Fuhuş, insan onuru ve eşitliğini ihlal eden, kişinin bedenini ticaret malı haline getirerek ona fiziki ve ruhi açıdan zarar veren, nesilleri kalıtsal ve ölümcül bazı hastalıklara maruz bırakabilen, aile birliği ve toplumsal düzeni olumsuz etkileyen büyük bir sorundur. Neden ve sonuçlarıyla, hukukun yanında pek çok bilim dalının inceleme konusunu oluşturan fuhuş olgusu; tarih boyunca farklı zaman ve coğrafyalarda farklı değerlendirmelere konu olmuş bir eylemdir. Günümüzde de devletlerin fuhşa dair düzenlemeleri farklılıklar içermektedir. Öncelikle İsveç’te akabinde pek çok ülkede kabul edilmiş, İskandinav veya İsveç modeli olarak anılan yaklaşım, fuhuş ve fuhuş amaçlı insan ticaretiyle mücadele kapsamında diğer ülke düzenlemelerinden ayrışan bir bakış açısı sunmaktadır. Modelin çıkış noktası, fuhşa aracılığın yanında, fuhuşta müşteri olmanın da suç olarak benimsenmesidir. Modeli benimseyen bazı ülkelerde fuhuş yapan kimseler de belirli koşullarla cezalandırılmaktadır. İskandinav modelinin ve uygulandığı farklı ülkelerdeki düzenlemelerin incelendiği bu çalışmada, konuya dair ülkemiz mevzuatı, öğreti görüşleri ve yargı kararlarına da yer verilmiştir. Ülkemizde fuhşa aracılığın ve fuhşun reklamının suç olarak düzenlendiği, ancak fuhuş yapanlar veya müşterilerinin cezalandırılması yönünde tercihte bulunulmadığı anlaşılmaktadır.

The present paper aims to explore the topic of the vocation of a courtesan in the 19th-century France, by analyzing memoirs of tree demi-mondaines of the time: Céleste Mogador, Cora Pearl and Rigolboche. Does such a vocation exist? If yes, how can we define this notion? The first part tries to show that prostitution isn't chosen by women because of the their inclination to debauchery, but is the result of the failed education and parental abandonment. The second part focuses on the importance of independence in the courtesan's life, as a part of their vocation, and the manner to gain it. [ABSTRACT FROM AUTHOR]

The fight against human trafficking is one of the key pillars of the Emergency Trust Fund for Africa (ETF) decided following the 2015 Valletta Summit. Tunisia and Ivory Coast have been two recipient states of multiple funds from the ETF. While these two countries have different migration profiles, they are both considered "problematic" from a migration perspective. In addition to the high proportion of Ivorian and Tunisian nationals in the so-called irregular arrivals on European coasts, there has been a continuous increase in the number of Ivorian nationals arriving in Tunisia since 2011. Based on a 16-month ethnographic survey conducted between Tunisia and Ivory Coast, this article aims to analyse the modalities of implementation of the fight against human trafficking in the associative and humanitarian spaces of the two countries by questioning more particularly the forms of mediation and appropriation of these programmes at the local scale. After having restituted the institutional productions of the two countries in the area of human trafficking, it is shown how these programs have been produced and mediated in the two different national contexts. In Tunisia, the fight against trafficking has been translated around the narrative of the democratic transition, while in Ivory Coast, it has been built around child labour. Secondly, we examine the ways in which these programmes are implemented at the local scale, both at the scale of non-governmental organisations and at the scale of community associations. Between diversions for protection purposes and reuses in the fight against immigration, we will examine the diversity of uses of these programmes by associative and humanitarian actors. More generally, this article, while demonstrating the way in which the fight against trafficking has become a new tool of migration control, also contributes to the more general debates surrounding the logics of externalisation and internalisation of the international migration government in Africa.

This article aims to reflect on the effects of forced mobility linked to the trafficking of Nigerian women and on the responses given to them by current European policies. I refer specifically to the European system of international protection and asylum and to the role of national anti-trafficking projects, which configure trajectories which, as in the case studied, reproduce experiences of limitation over time, since they are added to the indebtedness of women themselves with the networks of trafficking. The dimension of time becomes crucial to grasp not only the control mechanisms of migrant subjectivities but above all to reveal how the people themselves react, in terms of possibilities and agency, starting from the social and cultural horizon of reference. In the contexts of European borders, such as that of the Brenner - between Italy and Austria - the expression of security and containment policies produces the phenomenon of secondary movements that place migrants in front of new complications to access the social space and recognition. For the woman protagonist of this ethnography, these obstacles are intertwined with the pressures of the trafficking networks, with the result of a multiplication of the negative effects on her life, which I intend to analyze specifically in this work.

Social media is a powerful platform for disseminating information about human trafficking regardless of regional boundaries. So it is necessary to see the role of social media in increasing public knowledge through education provided by social media platforms, one of which is how social media OURrescue to eradicate acts of human trafficking. This research will aim to see how Twitter social media in Operation Underground Railroads (Ours) increases public knowledge about the issue of human trafficking by concentrating on three main issues: Social media content, OURrescue social media account activity, and The influence of narratives in providing education related to human trafficking to the public through social media. The qualitative method is the method taken in this study which uses a data analysis approach, namely Qualitative Data Analysis Software (Q-DAS), explicitly using the Nvivo 12Plus application through qualitative descriptive. The results of this study have three main points: First, in the content dichotomy, the @OURrescue account has participated in combating human trafficking. Second, the @OURrescue account in disseminating information and education to the public still needs to be more consistent than in 2016, which was very active in social media. Third, the @OURrescue account shows the dissemination of narratives related to the fight against human trafficking and plays a role in establishing relationships with actors who often raise issues of human trafficking. Focusing on research on human rights which is analysed through Twitter social media, shows a novelty from this research.

