2. Reconceptualisation of Social Solidarity: Networked Segmentation as a New Digital Divide

Many authors have recognized the unifying potential of digital technologies. McLuhan introduces the phrase "global village," while Castells writes about the emerging society as "networked." However, the experience of living in a "networked society" has questioned assumptions about the one-dimensional nature of the impact of digital technologies both on global social solidarity and solidarity at the micro level. Castells himself makes a sort of leap by considering the transformation of society from networked to segmented, heralding the end of the traditional concept of mass audience. Through mass and especially new social media, the audience as an interactive subject is open to further segmentation and differentiation. These insights indicate the necessity of reconsidering the impact of new media technologies – on the one hand, on forms of constructing social identity and social connectivity, and on the other hand, on the creation of a digital divide, supported by algorithms and artificial intelligence. Furthermore, certain categories need to be revised/redefined, primarily considering them in the context of social and political divisions that the use of social networks generates and deepens, such as the concept of the "digital divide," originally associated with the problem of unequal access to digital resources. The main aim of the paper concerns contributing to the modernization of research categories used in media and society studies, to make their theoretical and practical application more adequate and tailored to contemporary social reality. The paper will propose new formulations of key concepts, aiming to make the inherent multidimensionality of the discussed categories evident, within the context of the impact of new media and technologies. The ultimate result of the paper is contained in a sort of mapping of how the new media ecosystem supports processes of building social solidarity and creating digital alienation.

5. The growth of cyberbullying among youth in higher learning institutions: a bibliometric analysis

Cyberbullying has become one of the misconducts among the youth due to an increased use of the internet in the educational context. The bibliometric analysis was carried out to determine the global trends in the evolution of cyberbullying among the youth in higher learning institutions (HLIs). The analysis involved 1073 research articles published between 2008 and 2022 retrieved from the Dimensions scientific database. The VOSviewer 1.6.20 software was used to establish visualisation networks. The results indicate a rapid growth of research articles on cyberbullying from 2019 to 2022, where most HLIs migrated to virtual teaching due to the outbreak of COVID-19. The developed countries had high rates of research publications and strong collaboration patterns in cyberbullying. The results also indicate factors such as harsh parenting and moral disengagement to be the causes of cyberbullying. The analysis shows that publications on cyberbullying from developing countries are very low compared with their developed counterparts. Examining the trends in cyberbullying among youth in HLIs offers new insights into the prevalence, forms, and concerns of cyberbullying within this specific population of HLIs. This study enhances our understanding of cyberbullying consequences and broadens our knowledge about how increased autonomy among youth in using technology immorally can fasten the growth of cyberbullying in HLIs. This study informs the development of appropriate intervention strategies within HLIs that promote digital safety and citizenship. HLIs can also utilise the findings to develop rules and regulations that address cyberbullying within their institutions. Conducting a systematic review of the effective prevention and intervention strategies on cyberbullying employed by HLIs in different contexts may provide more insights into shaping youth in promoting digital safety.

The COVID-19 pandemic has accelerated the digital transformation that has brought great changes and new opportunities in all aspects of the everyday life of people worldwide. The overall objective of this research was to gain a better understanding of the digital inequality among ICT and Internet users in Eastern Croatia by identifying categorical inequalities (Van Dijk 2005, 2017) in the form of key obstacles that affect their successful use in everyday life, among them being age, insufficient digital literacy and knowledge of the English language. The research was conducted using a questionnaire (Google Forms) covering different age groups and their user characteristics and experiences in acquiring digital knowledge and skills such as understanding multimodal icons that combine verbal and visual material, use of translation tools, use of the English language on the Internet and use of online content. Building upon previous research on the digital divide, this research contributes to broadening perspectives on the importance of caring for older users of digital technologies and understanding the barriers that lead to participation inequality in an increasingly digitized society. The results of the survey show that obstacles related to the lack of knowledge of ICT, difficulty finding their way around search engines, and insufficient knowledge of the English language are the obstacles of respondents over the age of 36.

