The use of a microcontroller as part of a device for measuring humidity using the thermogravimetric method is considered. The main nodes of the device have been designed, in which the microcontroller receives and processes information from them, and also controls these nodes. They use various microcontroller capabilities, including several data transfer interfaces: I2C, SPI, etc. A built-in analog-to-digital converter is used. The power control unit allows you to flexibly set the required heater power in the device. A unit has been created to control the mass of a material sample in the drying chamber of the device, which provides an accurate measurement of the mass of the substance. The temperature control unit allows the microcontroller to evaluate the material drying parameters and select the operating mode of the power regulator. The performance of the designed units was tested. It is noted that they can be used in a device for measuring humidity using the thermogravimetric method under the control of a single microcontroller.

3. Monitoring the composition of the air environment in livestock buildings using a programmable logic controller

A system for monitoring the composition of the air environment in livestock buildings has been developed. The system consists of a programmable logic controller, frequency converter, operator panel and gas sensors. A control program in LD language was developed for multi-stage control of the fan motor speed. The linear nature of the relationship between the fan speed and the air flow it creates has been experimentally confirmed.

4. Analysis of the functional state of flanged joints

This article discusses related aspects of the formation and provision of the functional quality of the load-bearing elements of frame systems. The subject of the study is the analysis of the state of steel structures with the possible manifestation of violations of the shape of structural elements in flanged joints. The formation and provision of the functional qualities of metal structures and their connections is carried out at all main stages of the life cycle. The scientific hypothesis consists in the assumption that the analysis of the parameters of the stress-strain state in metal structures, characterized by the presence of deviations from the established indicators of functional quality, contributes to an accurate assessment of the parameters of the state and service life. The conditions and circumstances characterizing the possibility of loss of functional qualities of flanged joints of steel structures are determined. A block diagram of the analysis of risks associated with manifestations of the shrinkage distortion of flanges, which reduce the operational reliability of steel structures, has been developed. It is advisable to supplement the methodological basis for the development of design solutions for steel structure units with a forecast (modeling) of the state and operational suitability of a flange connection in the presence of shrinkage distortion of flanges. The results of the analysis of possible states of loss of bearing capacity using a predictive model will contribute to the development of rational parameters of labor intensity and material consumption of manufacturing flanges of steel structures.

Roads, like a spider web, intertwine our world up and down, and every day people build hundreds of kilometers of roadway, sometimes without even thinking about the environmental friendliness of road construction methods. The urgency of the problem of dirty road construction should not raise questions in our time, and especially in the Russian state. The article highlights the issue of reducing the risks of environmental pollution during the construction of the road network, the issue of green building is touched upon. Focal points are highlighted, which are worth paying attention to during the preparation of documentation to reduce the risks of environmental pollution. As a result, conclusions were drawn on the list of materials that should be used in order to reduce the impact on the environment.

6. The state dynamics of Scots pine communities under conditions of a decrease in airborne industrial pollution

This work examines the changes in the life state of Scots pine communities located in the immediate vicinity of the source of aerial anthropogenic emission with a clear decrease in its level in the time interval 2015-2018. It is shown that due to the physiological and ontogenetic characteristics of woody forms of plants, the response to changes in the level of pollution by the tree layer will be insignificant in a relatively narrow time interval (within the limit of statistical error). However, this response to the reduction of pollution will still manifest itself. Also, one of the reasons for such a slow response can be considered the accumulation of heavy metals in the organic horizons of the soil, where heavy metals form complex compounds (chylates) that are inactive for eluvial processes. The most probable way of development of these communities, while maintaining the current level of emission, will be a gradual increase in the life state of the tree layer to a certain value.

7. Heavy metals in the organic soil horizon of the Northern taiga forests resulting from industrial air pollution

This study focuses on heavy metals contained in organic soil horizons resulting from the industrial air pollution caused by local enterprises. Polymetallic dust containing heavy metals is one of the main by-products in the smelting of non-ferrous metals. We evaluated the contents of Ni, Cu, and Co in the upper soil horizons containing the maximum amount of these pollutants (due to the formation of stable compounds with organic components of these horizons). Sampling was carried out at various distances from the source of pollution at previously established test sites. The study found acid-soluble heavy metals at various distances from the source of pollution and revealed the regularity of their content, both qualitative and quantitative.