The mass media is a powerful and important instrument in the process of combating such a serious problem of the 21st century, as human trafficking. Covering this topic demands from representatives of journalism profession on having special experience and approaches, because it is connected with the process of difficult conversation with victims and accomplices of trafficking. It is on the one hand, but on the other hand – it is relative with intercourse with the representatives of law enforcement and power structures. Additionally, there is a row of characteristics and specifies of work with the sources of information, about which every journalist must be aware who is specializing on this topic, that was considered here. The article demonstrates the content analysis of these factors at the example of the materials of such newspapers and magazines of Russia as “Ogonyok” (“Light”), “Argumenti i fakti” (“Arguments and facts”), “Mir novostey” (“World of news”), “Migraciya XXI vek” (“Migration XXI century”) for 2009-2017 which were selected by the author.

Quotidiennement, les médias font état d'informations sur des réseaux de prostitution et de pornographie exploitant des enfants. Le phénomène est international. Des millions d'enfants sont violentés sexuellement à travers le monde dans le dessein, entre autres, de rentabiliser commercialement cet assujettissement sexuel. Malgré plusieurs campagnes internationales, le tourisme pédocriminel ne cesse de croître. La traite des enfants prend de l'ampleur. On constate également un rajeunissement des personnes prostituées. Dans les pays du centre du capitalisme mondial, l'âge moyen du recrutement dans la prostitution tourne autour de 14 ans; dans les pays dominés, cet âge est encore plus bas. Les industries mondialisées du sexe dévorent les enfants de toutes les façons possibles. Le portrait ici dressé de la croissance des industries du sexe en lien avec la mondialisation néolibérale est dévastateur. Cette enquête examine la situation dans les pays capitalistes développées et analyse l'expansion sans précédent de la prostitution infantile et ses modalités de développement dans différentes régions du monde. Elle estime également les revenus de la prostitution et de la traite à l'échelle mondiale, ce que les données précédemment diffusées sous-évaluaient gravement. Enfin, pour la première fois, est publiée une appréciation de l'ampleur de cette industrie au Canada. A la lumière de cette recherche fouillée, une réorientation des débats sur la légalisation ou non de la prostitution s'avère plus que nécessaire.

