses are dedicated to the specified problem, they support the issue of the innovation of the teaching process and indicate that there is room for innovation in the teaching process in a creative sense. Future PhD dissertations with a thematic focus on innovative teaching models should be directed towards the affirmation of research on different work models (of the entire corpus) in subject methodologies, the synthesis of innovative teaching models within the same methodology of class teaching, exploration of learning material most suitable for implementing a specific innovative work model within various methodologies of class teaching...

Volunteer firefighters are an established institution in many rural areas across Europe. In spite of this ubiquity, many volunteer brigades have been increasingly facing challenges in discharging their functions. Issues such as undertaking necessary investments, and ensuring daytime availability have become particularly critical against the backdrop of an increase in the number of interventions. Many of the measures intended to futureproof volunteer firefighting are based on transferring responsibility to different actors. To this end developing and expanding the reach of fire safety education functions to enhance the public's prevention and self-protection skills. The aim of this paper is to explore the process of institutional change induced by innovative initiatives, which aim to advance fire safety education. For the study, we draw on empirical research, which follows the development and mainstreaming of two projects in Austria and Germany. These initiatives aim to standardise disparate approaches and are underpinned by new forms of multi-level cooperation. Our inductive analysis identifies five key steps which define the successful long-term implementation of projects in coproduced services of general interest. We conclude with observations on the redistribution of responsibility for fire services and hazard prevention in contemporary societies. [ABSTRACT FROM AUTHOR]

The usual store formats can hardly be operated economically in places with fewer than 2,500 inhabitants. In line with the spiral theory, the resulting retreat from the area offers new commercial opportunities for innovative forms of offering, such as staff-free 24/7 markets or online ordering options. At present, a wide variety of actors are experimenting with new and flexible approaches, and it does not yet seem fore-seeable which models will ultimately prevail. How can the initial experiences be systematized and what is the potential for establishment? To this end, we compare five pilot projects that use decentralized, mobile and digital formats to bring everyday goods to consumers. For the five case studies, 35 semi-structured interviews were conducted with experts and customers. Central comparative dimensions are the context of emergence and the actor constellations, the contribution to local supply, the economic viability as well as the social function of the offers. The results show that two cases are strongly subsidy-driven or depend on public support. In two other cases, the social function dominates with the involvement of socially oriented enterprises, where the approaches can rather fulfill a complementary supply function. Finally, there is also a new format that at least has the potential to be rolled out on a large scale in rural areas of Germany and beyond. [ABSTRACT FROM AUTHOR]

Use case scenarios play an essential role in innovation projects and influence the design of technologies. In this research article, I examine how use cases are generated, varied, and anticipated. To do so, I analyze interviews with international innovation experts (N = 14), e.g., Chief Technology Officer, Innovation Director, or User Experience Researcher. A heterogeneity of practices for the design of use cases, the creation of use case variants, and the anticipation of a possible extension of use cases can be identified. Anti-personas and worst-case scenarios are tools specifically aimed at identifying malicious use cases. A surprising result is the absence of special AI‑based procedures for use case generation, variation, and anticipation, indicating untapped potential for innovation projects.

Vocational education and training in Switzerland provides many career opportunities, also in the field of chemistry. The system is very successful, but faces challenges.

The article is part of two research trends: the role of anti-proverbs in e-texts and the evolution of the structure and role of hashtags. The author reviews the methods of modifying the established form of proverbs used in hashtags, illustrates with examples the dependence of their meanings on context, and indicates the functions of hashtags using paremic innovations. The analyzed hashtags were used in social media such as Instagram, Twitter and Facebook.

Sie haben auf eine systematische Weise beschrieben, warum es in Deutschland nicht gelingen will, ein „modernes, leistungs- und lernfähiges Gesundheitssystem“ auf den Weg zu bringen: Partikularziele versus Systemziele, mangelnde Vorhersagbarkeit der Wirkung gesetzgeberischer Einflüsse, systemimmanente Dysfunktionalitäten, z. B. in Bezug auf die Planung und Umsetzung großer Vorhaben unter den Rahmenbedingungen einer demokratischen Taktung, aber auch mangelnde Patientenorientierung und über allem fehlende politische Gesundheits- und Versorgungsziele sind als Stichworte genannt. Man mag das eine oder andere Argument im Beitrag vielleicht nicht teilen oder anders gewichten, aber die Analyse stimmt im Großen und Ganzen. Leider fällt dann der Lösungsteil „Wege aus der Sackgasse“ doch etwas kurz aus.

