Considering the potential role of education in enhancing the socioeconomic prosperity of countries, this study examines the effect of education on economic growth and household welfare in Asian countries. Static and dynamic panel data estimation techniques were employed for analysis. The findings of the study reveal a significant positive effect of education on economic growth and household welfare, with the growth effect of male education being marginally higher than female education. Interestingly, the household welfare effect of female education is revealed to be higher than male education. These findings imply that for economic growth and household welfare enhancement in the region, female education is as important as male education. Consequent to these findings, the study emphasises the need for policy measures aimed at enhancing both access and quality of education for people of all genders in the region.

This paper explores the role of human capital in economic growth in the MENA region. This research proposes empirical approaches using panel data from 2007 to 2019, and employs appropriate econometric techniques. This work argues that investment in human capital is considered a crucial factor in influencing economic success. It is found that human capital has an influence on economic growth; however, this influence may not be as large which can limit a country's growth potential in the MENA region.

In this study, the relationship between human capital and global competition in OECD countries was analyzed. In the application part of the study, a panel data set was established for 18 OECD countries for which healthy data could be reached with the data obtained from the World Economic Forum (WEF) and Penn World Table (PWT) databases. The period of the study is the period of 2004-2018. As a result of the application, it was determined that there is a bilateral causality relationship in the short run between the Human Capital Index and the Global Competitiveness Index.

This study analyzes convergence among regions of Turkey from an endogenous growth perspective. The results show that human capital, which is represented with R&D personnel, has a negative impact on economic growth in the regions based on its percentage in total employment. Moreover, we find that there is an estimated U-shaped relationship, which implies that if the percentage of R&D personnel in total employment increases after a certain level, the effect has a tendency of turning positive; the west region is especially closer to having a positive effect. However, regarding convergence, the relatively high-income west is closer to experiencing the positive effect of R&D personnel. Moreover, due to the relatively low percentage of R&D personnel in the east region, the economic growth of the east region is more negatively affected by R&D personnel. Therefore, using a strategy that is based on increasing the percentage of R&D personnel cannot help the east region to close the differences in income.

During the period of work of Russian universities according to the rules of the Bologna system, the quality of higher education has decreased. The discrepancy between the training programs for students and the current and future needs of the labour market of specialists has aggravated. The accumulated problems became the basis for reforming higher education in Russia. Methods of induction, comparative and content analysis of the reasons for changes in the education of students in undergraduate and graduate programs from 2002 to 2020. installed. Strategic documents and practical results of the activities of universities have been studied. The analysis of official sources of information and scientific publications of domestic and foreign authors revealed problem areas in the training of specialists by Russian universities. The key role of higher education in the reproduction of human intellectual capital has been proven. Recommendations for improving the organization of the educational process and resource support for the training of students at various levels of ISCED-2011 have been formulated.

The features of the human capital development in the competitive advantages determinants system of the Russian Federation economy in the conditions of territories sustainable development had been identified. The global competitiveness of the Russian economy in the context of socio-economic and geopolitical instability had been considered; the problems of improving the quality of the basic characteristics of individual human capital as one of the main factors in ensuring competitiveness in the territories sustainable development context had been characterized, the current dynamics of the human capital index in the Russian Federation had been analyzed; the influence of the human capital index on the value of the index of competitiveness of the Russian Federation on the basis of econometric models had been determined, the dependence of the global competitiveness of the national economy on the human capital index had been revealed.