The onset of the Covid-19 pandemic has caused society and researchers to focus not simply more on the needs of the so-called silversurfers, but their limited and lacking opportunities as well. Within the last decade, several reports and policies published by the Chinese government have highlighted the need to integrate elderly people into ongoing digitization processes. Against this backdrop my paper sheds light on how digitization in China’s aging society is discussed in scholarly discourse and in media practice. In a first step, I will show that researching the relationship between media and age is a comparatively young tradition in China. Next, I will sketch both progress and obstacles in the structural construction of learning opportunities for the elderly. This paper provides an overview of the state of research on the topic of media and age in Switzerland. The results of the literature analysis show that only very few studies with data from Switzerland are available on this research topic. These analysis focus theoretically and empirically on the digital age divide, namely on the still comparatively low use of information and communication technologies by older people. A shared finding from these studies is the observation that, on the one hand, the digital access and use divides have largely been overcome, but that considerable skill divides continue to exist between the generations. The paper complements the descriptive analysis with normative recommendations on how the digital age divide could be reduced. Finally, further research needs are outlined. [ABSTRACT FROM AUTHOR]

Based on the National Educational Panel Study (NEPS), the study provides an overview of the distribution of digital literacy in Germany up to the beginning of the Covid pandemic. Already in childhood and adolescence, there are systematic differences in digital literacy depending on socio-economic background. Children with a migration background and those with unemployed parents show particularly low digital literacy. Gender-specific differences in digital literacy are small in childhood and adolescence, but clearly pronounced among adults. In addition, people with little formal education and people with a migration background have systematically lower digital competences in adulthood. The education sector should therefore promote the digital competences of children and young people at an early stage in order to compensate for the apparently low level of competence development outside the formal education sector. Educational opportunities for digitally less competent adults should also be strengthened to enable older generations to continue to participate in the changing spheres of life, education, and work. In diesem Open-Access-Buch wird die Entwicklung einer Definition, eines Modells und eines Erhebungsinstruments Digitaler Teilhabe von Menschen mit geistiger Beeinträchtigung beschrieben. Eine geistige Behinderung wird als Konstrukt verstanden, das durch die ganzheitliche Wechselwirkung zwischen personenbezogenen Faktoren, Gesundheitsproblemen sowie umweltbezogenen Barrieren entsteht. Für die Identifikation der Hilfebedarfe zur Realisierung von Teilhabe ist die ganzheitliche Betrachtung von heterogenen Ursachen, Formen und Ausprägungen unverzichtbar. Der Anspruch auf Teilhabe ist gesetzlich verankert, jedoch führt die digitale Transformation zu neuen gesellschaftlichen Ungleichheiten, die sich als Digital Divide manifestieren. Trotz geringer und heterogener Datenlage zu Ungleichheiten bei Menschen mit (geistiger) Beeinträchtigung sind bereits Hinweise auf eine Digital Disability Divide zu erkennen. Um dieses Forschungsdesiderat aufzuarbeiten, bedarf es eines einheitlichen Begriffsverständnisses Digitaler Teilhabe. Auch müssen Einflussfaktoren eruiert werden, um Ansätze zur Förderung Digitaler Teilhabe zu entwickeln und darauf aufbauend ein Erhebungsinstrument zu entwickeln. Entsprechend verfolgt diese Forschungsarbeit die Entwicklung einer Definition,eines Modells und Erhebungsinstruments Digitaler Teilhabe von Menschen mit geistiger Beeinträchtigung in der Eingliederungshilfe.