11. Opaque Transparency: Why California’s Supply Chain Transparency Act is Unenforceable

Traffickers are dynamic, fluid operators; reacting well to consumer demand, under-regulated economic sectors, and easily adapting to exploit weaknesses in prevailing laws. Corporate globalization of storefronts and extensive manufacturing supply chains have contributed to human trafficking becoming the fastest growing criminal enterprise in the world. California’s legislative and social experiments are often models other governments look to for guidance. California is the first government to require businesses to disclose their anti-trafficking supply chain policies to their consumers. Under the California Transparency in Supply Chains Act of 2010 (CATSCA), large retailer sellers must conspicuously disclose on their web site their policies, if any, to detect and fight slave labor within their supply chain. This article explores the requirements of the CATSCA and will examine the legal effectiveness of the California transparency framework. Los traficantes son agentes dinámicos, de gran fluidez: reaccionan bien a la demanda de los consumidores y a los sectores económicos sin regular, y se adaptan fácilmente para explotar las debilidades de las leyes vigentes. La globalización corporativa de los comercios y de las grandes cadenas de suministro ha contribuido a que el tráfico de personas se haya convertido en el negocio criminal de crecimiento más rápido en el mundo. El gobierno de California ha sido el primero en exigir que los negocios revelen a sus clientes su política anti-tráfico. This contribution to the special issue is a contextual interview providing an insight into the work of a senior support worker of victims of trafficking in Wales; victims who often apply for asylum at the same time as trying to recover from extreme exploitation and vulnerabilities. Some of the relevant legal provisions in England and Wales will be outlined, particularly in relation to the Modern Slavery Act 2015, to provide the reader with some key constraints both the victim and worker must adhere to stay within the law. The contextual interview also provides a picture of Albanian and Nigerian victims of trafficking and their treatment in the UK as well as a case study presented to politicians, representing a victim’s life before arriving in the UK, demonstrating her extreme vulnerabilities in her home country of Nigeria. Finally, some common threads and conclusions will be drawn out. Este artículo del número especial es una entrevista contextual que proporciona conocimiento sobre el trabajo de una asesora de víctimas de trata en Gales; víctimas que suelen solicitar asilo a la vez que intentan recuperarse de una explotación y de una vulnerabilidad extremas. Information from several recent research projects that focus on some of these same issues is also incorporated into this paper. This contribution represents a synopsis of the discussions held over two days in plenary and groups at the Oñati International Institute for the Sociology of Law. The first group’s discussions centred on detailed recommendations for updating the EU Anti-Trafficking Directive with justifications from the expert groups as to the reasons for the changes, including a case study. The second group’s discussions focussed on a victim-centred approach to tackling human trafficking, outlining some of the key challenges and opportunities that could inform any changes to a new Anti-Trafficking Directive. Esta contribución representa una sinopsis de los debates que tuvieron lugar durante dos días en la reunión plenaria y en los grupos de trabajo del taller Human Trafficking: Challenges and Opportunities for the 21st Century, en Oñati. Los debates del primer grupo giraron en torno a recomendaciones en detalle para actualizar la Directiva Europea contra la Trata de Personas, con justificaciones de los grupos de expertos sobre las razones para las modificaciones, incluyendo un estudio de caso. The Introduction begins with an outline of what human trafficking entails and the international and regional legal regime as it currently stands. It contends that human trafficking occurs across the globe, requiring international, regional and local responses that incorporate different actors, both state and non-state. The ten contributions in the special issue deal with some of the most common forms of human trafficking, including forced labour, sexual exploitation and child trafficking. The Introduction also outlines that there are many forms of human trafficking that are not as well-known but that, nevertheless, also require legal and policy responses. Some country good practice examples are provided. The Introduction also includes legal and policy proposals as agreed upon at both workshops. Esta Introducción comienza con un bosquejo de lo que implica la trata de personas, y el régimen jurídico internacional y regional de estos momentos. Argumenta que el tráfico de personas ocurre en todo el mundo, requiere una respuesta internacional, regional y local que implique a diferentes agentes, tanto estatales como externos al estado. De nos jours, il n'y a pas plus de prise de position favorable à la traite des êtres humains à des fins d'exploitation sexuelle qu'il y a de prise de position publique pour l'esclavage. Il est également très difficile de trouver des partisanes déclarées de l'inégalité… Ce n'est pourtant pas le cas de la prostitution. Certaines personnes sont pour la prostitution. Plus nombreuses sont celles qui considèrent politiquement correct de la tolérer. La plupart présument que, même si elle n'est pas réellement souhaitable, la prostitution est nécessaire, inévitable et sans dommage. Est-ce que la décriminalisation du proxénétisme et la légalisation des maisons closes assureront une plus grande sécurité physique aux personnes prostituées? Contrairement à la Cour suprême du Canada, la juriste de réputation mondiale, Catharine A. Mac- Kinnon, répond négativement à cette question. Elle soutient que « loin de rendre la vie des prostituées plus sûre, la décriminalisation totale de la prostitution peut même la rendre encore plus dangereuse ». Pour cela, elle s'appuie sur les expériences des pays qui ont légalisé la prostitution et le proxénétisme et sur celles des pays, de plus en plus nombreux, qui décriminalisent les personnes prostituées et pénalisent les clients-prostitueurs ; la stigmatisation liée à l'activité Prostitutionnelle se retourne désormais contre ceux qui en profitent : les prostitueurs et les proxénètes.

La lutte contre la traite des personnes est un des piliers essentiels du Fonds Fiduciaire d’Urgence pour l’Afrique (FFUA) décidé à la suite du Sommet de La Valette de 2015. La Tunisie et la Côte d’Ivoire ont été deux États récepteurs de multiples fonds issus du FFU. Si ces deux pays présentent des profils migratoires différents, ils sont tous les deux considérés comme « problématiques » du point de vue migratoire. À la forte proportion de ressortissants ivoiriens et tunisiens dans les arrivées dites irrégulières sur les côtes européennes, s’ajoute l’arrivée, en constante augmentation depuis 2011, de très nombreux ressortissants ivoiriens en Tunisie. Se basant sur une enquête ethnographique de 16 mois menée entre la Tunisie et la Côte d’Ivoire, cet article se propose d’analyser les modalités de mise en œuvre de la lutte contre la traite des personnes dans les espaces associatifs et humanitaires des deux pays en questionnant plus particulièrement les formes de médiation et d’appropriation de ces programmes au niveau local. Après avoir restitué dans un premier temps les productions institutionnelles des deux pays dans le domaine, il est démontré comment les programmes de lutte contre la traite des personnes ont été fabriqués et médiatisés dans les différents contextes nationaux. En Tunisie, la lutte contre la traite a été traduite autour du récit de la transition démocratique quand, en Côte d’Ivoire, elle s’est construite autour du travail des enfants. Nous interrogeons, dans un second temps, les modalités de mise en œuvre de ces programmes au niveau local, à la fois au niveau des organisations non-gouvernementales mais aussi à l’échelle des associations communautaires. Entre détournements à des fins de protection et réutilisations dans la lutte contre l’immigration, nous interrogerons la diversité des usages de ces programmes par les acteurs associatifs et humanitaires. Plus globalement, cet article, tout en démontrant la manière dont la lutte contre la traite s’est imposée en nouvel outil du contrôle migratoire, contribue également aux débats plus généraux entourant les logiques d’externalisation et d’internalisation du gouvernement international des migrations en Afrique. Tunisia and Ivory Coast have been two recipient states of multiple funds from the ETF. While these two countries have different migration profiles, they are both considered "problematic" from a migration perspective. In addition to the high proportion of Ivorian and Tunisian nationals in the so-called irregular arrivals on European coasts, there has been a continuous increase in the number of Ivorian nationals arriving in Tunisia since 2011. Based on a 16-month ethnographic survey conducted between Tunisia and Ivory Coast, this article aims to analyse the modalities of implementation of the fight against human trafficking in the associative and humanitarian spaces of the two countries by questioning more particularly the forms of mediation and appropriation of these programmes at the local scale. After having restituted the institutional productions of the two countries in the area of human trafficking, it is shown how these programs have been produced and mediated in the two different national contexts. In Tunisia, the fight against trafficking has been translated around the narrative of the democratic transition, while in Ivory Coast, it has been built around child labour. Secondly, we examine the ways in which these programmes are implemented at the local scale, both at the scale of non-governmental organisations and at the scale of community associations. Between diversions for protection purposes and reuses in the fight against immigration, we will examine the diversity of uses of these programmes by associative and humanitarian actors. More generally, this article, while demonstrating the way in which the fight against trafficking has become a new tool of migration control, also contributes to the more general debates surrounding the logics of externalisation and internalisation of the international migration government in Africa.