The Burkinabe economy is characterized by a structurally deficit trade balance. The main export products are gold, cotton, cashew nuts, zinc and sesame seeds. In order to balance imports and exports, actions must be taken to promote national production by strengthening the competitiveness of economic units. The promotion and development of Special Economic Zones (SEZ) seems to be a solution to the structural transformation of the Burkinabe economy. An economy that will now be anchored in the territory by valuing all the potentialities of which the country abounds. Thus, the SEZs are spaces endowed with a set of infrastructures and services which, combined with tax and customs incentives, offer favourable conditions for the growth of competitive companies for development in line with specific needs of populations. This article assesses the feasibility and impact of the establishment of an SEZ in Burkina Faso by analysing the criteria of these economic zones. According to the analyses, mines and agricultural products are resources that can be subject to special treatment in an SEZ. The cities of Ouagadougou, Bobo-Dioulasso and Dori, in view of the availability of infrastructures and their geographical positions, are authorized to host SEZs. This choice is made taking into account the availability of critical infrastructure such as electricity, water and transport. The establishment of SEZs in these cities will have a fairly significant impact on the flow of foreign direct investment, export earnings and the efficiency of the productive apparatus. The article shows, from the point of view of heuristic governance analysis, that the shortage of specialists in education and the inappropriate management of existing human resources in this field in Cameroon favour the intrusion of specialists in foreign disciplines in the supervision of the dissertations of students in education sciences. The incompatibility of the academic profiles of dissertation supervisors in search of satisfaction of their self-actualization need leads to inadequate research approaches and epistemological postures that are detrimental to the quality of the work of these students, which contributes to compromising the chances of expansion and emancipation of the educational sciences and makes the prospects of this discipline uncertain. To remedy this, a change in mental patterns, the pooling of available resources, a policy of promoting doctoral training, a regular compliance audit and the professionalization of research management practice are recommended to improve quality management in this sector. This paper examines the link between public investment in human capital and economic growth in Algeria over the period 1990 - 2017. To do so, public expenditures on education and health have been used to investigate their impact on economic growth. The study employs the autoregressive distributed lag (ARDL) approach. The main finding of this paper is that there is no cointegrating relationship between these two variables in the long run. This evidence suggests rethinking the way the public funds are devoted to the education and health sectors. This becomes today a chief priority for policy makers in order to strengthen the impact of public investment in human capital on economic growth in the future.

This research aims to determine the extent of the response of economic growth in Algeria to changes in investment in human capital represented by both of life expectancy at birth and the ratio of students to teachers in higher education, for that we have relied on the autoregressive distributed lag model, to form a econometric model during 2000-2020. The results showed that the real gross domestic product for the long-term did not respond to changes in gross real fixed capital formation and to changes in the ratio of students to professors in higher education, while it showed that it responds to changes in life expectancy at birth, as for the short-term, the results proved the existence of the granger causality from both indicators of investment in human capital towards the real gross domestic product, while it proved its absence from the fixed capital formation towards the real gross domestic product.

Research has shown that the knowledge worker, the decisive driver of the knowledge economy, works increasingly longer hours. In fact, it would appear that instead of working to live, they live to work. There appears to be three reasons for this living-to-work development. First, the knowledge worker ‘has to’ on account of the pressure to become ever more efficient. Such pressure translates into internalized coercion in the case of the self-responsible knowledge worker. Secondly, working is constant, because the Internet and smart technologies and mobile devices have made it ‘possible’. It gives the worker the capacity and management omnipotent control. In the final instance, the neoliberal knowledge worker works all the time because s/he paradoxically ‘wants to’. It is a curious phenomenon, because this compulsive working is concomitant with a rise of a host of physical, emotional, and psychological disorders as well as the erosion of social bonds. The paradox is exacerbated by the fact that the knowledge worker does not derive any of the usual utilities or satisfactions associated with hard work. Elsewhere I have ascribed this apparent contradiction at the heart of the living-to-work phenomenon to the invisible thumotic satisfaction generated by knowledge work. In the present article, I argue that neoliberal governmentality has found a way to tether thumos directly to the profit incentive. I draw on Foucault’s 1978-1979 Collége de France lecture course in which he analysed neoliberal governmentality with specific emphasis on the work of the neoliberal theorist of human capital, Gary Becker.

The phenomenon of the Covid-19 pandemic has affected the whole globe, the consequences of which are long lasting and difficult to estimate. The Republic of Moldova, being a developing country, could not overcome these serious consequences, caused by the reduction of public health, the reduction of the work capacity of the population, the deplorable condition of the medical system, caused by small investments in health, etc. Human society has been put to hard tests of survival of patients with this virus, the incidence rate of diseases was about 11%. Thanks to the financial aid of the European Union, Romania and other countries, the Republic of Moldova managed to cope with things in the fight against Covid. This article presents the results of the research of the authors, participants of the national project "Assessment of health of post – COVID - 19 patients in the Republic of Moldova", which aimed to develop the Electronic Register of patients with Covid - 19 (March 2020 - June 2021), which will allow monitoring the process of treatment and recovery of the consequences of this disease, by assessing the state of health and quality of life both at admission and at discharge of the respective patients. Based on the concept of quality of life as a socio-economic category and its interconnections with health, the authors proposed the system of medical indicators to assess the health and quality of life of patients affected by covid. In the authors' opinion, a special role in the treatment and treatment of comorbidities belongs to comorbidities, so the authors selected them as separate study subjects to prove their negative impact on the form of the disease and the state of health and quality of life at discharge of patients.