The following article focuses on the digital access of female pensioners and nursing home inhabitants during the corona pandemic. Using the model of successful aging from Rowe & Kahn (1997) the articles examines the limitations of everyday life in the context of the pandemic. The data basis are guided interviews. The results indicate that smartphones and tablets and the coherent use of the internet with these devices increased and the variety of uses broadened during the pandemic. The Science Barometer 2021 shows that despite the Corona pandemic, the population's trust in science and research remains high. In particular, people trust the statements of scientists regarding the pandemic situation and trust doctors and medical personnel. However, there are also skeptical voices who believe that scientists are not disclosing all information about the coronavirus and that the pandemic is being exaggerated. Most respondents wish for political decisions based on scientific knowledge and for science to contradict political decisions when they ignore scientific findings. The internet is the most common source of information about science and research, with websites and media libraries of news media being the most used. The Fraunhofer Institute and Kairntech have created a knowledge graph for psychiatric illnesses to assist medical professionals in making decisions about therapies. The Tagesspiegel paper archive is looking for a new location to preserve its historical collection from 1945 to 1993. Scientists are calling for the strengthening of STEM education in all areas of education in a position paper. The use of the internet has become even more important for many people during the Corona pandemic. However, there is also an increased digital divide in society, which is based on factors such as age, level of education, and household net income. A representative survey by the Bertelsmann Foundation shows that the pandemic has further exacerbated existing differences in digital sovereignty. Older people, people with low levels of education, and people with low incomes are particularly affected. The results of the survey highlight the need to take measures to improve digital participation for all population groups. A study shows that younger people and women attach more importance to the internet than older people and men. The use and value of the internet also increase with higher levels of education. However, for older people over 60, the importance of internet use has decreased compared to the pre-corona period. Independent searching for solutions on the internet has increased the most compared to 2019. Around half of the respondents use the internet to search for answers and solve problems. The article deals with the impact of the SARS-CoV-2 pandemic and related measures on the social interactions of refugees from Afghanistan and Syria in Vienna during the first lockdown in March/April 2020. The focus is on the challenges for these vulnerable groups in the field of tension between the contact minimisation prescribed in the Corona regulations of the federal government on the one hand and cramped housing conditions, precarious labour market positions, homeschooling and the "digital divide" on the other. Further focal points are how refugees deal with the measures of "social/physical distancing", its consequences in view of the colliding cultural norms, the extent of contact reduction and its causal factors. The empirical basis was provided by a quantitative online survey and qualitative interviews with refugees as well as experts from refugee support NGOs and organisations from both groups of origin, who were involved in the underlying project within the framework of a community-based participatory approach. Contrasting with the criticism sometimes voiced in the media that primarily certain groups with a migration background have been less compliant with the measures to contain the pandemic, a more differentiated picture is drawn. Above all, the factors of family status, age and housing conditions have had a strong influence on compliance with the distancing measures. The inaccessibility of public space, which is a particularly important resource for the refugees, as well as the discontinuation of social services offered by NGOs have particularly affected these vulnerable groups. The European Union has updated its industrial policy strategy to strengthen the resilience of the internal market and improve the competitiveness of the Union and its companies. The strategy also aims to reduce dependencies on critical raw material imports and achieve climate protection goals. However, there are various challenges such as national differences in the implementation of EU regulations, climate change, demographic change, and the increasing digital divide with other countries. The European industry is also affected by trade relations with China, particularly in terms of fair trade and technology transfer. The EU has introduced two instruments to overcome China's market access restrictions: an investment agreement and the "International Procurement Instrument". The investment agreement was agreed upon between the EU and China in 2020 but is currently on hold due to criticism from the US and questions regarding events in Xinjiang and sanctions against China. The International Procurement Instrument aims to address the disadvantage of EU companies in public procurement markets. Karl StögerIn den letzten Jahren wird – nicht zuletzt wegen einer Knappheit an Pfle-gekräften – immer mehr über die Anwendung neuer (digitaler) Techniken in der Pflege nachgedacht. Diese Digitalisierung der Pflege bringt nicht nur zahlreiche ethische, sondern auch rechtliche Herausforderungen mit sich. Einigen dieser rechtlichen Herausforderungen ist dieser Text gewidmet, der eine Ergänzung der ethischen Perspektive bieten möchte. Zuerst wird aus primär menschenrechtlicher Sicht die Frage behandelt, in welchem Umfang eine Ersetzung menschlicher Pflege durch maschinelle Pflege überhaupt zulässig ist. Weitere Fragen, die auch, aber nicht nur die Pflege betreffen, sind datenschutzrechtliche Aspekte digitaler Überwachung und Betreuung sowie die mögliche Rechtspersönlichkeit zukünftig vielleicht autonom agierender Pflegesysteme.