Depuis quelques décennies, on assiste à une marchandisation croissante du corps des femmes. D'un côté, le capitalisme néolibéral a engendré une industrie prostitutionnelle mondialisée : d'un continent à l'autre prospèrent les réseaux de tourisme sexuel et de traite de femmes à des fins de prostitution. L'industrie du sexe est l'un des secteurs les plus lucratifs à l'économie mondiale. De l'autre, la maternité de substitution – des femmes portant des enfants pour autrui -, est désormais une activité économique considérable. En Inde seulement, elle rapporte plus de 400 millions de dollars par année. Aujourd'hui, plusieurs justifient que le corps des femmes soit transformé en une marchandise sexuelle ou maternelle. D'un côté on exige la décriminalisation ou la règlementation de la prostitution au nom du « travail du sexe ». Du plus vieux métier du monde, la prostitution serait devenue le métier le plus moderne, un métier comme les autres, voire une pratique libératrice. De l'autre, de nombreux Etats légalisent la maternité de substitution. Pourtant, on nous assure qu'il n'est question ici que de la promotion des droits des femmes. Une femme qui vend son corps à des fins de prostitution ou qui loue son utérus pour donner naissance à un enfant accomplirait une action rationnelle prouvant son « autonomie » voire sa libération postmoderne des stéréotypes patriarcaux. Elle ne serait en aucune façon une victime, mais bien une personne active sachant quels sont les véritables intérêts. En fait, la prostitution et la maternité de substitution ne seraient que des activités « compensatoires pour du travail féminin non rémunéré ». Incarnation de l'aliénation et de la réification, l'actuelle marchandisation du corps des femmes est saisie par la journaliste suédoise Kajsa Ekman non seulement en tant qu'instrumentalisation des unes au profit des autres, mais également dans la dimension dissociative de soi qui la marque. Ce livre qui s'appuie sur une riche documentation et une enquête menée dans plusieurs pays, est une contribution capitale à la compréhension de la dynamique actuelle des formes renouvelées de l'oppression des femmes et déconstruit les discours les légitimant.

C'est au début de ma vie d'«adulte» que ce piège se referme complètement, faisant de moi une esclave sexuelle… Effacer qui je suis, séduire simplement… -Applaudissez la seeeeeexxxxxxxxxxyyyyyy Saaabbbbrrriiiinnnaaaa, lance le DJ en appuyant sur le bouton play de son amplificateur. -C'est alors que débuta ma chanson, le signal de mon entrée en scène, Shynes, dont le titre, Bad Boys, en disait déjà long sur mon type de fréquentations. Cette chanson me rappelait les raisons pour lesquelles j'acceptais sans pudeur de me dénuder devant ce public hétéroclite. L'afflux d'adrénaline accélérait avec les battements de mon coeur. Et je sortais des coulisses avec un sourire aussi plastique que provocateur. Habillée d'une robe rose flash, parfaite pour les blacklights, je mettais en valeur mon teint basané. Les regards convergeaient rapidement vers la jupette coupée en diagonale qui laissait bien entrevoir ma cuisse, puis mes fesses bombées. Un simple mouvement de déhanchement et les hommes devinaient mon sexe à peine camouflé par un ministring. Ce test me confirmait que j'avais tout ce qu'il fallait pour les allumer. Le décolleté plongeant de ma robe, quant à lui, offrait ma poitrine ronde et, pour la touche finale, je portais de longues bottes noires jusqu'aux cuisses avec des talons de plus de six pouces. J'acceptais de me livrer aux fantasmes de mes spectateurs…

This study will explore the role of female authors in contemporary Scottish crime fiction. Over the past thirty years, women writers have overhauled the traditionally male dominated genre of crime fiction by writing about strong female characters who drive the plot and solve the crimes. Authors including Val McDermid, Denise Mina and Lin Anderson are just a few of the women who have challenged the expectation of gender and genre. By setting their novels in contemporary society they reflect a range of social and political issues through the lens of a female protagonist. By closely examining the female characters, both journalists, in Val McDermid’s Lindsay Gordon series and Denise Mina’s Paddy Meehan series, I wish to explore the issue of gender through these writers’ perspectives.