Naked mole rat is the long-lived and tumor-resistant rodent. Naked mole rat possesses multiple adaptations that may contribute to longevity and cancer-resistance. Higher activity of DNA excision repair systems and their faster recovery after genotoxic impact as compare with Mus musculus directly demonstrated in our previous investigation contribute to longevity and cancer resistance of naked mole rat. In the present study the DNA-damage-induced apoptosis in naked mole rat fibroblasts was studied using conventional methods. The ability of naked mole rat cells to undergo regulated cell death in response to genotoxic stress is another group of cell defense mechanisms. Naked mole rat skin fibroblasts were demonstrated to be much more resistant towards proapoptotic reagents methyl methanesulfonate, 5-fluorouracil and etoposide as compared with fibroblasts of Mus musculus. Naked mole rat cells have demonstrated limited apoptotic response and seem to undergo also other-type regulated cell death under severe genotoxic stress.

It is proposed to solve the problem of sustainable functioning of the University with the use of marketing management as one of the components of management studying market processes.

In this work we are presenting the results of studies of the effect of hydro and aerodynamic parameters of the process of water vapor absorption during intensive bubbling in the dynamic foam mode on the absorption process efficiency. As a result, it was found that the hydrodynamic characteristics (height of the foam layer of the absorbent and its resistance) and aerodynamic characteristics (gas velocity, longitudinal mixing in the gas phase) have the main influence on the efficiency of the absorption process. We also investigated the effect on the efficiency of the process of kinetic characteristics, characterized by the number of transport units and absorption factor. We have proposed to estimate the overall efficiency of the process, taking into account the degree of extraction, as well as the energy characteristics (hydraulic resistance), weight and size characteristics and the drop entrainment volume. For this purpose, for the overall assessment we have proposed to introduce a conditional optimality ratio, allowing to make a comparison of both various contact devices and absorbents.

Interactions between jets and the quark-gluon plasma produced in heavy ion collisions are studied via the angular distributions of summed charged-particle transverse momenta (p T) with respect to both the leading and subleading jet axes in high-p T dijet events. The contributions of charged particles in different momentum ranges to the overall event p T balance are decomposed into short-range jet peaks and a long-range azimuthal asymmetry in charged-particle p T. The results for PbPb collisions are compared to those in pp collisions using data collected in 2011 and 2013, at collision energy sNN−−−−√=2.76 TeV with integrated luminosities of 166 μb−1 and 5.3 pb−1, respectively, by the CMS experiment at the LHC. While reflecting upon the intrinsically multilingual and translational history of philosophy, philosophers and philosophy scholars frequently argue metaphorically in terms of a tradition. The perspectives vary in emphasizing either the tradition’s continuance or its transition, whereas translation is perceived of as the central or an auxiliary force in both processes. Four approaches where a philosophical tradition is differently poeticized are discussed in the paper. They reveal specific operations of transfer and transformation which are claimed to be supported or accelerated by/in translation. Such tradition-related operations appear to qualify for being traced and pinned down in a given philosophical translation. The paper seeks to work out this heuristic potential within the selected poetics of tradition and draws upon the paratextual comments on the first Russian translation of Heidegger’s “Being and Time” to eventually illustrate the translation-induced shifts of whatever might be called a philosophical tradition.

A systematic approach to the production of functional food products using medicinal plant materials, including four stages, is proposed. At each stage, goals and objectives are formulated, for the solution of which legal acts (orders) are issued by the heads of the Departments of Forestry, Health, Industry and Trade at the regional level. The Forestry Department controls the procurement of food forest resources and the collection of medicinal plants. The Department of Health resolves fundamentally important issues related to the detection and prevention of non-communicable diseases, and the conduct of clinical trials. The Department of Industry and Trade selects food industry enterprises in the region, organizes and introduces functional food products into production. The necessity of using medicinal plant raw materials as a valuable source of biologically active substances in functional food technologies is substantiated. The regulatory framework regulating the production, procurement and storage of plant raw materials is presented, the goals and objectives of individual Departments responsible for the quality of life of the population are formulated, and a systematic approach is proposed for the development and promotion of functional food products at enterprises in accordance with the needs of the regions.