Background: In addition to sociodemographic factors, action-theoretical constructs, such as technology acceptance and competence play an important role in technology use., Objective: This study aimed to examine the associations between technology use, sociodemographic factors, action-theoretical constructs, and technology interest., Material and Methods: Data were collected from 585 study participants aged over 60 years from 14 surveys conducted between 2014 and 2020. A structural equation model was used to explain the relationships., Results: The structural equation model with covariates of survey year, age, gender, and education (n = 585) yielded the following fit indices: comparative fit index (CFI) = 0.918, Tucker-Lewis index (TLI) = 0.894, Root Mean Square Error of Approximation (RMSEA) = 0.056 [95 % confidence interval: 0.050-0.063], Standardized Root Mean Square Residual (SRMR) = 0.079, χ2 = 3051.936 (p < 0.001), χ2/degrees of freedom (df) = 18.499. The strongest associations with technology use were found for technology acceptance and competence. Additionally, technology competence showed a significant association with technology interest. Gender and technology interest were not related to technology use but it was observed that men had higher levels of technology acceptance, control, competence, and interest., Discussion: Taking technology competence beliefs into account plays a crucial role in understanding the technology usage and interest of older individuals. Given the massive increase in digital health tools, the question about the impact of these tools on health equity has gained importance. The aim of this narrative review is to discuss the extent and central aspects of the digital divide. To illustrate the extent of the digital divide, we draw on data from the Liter@te study, which interviewed low-literacy individuals regarding their use of digital health tools and their digital health literacy. The results of the Liter@te study are compared with population surveys conducted in parallel. Four areas can be distinguished in relation to digital divides: access, use, effectiveness, and privacy. Inequalities can be observed in all four areas. While differences in access or material infrastructure, as well as in usage patterns and the required literacies, have already been investigated in some studies, the data basis for a comprehensive assessment of the unequal effects of digital health tools in different population groups is still lacking. Digital divides in the area of privacy protection is an emerging field. However, transparent and understandable privacy measures will undoubtedly be an important prerequisite for the widespread use of digital health tools. Dieser Sammelband stellt die Grundlagen barrierefrei gestalteter Informationssysteme als elementaren Bestandteil einer inklusiven Informationsgesellschaft in Theorie und Praxis vor. This paper aims to analyse an experience of participatory mapping and digital innovation launched in 2018 in a slum in Cotonou (economic capital-city of the Benin Republic). Carried out with a Beninese FabLab and the OpenStreetMap Benin community, the Map & Jerry project made it possible to map a precarious neighbourhood that had hitherto been missing from the official map of the city. The paper focuses on the production of this map, its legitimacy and its impacts, especially social and political, on inhabitants and local authorities unfamiliar with cartographic tools. Moreover, it sheds light on the digital innovation process, and its implementation in a city located in the Global South. Finally, it offers a critical reflection on the sustainability aspects of the project and the potential empowerment of urban poor and their recognition for the right to the city.

Die globale Informationsgesellschaft impliziert die Inklusion aller Weltbürger in eine Gesellschaft, in der Informationen und Wissen eine wichtige Rolle spielen und daher allen Menschen qua Informations- und Kommunikationstechnologien zur Verfügung stehen sollten. Dieser Gedanke bezieht einen gleichen Stellenwert der Medien auf globaler Ebene ein. Die vorliegende Studie geht der Frage nach, ob die individuellen Bedürfnisse der Kulturen und der spezifische Bedarf an Informations- und Kommunikationstechnologien in Entwicklungsländern berücksichtigt werden. In Fortführung dieser Fragestellung wird diskutiert, ob eine rein technische Zugangsmöglichkeit zur Weltgesellschaft via Medien zur Erweiterung des Wissens in Entwicklungsländern beitragen kann und unter welchen Gesichtspunkten eine derartige Zielsetzung sinnvoll sein kann. Das Ziel besteht darin, eine mögliche Diskrepanz zwischen dem Stellenwert der Informations- und Kommunikationstechnologien in Entwicklungsländern und dem ambitiösen Vorhaben der internationalen Entwicklungszusammenarbeit aufzuzeigen. Letztlich gilt es die Frage zu beantworten, ob eine globale Informationsgesellschaft realisierbar ist. Die Relevanz dieser Fragestellung ergibt sich im Hinblick auf die Beurteilung des Weltgipfels zur Informationsgesellschaft einerseits, und der Bewertung der deutschen Medienentwicklungszusammenarbeit in der Retrospektive andererseits. Im Speziellen wird anhand von Fallbeispielen analysiert, welcher Bedarf an Informations- und Kommunikationstechnologien in Entwicklungsländern individuell aufgrund der signifikanten sozioökonomischen, politischen und geographischen Konstellationen entsteht. Für die Analyse wurde Afrika als regionaler Bezugspunkt gewählt, ein Kontinent, der etliche heterogene Kulturen aufweist. Gerade weil die afrikanischen Staaten gegenwärtig häufig homogen wahrgenommen und ihre individuellen Potentiale nivelliert werden, sollen anhand der Staaten Niger, Ghana und Südafrika die spezifischen Bedürnisse an Informations- und Kommunikationstechnologien aufgezeigt werden. Der Status quo der technischen Informations- und Kommunikations-Infrastrukturen dieser Länder wird dabei mit dem des hochindustrialisierten Deutschland verglichen, um die bestehende digitale Kluft zwischen Entwicklungsländern und hochentwickelten Industrienationen zu verdeutlichen.