As ASEAN Chair in 2022, Cambodia navigated through a complex geopolitical environment, with the heightened rivalry between China and the United States, the Russia-Ukraine conflict and the Myanmar crisis. While 2022 saw the return of tourists and foreign investors, and the economic outlook looks promising for 2023, there are signs that Cambodia is still recovering from the various effects of the covid-19 pandemic. For most Cambodians, 2022 was dominated by inflationary pressures driven by higher global fuel and fertilizer prices, and economic hardships due to growing risks posed by climate change. These issues work as more or less visible tension lines, and contribute to increasing social and economic inequalities at different scales. Within this context, the Government strengthened state control and stepped up its means of oppression against its critics. Ahead of the national elections in 2023, the ruling party won the local elections in June and endorsed Prime Minister Hun Sen’s eldest son as the next prime ministerial candidate.

Chaque année, des millions de femmes et de fillettes sont mises sur les marchés du sexe du monde entier. Les inquiétudes grandissantes de la communauté internationale face à l'ampleur de la criminalité internationale et au développement de la traite des femmes et des enfants ainsi que du trafic des migrants ont abouti à l'adoption de plusieurs conventions multilatérales (ONU) et régionales (Europe et Amériques). Du point de vue de la lutte contre l'oppression des femmes et l'exploitation de la prostitution d'autrui, quels sont les forces, les faiblesses, les avancées ou les reculs de ces conventions? C'est l'objet de la première partie du livre, qui bénéficie, entre autres, de la collaboration de Sigma Huda, ancienne Rapporteuse spéciale de l'ONU sur la traite des êtres humains. Dans la deuxième partie, des chercheurs livrent les résultats de leurs enquêtes sur les clients de la prostitution, les gangs de rue et la prostitution des mineures, le tourisme sexuel ainsi que la lutte de la société civile contre la traite des femmes au Cambodge et au Mexique. The problem of human trafficking presents great interest not only at European level, in extra – communitary contexts, but also at international level. Through the Commission, the European Union is actively involved in all kinds of actions organized by the UNO, OSCE, the Pact for Stability in South - Eastern Europe or by the European Council. In this respect, the proposals of the Commission for the Council and the adoption by the latter of two decisions regarding the Convention of the European Council in the fight against human trafficking, become very relevant. In June 2004, the Council adopted the Decision which authorizes the Commission to negotiate, on behalf of the European Union, the convention project, for those issues which, according to the Community law, are included in the first pylon. All these matters indicate the fact that, at the European Union level, human trafficking is a highly important issue, not only in the relations between the member states, but also in relation to the terts, all due to its global nature.

The human migrations become nowadays more complex, feminized, qualified, internationalized and individualized. The human migration process has been reaching all continents, countries, genders, social classes and generations. They are rooted in the origin of the identity, family, social, industrial, cultural and political changes, involving various fields of public and private spheres. It is possible to witness in recent decades, not only to the growth and diversification of international migration, mostly female, but also, the generalization and globalization of migrant female labor, many women migrants finding work in domestic service. The human migrations, especially the female migration, human trafficking, as well as, the social, labor and gender inequalities are the object of research and concern of the states, national and international organizations and public policies in different sectors. In this context, it is important to develop an integrated and multi/interdisciplinary approach for migration, based mainly, on human rights and appropriate public policies, recognizing migration, especially, the women migration, not only as an essential factor of development, but also, a factor of the vulnerability, discrimination and associated exploration.

The official statistics of the Prosecutor General's Office of Ukraine has recorded that in 2017 the number of cases of human trafficking from Ukraine increased threefold (342 cases versus 115 in 2016). Such a sharp growth of the aforementioned crime was last observed in 2005 to 2006. Today, there are no administrative and territorial districts in Ukraine from which future victims of human traffickers would not be recruited. According to criminal proceedings, about 70% of human trafficking victims are residents of large Ukrainian cities. The aim of this research is to investigate current trends of human trafficking phenomenon from Ukrainian cities and villages and to present the ways how the victims fall into slavery. The revealed trends of the human trafficking from Ukraine allow us to affirm that whereas similarity of social and demographic, moral and physiological characteristics of urban and rural residents, the second ones have a higher level of risk to become a victim of human trafficking. The results obtained allow us to develop evidence-based recommendations for the human trafficking from Ukraine decreasing as from the hole country, as rural locals, in particular. The new feature in human trafficking is a negative trend that Ukraine is changing from the country in which human trafficking victims originate into the destination country for human trafficking.

2021 saw the end of the first year of activity of operation EUNAFVOR MED IRINI, displayed in 2020 as breaking with the late EUNAVFOR MED operation Sophia which has been focused on migration control. The comparison of the legal bases and programmatic documents of Sophia and IRINI shows a strengthening of the missions of EUNAVFOR MED regarding the implementation of UN resolutions providing for restrictive measures against Libya, which goes along with a redefinition of its operational area including Libyan territorial waters. Certainly the nomenclature of IRINI’s mandate differs from that of Sophia’s. However, their missions regarding migratory control turn out to be identical, their remoteness from Italian territorial waters having the effect of limiting the search and rescue obligation of the EU and its member States in aid of the support to the Libyan authorities. While IRINI’s contribution to the implementation of UN resolutions is made difficult by the intertwining of the challenges the EU is facing in the central Mediterranean region, the migratory component of its mandate finds renewed support in a preset EU-Libya cooperation that the Libyan conflict did not called into question., 2021 a marqué la fin première année d'activité d'EUNAFVOR MED opération IRINI, présentée en 2020 comme rompant avec feu EUNAVFOR MED opération Sophia. Cette dernière était en effet centrée sur le contrôle migratoire. La comparaison des bases juridiques et des documents programmatiques de Sophia et d'IRINI montre un renforcement des missions d'EUNAVFOR MED relatives à l'application des résolutions onusiennes prévoyant des mesures restrictives à l'encontre de la Libye, lequel s'accompagne d'une redéfinition de sa zone d'opération incluant les eaux territoriales libyennes. Si la nomenclature du mandat d'IRINI diffère de celle du mandat de Sophia, leurs missions en matière de contrôle migratoire se révèlent similaires, l'éloignement géographique des eaux territoriales italiennes ayant pour effet de limiter l'obligation de recherche et le sauvetage de l'Union et de ses États membres au profit de l'appui aux autorités libyennes. Alors que la contribution d'IRINI à l'application des résolutions onusiennes est rendue difficile par l'entremêlement des défis auxquels l'Union européenne fait face dans la région de Méditerranée centrale, le volet migratoire de son mandat trouve un appui renouvelé dans une coopération UE-Libye préétablie que le conflit libyen n'a pas remise en question.

