Media framing facilitates people’s understanding of a threat and affects one’s emotional reaction. It therefore plays a vital role in both individual and societal responses to a public health crisis such as the COVID-19 pandemic. Using a combination of conceptual metaphor analysis and qualitative frame analysis, this article examines how three Austrian newspapers framed the initial national outbreak of COVID-19 in March 2020. The results show that at that early stage, media coverage was primarily concerned with the national government’s political actions to contain the disease. Only a few articles framed the situation in terms of personal experiences and possible economic or social consequences. As has been the case in research reporting on other health crises, metaphors of war, journeys, and natural disasters were used to conceptualize the coronavirus pandemic. Yet, overall, the tone remained neutral, as the media framing was clearly aimed at passing on information and conveying a sense of urgency while at the same time trying to avoid scare tactics.

One of the traditions in Indonesia during Eid al-Fitr is traveling back to their hometown despite the COVID-19 pandemic in 2020. This study aimed to analyze the mass homecoming activities and their potential impact on the transmission and spread of COVID-19. Secondary data were mainly obtained from the Central Java Provincial Health Service and the Transportation Service. This study was quantitative research with a time series design. It only addressed the COVID-19 cases and the travelers entered Central Java Province. Data were analyzed using chi-square. The research results showed that mass homecoming was an extreme trend during the outbreak even though the government launched a prohibition order. Homecoming was indicated resulting in a low risk of transmitting COVID-19. There was a difference in people who used combined transportations before and after the appeal of homecoming restriction. The percentage of COVID-19 cases attributed to the homecoming activities was 0.008%. The number of patients under surveillance attributed to homecoming activities was higher by 0.039%. Therefore, the government needs to continue monitoring and implementing strategies to anticipate bigger risks of homecoming during the COVID-19 period.

Background: In March 2021, a coronavirus disease 2019 (COVID-19) outbreak was declared at a large long-term care and short stay facility in British Columbia, Canada—well after introduction of the vaccination program in long-term care facilities that resulted in a dramatic decline in the number of outbreaks in this type of setting. The objective of this study is to provide the descriptive epidemiology of this outbreak, in the context of partial immunization of both residents and staff at the facility. Methods: The cases’ information was extracted from a provincial information system (Panorama). Descriptive analysis was performed using Microsoft Excel and SAS. Outbreak management controls included, but were not limited to, asymptomatic testing and efforts to increase vaccination. Results: Twenty-six cases among the 241 resident and three cases among the 418 staff (corresponding to attack rates of 10% and less than 1%, respectively) were identified. The attack rate in residents was considerably lower than the average attack rate for COVID-19 outbreaks in long-term care facilities before the vaccine rollout. Seventeen resident cases were either partially or fully immunized. Four of the eight hospitalized cases and two of the three deceased cases were partially immunized. Seventeen cases were temporary stay residents. The three staff cases were not vaccinated. Ten cases were identified as part of asymptomatic testing. Conclusion: Introduction of vaccination at facilities contributed to lower attack rates and higher numbers of asymptomatic cases in this outbreak. Screening asymptomatic individuals identified additional cases among vaccinated residents. Findings underscore the importance of achieving high vaccine coverage, including among temporary stay residents, to prevent virus introduction and subsequent unrecognized transmission opportunities.

Background: During the coronavirus disease 2019 (COVID-19) pandemic, temporary foreign workers (TFWs) provided a critical role to maintaining the food supply in Canada, yet workers faced a number of challenges that made them particularly vulnerable to COVID-19. The objective of this study was to describe the epidemiological investigation and public health response to a COVID-19 outbreak among TFWs in an agricultural setting in British Columbia from March to May 2020. Methods: An outbreak was declared on March 28, 2020 following detection of two cases of COVID-19 among a group of 63 TFWs employed by a nursery and garden centre. Outbreak control measures included immediate isolation of cases, case finding via outreach screening and testing, cohorting of asymptomatic workers and enhanced cleaning and disinfection. The outbreak was declared over on May 10, 2020. Results: A total of 26 COVID-19 cases were identified among the group of TFWs; no cases were identified among local workers. Cases were primarily male (77%) with a median age of 41 years. Symptom onsets ranged from March 8 to April 9, 2020. One case required overnight hospitalization for pneumonia. Conclusion: This was the first COVID-19 community outbreak identified in British Columbia and the first COVID-19 outbreak identified among TFWs in Canada. This outbreak began prior to implementation of provincial and federal quarantine orders for international travellers. A provincial policy was later developed that requires TFWs to quarantine in government-funded accommodation prior to deployment to agricultural settings.