This study aims to clarify the impact of intellectual capital in its three dimensions: human, structural and relational on the quality of higher éducatise. These five most important dimensions, reliability, security, concreteness, responsiveness and empathy. to achieve this study based on a descriptive and analytical approach. The questionnaire is also used as the main means of data collection, which is distributed to a sample of 40 faculty members (permanent and temporary) at the Faculty of Economics, Business and Management at Tahri Mohammed University. 39 of them are collected and unloaded. Data via SPSS. The study achieved a set of results. The most important is that intellectual capital has a strong impact on the quality of higher education at the Faculty of Economics, Business and Management at Tahri Mohammed Bechar University, and that intellectual capital contributes to the development of the quality of education. But this result is still dependent on the college's willingness to maintain the type of human investment and to develop it through effective management in a way that helps design and implement an integrated strategic plan.

Based on human capital and institutional theory, this article investigates whether transitions into professional education depend on institutional characteristics of the preceding initial vocational education and training program. The empirical analyses make use of the SLFS data. They show that vertically non­differentiated initial vocational education and training programs with high shares of vocational school and standardized final exams increase the probability to enter professional education.

Le capital humain s’impose aujourd’hui comme étant un facteur clé de succès d’une entreprise, d’une économie, ou plus largement, d’une nation. Au niveau des organisations, cette tendance se traduit par un grand intérêt porté aujourd’hui aux ressources humaines qui doivent être gérées de manière à permettre à l’organisation d’atteindre l’efficacité managériale. Dans ce cadre, les universités doivent, se doter des outils de gestion nécessaires leur permettant de bien gérer et d’évaluer le capital humain de l’une de leurs principales ressources humaines qui n’est autre que les enseignants-chercheurs. En effet, les enseignants-chercheurs sont des « producteurs » de savoir. Ils ont deux missions principales : l’enseignement et la recherche en plus des tâches administratives qui peuvent leur être attribuées. Ils constituent de ce fait les principaux acteurs de l’université et ils sont par conséquent le moteur du changement. Le but de notre recherche est donc d’étudier comment les enseignants-chercheurs de l’université Mohammed V de Rabat peuvent utiliser leur capital humain pour permettre à cette dernière d’atteindre l’efficacité managériale. Today, the human resources are a key factor of success of a company, an economy, or more widely, a nation. At the level of organizations, this trend is reflected by a big interest for the human resources that must be managed to allow the organization to reach the managerial efficiency. In this context, the universities must be equipped with the necessary management tools allowing them to manage properly and to estimate the human capital of one of their main human resources which is nothing else but the professors. Indeed, the professors “produce” the knowledge, they have two main missions: the teaching and the research besides the administrative tasks that might be attributed to them. They constitute the main actors of the university and consequently they are the mainspring of any change. Thus, the purpose of our research is to study how the professors of the university Mohammed V of Rabat can use their human capital in order to reach the managerial efficiency.

Research Framework: In Taiwan, parents are increasingly concerned about their childen’s future and deliberately invest in their future competitiveness. In a highly competitive environment where female beauty can bring many material and immaterial benefits, mothers are encouraged to transmit some aesthetic values and behaviors to their daughters. Objective: This paper aims to analyze the little-studied phenomenon of the transmission of beauty care by mothers to their daughters in the Taiwanese neoliberal context. Methodology: To do so, we mobilized a qualitative methodology based upon 70 semi-structured interviews and participant observation in Taiwan between 2014 and 2017. Results: Our research showed that, in order to maximize their chances of success in their personal, marital, professional and social life, beauty is seen by women as a decisive asset. Mothers are then held accountable to teach their daughters to take care of their physical appearance. Three dominant themes emerged from the participants’ comments regarding this aesthetic training: moderating or reducing the appetite, having white skin, having a cute behavior and appearance. Conclusions: The skills necessary for aesthetic work are learned from deliberate investment. Mothers have the responsability for this aesthetic training. This gendered and generational dimension of the training of future "aesthetic entrepreneurs" is decisive, but often invisibilized in discussions of neoliberal individualism. Contributions: Our research allows us to understand the new gendered modalities of parenting in a context where the children are considered as human capital in the making.