The article concerns a presentation of the content and of the results of the phonemicgraphemic analysis of the German records from the second half of the 14th century (1361-1380), which come from the town council of Zgorzelec (Görlitz). The purpose of the paper is to answer the question what the spelling rules in the town chancellery of Zgorzelec are and how the script fixes the features of the spoken language from the past. Due to the analysis, it could be explicitly proved, that the German used in the text matches to the level of evolution of the German language within the periodization of history of the language as it contains the standard Early New High German features as well as the dialectal structures and the sound changes, which are emblematic for the Silesian dialect. The text can therefore be classified as one of the linguistic monuments of the East Central German of Silesian tradition. All the conclusions of the study are supported with the suitable examples. Abstract The continuous changes in the business environment require transformation processes and innovation in organizational structures to maintain competitiveness. Innovation is required for future orientation and need an appropriate leadership style to be implemented in the company successfully. Various studies in the literature examine the topic of change models and the requirements for effective implementation of changes. Based on the constant change in the labor market, which is due to ongoing digitalization, the need for research of transformation, change-management and radical or disruptive innovation remains topical. A new challenge arises with a transformation in the entire company which affects all essential business processes. Because several levels are simultaneously affected by the transformation process, a more complex concept is required for the implementation than it could be found in the literature. There is a lack of empirical research in general for innovation-driven transformation processes and a missing connection to the implementation of radical or disruptive innovation in company. The aim of this paper is to investigate the need for new research in change theory. The focus is on the importance of innovation leadership for a radical or disruptive innovation change process, what is to be classified under a comprehensive transformation process in the company. In addition, the need for an innovation transformation model is established.

The aim of the article is to identify how information technology (IT) influences innovation in the service sector, and to develop a conceptual framework to explain this process. Based on a systematic review of the literature, a conceptual model for managing IT-driven service innovation has been proposed. It consists of three components related to value creation, delivery and capturing. The theoretical and conceptual considerations are illustrated by examples of service innovations related to the implementation of IT in Europe (including innovations in transport, healthcare services and Fintech). The experience of European companies proves that cooperation with all stakeholders, including the involvement of customers to co-create new solutions is the driving force for creating, delivering and capturing value through innovative solutions in services.

The main aim of this study is to investigate the relationship between strategists’ intuitive and analytical thinking, innovation, and corporate competitive advantage. This study not only proposes the new model to the academic world but also provides the empirical investigation on the direct and indirect effect of a strategist’s analytic reasoning perspective and strategist’s generative reasoning perspective on innovation and competitive advantage as well as the mediating role of innovation between the strategist’s cognitive perspective of reasoning and corporate competitive advantage. This study conducted questionnaires of 382 samples in state-owned companies, FDI, and private companies in Vietnam. Structure equation modelling was applied through smart PLS to analyse the valid data. The results provide substantial evidence of significant relationships between strategists’ cognitive perspectives of reasoning, innovation, and competitive advantage in the context of State own, FDI, and private companies in Vietnam. Besides, the findings also show that there are non-relationships in the direct effect between product innovation and competitive advantage and between marketing innovation and competitive advantage. Moreover, the research results imply various managerial implications regarding how organizations successfully increase their competitive advantage by increasing their leader’s cognition in management.

La langue façonne notre identité, elle nous aide non seulement à communiquer entre nous mais aussi à nous exprimer de manière efficace, appropriée et créative. Les recherches en neurosciences cognitives montrent que l'apprentissage des langues est bon pour le cerveau. Il sert le même objectif que celui de faire de l'exercice pour le corps. Comme nos cerveaux sont conçus pour être multilingues, apprendre et parler plus d'une langue présente de nombreux avantages. La diversité linguistique peut être considérée comme un riche vecteur de créativité. La langue rend possible la transmission d'informations et de connaissances. Cette transmission s'effectue dans différents contextes socioculturels, politiques et économiques. La diversité linguistique ouvre la voie à l'expression des faits, des idées, des émotions et des histoires dans différentes langues, ce qui facilite la compréhension des similitudes et des différences linguistiques et culturelles. À travers notre proposition, nous voudrions souligner comment la diversité linguistique peut grandement contribuer à la créativité interculturelle et aussi comment elle présente certains défis en même temps. Abstract Language shapes our identity; it helps us not only to communicate with each other but also to express ourselves effectively, appropriately and creatively. Cognitive neuroscience research shows that language learning is good for the brain. It serves the same purpose as exercise does for the body. Since our brains are designed to be multilingual, learning and speaking more than one language has many benefits. Linguistic diversity can be considered a rich vector of creativity. Language makes the transmission of information and knowledge possible. This transmission takes place in different sociocultural, political and economic contexts. Linguistic diversity opens the way for facts, ideas, emotions and stories to be expressed in different languages, making it easier to understand linguistic and cultural similarities and differences. Through our proposal, we would like to highlight how linguistic diversity can greatly contribute to intercultural creativity and also how it presents certain challenges at the same time.