Actualment, ens trobem immersos en un procés de globalització i tecnificació a què les administracions públiques, com a part integrant de la societat, no poden romandre alienes. Totes les administracions, en els seus diferents nivells i àmbits d’actuació, han introduït les noves tecnologies de la informació i la comunicació en la seva activitat, i això ha posat en marxa un procés de transformació de caràcter cultural, organitzatiu i jurídic que ha fructificat en un nou model de gestió de l’activitat pública conegut amb el nom d’administració electrònica.L’ús de les noves tecnologies i la transició d’una administració en paper a una administració electrònica han comportat una sèrie de reformes del nostre ordenament jurídic: noves normes i la reforma d’altres de ja existents que regulen els aspectes tècnics derivats de la utilització de les noves tecnologies per part de l’Administració, així com els drets i les garanties dels quals estan revestits els ciutadans quan es relacionen amb l’Administració per mitjans telemàtics. Amb aquest teló de fons, podem definir una llista de principis que han de regir l’actuació de l’administració electrònica i en la qual s’erigeixen com a protagonistes els qui persegueixen garantir la igualtat i la no-discriminació dels ciutadans, i combatre la denominada bretxa digital.We are currently immersed in a process of globalization, with an increasing use of technology. Public authorities, as an integral part of society, cannot remain indifferent to this process. All public authorities, at their varying levels and spheres of action, have incorporated the new information and communication technologies, launching a process of cultural, organizational and legal transformation that has come to fruition in a new model for managing public sector activities known as “electronic administration.” The use of new technologies and the transition from a “paper” government to an electronic government has entailed a series of reforms of our legal system: new regulations, the reform of existing regulations governing the technical aspects derived from the use of new technologies by government authorities, and the rights and guarantees that inure to citizens when they contact government authorities telematically. With this background, we can define a cast of principles governing the behavior of an electronic administration. The leading roles will fall to those principles that aim to guarantee equality while prohibiting discrimination against the citizenry, thereby combating what has come to be known as the “digital divide.”Actualmente, nos encontramos inmersos en un proceso de globalización y tecnificación al que las Administraciones públicas, como parte integrante de la sociedad, no pueden permanecer ajenas. The volume addresses current topics concerning the spatial relevance of digitalisation. The objective is to investigate spatial impacts and to point out management possibilities. The technical, ethical and social parameters as well as digitalisation policy strategies are the subject of the first chapter. Thematic focuses in this context are model projects in the field of smart cities and smart regions, housing, work, mobility, administration, tourism and health. The discussion presents the activities and control required to shape digitalisation with the aim of providing orientation, particularly for spatial planning and municipal administrations. Von der aktuellen Covid-19-Pandemie sind auch Kunstinstitutionen und ihre Vermittlungsprogramme betroffen. Die Verlagerung von Kunstbesuch und Kunstvermittlung in den Raum des Digitalen bietet dabei nicht nur Chancen, sondern birgt zugleich die Gefahr der Exklusion. Der Beitrag untersucht die von der Pandemie verst��rkte Situation der Digitalisierung von Kunstinstitutionen und Kunstvermittlung und ihre Auswirkungen auf die Besucher:innen dieser Angebote. Dabei veranschaulicht er, welche Faktoren bestimmen wer Zugang zu den neuen digitalen Angeboten hat und welche Personengruppen durch die ��bertragung von Angeboten in den digitalen Raum benachteiligt werden. Unter Einbeziehung der Forschungsergebnisse zur Digital Divide formuliert der Beitrag schlie��lich wichtige Ans��tze f��r eine inklusivere digitale Vermittlungsarbeit.