Profesyonel sermaye, gerek eğitim yönetiminde gerekse diğer disiplinlerde yeni bir kavram olarak karşımıza çıkmaktadır. Bu alanyazın taramasının amacı, başta eğitim yönetimi olmak üzere eğitim bilimlerinde profesyonel sermaye konulu çalışmaları incelemektir. Araştırmada doküman incelemesi kullanılmıştır. Profesyonel sermayeyi ele alan çalışmaların kavrama yüklediği anlam ve kavramın boyutları tartışıldıktan sonra; söz konusu çalışmaların amaç, yöntem, evren, örneklem, bulgu ve sonuçlarına odaklanılmıştır. Kısa bir geçmişe sahip profesyonel sermaye kavramının gelişim seyrini gözlemleyebilmek amacıyla ele alınan çalışmaların kronolojik olarak incelenmesi tercih edilmiştir. Hargreaves ve Fullan’a ait (2012) Professional capital: transforming teaching in every school adlı eserin yayımlanmasıyla birlikte profesyonel sermaye kavramı yeni bir boyut ve anlam kazanmıştır. Bu dönemden sonra profesyonel sermaye kavramı; beşeri sermaye, sosyal sermaye ve karar verme sermayesinin bileşkesi anlamında kullanılmaya başlamış ve eğitim yönetimi alanında profesyonel sermaye teorik çerçevesiyle ilişkili çalışmalar artmıştır. Bununla birlikte araştırmaların çoğunun birkaç ülkeyle sınırlı olması, kavramın ve çalışma sahasının henüz yeterince küreselleşmediğini göstermektedir. Türkçe literatürde de konuyla ilgili çok sınırlı sayıda çalışma bulunmaktadır. Bu nedenle, göreli olarak yeni bir kavram olan profesyonel sermaye ile ilgili araştırmaların derlendiği ve kısaca özetlendiği bu çalışmanın, genel olarak eğitim ve özel olarak ise eğitim yönetimi alanındaki araştırmacılar için, kavramın daha derinlemesine incelenmesi ve geliştirilmesi açısından önemli olduğu ifade edilebilir.

The study tests the hypothesis that in order to develop industrial enterprises in the modern realities of the BANI-world (brittle, anxious, nonlinear, incomprehensible: fragile, disturbing, nonlinear, incomprehensible) it is of high importance to understand the influence of the social context and assess it in the correct manner. To reach new heights of development, not only direct investments in people’s education are needed, but also indirect ones, i.e., in creating favourable living conditions. The purpose of this work is to identify the factors that are the target of indirect investments affecting the quality of human capital in industrial cities of Russia.

The purpose of the article is to analyze and consider the huge role of the resource of creativity and impact of creative human capital on knowledge economy as a driver for progress and welfare. Bad management inhibits the population to be creative and in this way diminishes the knowledge, meritocracy, innovation and development of the country. The relevance of investments in education, research and innovative systems, valorization of the resource of creativity and encouraging the creative human capital, but also the constraints and opportunities of Republic of Moldova in the context of international flow of talents are targeted in the present paper. The author considers the relevance of the sustainable policies of the governments and their implementation via sound coherent and consistent processes towards the formation, valorization and providing incentives for bringing back to the country the human capital that left for abroad. The author concludes that the strategic correlation of the state policies in the economic sectors aiming the increase of creative indicators per country, with the EU support through programs to which the Republic of Moldova has been engaged, will generate economic impact.

The purpose of this article is to consider the features of reputational risks of manufacturing companies arising from a decrease in the value of human capital. As noted in the paper, the reputational risks of modern companies have a direct connection with its personnel technologies, as well as with the attitude towards employees and organizational culture. Today, it is impossible to simply manage employees, requiring them only to perform professional duties and not giving them the opportunity to improve their professional level or show creative professional skills. It is necessary to systematically develop human resources, responding in a timely manner to the needs of the staff, creating an atmosphere of creativity in the team, thereby contributing to the growth of business reputation and improving the efficiency of the company as a whole.