To adopt appropriate measures to prevent and combat we have to know first the causes and conditions that generate human beings trafficking. The paper discusses the mechanisms of proactive learning in the Bulgaro-Belgian human trafficking business between 2002 and 2007 through three profiles, starting each time with a case study. The profiles and cases are the result of an in-depth study of 16 Belgian court files. The study reveals three profiles: post-violent entrepreneurship in prostitution (2002–2005), international and inter-ethnic entrepreneurship in prostitution (2004), and labour exploitation (2004–2005). Each time one can identify learning processes in the minds of the entrepreneurs when comparing their activities with those of their predecessors, as described in previous articles by the same researchers. The image that comes to the fore from our analysis is one of organisations that are successful in all sorts of ways at covering themselves against police and judicial investigations, and that at the same time in many places and many ways – both in the regions of origin and in the country in which the activities take place – manage to infiltrate the economy.

Human trafficking has become a major issue in the context of the new migration dynamics between Eastern and Western Europe. Information campaigns have been launched in several Eastern European states to inform people about the dangers connected to trafficking and to prevent it. This article analyses the nature of these campaigns and shows that they are also used to fight irregular migration, thus becoming a tool in migration control policies. It proposes a critical interpretation of the justifications for these campaigns, which stem from the ambiguities surrounding human trafficking.

L’importante médiatisation de la « crise méditerranéenne » de 2015 a attiré l’attention de la communauté internationale sur les conséquences tragiques des crises migratoires et sur l’inertie des États européens. Néanmoins, en 2018, le gouvernement italien instaurait le Décret Salvini, une politique migratoire restrictive visant, entre autres, à réduire l’entrée et la présence de migrants et de réfugiés irréguliers sur son territoire. Les effets des politiques migratoires restrictives sur les flux migratoires sont grandement documentés. Or, la littérature portant sur les effets de ces politiques sur les migrations clandestines et sur la sécurité des réfugiés et des migrants demeure embryonnaire. Cette littérature soutient que ces politiques favorisent le recours à des canaux d’entrée illégaux, entraînent l’enfoncement dans l’irrégularité des réfugiés et des migrants, accentuent leur précarité et les rend plus vulnérables à diverses formes d’exploitations. À cet égard, en se basant sur une approche de sécurité humaine, la présente recherche s’intéresse aux effets du Décret Salvini sur la vulnérabilité des réfugiés et des migrants à la traite des personnes en Italie. Une analyse de données quantitatives et qualitatives est effectuée afin de tracer un portrait de l’enjeu migratoire en Italie et d’observer les impacts du Décret-loi. L’analyse établit que l’adoption du Décret Salvini a rendu plus vulnérables les réfugiés et les migrants à la traite des personnes en Italie. Cette vulnérabilité est principalement due à la conversion du Système de protection pour demandeurs d’asile et réfugiés (SPRAR) en Système de protection pour titulaires de protection internationale et mineurs étrangers non accompagnés (SIPROIMI)., The significant media coverage of the “Mediterranean crisis” of 2015 has drawn the attention of the international community to the tragic consequences of migration crises and to the inertia of European states. Nonetheless, in 2018, the Italian government introduced the Salvini Decree, a restrictive migration policy aimed, among other things, at reducing the entry and presence of irregular migrants and refugees on its territory. The effects of restrictive migration policies on migratory flows are widely documented. However, the literature on the effects of these policies on irregular migration and on the safety of migrants and refugees remains embryonic. This literature argues that these policies favour the use of illegal entry channels, lead to the deepening of migrants and refugees into irregularity, increase their precariousness and make them more vulnerable to various forms of exploitation. In this regard, this research is based on a human security approach and examines the effects of the Salvini Decree on the vulnerability of refugees and migrants to human trafficking in Italy. Quantitative and qualitative data is here analyzed to better assess the migratory situation in Italy since 2013 as well as the impacts of the Decree-Law. The analysis establishes that the implementation of the Salvini Decree led to an increase of the vulnerability of migrants and refugees to Human trafficking in Italy. This is mainly due to the conversion of the Protection System for Asylum Seekers and Refugees (SPRAR) into the Protection System for International Protection Holders and Foreign Unaccompanied Minors (SIPROIMI).