Due to the wide range of pharmacological properties and the presence of bioactive components with antioxidant action hawthorn fruits can be widely used as part of dietary supplements for the prevention or improvement of diseases associated with oxidation and (or) obesity, as well as concomitant cardiovascular diseases. An urgent task of the modern pharmaceutical and food industry in the development of biologically active food additives is the use of hawthorn varieties that are resistant to the accumulation of heavy metals and have increased resistance to excess toxic elements. The chemical composition and safety indicators of fresh hawthorn fruits have been studied and it has been established that the studied fruits of zoned hawthorn varieties in terms of safety indicators meet the requirements of the State Pharmacopoeia of the Russian Federation and can subsequently be used in the development of biologically active food additives. An analysis of the safety indicators of powders made from hawthorn fruits dried at different temperatures was carried out. It has been established that maximum preservation of ascorbic acid in hawthorn fruit processing products is facilitated by drying fresh fruits at 50°C.

The Russian Federation includes 89 regions in which, in accordance with climate and environmental factors, the predisposition of the population to various types of diseases is revealed. A measure to prevent these diseases is the development of biologically active additives, functional and specialized food products. The problem of morbidity of one of the regions of the Russian Federation was studied. This was based on the example of the population of the Orel region where the greatest increase in diseases of the digestive system was detected. The legislative framework of the Russian Federation allows for the production of functional products, but the lack of economic incentives for food industry enterprises and trade organizations does not contribute to the promotion of existing developments and formulations of such products in the consumer market. It is proposed at regional level to reduce the tax rate on functional food products and reduce selling prices. It is recommended to the enterprises of the food and processing industry to enrich food products with biologically active additives. To create scientific and technological centers with the involvement of health authorities, food and processing industry and trade enterprises to develop functional and specialized food products and bring them to consumers.

The use of apple powder and a grain mixture in a composition with whole-grain flour in the recipe of crisp bread makes it possible to obtain a product enriched with valuable substances. The introduction of enriching components into the recipe allows for the adjustment of the technology of the non-paired method of production of crisp bread: to reduce the fermentation process by increasing the rate of acid formation in the dough. Apple powder in the recipe was introduced in terms of replacing flour and completely replacing sugar. In order to obtain optimal organoleptic parameters of the finished product, the ratio of prescription components was experimentally selected. The introduced components made it possible to improve the structural and mechanical properties of the dough. During the experiment, recipes for crisp bread with different amounts of apple powder were developed: 10% (sample No. 1), 15% (sample No. 2) and 20% (sample No. 3). Due to the introduction of apple powder and grain mixture, not only the vitamin and mineral composition of crisp bread is improved, the cooking process is intensified by reducing the fermentation process of the dough (reduced by 2 times).

The main direction of economic activity in Amur region is the production of agricultural products, and the important natural and climatic factors significantly affecting the operation of motor transport are the state of the traffic surface, terrain relief and ambient temperature. In winter, when transporting the finished products, the temperature drops to −35 ... −45 degrees Celsius in some areas, which also imposes certain difficulties in the operation of motor transport. In this regard, in order to improve the efficiency of power resources in these conditions it is necessary to further adapt them to the conditions of use. The proposed article considers the issue of increasing the efficiency of power resources when they are operated at low temperatures through the use of thermoelectric devices, allowing, through the use of secondary energy sources, to improve the performance of the hydraulic system and electrical equipment of a motor vehicle.

The innovative development of sustainable food systems is primarily aimed at preserving the health of the population, providing it with safe and nutritious products. The current trend in the consumer market is the growing demand for bakery products with the addition of cereals. The approach to solving the problem is provided through the development of prescription formulations and technologies of new types of bakery. In the course of the conducted research, recipes for whole-grain wheat-rye bread based on hop ferments were developed. The use of rye bran in bread recipes and the use of starter cultures with the addition of hops, unfermented malt and licorice root allows you to get a product with high organoleptic characteristics. The products acquire a golden color, have the right shape, a pleasant bread taste and smell. The use of the developed recipes of sourdough for bread has an effect on porosity, reduces the acidity and moisture content of the crumb, allows you to slow down the process of moisture loss during storage. Thanks to the components used in bread recipes, the content of dietary fiber, vitamins B1, B2, B9, E, PP, A and β- Carotene increases, bread is enriched with a number of macronutrients.

The data on the study of the effectiveness of a new probiotic based on strains B. toyonensis B-13249 and B. pumilus B-13250 when growing shrimps are presented. The experiments were carried out on a private farm in Kazakhstan. The control group of shrimps, which did not receive the probiotic, completed the molting process on the 28th day of the experiment, and the experimental group – 10 days earlier. It was also found that the probiotic has a positive effect on the hydrochemistry of water in recirculating aquaculture system (RAS). The concentration of ammonium (NH3/NH4 +), nitrite (NO2) and nitrate (NO3-) nitrogen in the experimental group did not reach the limit value, in contrast to the control. Based on the obtained results, this probiotic can be recommended for greening aquaculture. The dosage of the probiotic when applied with brine shrimp as feed for shrimp is 1 g/100 g of dry cysts. The dosage of the probiotic when the RAS is added to the water is 5 g/600 l of circulating water once a week.