The purpose of this research paper is to address the need to finance Romanian education considering the changes that have occurred or are about to take place in this field, both in terms of providers and beneficiaries of educational services, as well as in terms of the content and material basis inherent in the teaching of new content and teaching methods. Highlighting the changes and linking them to the costs they entail, reveals the need to rethink educational policies regarding a new funding model focused on spending targets and expected results. Investment in human capital is identified as economic value for individuals, institutions and society. The effects of these investments produce global economic mechanisms. The human capital theory extends the concept of capital, starting from the education-qualification, skills-earnings relationship. Expenditure on formal education, adult education, education services in various areas that help individuals to get into the labor market is considered an investment in human capital.

Bu çalışmada, Lucas Paradoksu çerçevesinde BRICS-T ülkeleri özelinde beşerî sermayenin DYY girişleri üzerindeki etkisinin 1993-2017 dönemi için test edilmesi amaçlanmıştır. DYY girişlerinin geleneksel belirleyicileri olması bakımından ticarete açıklık, piyasa büyüklüğü, doğal kaynak zenginliği ve enflasyon oranı da modelde kullanılmıştır. Değişkenler arasında eşbütünleşme ilişkisinin tespitinden hareketle elde edilen uzun dönemli tahminci bulguları, BRICS-T ülkelerinde beşerî sermayenin DYY girişlerini pozitif yönde ve anlamlı bir şekilde etkilediğini göstermektedir. Diğer yandan doğal kaynak zenginliği ile DYY girişleri arasında pozitif, enflasyon oranı ve DYY girişleri arasında ise negatif yönlü ilişki tespit edilmiştir. Ticarete açıklık ve piyasa büyüklüğü değişkenleri kullanılan tahmincilere göre farklı sonuçlar ortaya koymuştur.

This study aims to examine the impact of investment in human capital through education on the economic growth in Algeria during the period (1980 - 2015), according to the aggregate production function of Mankiw, Romer and Weil model, by using the ARDL model. The results of this study have revealed that there exists a long-term equilibrium relation- ship between economic growth (GDP) and education (average number of years of study), but this relation- ship is inverse and this does not fit with economic theory.

Günümüzde kırsal alanlarda kalkınmanın sağlanabilmesinde yalnızca ekonomik yatırımlar yeterli olmamakta, sermayenin farklı boyutlarının da üzerinde durulması gerekmektedir. Bu çalışmada kırsal kalkınma, sosyal boyutuyla incelenmiş; sermaye beşeri ve sosyal sermaye yönüyle ölçülmüş ve değerlendirilmiştir. Bu kapsamda Aydın ilinde üç ilçeden seçilen 96 çiftçiyle yüz yüze anket yapılmıştır. Elde edilen verilerin analizinde betimsel istatistiki yöntemler kullanılmış; sosyal sermaye ve beşeri sermaye unsurları ki-kare analiziyle değerlendirilmiştir. Yaş, tarımsal deneyim, eğitim gibi faktörlerin sosyal sermaye düzeyine etkisi varyans analiziyle araştırılmıştır. Analiz sonuçlarına göre yaş, ilçe ve hane nüfusu ile sosyal sermaye arasında anlamlı farklılık oluşmamış ancak, eğitim ve tarımsal deneyim ile sosyal sermaye arasında anlamlı ilişkiler bulgulanmıştır.

Human capital represents the source of competitive advantage of a firm. The importance of human capital is acknowledged by firms. However, in an increasingly complex and turbulent environment many organizations face a lot of issues regarding the attraction, retaining and development of their most valuable asset. The approach chosen to solve above mentioned issues influences the competitiveness of the firm. The goal of the paper is to analyse the level and extent of theoretical research regarding the influence of human capital on the competitiveness of the firms, as well as issues related to firms’ human capital development. Moreover, the paper presents the results of studies conducted in different European countries (comprising United Kingdom, Ireland, Netherlands and Sweden) regarding the relationship between investment in employee training and the effects on company performance. It elucidates that training generates positive effects on sales, value added, productivity, net profitability etc. Although the link between investment in human capital and company’s performances is evident, the reciprocal connection – between companies’ investment activities and skills of employees was pointed out.