Die Digitalisierung innerhalb der Wohnung nimmt fortwährend zu, vor allem auch durch vernetzte "Dinge" des "Internet of Things". Für die kommenden Jahre wird von einer noch stärkeren Verbreitung vernetzter Haushaltsgeräte, Unterhaltungstechnik und Alltagshelfer in Haushalten ausgegangen. Bislang nutzt jedoch nur ein Teil der Bevölkerung vernetzte Geräte, was sowohl soziodemographisch als auch strukturell begründet sein dürfte. Gleichzeitig entstehen mit der Digitalisierung neue Kommunikations- und Informationsmöglichkeiten, die sich auch auf soziale Interaktionen am Wohnort auswirken können. In baulicher und gestalterischer Hinsicht sind derzeit noch keine Auswirkungen der Digitalisierung z. B. auf den Wohnflächenverbrauch erkennbar. Es kann allerdings angenommen werden, dass die Verfügbarkeit von schnellem Internet und der Zugang zum (digitalen) Immobilienmarkt die Wohnstandortwahl (mit-)entscheiden und entsprechend Wanderungsbewegungen beeinflussen. Digitalisation within the home is increasing constantly, especially through networked objects in the "Internet of Things". It is forecast that in the coming years networked household appliances, entertainment technology and everyday tools will become even more widespread in private households. However, to date only a section of the population uses networked devices; this seems to be linked to both socio-demographic and structural factors. At the same time digitalisation leads to the emergence of new communication and information options, which can affect social interaction at the place of residence. Currently digitalisation does not have a recognisable effect on built fabric or layouts, e. g. on living space. However, it can be assumed that the availability of high-speed internet and access to the (digital) property market influence decisions about places of residence and thus also migration flows.

Die vorliegende Masterarbeit beschäftigt sich mit der digitalen Medienkompetenz von Kindern und Jugendlichen im schulpflichtigen Alter mit dem Fokus auf Auswirkungen des sozioökonomischen Status auf diese Fähigkeit. Hierzu wird, neben den Dimensionen dieser Kompetenz, die Integration der digitalen Medien in die Lebenswelt sowie in die Sozialisation der Kinder und Jugendlichen nähergehend betrachtet. Überdies werden die Risiken, die durch die Nutzung digitaler Medien entstehen können und die Potenziale, welche eine ausgebildete digitale Medienkompetenz mit sich bringt (die unterstützende Bearbeitung der Entwicklungsaufgaben, die Eröffnung von Resilienz- und Empowermentfaktoren, die digitale Teilhabe), erarbeitet. Zentrales Augenmerk wird anschließend auf die Annahme des Digital Divide gelegt, welche eine digitale Ungleichheit oder Spaltung aufgrund des sozioökonomischen Status aufzeigt. Der Digital Divide wird anhand der aktuellen Home-Schooling-Situation erörtert, denn hier wird postuliert, dass Kinder aus sozioökonomisch benachteiligten Familien neben der unzureichenden Ausstattung mit digitalen Medien ebenso eine nicht hinreichend ausgeprägte digitale Medienkompetenz aufweisen, was zu einer sich weitenden Bildungsschere und somit zu sozioökonomischer Benachteiligung führt. Ein weiterer Aspekt dieser Arbeit beleuchtet den Zugang der Sozialen Arbeit zu digitalen Medien. Hierbei werden die Lebenswelt- und Sozialraumorientierung sowie die Medienethik und Kinderrechte in digitalen Medien beschrieben. Daran anknüpfend wird das Curriculum der Sozialen Arbeit in den Blick genommen und für die Thematik relevante Handlungsfelder besprochen. Schließlich stellt sich die Forschungsfrage: „Welche Auswirkungen hat der sozioökonomische Status auf die digitale Medienkompetenz von Kindern und Jugendlichen im schulpflichtigen Alter?“ Diese soll mittels einer systematischen Übersichtsarbeit, respektive eines integrativen Reviews, beantwortet werden. Hierzu werden die Ergebnisse von 10 relevanten Studien, welche im Zuge des methodischen Vorgehens identifiziert werden konnten, dargestellt. In der Mehrheit der betrachteten Studien wurden signifikante Auswirkungen aufgrund des sozioökonomischen Status auf die digitale Medienkompetenz der Kinder und Jugendlichen festgestellt. Es zeigte sich, dass die digitale Medienkompetenz bei niedrigerem sozioökonomischen Status weniger stark ausgeprägt war. Es kann demnach postuliert werden, dass sozioökonomische Benachteiligung mit einer Benachteiligung im Erwerb bzw. der Ausprägung der digitalen Medienkompetenz einhergeht. Die Forschungsfrage kann zwar nicht endgültig beantwortet werden, es liegt jedoch der Schluss