Décors exotiques et des corps abîmés. Fléau mondial en plein essor, le tourisme sexuel s'accommode parfaitement de l'esprit du capitalisme et de l'attrait de la société de consommation, en particulier de la civilisation des loisirs. Un véritable tourisme sexuel de masse tend à se développer sur fond d'inégalités économiques et sociales mais également de misères éducatives et affectives. L'industrie des corps défile sur le marché international du sexe et le tourisme, fermant souvent les yeux sur le rentable trafic humain, voisine alors avec la prostitution et la pornographie, compléments incontournables de la mondialisation sexuelle en cours. Forme de recolonisation du Sud par le Nord, le tourisme sexuel – ou plutôt les tourismes sexuels tant les formes et les impacts sont variables – autorise avec la bénédiction de la corruption politique et du tout-libéralisme, toutes les exploitations et toutes les humiliations. Les femmes du Sud et de l'Est en sont les premières victimes, les plus nombreuses aussi. Avocats de la mondialisation économique, les industries du voyage et du sexe partagent décidément beaucoup d'intérêts dans la rapide transformation du monde en gigantesque parc de loisirs, voire d'aire de jeux sexuels. Cet ouvrage présente l'univers, souvent tabou, des tourismes sexuels avec ses dépendances et ses trafics, ses heurs et ses malheurs, ses liens étroits ou non avec la prostitution, et sa terrible entreprise de mystification de la femme sans oublier la marchandisation du corps fantasmé. Une partie importante du livre est consacrée à la situation dans le continent asiatique, terre où le tourisme sexuel s'est développé dans des proportions dramatiques, enrichissant les États et les nantis sur le dos des plus pauvres, et d'abord des femmes et des enfants. C'est aussi en Asie que les stéréotypes et les clichés entretenus par les médias, tant à propos des cultures locales qu'à l'égard des femmes autochtones, sont les plus ancrés dans l'histoire et les plus tenaces dans l'imaginaire occidental. Tout au long de cet essai, à l'aide d'exemples concrets tant en Asie qu'ailleurs, notre premier souci est d'informer puis, si possible, d'encourager d'autres comportements, à la fois touristiques et citoyens, à l'égard des autres en général et de nos hôtes en particulier.

Introduction: if the health needs of sex-workers and their difficulties in accessing healthcare are well documented, there are no studies exploring their representations and feelings about primary healthcare. The main objective of our study was to identify the specific expectations of sex workers in a general practice consultation. Method: a qualitative study was carried out in Bordeaux from september 2018 to may 2019 among sex workers recruited through field associations. The semi-structured interviews were recorded, transcribed, then two researchers coded and analysed the verbatims by grounded theory. Results: 17 women were interviewed aged 19 to 60 of six different nationalities. The general practitioner (GP) was recognized as a privileged health interlocutor because of his accessibility, the follow-up provided and the plurality of his skills. The care pathway was conditioned by people’s social situation, explaining the use of multiple health facilities. Patients expected from the practitioner a global approach (with medical, psychological and social dimension) as well as relational and communication skills : kindness, non-judgement, empathy, active and accurate listening. Talking about prostitution in a medical consultation was difficult, due to fear of being stigmatized and to practising an activity considered shameful by women. However it was found necessary in order to provide care adapted to the health situations encountered. The GP had a role in initiating a dialogue and in allowing the patient to speak openly. Conclusion: promoting a « patient-centred approach » favors satisfactory healthcare and access to care for sex workers. The GP’s reflection and questioning about his practice should be constant allowing to deconstruct social representations and fight against stigma. Promoting the opening of a dialogue in a medical consultation is beneficial in order to obtain adapted support for patients and to deliver prevention messages improving their overall health., Introduction : si les besoins de santé des personnes en situation de prostitution (PSP) et leurs difficultés d’accès aux soins sont à ce jour bien documentés, il n’existe pas, à notre connaissance, de travaux explorant précisément leurs représentations et ressentis sur le recours aux soins primaires. L’objectif principal de notre étude était d’identifier les attentes spécifiques des PSP dans une consultation de médecine générale. Méthode : une étude qualitative a été menée à Bordeaux de septembre 2018 à mai 2019 auprès de PSP recrutées par le biais d’associations de terrain. Les entretiens semi-dirigés ont été enregistrés, retranscrits, codés par deux chercheurs et analysés selon la théorie ancrée. Résultats : 17 femmes ont été interviewées, âgées de 19 à 60 ans et de six nationalités différentes. Le médecin généraliste (MG) était reconnu comme un interlocuteur privilégié de la santé du fait de son accessibilité, de la continuité du suivi apporté et de la pluralité de ses compétences. Le parcours de soin était conditionné par la situation sociale des personnes justifiant le recours à de multiples structures de santé. Les patientes attendaient du praticien une prise en charge globale médico-psycho-sociale ainsi que des compétences relationnelles et communicationnelles : bienveillance, non-jugement, empathie, écoute attentive. La verbalisation de l’activité en consultation était difficile, du fait d’une crainte de stigmatisation et d’une pratique considérée comme honteuse par les femmes. Elle était cependant reconnue comme nécessaire à une prise en charge adaptée aux situations de vulnérabilité médico-psycho-sociale rencontrées. Le MG détenait un rôle dans l’ouverture du dialogue et la libération de la parole des patientes. Conclusion : la promotion d’une « approche-centrée vers le patient » est favorable à une prise en charge satisfaisante et à l’accès aux soins des PSP. Le MG doit s’inscrire dans une démarche de réflexion et de remise en question constante de sa pratique, permettant de déconstruire les représentations sociales et de lutter contre la stigmatisation. Favoriser une ouverture du dialogue en consultation est bénéfique à un accompagnement adapté et à la délivrance de messages de prévention, vers une amélioration de leur santé globale.