Background: During the coronavirus disease 2019 (COVID-19) pandemic, Ontario created a three-phase reopening framework for the economy. Outbreaks were expected at each phase. One week after Phase Two of reopening in the provincial public health administration region of Kingston, Frontenac, Lennox and Addington (KFL&A), a positive case was reported after three weeks of zero new COVID-19 cases. The objective of this report is to describe this COVID-19 outbreak, linked to a personal service setting (PSS), and the public health response to contain the outbreak. Methods: The outbreak investigation included all COVID-19 cases in KFL&A between June 20, 2020 and July 3, 2020. Public health inspectors and nurses were rapidly deployed to inspect the PSS. A multimodal approach to high-volume testing involved fixed assessment centres, drive-through testing capacity and targeted testing at the outbreak site. Testing was conducted through a real-time polymerase chain reaction assay at the local Public Health Ontario laboratory. Results: Thirty-seven cases were associated with the outbreak: 38% through direct PSS exposure; 32% through household contact; and 30% through social and workplace contact. A superspreading event contributed to 38% of total cases. The majority of cases were in the low to mid-quintiles when analyzed for material deprivation. Testing rates increased four-fold compared to the prior baseline weeks in response to media attention and public health messaging, resulting in a low percent positivity. Conclusion: The interplay of aggressive accessible testing, quick lab turnaround time, contact tracing within 24 hours of positive laboratory results as per provincial standards, frequent public communication, rapid inspections, mandatory self-isolation and face coverings were measures successful in halting the outbreak. Inspections or self-audits should be required at all PSSs prior to reopening and outbreak management must work with PSSs to reduce the possibility of superspreading events.

This paper discusses the challenges and opportunities of carrying out empirical work during the COVID-19 pandemic. By these means, it aims to contribute to the yet incipient analyses of how the circumstances created by the global spread of the SARS-CoV-2 virus, such as government restrictions on gatherings and mobility, impacted social research practice during 2020. For this purpose, the article presents two experiences of qualitative socio-legal fieldwork at graduate degree level, carried out during the early months of the COVID-19 outbreak, one in Brazil and the other in Colombia. In doing so, it also emphasizes particularities of the pandemic response in Latin America. Our central arguments are (i) that the flexible logic that characterizes qualitative research practice allowed for creative solutions to the problems posed by COVID-19, and (ii) that careful examination and heightened sensibility were needed to deal with the novel ethical dilemmas that arose during this process. El presente artículo analiza los desafíos y oportunidades de realizar un trabajo empírico durante la pandemia de COVID-19. De esta manera, pretende contribuir a los emergentes estudios sobre las formas en que las circunstancias creadas por la propagación global del virus SARS-CoV-2, tales como restricciones gubernamentales a reuniones sociales y a la movilidad, impactaron la práctica de la investigación social durante 2020. Para tal fin, el artículo presenta dos experiencias cualitativas de trabajo de campo socio-jurídico a nivel de posgrado, realizadas durante los primeros meses del brote de COVID-19, una en Brasil y otra en Colombia, enfatizando las particularidades de la respuesta a la pandemia en Latinoamerica. Nuestros argumentos centrales son (i) que la lógica flexible que caracteriza la práctica de la investigación cualitativa permitió la creación de soluciones creativas a los problemas planteados por COVID-19, y (ii) que, para abordar dilemas que surgieron durante el desarrollo de las investigación aquí descritas, fue necesaria una examinación compleja y sensible de la coyuntura.