The aim of the contribution is to present an evaluation of the innovative and updating education of teachers of French who participated in the Erasmus+ project “With French on the Horizon” (ID 2021-1-SK01-KA122-SCH-000014674). Teachers involved in the project who teach French and English at primary and secondary schools in Slovakia took part in the assessment (31 mobilities). The hybrid mobility in Nice brought its fruit in the form of 70 hours of training course education for 20 participants and 56 hours of education for three participants. Job-shadowing mobility in Besancon with a bonus training course brought 50 hours of training for seven participants, while job-shadowing mobility in CFAIE Val-de-Reuil was an extra mobility for one teacher. The teachers stated their high level of satisfaction with the Erasmus+ training courses They also prepared a lot of useful activities that were then published in a book. All the training participants received an international certificate of successful completion, and were offered the opportunity to complete their training by presenting their work and defending it through recognition of innovative education at the national level. Registered and completed participants were issued a certificate of innovative training education. Since the defences took place as a dissemination exchange of knowledge for other teachers of the French language, the participants of these disseminations were also issued certificates for updating training education at the national level.

Innovative Aspects of Metonymies in Brazzavillois' Everyday Discourse This article examines the innovative aspects of metonymies in the everyday speech of Brazzavillois residents, who live in an environment influenced by both the French language and local languages. The primary goal of the study is to discern the network of metonymies in oral communication and to identify the stylistic reasons for their expressive use in Brazzaville French.The chosen methodology involves compiling a corpus sourced from recordings, posters, and various daily uses related to the professional and linguistic habits of the Brazzaville community. Data selection criteria prioritize relevance and qualitative value. Utilizing this corpus, we applied the linguistic components criteria and the implicit approach developed by Catherine Kerbrat-Orecchioni (1998), along with the ellipsis approach proposed by Michel Le Guern (1973). This application aims to elucidate the discursive implications of metonymy in everyday conversation, seeking to verify how metonymic expressions illuminate the subjectivity, culture, and language proficiency of the speaker. Furthermore, metonymies in oral communication hold implicit value as they allow for the examination of undisclosed informational content omitted by the speaker through ellipses. The ellipsis approach aids in analyzing metonymy as a process that accentuates the container, with the content being elliptically placed by the speaker based on communication needs, intending to magnify a salient element of metonymic adjacency. Our anticipated results are expected to confirm that metonymy actively contributes to the semantic innovation of French in the Brazzaville context. This is attributed to its discursive techniques, particularly the containing/content relationship, which remains a decisive factor in semantic evolution and polysemy. Additionally, metonymy, being a figure of everyday life, permeates various domains such as family, professional settings, religious language, and even in journalism. It is commonly employed in familiar discourse, the realm of transportation, educational institutions, and commercial communication. This usage often arises from the application of verbs like 'pay' and 'buy,' where the content is replaced by the container (e.g., the bottle replaces the gas, and the invoice replaces the company). In conclusion, our findings indicate that metonymy in oral communication is not merely a tool for aesthetic language creation; rather, it emerges as a phenomenon driving linguistic innovation. It adds new layers of meaning to verbs like 'buy' and 'pay' within the specific context of Brazzaville, contributing to a diatopic variation of French in Africa.

This article is devoted to the analysis of innovative approaches in citizenship education research taking into account conceptual perspectives and ethical cautions. The conceptual, axiological, and ethical basis of such innovative frameworks as digital citizenship education and artificial intelligence application for the development of responsible citizenship is elaborated. These innovations revolutionized the theory and practice of citizenship education, causing the use of new approaches and pedagogical methods as well as change in learning environments simultaneously adding new modalities and domains into objectives of citizenship education.