En 2019, le trafic humain à des fins d’exploitation sexuelle continue de générer une importante polarisation des opinions sur les places publiques et politiques. Même si les écrits entourant ce phénomène sont nombreux, celui-ci reste mal défini. Le manque de recherches bâties sur une méthodologie rigoureuse demeure une entrave importante à l’élaboration de connaissances fiables autant en ce qui concerne le paradigme du passage à l’acte que celui de la réaction sociale. Pourtant, la gravité des impacts de ce crime sur la vie des victimes mérite de s’y attarder consciencieusement. La présente recherche souhaite poursuivre l’exploration empirique du phénomène. L’objectif est de décrire le processus du trafic humain à des fins d’exploitation sexuelle. Pour ce faire, l’approche des scripts a été retenu comme cadre théorique. C’est une approche utilisée dans de nombreuses études de phénomènes complexes et pourtant rarement appliquée au trafic humain. L’approche du script nous permet de considérer le trafic humain à des fins d’exploitation sexuelle dans sa globalité tout en permettant de mettre en lumière les éléments spécifiques nécessaires qui composent le processus. Vingt-deux cas, tirés de jugements canadiens ayant des accusations sous l’article 279.01 du Code criminel, ont été retenus pour créer le script général du trafic humain à des fins d’exploitation sexuelle. Le résultat est un script en huit étapes, du recrutement à la distribution des bénéfices. Deux étapes additionnelles ont été ajoutées. En amont, le contexte initial est soulevé pour, notamment, établir les motivations individuelles des travailleuses et, en aval, la fin de la carrière est décrite pour aborder les causes du désengagement. Le script identifié rapporte un trafic national, peu structuré et opportuniste., In 2019, human trafficking for sexual exploitation still generate important public and political debates. Even if the literature is growing on the subject, the latter stays ill-defined. Indeed, the lack of researches based on a rigorous methodology is, still today, a major impediment to the development of reliable knowledge on the phenomenon itself as well as on the social reaction to it. This research aims at pursuing the empirical exploration of the human trafficking for sexual exploitation. The objective is to describe the global process from the recruitment up to the sexual exploitation and beyond. In order to achieve this, the script methodological approach will be applied. It is an efficient approach that has been used in numerous studies to improve the understanding of complex phenomenon yet, it has been rarely applied to human trafficking. The script enables the researchers to consider the whole process of human trafficking for sexual exploitation while highlighting the key elements that are required to allow the chain of events that build up to the exploitation. Twenty-two individual cases from Canadian judgments having accusations under the article 279.01 of the Criminal Code were retained to create the general script of the human trafficking for sexual exploitation. The result is a script in eight steps, from the recruitment of the sex worker to the distribution of the gains. Two steps were added in order to expand the knowledge around the process of the phenomenon. Before the process, the initial context is presented in order, notably, to raise the individual motivations of the workers. After the process, the end of the career is also added to explore the factors that bring them to quit the sex work. Moreover, the general script exposes a national, loosely structured and opportunistic traffic.

The European Union (EU) is an early signatory of the United Nations Convention against Transnational Organized Crime. During the past decade, the EU has been undertaking various measures to conform to the “Protocol to Prevent, Suppress and Punish Trafficking in Persons”. The mitigating strategy has been largely based on the enforcement of existing and new laws, inside as well as outside of the EU. To date, the results have been largely ineffective. Addressing the societal and economic elements of home and host countries could be a more enduring means to alleviate the problem of trafficking in human beings.

New forms of human trafficking are: I. Trafficking and exploitation of slaves. Trafficking human beings is one method of obtaining slaves. Victims are typically recruited through deceit or trickery (such as a false job offer, false migration offer, or false marriage offer), sale by family members, recruitment by former slaves, or outright abduction. II. Traffic flows of workers in Asia, Africa, Eastern Europe and former Soviet Union, Turkey. In the case of trafficking of workers there is the sexual harassment, lack of employment contract, lack of freedom of association and the very low wages. III. Traffic by gifted people IV. Trafficking of children, eggs, embryos, adoptions, surrogate mothers, children. Child trafficking involves children around the world, both industrialized and developing countries. Children victims of trafficking are forced into prostitution are forced to marry or are illegally adopted. What is deeply troubling, in our era is the use of human bodies, biological substances, the need created by biomedical techniques, including techniques and procreative. The body is the subject of a genuine desire, first of all by those who are the beneficiaries of the market (intermediate agencies, institutes, clinics, unscrupulous doctors) and those whose applications are exacerbated by technology offerings. V. Women in sex exploitation, construction, heavy work, as children put to work or to beg. Trafficking of women and children is a reality that is both omnipresent and invisible. This invisibility has two origins, deeply rooted: the traditional view of gender inequality makes women's bodies use an object to sexual and reproductive, and the more liberal view that redefines some forms of sexual exploitation, such as prostitution as an occupation, the legitimate sale of "services" sex as a business and rebuilt the body of the woman as a consumer product.