INTRODUCTION: Following the global COVID-19 outbreak, the government of Benin implemented preventive measures to stall viral transmission. We sought to evaluate adherence of the Beninese people to these preventive measures, in order to identify predictors of poor adherence and adapt the national response to COVID-19. METHODS: two consecutive online surveys were conducted between May and August 2020. 462 and 507 adult participants aged 18 years and above responded to the first and second survey respectively, with 70% being males. RESULTS: more than 98% of respondents reported wearing face masks. A five-point adherence score was constituted by scoring observance to key preventive measures (mask use, physical distancing, hand hygiene, coughing hygiene, and avoiding to touch one´s face). We observed an overall increase in adherence scores from 3.59 to 3.69 from the first to the second survey (p=0.086). Increasing age (aOR = 1.045, 95% CI: 1.028 - 1.063; p = 0.001) and obtaining COVID-19 information from official sources (aOR = 1.675, 95% CI: 1.295 - 2.170; p = 0.001) were significantly associated with higher adherence scores in a multivariable model. CONCLUSION: these findings suggest that a wide dissemination of adequate information about COVID-19 would increase adherence, and that targeted efforts should be directed towards increasing the compliance to preventive measures among the younger age groups.

"The new coronavirus (Covid-19), which spread almost the entire world, adversely affected many sectors, both internationally and 30 locally. Households’ panic purchase have rocketed the demand for some food items in the early days. Besides, food safety 31 concerns have increased. This research aimed to uncover how the public perceived the impact of Covid-19 on the agriculture and 32 food sector. The online survey was conducted, and the data from 428 participants were analysed using the SPSS (v.23) program. 33 The third of respondents (30.8%) believed the outbreak would last between six months to one year, during which time food 34 shortages will occur (32.5%). While 27.4% of the respondents reported that they stockpiled food, 44.8% reported that if the 35 outbreak continued, they would stock up on food. Participants were concerned that if planting cannot be done, food shortages will 36 occur (74.6%), basic foodstuffs cannot be produced (67.8%), food imports (69.4%) and exports (74.6%) will be adversely 37 affected by the outbreak. The research found that if farming disturbed, food prices would increase (82.3%) and the government 38 should include agriculture-supporting measures (85%) in its economic measures."

COVID-19 is a rapidly growing pandemic that has grown from a few cases in Wuhan, China to millions of infections and hundreds of thousands of deaths worldwide within a few months. Sub-Saharan Africa is not spared. Radiology has a key role to play in the diagnosis and management of COVID-19 as literature from Wuhan and Italy demonstrates. We therefore share some critical knowledge and practice areas for radiological suspicion and diagnosis. In addition, emphasis on how guarding against healthcare acquired infections (HAIs) by applying “red” and “green” principle is addressed. Given that pandemics such as COVID-19 can worsen the strain on the scantily available radiological resources in this region, we share some practical points that can be applied to manage these precious resources also needed for other essential services. We have noted that radiology does not feature in many main COVID-19 guidelines, regionally and internationally. This paper therefore suggests areas of collaboration for radiology with other clinical and management teams. We note from our local experience that radiology can play a role in COVID-19 surveillance.

One of the significant impacts of the Covid-19 outbreak was the need for physical distancing. Physical distancing causes changes in the order of human life within a relatively short amount of time. Physical distancing also directly causes various socio-economic problems, especially for small-medium enterprise (SME) businesses. The background of this research is the absence of a theoretical framework related to the socio-economic impacts of the Covid-19 outbreak based on previous quantitative research publications. This research aims to develop a theoretical framework on the socio-economic constructs for response to a Covid-19. This research uses the literature review method. The research publication data used for the literature review comes from the Scopus database until May 1, 2020, with restrictions to only quantitative research publication documents. The publication of quantitative research as research data is only derived from the business subject and uses quantitative data processing tools based on structural equation modelling (SEM) variance and covariance. From the research results, a theoretical framework was developed on the role of socio-economic moderation on the effect of internal resources on organizational performance and the role of socio-economics as an antecedent of environmental behaviour. The proposed theoretical framework has the potential to be empirically tested in a future-related socio-economic response to a Covid-19 outbreak.

Wearing facial masks has been indicated as an effective way to reduce the risk of COVID-19 transmission among people. To get a deeper understanding of the habit of using face masks in normal life during COVID-19 outbreak and seek ways to solve the problems of mask using, we conducted a large-scale survey in China through online questionnaires. Totally 1004 respondents, including community outreach workers, non-healthcare professionals, retired people, and students participated in this study. Detailed information regarding the types of masks that people usually use, the habit of changing masks, the methods of mask cleaning, and the attitude toward reusing masks and their potential impact on the environment were collected and analyzed. Results show that more than 98% of people in China used masks during the pandemic, and the types of masks using and frequency of masks changing/reuse varied between different people. Moreover, most of the respondents had a healthy mask-changing habit for preventing the spread of COVID-19 and worried about the safety of mask reusing. The study would help enhance public awareness and develop policies for a better habit in face of the pandemic.