The purpose of the paper is to show the changes underwent by the education system worldwide during covid-19 pandemic both in schools and universities. The education system is undergoing radical changes, with a significant increase in e-learning, distance learning through digital platforms. The main problem with digitizing education is that not all children/students have access to the Internet or do not have the necessary technology. The closure of schools and universities, in the context of the COVID-19 pandemic, has had negative consequences both on children/students’ educational progress and on their emotional health and, moreover, on their online safety. One of the urgent measures recommended was to support families affected by poverty, so that all children/students participate equally in the online educational process, providing them with digital devices such as laptops and a secure wi-fi connection. After the initial shock, teachers, professors and members of administrative and technical bodies in education systems around the world reacted in a truly extraordinary way, trying to transfer the entire teaching activity to the online environment and, in just a few weeks, to become familiar with the operation of digital platforms such as Zoom, Google Meets and Microsoft Teams, which in most cases they were not even aware of before this crisis. Most of them have adapted surprisingly well to the new systems, appreciating the advantages they bring and trying to quickly overcome the inherent problems. The pandemic also had negative effects on interpersonal relationships, as students/children no longer have the context to work and collaborate as a team to develop a task. An undesirable conclusion is that, regardless of the country, the poorest and most marginalized children are in danger.

The aim of the paper is a presentation of the content and of the results of the phonemic-graphemic analysis of the German records from the first decade of the second half of the 14th century, which come from the town council of Zgorzelec (Görlitz). The records form a part of the first book of records of the town Zgorzelec. The aim of the article is to answer the question what the spelling rules in the town chancellery of Zgorzelec are and how the script fixes the features of the spoken language from the past. Due to the analysis, it could be explicitly proved, that the German used in the text matches to the level of evolution of the German language within the periodization of history of the language as it contains the standard Early New High German features as well as the dialectal structures and the sound changes, which are typical for the Silesian dialect. The text can therefore be classified as one of the linguistic monuments of the East Central German of Silesian tradition. All the conclusions of the study are supported with the suitable examples.

Dieser Beitrag stellt eine qualitative Studie zur phasenübergreifenden Zusammenarbeit von Studierenden und Lehrkräften im Rahmen eines Lehrprojektes vor. Zur Weiterentwicklung einer Lehrkräftebildung in der digitalen Welt greift das vorliegende Projekt an zwei Hochschulen und einem Gymnasium in NRW die derzeitigen Herausforderungen auf, digitalisierungsbezogene Konzepte zu entwickeln und in der Praxis zu implementieren. Durch die Lehr- und Lernform Service Learning und am Beispiel der innovativen Bildungstechnologie Virtual Reality (VR) erheben Studierende und Lehrkräfte gemeinsam die aktuellen Bedarfe der Schule und entwickeln in Projektgruppen konkrete Medienarragements für den Unterricht. Zur Erhebung von Gelingensbedingungen für eine Implementierung von VR in Schule, dem Betrag von Service Learning dabei und die didaktischen Einsatzmöglichkeiten von VR im Fachunterricht werden zwei Teilstudien durchgeführt: A) drei interdisziplinäre Ratingkonferenzen mit den Akteur*innen sowie B) zehn Leitfadeninterviews mit den Lehrkräften und der Schulleitung. Die mittels qualitativer Inhaltsanalyse erarbeiteten Ergebnisse werden präsentiert und Gelingensbedingungen wie die Selbsterfahrung von VR und eine zielgerichtete Zusammenarbeit ebenso diskutiert, wie der gewinnbringende Beitrag von Service Learning zur Zusammenarbeit in den Phasen 1 und 3 der Lehrkräftebildung. Während die Studierenden nicht nur Einblicke in Schule erhalten, sondern gemeinsam mit erfahrenen Lehrkräften digitale Schulentwicklung gestalten, profitiert die Schule von theoretischen und technischen Ressourcen der Studierenden und Hochschulen. Die Akteur*innen sehen didaktisches Potenzial von VR im Fachunterricht, relativieren dies jedoch aufgrund unzureichender Rahmenbedingungen (Technik, Zeit, Umsetzung) und bestätigen damit bisherige theoretische Annahmen mit Perspektive aus der Praxis.

Volunteer firefighters are an established institution in many rural areas across Europe. In spite of this ubiquity, many volunteer brigades have been increasingly facing challenges in discharging their functions. Issues such as undertaking necessary investments, and ensuring daytime availability have become particularly critical against the backdrop of an increase in the number of interventions. Many of the measures intended to futureproof volunteer firefighting are based on transferring responsibility to different actors. To this end developing and expanding the reach of fire safety education functions to enhance the public’s prevention and self-protection skills. The aim of this paper is to explore the process of institutional change induced by innovative initiatives, which aim to advance fire safety education. For the study, we draw on empirical research, which follows the development and mainstreaming of two projects in Austria and Germany. These initiatives aim to standardise disparate approaches and are underpinned by new forms of multi-level cooperation. Our inductive analysis identifies five key steps which define the successful long-term implementation of projects in coproduced services of general interest. We conclude with observations on the redistribution of responsibility for fire services and hazard prevention in contemporary societies.
