This paper focuses on the smart governance of urban data. Recently, the idea of an intelligent city has gained increased attention among technologists, urban scientists, stakeholders, companies and policy makers in the last decades. The new paradigm of the cities in the 21st century and what it entails is seen by everyone, including the authors of this article, as a viable response to the unprecedented rate of urbanization most nations are experiencing. Advanced smart cities are beginning to go beyond infrastructure and to use big data. The whole idea behind smart cities is to harness intelligent technologies and data-driven contextual governance models to mitigate and prevent the challenges that arise when an estimated 2 billion people move to urban areas. This is why collecting and analysing urban data becomes a key priority in this field. The development of Big Data analysis using the Artificial Intelligence (AI) becomes the domain of urban governments and stakeholders. This research contemplates over these issues and provides many examples from around smart cities around the world that can be used as reference points or inspiration for the policy-makers engaged in the smart city governance and urban planning.

The present research aims to explore the bioelectric activity of muscles using a high-resolution electromyograph and to analyze the prospects of the electromyograph to develop bioelectric patterns for the prosthesis control method based on the data recognition system. The activity of the healthy forearm muscles was investigated during the cyclic activity of fingers in different modes. In addition, the impact of filters on the quality and informativity of myoelectric signals, as well as on the development of bioelectric activity patterns was analyzed. The virtually developed bandpass filters were utilized as experimental filters. The filter impact analysis included the comparison of the signal recorded in the frequency band from 0 to 10000 Hz with the signal filtered in the frequency band from 20 to 500 Hz. The research revealed the advantages of a high-resolution electromyogram for the pattern recognition-based myocontrol.

Normally, breakage is the main cause of failure of a micro drilling system, of which coupling effect of lateral and torsional displacements plays the most important role. This research developed a modified transfer matrix method to investigate the dynamics of a micro drilling system focusing on displacements induced by not only lateral, shear, torsional deformations, but also the coupling effect between lateral and torsional vibrations. The micro drilling system is modeled as pre-twisted rotating Timoshenko beam elements with a continuous-system concept. Each element includes components of linear bearings, axial drilling force, gyroscopic moments, and eccentricity. The overall transfer matrix of the system is developed to determine the state vector of the system including displacements and forces. Finally, a numerical example was presented, where the lateral and torsional displacements and critical speed of the micro drilling system at the micro drill’s tip were presented.