nahe, dass die Ergebnisse nach der Annahme des Digital Divide interpretiert werden können, woraus sich – insbesondere durch die stetig wachsende Bedeutsamkeit der digitalen Medien im Alltag und in den Lebenswelten der Kinder und Jugendlichen – eine Zuspitzung der (digitalen) Ungleichheit und Spaltung ergibt. This master thesis deals with the digital media literacy of children and adolescents with a focus on the effects of socio-economic status on this ability. For this purpose, in addition to the dimensions of this competence, the integration of digital media into the living environment and resulting socialization of children and adolescents are examined in more detail. Furthermore, the risks and possibilities (the supportive processing of development tasks, resilience and empowerment factors as well as digital participation) are explored. The main focus is then set on the assumption of the digital divide, which shows a digital inequality or division based on socio-economic status. The digital divide can be discussed in particular in regards to the current home schooling situation, because here it is postulated that children from socio-economically disadvantaged families also lack digital media skills in addition to digital devices and adequate internet access, which in turn leads to a widening educational gap and therefore socio-economic disadvantage. Another aspect of this work highlights the access of social work on digital media. The orientation towards the living environment and social space as well as media ethics and children's rights in digital media are described. Following on from this, the social work curriculum is examined and areas of activity relevant to the topic are discussed. Finally, the research question arises: “What effects does the socio-economic status have on the digital media literacy of school-age children and adolescents?” This should be answered through the systematic method of an integrative review. For this purpose, the results of 10 relevant studies, which could be identified in the course of the methodical procedure, are presented. In the majority of the studies considered, significant effects due to the socio-economic status on the digital media literacy of children and adolescents were discovered. It was found that digital media literacy was less pronounced with lower socio-economic status. In this regard, it can be postulated that socio-economic disadvantages go hand in hand with a disadvantages in acquiring digital media skills. Mit dem Schlagwort der „digitalen Kluft" (digital divide) wurden in den vergangenen Jahren soziale, politische und wirtschaftliche Effekte bezeichnet, die sich aus der Entkopplung oder nur partiellen Anbindung ganzer Regionen und Bevölkerungsgruppen an das Internet ergeben. Kritisch daran anknüpfend untersucht der Aufsatz, wie neue Formen der digitalen Arbeit in afrikanischen Kontexten diese Entkopplungen und darüber emergierende Ungleichheiten befördern und auch teilweise beschleunigen. Um dies ethnographisch untersuchen können, wird das Tätigkeitsfeld von Samasource beschrieben, einer Organisation, die sich über die Vermittlung digitaler Mikroarbeit an gering qualifizierte Bevölkerungsteile finanziert. Der Begriff Datenanreicherungspraktik bezeichnet im Fortgang sowohl die globale Verwertung kommerzialisierter Rohdaten für maschinelles Lernen, als auch auf eine spezifische Art der lokalen Breitband-Internetnutzung. Der Aufsatz zielt darauf ab, herauszufinden, wie sich diese Form neo-tayloristischer, nicht-innovativer Arbeit auf globale und lokale Diskurse zu Lohnarbeit und digitaler Bildung bezieht. In recent years, the term "digital divide" has been used to describe the social, political and economic effects that are felt when entire regions and populations are either only partially connected or completely decoupled from the internet. The paper examines how new forms of digital work in African contexts promote, and in some cases accelerate, this disconnect and the resulting inequalities. To examine this ethnographically, the paper focuses on Samasource, an organization that is financed through the mediation of digital microwork to low-skilled sectors of the population. From here the term ‘data enrichment practices‘ will be used to refer both to the global circulation of commercialized "raw data" for machine learning, and to a specific type of local broadband internet use. The paper aims to find out how this form of neo-Tayloristic, non-innovative work plays into global and local discourses on labour and digital education.