The article provides a general theoretical and legal analysis of a little-studied legal category - genetic safety. Based on the study of the Russian and foreign scientific literature and a number of legal acts, the authors identified the main threats to genetic safety and pointed out specific issues requiring detailed analysis and legal assessment. In particular, the authors consider the results of genetic testing in the armed forces (shown using the experience of the United States). The authors came to the conclusion that at present Russia is significantly lagging behind the advanced foreign states in the genetic safety legal regulation. This is confirmed by the lack of relevant laws and the documents of organizations carrying out this activity (the so-called “self-regulation”). It seems that the positive experience of genetic safety regulation issues in leading foreign countries can be used to improve the regulatory framework in the Russian Federation.

The use of multi-link tractor trains (MTU) in the region is limited by a significant deterrent, such as the increase in the width of the transport corridor in turns. Why the issue of increasing the efficiency of the ICC should be considered both in the direction of increasing traction-chain properties, and at the same time optimizing the width of the transport corridor when it moves. The proposed article provides theoretical, experimental research and experience with the use of the designer and scientific novelty, designed to enhance traction-clutch properties and reduce the width of the MTU corridor in an arbitrary turn.

Data of the microbial biopreparation development for protection and crop growth stimulation on the Bacillus bacteria basis are presented. Three B. pumilus strains isolated from the Altai region (the Russian Federation) plants rhizosphere were selected as active components of the bacterial preparation. L-bulone was chosen as the nutrient medium for flasks cultivation of the inoculum. A molasses-based nutrient medium was used to incubate the bacilli in a 15-liter fermenter. The finished microbial preparation was obtained in dry form. The biopreparation is a powder consisting of a lyophilically dried concentrates mixture of genus Bacillus spores. Bacilli biomass were pre-mixed with a protective medium based on gelatin and sucrose. The final number of bacteria in the microbial preparation is 1.29(±0.30) ×1012 CFU/g.

In this work, the consumer is considered a legitimate participant in the creation of a tourist product. The aim of the work is to identify the impact of digital technology on the transformation of the decision-making process by tourists. The tasks are to assess the state of the digital tourism infrastructure, classify the available services to identify unfilled niches; to find out the attitude of consumers to various kinds of travel applications and their place in travel planning. The empirical basis of the work has been the research data by Google, PayPal, Booking.com which allowed to analyze tourists’ behavior in the Internet and to identify the main travel trends for 2019. For achieve the research aim, authors applied an online survey of 100 consumers aged 18-35 too. As a result, the main directions of tourism transformation in the digital economy were determine and classification of applications in the category of "travel" were created.

The assessment of the condition of marginal territories was carried out by methods of determining the degree of lichen cover and the air pollution level parameter, the biotic index parameter, and the poleo-tolerance index in comparison with control territories related to the lands of settlements and recreational territories.

The problem of negative impact on the environment of motor transport is one of the most fundamental in the complex of global problems. The constant increase in the number of cars with internal combustion engines encourages the search for methods and ways to reduce the volume of negative impulses. The operation of heat engines is accompanied by significant emissions of gaseous harmful substances into the atmosphere, i.e. nitrogen oxides, carbon monoxide, hydrocarbons, as well as solid particles, including soot. The solution to this problem should be implemented within the framework of a systematic approach. To do this, it is necessary to combine the study of technical, economic, and organizational approaches to the organization of the exhaust gas disposal process. To date, there is a significant methodological base in the field of organizational and economic decisions. The article discusses various methods of cleaning exhaust gases of piston engines, their advantages and disadvantages are noted. The method of processing using ammonia is widely known. It is noted that a catalytic method for reducing nitrogen oxides using ammonia is quite economical. However, the optimal temperature range at which nitrogen oxides are reduced is rather narrow. To solve this problem, it is proposed to use the vortex effect in the exhaust system. The efficiency of using a vortex gas recirculation pipe is due to its significant influence on the thermal gasdynamic processes occurring in the exhaust system. Using the principles of non-equilibrium thermodynamics allows us to take into account dissipative processes when establishing the relationship of fuel and economic indicators of internal combustion engines with thermodynamic parameters. This significantly increases the accuracy of calculations and allows you to develop measures to reduce the level of negative impact on the environment.