This paper provides an early assessment of the effects of the COVID-19 outbreak and of subsequent response measures on milk production, collection, processing, marketing and consumption in Africa. We focus on the period surrounding the first wave of the outbreak (from February to June 2020), during which the number of cases surged and many steps were taken to curb the epidemic. The paper is based on reports from four countries covered by the Africa-Milk Research Project: Burkina Faso, Kenya, Madagascar and Senegal. Data was collected primarily from nine dairy processors located in those countries. Major conclusions of the study are: (1) Dairy farmers were negatively affected by COVID-19 measures when the health crisis coincided with the peak of the milk production season, and when governments did not take steps to support milk production. (2) Small and informal milk collectors were also affected by traffic restrictions as they could not obtain traffic permits. (3) Milk powder importation remained unaffected during the outbreak. (4) Dairy processors (particularly small ones) faced many challenges restricting their operation. Travel restrictions led to temporary interruptions of milk supply, and because of employee protection and safety measures, processing costs increased. (5) Many small retailers were affected by bans on public transport and reduced their purchases of artisanal dairy products; meanwhile, spoilage of dairy products increased during long curfews coupled with poor storage conditions. Supermarkets were able to increase their market share during the pandemic thanks to their connections with industrial dairy processors and wholesalers. (6) A majority of consumers decreased their consumption of dairy products due to a decrease of purchasing power. In some cases, an increase in consumption occurred (due to Ramadan month and dry season high temperatures) and consumption shifted towards long-life dairy products. (7) Overall, the consequences of the health crisis affected more small and informal dairy supply chains than the larger ones, which are more formal, better organised and finally more resilient to face this kind of global crisis.

Environmental Impact Assessment (EIA) is not only about development and protecting environment, but also about public participation during all the process. It is not an exaggeration that public participation is claimed as one of the key indicators of the effectiveness of EIA. Therefore, even in pandemic conditions while development still must go on at the same time, public participation can be avoided in the EIA process. In a wide range of international arrangements and national regulation, there are several guidance in accommodating public participation such as the Aarhus Convention 1998 and Indonesian national regulation. This article compares and analyses those legal procedures in mitigating unexpected conditions. The result shows that both of them are still feasible to be applied even in abnormal circumstances. Some barriers are identified especially related to implementing advanced technology. Therefore, how these aspirations are conveyed and accepted must be done in various alternative ways.

China has always had frequent disasters, and unexpected emergency public events often bring great impact to the national economy, so it is very important for the emergency financial management mechanism to effectively respond to. Combining with the emergency financial control measures for the new crown pneumonia epidemic, this paper analyses the imperfections of the current emergency financial control system in China from four aspects: contingency, delineation of fiscal responsibilities among central and local financial departments in the field of emergency management, institutionalization of emergency financial system, supervision and management, and puts forward corresponding suggestions and countermeasures.

At the beginning of 2020, COVID-19 began to explode on a large scale around the world, with medical and health institutions around the world are facing great pressure. During this period, medical institutions that treat patients with COVID-19 will also generate a large amount of medical waste. If not handled properly, infectious viruses will enter the environment and cause secondary pollution and new epidemic. Wuhan was the first city to have a large-scale outbreak during the outbreak. In the early stage of the outbreak, the relevant competent departments of medical and health institutions and medical waste disposal agencies in China quickly and timely issued a series of technical guidelines and Management measures to control secondary pollution of medical waste during COVID-19. This article analysed the medical waste disposal capacity in Wuhan city, Hubei Province and China at 2020, which also introduce the medical waste treatment measures taken in China during the outbreak, hoping to provide technical reference for other countries.

The COVID-19 pandemic has had a significant impact on spread of the coronavirus disease. Currently, valuation and analysis of COVID-19 is a trending topic in the research industry that has been explored deeply. Many researches have been done in the selected time frame so far that evaluated the damages within the given conditions through different approaches. In our Study by taking certain parameters, we have deduced the direct relationship between spread of COVID-19 and the probable factors. This will be going to help researchers and stakeholders of the healthcare system to understand the pandemic in a better way, which may lead to potential enhancements that can be done in this field to counter this pandemic in a smarter way.

