You The development and active introduction of computerized technology and information and communication technologies into the agrarian sphere contribute to the emergence of new forms of active e-participation and rural citizens in the socio-political processes of their regions. The article examines the concept of citizen science and theoretical approaches to assessing the effectiveness of e-participation projects. In the stack of smart agriculture tools and technologies, citizen science is an approach that has great potential as a tool that can provide timely and relevant data to improve the well-being of the agricultural sector, by keeping the entire population engaged and informed. The study will be of interest to government and business representatives involved in the development, implementation and improvement of existing information and communication technologies for socio-political participation of citizens.

An expedition was carried out to take soil samples of Eastern Donbass and other districts of the Rostov region. The main goal was to study the distribution of potentially toxic elements (PTE) in soils. The total content of mineral components in solid-phase samples was determined by using the X-ray fluorescence method. It was found that, according to the average concentrations, PTE`s line up in the following series: Fe>Mn>Zn>Cr>V>Cu>Ni>Pb>Co. The contents of Zn and Cu in the soil were compared by seasons. It was determined that PTE concentrations in the upper layer of soils were higher in winter than in summer. Geochemical spectra were constructed. They demonstrated that the concentration Clarks of Cr, Cu, Zn, Co, Pb exceeded the Clarks of these elements in the Earth’s crust. Against this background, Pb stands out with contrast, the concentration in the soil of which exceeds those in the earth’s crust by 2.8 times. The tightness of the relationship between the content of PTE in soil samples was calculated, which turned out to be a high straight line.

The work presents the results of studying the content of potentially toxic elements (Mn, Cu, Zn, Cr, Pb, Ni and Cd) in bottom sediments sampled at monitoring stations in the natural-anthropogenic systems of the Lower Don adjacent to the impact zone of the Novocherkassk Power Plant. The relationship between the content of metals in bottom sediments and their sorption properties is largely determined by the conditions of formation and the type of bottom sediments. Evaluation of the potentially toxic element content in sediments indicated that in particle size fractions (≤ 0.001 mm) could accumulate more than 15 times the levels of Cr and Zn and more than 6 times the levels of Cu, Cd and Ni in comparison to the particle size fractions that are 1.0 mm. Local zones of polyelemental pollution of bottom sediments with respect to Cu, Zn, Pb Cd and Cr were determined. These zones are confined to the geochemical sorption barriers of small watercourses of the power plant.

The regularities of the accumulation and distribution of metals (Zn and Cd) in various parts of wild herbaceous plants and the agricultural crop of the impact zone in Rostov region (Russia) was considered. A large accumulation of elements in wild herbaceous plants of the Asteraceae family was noted compared with Triticum aestivum. The pollution of Triticum aestivum by Cd was observed. Wild herbaceous plants of the Asteraceae family were contaminated mostly with Zn. It was found that Artemisia austriaca and Ambrosia artemisiifolia accumulated Zn and Cd in the aboveground part. Achillea nobilis accumulated Cd mainly in the root system. Closer location monitoring plots to the source of anthropogenic load and the location of the northwest winds prevailing in the region were main influencing factors leading to higher pollution.

This work presents analytics ways to estimation and assessment of water tightness of reinforced concrete blocks with basalt plastic lining for increasing geo ecological safety of engineering collectors. It is proved the advisability of application basalt plastic lining instead secondary protection of concrete with hydraulic seal. The results of estimation filtration coefficient and assessment of water tightness of basalt plastic lining of engineering collectors are represented. It is carried out comparative analysis of filtration coefficient and water tightness data of basalt plastic lining and secondary protection. The geo ecological effect is proved at the expense of application of new materials and reducing breakdown events with collectors that may lead pollution of ground and subsoil water with sewage.

The estimation methods of fracture toughness of reinforced blocks are considered for construction for engineering collectors. There are presented the methodical accesses that make possible to numerical describe all studies of destruction process of polymer lining with regard to simultaneously action the whole complex of exploitation factors. It is stated the data of fracture toughness of the composites on organic and nonorganic matrix in normal condition in comparison with basaltplastic lining. It is reported the dates of safety and critical coefficients of composite strains intensity on organic and nonorganic base in normal conditions.
