With his narrative, Mark engages in crisis management. He experiences his present as a dark, gloomy and salvation-threatening time. One element in his crisis management is the use of literary-theological ambiguities. The observations at hand illustrate the strategic use of ambiguities with the example of the programmatic statement of the basileia in Mark 1:15. The central thesis is that Mark tames the ambiguity of the ἤγγικɛν-statement in 1.15 only through the ἤγγικɛν-statement in 14.42 and thus generates interpretive sovereignty in the midst of crises. This gain of sovereignty marginalises neither the experience of crisis on the eve of Jesus' death nor the experience of crisis in the 70s, but it is a small step towards building some solid ground in all the remaining vagueness and uncertainty. Background: Critical infrastructure (CRITIS) in hospitals has become the focus of resilience research due to the impact of the COVID-19 pandemic and also the events in Ukraine. This foundational research examines overall contexts, categorizing and quantifying them. Previous research examined limited scale damage situations with little CRITIS involvement: Worst case studies are missing. The vulnerabilities of the CRITIS of one or more countries will likewise be a prime target for attack in current and future conflicts or criminal extortion, this is especially true in the healthcare sector. Therefore, detailed research with a black swan scenario is necessary in this field. Objective: The aim of the study was to create and validate a categorized and weighted model for the self-assessment of the resilience of critical infrastructure in German hospitals at different levels of care before the exemplary scenario of a prolonged supraregional power blackout. Material and methods: Using an explorative design, experts from 8 hospitals of different care levels performed an expert-based qualitative system analysis to develop, weight and test the model. The resilience index was then calculated using adapted interdependence analyses in a Vester influence matrix. Results: A total of 7 categories and 24 subcategories of hospital CRITIS were identified. There are several key elements: rank 1 of active elements is the emergency power system (E1), and for passive elements, it is the nursing staff (P2). This means that the emergency power system has the greatest impact on all other areas and the nursing staff are most dependent on all others for their work. The most critical elements, because they are most intertwined in the overall system, are the situation center/command staff (Z1) and technical staff (P3), on which the entire system depends. From the weighted individual elements of CRITIS, an overall resilience for a hospital can be calculated (resilience index). The developed model can be used by hospital crisis experts as part of a self-assessment to provide a basis for risk management, financial planning, technical planning, personnel planning or crisis and disaster management. Conclusion: The categorization and quantification of critical infrastructure (CRITIS) in hospitals with the aim of resilience documentation and optimization is possible. The model that has been developed allows rapid adaptation to changing initial situations and increases in resilience that can be realized in the short and medium term. Emergency and crisis preparedness is a dynamic process, which has been combined here with the further development of critical infrastructure. Consequently, there can be no final state to be achieved but only a certain best possible framework within which the hospital as a business enterprise can operate. The classification of the categories in the model must also be constantly further developed and adapted to the current status. Once the explorative and qualitative basic research has been completed, it is necessary in a further step to subject the model, which has been validated by experts, to a broader review. The Russian war of aggression against Ukraine poses an enormous challenge also for the crisis-tested European Union (EU). The analysis of the impact on its institutional structures shows that so far there has been no radical transformation of the EU, but that its institutions have expanded on flexible mechanisms developed in previous crises. Intergovernmental-executive dominance continued, with the European Council and the European Commission at the centre of decision-making, while the European Parliament remained largely at the margins. In the long term, the promise of EU membership for Ukraine and the revival of accession processes with the countries of the Western Balkan open up the prospect of a broader transformation; in the short term, immediate constitutional debates were avoided even after the Conference on the Future of Europe. The structures of the EU have proven flexible in crisis management, yet long-term reforms are necessary to ensure the democratic legitimacy and capacity to act of a potentially enlarged EU. In diesem Beitrag wird der krisenspezifische Einfluss der Covid-19-Pandemie auf wohlfahrtsstaatliche Solidarität während der ersten Infektionswelle und des ersten Lockdowns von März bis Mai 2020 untersucht. Wir verknüpfen dabei ein wohlfahrtsstaatssoziologisches Verständnis von Solidarität mit katastrophensoziologischen Überlegungen zu krisenspezifischer Solidarität und einer differenzierungstheoretischen Sichtweise auf Institutionenwandel. Mittels einer strukturierenden Inhaltsanalyse der Bundestagsplenarprotokolle wird ein innerparlamentarischer Solidarisierungsdruck nachgezeichnet, der zu einer krisenspezifischen