Aim: The COVID-19 outbreak is likely to affect both the occurrence and the reporting of abuse or neglect in vulnerable adults in a variety of ways. This study aims to explore such effects based on the alerts reported to the national system dedicated to these situations by the Ministry of Solidarity and Health in France., Method: The main characteristics of the situations of abuse or neglect (age and gender of the victims, main type of abuse or neglect, persons considered as responsible, place of occurrence) reported to the national system from March to December 2020, since the beginning of the COVID-19 outbreak, have been compared to those observed during the same months from 2017 to 2019., Results: In 2019-20, abuses or neglects in nursing homes decreased (-111 or -8%), during 3-months, while those reported in domestic situations increased slightly (+50 or +1%), despite a short decline at the beginning of the epidemic. The situations reported during the epidemic as compared to those of the three previous years affected more often women, and less often involved persons other than families or professionals. Violations of rights, and psychological abuses have been more frequent, financial abuses and neglects have been less frequent since the beginning of the outbreak.

Among the somatic and medical consequences of the pandemic linked to COVID-19, the increase in the rate of domestic violence and child abuse is one of the most serious and significant encountered in pediatrics. Indeed, if the reporting rate of ill-treatment of minors was abnormally low during the confinement of March-May 2020, the reopening of schools and psycho-social intervention teams in the spring made it possible to highlight a signifi¬cant increase in the number of worrying clinical situations. In some cases that meet strict hospitalization criteria, the social services call on specialized teams to take care of child victims of abuse. The purpose of this article is to des¬cribe and analyze the child abuse situations handled by the multidisciplinary team Cellule Maltraitance in the Pediatric Department of the CHU Liège between May and November 2020. We will also briefly describe the work and the multi¬disciplinary intervention of the Cellule Maltraitance.

This article is a descriptive analysis of the organizational steps undertaken to transform eight OR (operating rooms) of the University Hospital Lausanne CHUV into a dedicated ICU (intensive care unit) during the COVID-19 pandemic. An efficient response of our institution was mandatory to timely increase the number of ICU beds. The transformation of an entire floor of a functioning operating ward was deemed the most appropriate solution to provide rapidly a significant number of beds. Background: The first wave of COVID-19 swept over France during the first quarter of 2020, leading to saturation of the health care system. We wished to study, in a French military medical unit assisting one of the country's largest armed forces populations, the impact of teleconsultation and the systematic isolation of all possible, probable and confirmed cases of COVID-19., Methods: This is a retrospective study carried out from March 9 to May 31, 2020 on the basis of our activity register. The variables collected included type of medical consultation procedure, occupational status, classification of cases and date of onset of first symptoms. We have paralleled our activity with that of SOS Médecins and the emergency departments of the Île-de-France region., Results/discussion: During this period, 1719 episodes of care (teleconsultations or physical consultations) were recorded, of which 91% (n=1561) were linked to COVID-19. We identified 598 "suspected" (possible and probable) and confirmed cases. "Isolated" teleconsultations (not followed by a face-to-face medical consultation, sample taking or necessitating the dispatch of prompt assistance) represented 86% of episodes of care (n=1482). Comparison of our activity and the number of new cases with the databases of SOS Médecins and the Île-de-France emergency services suggests that our isolation strategy was timely and effective., Conclusion: The contribution of teleconsultation was substantial and reassuring. Teleconsultation makes it possible to absorb a large volume of patients, is easy to implement, and entails no nosocomial risk. Isolation of infected patients should be a priority during an outbreak. The current epidemic of SARS-CoV-2 infection poses new challenges in the management of patients with gastrointestinal or liver disease. Consultations with patients with chronic diseases should ideally be done via telemedicine and treatments administered at home if possible. The latter should be maintained in non-infected subjects to limit the risk of decompensation of their underlying disease. In the event of proven infection, immunomodulatory or biological treatments will tend to be reduced or discontinued unless the disease is in a severely active phase. In March 2020, the COVID-19 pandemic started to spread among the Belgian territory. Our university hospital was confronted to the very need of specific reorganizations guided by the implementation of the Hospital Emergency Plan.This article aims to describe the experience of the University Hospital of Liège (CHU Liège) during the COVID-19 outbreak and demonstrates the efficiency of advanced triage centers to regulate hospital admissions from the emergency department (ED)., Methods: since the beginning of March 2020, the CHU of Liège has implemented specific advanced triage centers to manage patients with SARS-CoV-2 suspected symptoms. The first center was organized inside the hospital but the need of outside structures led to the creation of two centers by the end of March. From March 2 to May 3, data from the different visits at the COVID-19 centers were collected (numbers of admissions, rationale for coming, work up and outcome)., Results: during the study period, 3,094 patients were admitted to the specific COVID-19 centers of the CHU Liège. This represents 3,431 visits among which 337 were classified as readmission visits. The sensitivity and specificity of the triage centers to determine the need for hospitalization were, respectively, estimated at 87,9 % and 93,4 %., Conclusion: our experience tends to demonstrate the role of specific COVID-19 triage centers located very close to the EDs aimed at managing COVID-19 suspected patients in order to actually determine their need for subsequent hospitalization.