The methodology of the ecological campaign "Clean Games", adapted for participants of secondary school age (12-16 years), as well as the development and results of an extracurricular environmental event "Elk Island - Clean Forest" are presented. The results obtained make it possible to assess the possibility of using the existing methodology and the need for its adjustment, taking into account the age characteristics of students, as well as the quality of learning material and the presence of increased interest of students in this problem.

30. The method of magnetic coercimetry and its application to assess the residual life of lifting equipment

Material fatigue damage accumulation is recognized as one of the least inspectable and controllable operational damage mechanisms of crane structures. The scope method measures electro-magnetic properties of steels being in service, to assess their relative changes induced by the fatigue damage accompanying microstructural effects. The authors’ theoretical and experimental research suggested that the most relevant magnetic parameter to measure is the coercive force Hc, which is a characteristic of ferritic steels’ magnetization-demagnetization hysteresis loop. The authors proposed and developed a correction factor to normalize changes in Hc for various carbon steel thicknesses in the practical range from 5mm to 20mm, and drawn the coercive force nomograms which quantify the extent of damage for typical structural steels used in cranes. This research provided a scientifically justified basis for structures remnant resource assessments. Application of the Coercimetric method contributes into the risk control and promotes industrial safety in lifting equipment operations. The method itself can be practically useful for resolving integrity management challenges in a wide range of industries.

The structure of the created database, operation practices and topical issues of its introduction in more large-scale digital ecosystems are considered. As a result the database ready for use as a management solution for higher education institutions is created. This is important as information technologies provide additional opportunities for the development in the sphere of higher education, quality improvement of the educational process. The authors conclude that introduction of innovative information technologies in management system of higher education institution is relevant and perspective.

Nowadays, the state of Zhiguli Hydroelectric Station (HS) and its main hydraulic structures is controlled by observation of control and measuring equipment installed on these structures. There are systematic inspections and surveys carried out by both the hydroelectric power station personnel and by invited experts. The last analysis of the state of HS and its hydraulic structures was made in 1991. Since that time, a computer-based information and diagnostic system for monitoring the state of hydraulic structures has been introduced at HS. This system introduction caused the need to pay more serious attention to the reliability of the results obtained by means of control and measuring equipment, because the system monitored the condition of all hydraulic structures according to these results. Thus, the purpose of the research is to perform a multi-factor analysis of HS state and its hydraulic structures according to field studies results of all the devices installed in water-retaining structures. The results show impervious elements of HS underground circuit are not effective enough for specific geological conditions in terms of clearing the filtration head. The main drop of water head in the base occurs on HS building upper cutoff, i.e. in this zone there is a maximum filtration gradient, which is very dangerous. This process should be carefully monitored. It was revealed that several piezometers in the base do not work or their indications are not reliable, therefore it is necessary to repair and, in some cases, replace them. In future, it is necessary to equip main piezometers of HS with remote water level measuring sets and to make an automated system of condition monitoring.

Abstract. Cavitation erosion affects the hydropower plants operation mode, destroys the surface of water-conducting way, affects the efficiency coefficient as well as the turbine output. The most common damage is observed on water-conducting ways having poor streamline shape, various ledges, irregularities along the water flow. Disruptive cavitations are formed initially on the rotation axes of vortexes, and the caverns of disruptive cavitation develop with the period subordinating the Strouhal Law. One of the methods of cavitational erosion field studies is the method of obtaining high-speed cavitational erosion of metal plates, which has low resistance to cavitation mechanical effects. It provides an opportunity to determine erosion degree and intensity at different modes of hydropower plants operation. The paper demonstrates the results of studying the cavitational erosion process of hydroturbine impeller blades of Zhiguli Hydroelectric Station (HS). Cavitation tests are conducted for three operating modes. Technological peculiarities are also described. The paper presents results of turbine blades of Unit 5 for three operation modes. The destruction areas of impeller blades peripheral edges are visualized. The study provides the results of field and laboratory cavitation tests of hydroturbine elements that serve as recommendations for repairing and restoration of damaged hydroelectric units of Zhiguli HS.

