By examining how uncertainty around laws and their enforcement affects relationships and compliance with legal norms, the study sheds light on the subtle interaction between information gaps and behavioral responses. The author studies how risk perception, trust in regulatory authorities and clarity of legal regulations contribute to the formation of people's attitudes towards compliance with environmental legislation. Understanding these dynamics can inform policy makers and regulators about strategies to increase clarity, transparency and communication in environmental law enforcement. By explaining the role of information uncertainty in shaping attitudes towards legal behavior, this article helps to develop more effective strategies to promote compliance with environmental requirements and environmental sustainability.

The article discusses the analysis of the state of control of the processes of biogas production from animal waste by methane digestion. The article discusses the problems of synthesis of automated control systems of biotechnological processes under conditions of information uncertainty. The analysis of the current state of control of fermentation stage processes shows that insufficient attention is paid to the problem of synthesis of second-tier banks under conditions of information uncertainty. Construction of mathematical modeling of biosynthetic processes is a kinetic model, where experimental and analytical methods are used due to the difficulty of identifying patterns in microbiological processes. The article discusses the application of methods and algorithms for intellectualization of problem solving in ACS for the synthesis of complex biotechnological objects in conditions of lack of information, that they should be attributed to priority tasks. Digital platforms are acquiring the status of a new trend in the process of innovative infrastructure automation for business structures of the agro-industrial complex (hereinafter referred to as AIC). Innovative changes lead to an increase in the entropy of the system and a decrease in its stability. The purpose of the work is to develop methodological aspects of the innovative abilities of entrepreneurial structures in the agro-industrial complex in the context of economic security by removing information uncertainty. In the course of the study, the methods of systemic and comparative analysis, entropy analysis, network theory and innovations were used. Based on the study of the development trend “digital agriculture” and the information security of agro-industrial complex business structures as the main component of economic security, it has been established that there is a growing information uncertainty. The result of the study is a developed flowchart for the development of innovative processes and changes in entropy associated with the integration of resources into the system of innovative infrastructure of business structures of the agro-industrial complex.

The question of the influence of the price set by the producer on the sales volumes in a logistics system with a linear structure is considered. The impact of price on sales volumes is considered from the perspective of removing the information uncertainty that occurs when analysing the balance between supply and demand of a probabilistic nature. The impact factor analysis is based on the total cost pricing method, which includes production costs and profits. The latter is determined on the basis of a markup factor calculation. Besides, the offered price, including the mark-up, is considered a constant over the allotted time interval, and its value must be in the seller's and buyer's area of interest. This approach has advantages over traditional pricing methods and is consistent with the Erow-Debre stabilityoriented pricing model. A description of the process of changing the markup rate within outlined limits, in which it varies according to the proposed sales volume, is presented. The price and sales volume limits are justified based on the possibility of using a «cognitive» approach. The demand functions for products and rate prices in the area of their possible «overlapping» when buying/selling in micro-markets are considered.

Researched and developed mechanisms for optimizing the identification of random time series based on mechanisms for searching for unknown knowledge, hidden properties, patterns, relationships, features of non-stationary objects under the condition of limited a priori information, uncertainty, non-stationary processes. A generalized model for optimizing the identification of RTS based on the use of neural networks, neuro-fuzzy networks of dynamic models, as well as fuzzy logic algorithms is implemented. Instruments for data reliability control are obtained based on statistical, dynamic, intelligent approaches suitable for the conditions of transmission of incomplete, heterogeneous, partially given information with large parametric uncertainty. The principles and methods of data reliability control in a fuzzy environment are developed based on the generalization and use of the properties of neural networks, fuzzy logic and statistical modeling methods. Algorithms for searching for correlations, trends, interrelations and regularities in data, forming training, control and test sets for solving problems of recognition, classifying images of micro-objects and predicting power supply indicators are synthesized. The results of the research are implemented in the form of a software package for identifying non-stationary objects, which ensures the adaptability of model variables, high data processing performance and accuracy of results.