Diese Arbeit befasst sich einerseits mit der bestehenden E-Government-Situation und andererseits mit den Zielen, den resultierenden Potentialen, Risiken und Herausforderungen der aktuellen bzw. zukünftigen E-Government-Projekte in Österreich. Bereits seit über 30 Jahren gibt es Bestrebungen, interne und externe Prozesse der öffentlichen Verwaltung durch aktuelle Informations- und Kommunikationstechnologien zu digitalisieren, damit Verwaltungsverfahren effektiver und effizienter ablaufen. Diese Vorhaben werden im Regelfall mit E-Government verbunden. Anfangs standen hauptsächlich die Rationalisierung und Optimierung der internen Geschäftsprozesse als Ziel im Vordergrund. Doch im Laufe der Zeit wandelte sich der Fokus Richtung Bürgerinnen und Bürger. Aktuelle und zukünftige E-Government-Entwicklungen konzentrieren sich, basierend auf gesetzlichen Vorgaben, darauf, einerseits die angebotenen Services mittels One-Stop-Shops zu bündeln und anderseits Geschäftsprozesse bzw. Verwaltungsabläufe zu automatisieren und No-Stop-Shops anzubieten. Außerdem werden potentielle Risiken, wie die gesetzlichen Bestimmungen des Datenschutzes, aber auch die Sicherheit der Systeme, innerhalb der Entwicklungen miteinbezogen. Durch die Befragung, welche im Rahmen dieser Arbeit durchgeführt wurde, konnte festgestellt werden, dass die aktuellen Ziele der öffentlichen Verwaltung, wie Benutzerfreundlichkeit und Sicherheit, positiv bewertet wurden. Die Mehrheit der Befragten sind mit der Usability der E-Government-Lösungen zufrieden und nehmen die Sicherheitsmaßnahmen bezüglich Bürgerkarte / Handy-Signatur und Datensicherheit subjektiv positiv wahr. Somit ist ein sukzessiver Fortschritt hinsichtlich E-Government-Weiterentwicklungen erkennbar. Die betrieblichen Erfordernisse der öffentlichen Verwaltung und die Bedürfnisse der Bürgerinnen und Bürger fließen mit ein. Die positive Entwicklung ist auch im europäischen Vergleich ersichtlich, da Österreich in den meisten Auswertungen eine hohe Platzierung erreicht. This thesis deals on the one hand with the existing e-government situation and on the other hand with the goals, risks, challenges and potential of current and future e-government projects in Austria. For more than 30 years, efforts have been underway to digitize internal and external processes of public administration using current information and communication technologies in order to make administrative procedures more effective and efficient. As a rule, these projects are associated with e-government. Initially, the main goal was to rationalize and optimize internal business processes. But over time, the focus changed towards citizens. Current and future e-government developments, based on legal requirements, concentrate on the one hand on bundling the services offered by means of one-stop stores and on the other hand on automating business processes or administrative procedures and offering no-stop stores. In addition, potential risks, such as the legal provisions of data protection, but also the security of the systems, are included within the developments. The survey, which was conducted in the context of this work, showed that the current goals of public administration, such as user-friendliness and security, were positively evaluated. The majority of the respondents are satisfied with the usability of the e-government solutions and perceive the security measures regarding citizen card/mobile phone signature and data security subjectively positive. Thus, a gradual progress with regard to further developments in e-government can be seen. The operational requirements of the public administration and the needs of the citizens are being taken into account.