Vergemeinschaftung führt. Durch die qualitative Analyse der Parlamentsdebatten verdeutlichen wir zudem die temporäre Begrenzung dieses Zusammenhangs, der nach erfolgreicher Rekonstitution einer gemeinsamen normativen Basis der Parlamentsmitglieder die Wiederaufnahme von parteipolitischen Solidaritätskonflikten erst ermöglichte. Auf einer weiteren Ebene arbeiten wir die Stabilisierungsfunktion von wohlfahrtsstaatlicher Solidarität als abstrakter normativer Leitidee heraus, die auch in konflikthaften Aushandlungen von sozialpolitischen Maßnahmen ihre Wirkung entfaltet. This paper examines the crisis-specific impact of the Covid 19 pandemic on welfare state solidarity during the first wave of infection and the first lockdown from March to May 2020. We combine a sociological understanding of solidarity in the context of the welfare state with sociological reflections on crisis-specific solidarity and a differentiation-theoretical perspective on institutional change. By means of a structuring content analysis of the Bundestagsplenarprotokolle, an intra-parliamentary solidarity pressure is traced that leads to crisis-specific Vergemeinschaftung. Through the qualitative analysis of the parliamentary debates, we also clarify the temporary limitation of this connection, which made the resumption of party-political solidarity conflicts possible in the first place after the successful reconstitution of a common normative basis of the members of parliament. On a further level, we elaborate the stabilizing function of welfare state solidarity as an abstract normative guiding idea (Leitidee), which also exerts its effect in conflictual negotiations of social policy measures. Cílem předloženého textu je popsat základní postup a výstupy výzkumu na téma zvládání zátěžových situací v pomáhajících profesích. Konkrétně se výzkum zaměřuje na pracovníky pobytové sociální služby pro seniory a jejich definování zátěže v souvislosti s protiepidemickými opatřeními ve vztahu k nemoci covid-19. Zkušenosti se zvládáním situace nadlimitní zátěže byly zjišťovány kvalitativním výzkumem ve spolupráci s vybraným poskytovatelem služeb v Liberci. Výstupy individuálních otevřených rozhovorů a focus groups byly podrobeny kódování, následně formulovány do podoby zakotvené teorie. Zakotvená teorie bude sloužit jako základ metodiky, která bude dále podrobena evaluačnímu výzkumu. Všechny dosud zmíněné kroky jsou podpořeny projektem „Inovace krizového řízení pobytových sociálních služeb pro seniory“.

The authors Christian Joerges and Armin von Bogdandy have each published a book in which they summarize their long-standing work on the subject. Both authors come to different answers to the question of the telos of European integration. Armin von Bogdandy argues that through legal integration in the EU, a democratic European society has emerged. Christian Joerges, on the other hand, describes the problematic consequences of crisis management in European integration and criticizes the precarious legitimacy of the integration project. The contemporary history of tourism has been shaken by different types of crises as natural disasters, economic crises, terrorist attacks and pandemics, resulting in economic, political and social implications that impact the tourist destination, the volume and direction of tourist flows. In early 2020, COVID-19 took the world by surprise, causing a worldwide pandemic in just a few months. The dimension of this outbreak coupled to the mobility that characterizes tourism in the Anthropocene, now raises a need for reflection on the arising and control of future pandemics. Several models of crisis management in tourism are presented in the scientific literature, however, all of generalist nature. It is urgent to examine and refine the existing crisis management models, since the models already developed have little specificity in the theme of pandemic crisis management in tourism. La historia contemporánea del turismo ha sido sacudida por diferentes tipos de crisis, como los desastres naturales, las crisis económicas, los ataques terroristas y las pandemias, lo que resulta en implicaciones económicas, políticas y sociales que afectan al destino turístico, al volumen y a la dirección de los flujos turísticos. A principios de 2020, la COVID-19 tomó al mundo por sorpresa, causando una pandemia mundial en solo unos meses. La dimensión de este brote, unido a la movilidad que caracteriza al turismo en el Antropoceno, plantea ahora la necesidad de reflexionar sobre la aparición y el control de futuras pandemias. Varios modelos de gestión de crisis en el turismo se presentan en la literatura científica, sin embargo, todos de carácter generalista. Es urgente analizar y depurar los modelos de gestión de crisis existentes, ya que los modelos ya desarrollados tienen poca especificidad en el tema de la gestión de crisis pandémicas en el turismo.

Wie kommt man wieder – und zwar gestärkt – aus der Krise heraus? In Zeiten, die durch ein Maximum an Unsicherheit geprägt sind, verlieren bisher bewährte Bewältigungsstrategien weitgehend ihre Wirkung. Vorgehensweisen und Tools aus der systemischen Beratung bieten hier eine wertvolle Hilfestellung, um Frustration zu überwinden, die Resilienz zu stärken und alternative wie bisher'undenkbare'Lösungsoptionen zu entwickeln. Aber gerade deshalb ist es in der Arbeit als Berater, Trainer oder Coach hilfreich und notwendig, ein möglichst flexibel einsetzbares Set an Vorgehensweisen und Interventionen präsent zu haben, die in stark belastenden Krisensituationen zunächst einmal Orientierung geben und Handlungsmöglichkeiten aufzeigen.