The practice of reforming macrosystems and attempts to transition from resource and industrial to digital economy showed that the lack of an institutional component increases information uncertainty, prevents the development of various forms of cooperation, increases the degree of risk in the implementation of exchange and contracting, causing an increase in economic, social and transactional costs, as well as higher prices for goods and services. The formation of institutional mechanisms of innovative development of the Russian Federation requires the development of appropriate scientific-methodological, regulatory and legal and information-analytical framework for effective regulation of the formation processes of high-tech economy, which is a pressing problem for our country. The paper identifies institutional factors, as well as areas to enhance and improve the effectiveness of innovation activities; established economic risks in an imperfect institutional environment; identified institutional components of the integration mechanism to ensure innovative economic development; proposed a methodological approach to assessing the quality of the institutional environment, as well as a diagnostic mechanism of its state.

The article summarizes the experience of risk neutralization arising due to the power generation from the alternative sources solar, wind, hydraulic power engineering on the basis of ebbs and flows, the use of biomass power plants, etc. At the same time, the tool for blitz diagnostics of risks of the alternative power engineering is proposed in order to substantiate the economic feasibility of investments. The results of the risk assessment application of alternative power engineering reduce the level of information uncertainty relating to the transition to new energy sources or diversification of energy supply.

The proposed method of complex increase of trajectory safety, productivity and energy efficiency of motor transport operations taking into account the laws of vehicle algorithmic control in difficult traffic conditions. Proceeding from the provisions of the theory of energy efficiency of a generalized type car and the laws of its adaptively-discrete energy of motion, the processes of functioning of the transport-ergatic systems “Driver-Vehicle” (TESDV) and control of the car using adaptive driving procedures (productive, safe, energy-efficient) in the conditions of information uncertainty of locally trajectory situations (LTS). In this work presents logic-procedural and mathematical models for the analysis of risk-regulatory algorithms for control of vehicle, taking into account the functioning of TESDV and quantitative assessment of operator-interface complexity of road sections. The basis of the method of estimating the information complexity of the operator-road interface in relation to any element of the road is the mathematical model of the entropy of the object (as a measure of disorder), which is used in technical cybernetics. For each section of the road, the total indicator of information complexity is determined, which takes into account three levels of uncertainty: low, medium and high. At medium and high levels of complexity of the road section, TESDV implements a risk-regulating automobile control algorithm. Proceeding from the essence of the regulatory labor procedures of driving, as well as their role in the formation of the modes of the TESDV, proposed results of operational simulation of algorithms regulation of locally-trajectory driving risks (LTR): counterproductive, sensory-tempo, incidental and anergic.

The role of information uncertainty in the structure of a technical system is defined. The application possibility of the R. Hartley’s and C.E. Shannon’s approaches in determination of entropy and negentropy of structural content of the system are selected and justified. The connection between entropy and negentropy in the case of system states changes is justified. The determination example of the quantitative values of information that characterizes connection association between entropy and negentropy is done.

This article reports results of comparing the accuracy of the software package “INSOLAR.GSHP.12”, modeling non-steady thermal behavior of geothermal heat pump heating systems (GHCS) and of the similar model “conventional” using finite difference methods for solving spatial non-steady problems of heat conductivity. The software package is based on the method of formulating mathematical models of thermal behavior of ground low-grade heat collection systems developed by INSOLAR group of companies. Equations of mathematical model of spatial non-steady thermal behavior of ground mass of low-grade heat collection system obtained by the developed method have been solved analytically that significantly reduced computing time spent by the software complex “INSOLAR.GSHP.12” for calculations. The method allows to turn aside difficulties associated with information uncertainty of mathematical models of the ground thermal behavior and approximation of external factors affecting the ground. Use of experimentally obtained information about the ground natural thermal behavior in the software package allows to partially take into account the whole complex of factors (such as availability of groundwater, their velocity and thermal behavior, structure and arrangement of ground layers, the Earth’s thermal background, precipitation, phase transformations of moisture in the pore space, and more), significantly influencing the formation of thermal behavior of the ground mass of a low-grade geothermal heat collection system. Numerical experiments presented in the article confirmed the high convergence of the results obtained through the software package “INSOLAR.GSHP.12” with solutions obtained by conventional finite-difference methods.