Bu araştırmanın temel amacı okul yöneticilerinin COVID-19 salgınında görevlerini nasıl algıladıklarını ve anlamlandırdığını incelemektir. Fenomonolojik araştırma deseniyle yürütülmüş olan araştırmanın katılımcı grubu devlet okullarında görevli 10 okul yöneticisidir. Araştırma verileri açık uçlu sorulardan oluşan yarı yapılandırılmış görüşme tekniği kullanılarak toplanmıştır. Görüşmede katılımcıların verdikleri cevaplara bağlı olarak sonda soruları da sorulmuştur. Fenomenolojik çalışmada incelenen araştırma konusuna ilişkin katılımcıların deneyimlerinin özüne ve yapısına ulaşmak hedeflenmektedir. Bu nedenle katılımcıların okul yöneticisi olma deneyimlerinin özünü ve yapısını açığa çıkarmak amacıyla verilerin analizinde “parantezleme”, “fenomenolojik redüksiyon”, “imgesel çeşitleme” ve “anlam ve özlerin sentezlenmesi” olmak üzere dört aşamalı bir süreç takip edilmiştir. Verilerin analizi sonucunda COVID-19 pandemisi sürecinde okul yöneticisi olma fenomeninin yapısını ve özünü birbiriyle ilişkili altı bileşenin oluşturduğu tespit edilmiştir. Uzaktan eğitim süreciyle iş yüklerinin ve yoğunluklarının artan yöneticilerin, bu yoğunluk ve bilinmezlik durumu sebebiyle de yıpranmışlık ve yorgunluk yaşadıklarını, yorgunluğun hemen peşinden motivasyon kaybına uğradıklarını ifade etmişlerdir. Öte yandan uzaktan eğitim sürecine aktif şekilde dahil olarak teknolojide yeni deneyimler elde ettiklerini belirten yöneticiler, çevrim içi eğitim süreci için de öğrencilerine gerekli materyalleri ve imkanları sağlamak için kendilerini vicdani sorumluluk altında hissettikleri belirlenmiştir.

Low-income countries (LICs) and lower-middle-income countries (LMICs) are still deprived of the optimum doses of coronavirus disease 2019 (COVID-19) vaccines for their population, equal access and distribution, as well as mass immunization roadmaps to be implemented for achieving herd immunity and protection from the ongoing pandemic. In this short report, we are interacting with the world public health experts, as well as national and global leaders for warranting the mass vaccination drive to be more progressive against COVID-19 with equitable access of vaccines to LICs or LMICs to save the lives of the poorest country people and refugees. From several scientific databases, such as Google Scholar, PubMed, as well as national and international news websites, the data were collected data by utilizing appropriate keywords regarding the topic. Bangladesh might be exemplified in this brief communication as the representative of LMIC. As of October 14, 2021, 48% of the world's people have received at least one dose of the COVID-19 vaccine. In contrast, only 2.5% of people from LICs have come in under COVID-19 vaccination for at least a single shot. Both LICs and LMICs need far more vision and ambition, including political, administrative, and diplomatic progress along with enhancing the vaccination drive for their population to be immunized through simultaneous mass vaccination progress of other countries with implementing public health safety measures against the COVID-19 pandemic.