Nowadays hydraulic and power installations can be defined as power installations that are well-designed in terms of construction and technology and working on renewable energy resources (RER). However wide use of such power stations is interfered by their low performance in comparison with thermal stations, using organic fuel. The purpose of the conducted research in this article is – search of ways to increase the competitiveness of power stations, using RER, in comparison with traditional power stations. In order to achieve the specified purpose the authors solved the following tasks: they analyzed and developed new constructive solutions of the power stations using RER; they developed the power-economic viability method for the choice of key parameters of the power stations working on RER. The researchers also gained the set objectives, using theoretical and experimental methods of calculation connected with physical modeling, the theoretical analysis and use of an economic case of the made decisions. Thus, carried-out analysis of designs of the power stations, based on RER allowed to develop a method of efficiency enhancement of these installations and to solve a problem of wider use of power stations as a part of the installations working on RER. The provided technical solutions of power stations that give the chance to develop new suggestions for improvement of designs of power stations, based on RER and to promote development of recommendations about their competitive recovery. As a result it will allow to create conditions for production of the effective national power stations, based on RER, and cumulative scientific and technical potential, that can be used for further development of nonconventional wind power and hydropower both in Russia, and abroad.

The rationale for statistical characteristics of the parameters can help an engineer assess the reliability of the decision and the economic risk, as well as avoid making mistakes in the design of roads and man-made structures.However, some statistical characteristics of the parameters that define the reliability of a road and man-made structures play a key role in the design. These are the visibility distance in daytime for the peak curve, variation coefficient of radial acceleration, the reliability of visibility distance and other parameters.

The reliability of a road depends on a great number of factors and characteristics of their statistical compounds (sequential and parallel). A part of a road with such man-made structures as a bridge or a pipe is considered as a system with a sequential element connection. The overall reliability is the multiplication of the reliability of these elements. The parameters of engineering structures defined by analytical dependences are highly volatile because of the inaccuracy of the defining factors. However each physical parameter is statistically unstable that is evaluated by variable coefficient of their values. It causes the fluctuation in the parameters of engineering structures. Their study may result in the changes in general and particular design rules in order to increase the reliability. The paper gives the grounds for these changes by the example of a bridge. It allows calculating its optimum length with a specified reliability level of water runoff under the bridge.

40. The economic efficiency of investment in the development of reserves of small groups of geographically contiguous gold deposits

The object of the research is a group of geographically contiguous low volume gold deposits. The subject of the study is an economic justification for a way to involve economic turnover to get a positive commercial result on a specially formed group of gold deposits, in which individual field development is unprofitable. A small production volume, combined with high capital and operating costs are objective reasons for the reduction in investment attractiveness of the deposits which have reserves of gold of 50%), equipped with a mobile processing complex with deep processing technology on highly liquid commodity products on site. An economic-mathematical model was devised to determine the rational placement of the processing capacity of the group.A simulation was conducted and an economic evaluation was performed on the effectiveness of investments in individual and group mining projects. The simulation results show that the joint exploitation of the reserves of the group of deposits, the internal rate of return on investments exceed the rate of return of funds to the bank deposit, the return on investment is above the level of inflation. The group project complies with the strategic line of small mining companies in terms of cost recovery terms, availability of financial sources to cover expenses, provision of stable means of income and obtaining competitive advantage.

Convergence of NBICS-technologies makes relevant the exact definition of objective goals’ spectrum, which pursued this self-organizing system of technologies. Authors consider the objective goals of this system of technologies as “semiotic attractors” and the tasks related to knowledge management at the NBICS-technologies niche as management of competition between the goals, which cause processes of creation, transmission, reception, usage and duplication of the new knowledge. Competitive interaction of these goals (and their symbolizations) were researched on the grounds of Lotka–Volterra model. The original interpretation of Lotka–Volterra model is posed on the basis of stated interconnection between the stages of complex systems’ non-linear dynamics, this self-organization’s information mechanisms and the semiotic results of information processes’ stages. This synthesis of synergetic, cybernetic and semiotic paradigms is implemented on the grounds of A. N. Whitehead process philosophy. Semiotic interpretation of the model allowed determining the order of goals’ conversion and defining the stages of dynamics at which this transformation by means of knowledge management is constructive.

The poor condition of roads in most regions of Russia predetermines the need to establish and implement target regional programs of road network development in the country. Depending on the time perspective of the mentioned programs (short, medium or long term), the defining criteria for including roadways in these programs are set. To develop the theory and practice of justification of optimal programming solutions in road construction in the context of multi-criteria assessment, the authors have proposed the method to optimize the programming solutions in road construction and the algorithm of its implementation. The basic principles of comparing alternative variants for the construction of roadways with comparable pavement design as well as recommendations on the selection of the optimal variant have been developed using the technical and economic indexes.
