Abstract

During the last 5-10 years, a number of countries have introduced methods and systems for identifying, validating, and recognizing prior and nonformal learning that can be viewed as tools for improving the transparency and transfer of skills. In most cases, they have been operational for a comparatively short time, which makes it difficult to decide whether expectations regarding them are justified. Some of the most important initiatives and innovations connected with the identification and validation of prior and nonformal learning include examples from Australia, Finland, France, Germany, Ireland, Japan, and United Kingdom. The French, Australian, Irish, and British methodologies are based on related principles, introducing different versions of portfolios, dossiers, or passports. Finland, Germany, and Japan have been reluctant to introduce the portfolio method. In spite of similarities in design, countries tend to apply the methodologies in different ways. This difference may be seen as a difference between centralized and decentralized systems. Initiatives and ideas on a European level are the Individual Portfolio Project and the Personal Skills Card and the European Skills Accreditations system. Some basic questions related to the legitimacy of the new methods and systems deal with the institutional basis, flexibility versus fragmentation, transparency and visibility, and transfer. Abstract

5. Social and historical factors contributing to language shift among German heritage-language migrants in Australia: An overview.

Abstract

Australia is a multicultural society in which over 300 different indigenous and migrant languages are spoken. While its cultural diversity is often celebrated, Australia's linguistic diversity is still at risk due to the inherent monolingual mindset (cf. Clyne 2005) of its population. In this paper, we use a cross-disciplinary approach, drawing on both historical and sociolinguistic sources, to investigate some of the major causes of language shift among first- and subsequent generations of post-war German-speaking migrants in Australia. While historical and societal changes have provided greater opportunities for German to be maintained as a heritage language in Australia, these developments may have come too late or have not been effective in the face of English as the dominant language in Australia and as a global language. Our investigation indicates that Australians with German as a heritage language, like many other migrant groups, are still at a high risk of shift to English, despite recent opportunities for language maintenance provided by modern society. Abstract

This selection of the papers presented at a conference includes 6 introductory papers, 32 papers dealing with innovations and experiences in the authors' own countries, and reports from 6 working groups. These working groups addressed the six key topic areas of the conference: (1) relationships between new technologies and labor relations and their impact on the labor market, education, and schooling; (2) new technologies in the learning process; (3) technology's impact on relationships between general education and education for careers; (4) technological demands upon recurrent education, adult education, and non-formal education; (5) technological developments and their impact on education in the Third World; and (6) the impact of technological developments on both initial and inservice teacher education and training. The majority of the papers are in English, although six are in French and one is in German. (RP)
