This article investigates the understudied phenomenon of secondary non-take-up (NTU) among Latino immigrants in Madrid, London, and New York City from their own perspective. It examines the reasons behind secondary NTU across the three sites and examines the relevance of type of welfare state in which they live. The findings of this paper suggest that secondary NTU is prevalent in these three sites. It identifies prejudice from social workers as the leading cause of secondary NTU among Latino immigrants.

This article is part of the Com2SiCa research, which seeks two objectives: firstly, to understand the diversity of human behavior and the way in which it can evolve during a major, sudden and unpredictable disaster; and, secondly, to analyze the trajectories associated with spontaneous decisions to evacuate (or not) the area where a disaster has occurred.Knowledge in this field is scarce because of the difficulty, for both practical and ethical reasons, to address the diversity of behavioral responses during the course of a disaster. In order to capture this precise moment, “during” the event, we have developed an experimental field survey methodology that relies on an immersive visual and acoustic simulation. By immersing participants in disaster scenarios, this innovative method aims to produce data on observable behavioral responses to emergency situations. Trialed in two coastal cities, Nice and Le Havre, in order to test the replicability of the approach and compare the results, it was designed for "natural" or "industrial" disaster scenarios with common temporal characteristics, that is, a sudden, rapid onset with little or no warning. We present the approach, its goals and the type of methodological innovation it entailed. The city of Le Havre was chosen as a case-study to test our method. Our results highlight the validity and value of conducting immersive field investigations and confirm the fact that, for the same disaster scenario, people can behave in a wide variety of ways, and may be alert, in control or in a state of panic. Some people are static (for example, immobile or stunned), while others are dynamic (for example, searching for loved ones or fleeing). The result of this behavioural diversity is a heterogeneity in the trajectories taken to evacuate the site of the disaster or to take cover. We also observe that trajectories depend on the spatial configuration of the location where the event takes place. Knowledge of this behavioural heterogeneity as well as the influence of location could be useful to decision-makers and other stakeholders.

The introduction of magnetism in two-dimensional (2D) materials represents an intense field of research nowadays and the quest to reach above-room-temperature ordering temperatures is still underway. Intrinsic ferromagnetism was discovered in 2017 in CrI$_{{3}}$ and Cr$_{{2}}$Ge$_{{2}}$Te$_{{6}}$ in the monolayer form with low Curie temperatures. An alternative method to introduce magnetism into conventional 2D materials is substitutional doping with magnetic impurities similarly to three-dimensional diluted magnetic semiconductors. The case of Mn-doped transition metal dichalcogenide (MoS$_{{2}}$, MoSe$_{{2}}$, WS$_{{2}}$, WSe$_{{2}}$) monolayers is very interesting because combining out-of-plane ferromagnetism and valley contrast leads to ferrovalley materials. In this work, we focus on the incorporation of Mn in MoSe$_{{2}}$ by molecular beam epitaxy on graphene which has been rarely addressed up to now. By using a multiscale characterization approach, we demonstrate that Mn atoms are incorporated into the MoSe$_{{2}}$ monolayer up to 5 atomic percent. However, when incorporated into the film, Mn atoms tend to diffuse to the grain edges forming undefined Mo$_{{{\it x}}}$Mn$_{{{\it y}}}$Se$_{{{\it z}}}$ phase at grain boundaries after completion of the MoSe$_{{2}}$ monolayer. This segregation leaves the crystalline and electronic structure of MoSe$_{{2}}$ unmodified. Above 5%, the saturation of Mn content in MoSe$_{{2}}$ leads to the formation of epitaxial MnSe clusters.

La politique judiciaire –dite de la justice de proximité qui s’est déployée en France dans le cours des années 90– repose sur un éventail de procédures de résolution des conflits et litiges alternatives au procès –telle que la médiation pénale-, sur la création de lieux de justice décentralisés et sur la participation de non-professionnels du droit. Le matériau ethnographique mobilisé ici provient d’un terrain réalisé entre 2000 et 2006 au sein de la maison de justice et du droit relevant de la juridiction de Fort-de-France (Martinique). Dans cette contribution on interroge ce que seraient les ressorts performatifs spécifiques à cette procédure de résolution des litiges en mobilisant la littérature anthropologique sur les rituels considérés comme des dispositifs de réflexivité et comme des modes de reconfiguration de l’ordre social et des relations interpersonnelles. La focale sera notamment mise, dans cette analyse des situations et pratiques de médiation pénale, sur les éléments et références relatifs à la symbolique et au rituel du pénal et du procès. Penal mediation is a judicial measure to resolve disputes. This system establishes alternative dispute resolution procedures, the creation of decentralized places of justice and the participation in the exercise of justice of non-lawyers. The ethnographic material used in this contribution deals with the house of justice and law of Fort-de-France’s jurisdiction (Martinique), its interveners and their practices of mediation during the period 2000-2006. The specificities of this conflict resolution procedure are questioned by mobilizing the anthropological literature on ritual as a device for reflexivity that is capable of reconfiguring social order and interpersonal relations. We also focus on the ritual and ceremonial dimensions of the interactions in mediation and we question the references to the symbolic and ritual panoply of the penal law and criminal trial. La mediación penal es una medida judicial para resolver disputas, y es parte del sistema político de proximidad judicial que se comenzó a implantar en Francia en los años noventa. Dicho sistema establece procedimientos alternativos de resolución de conflictos, la creación de lugares de administración de justicia descentralizados fuera de los juzgados y la participación en el desempeño de la justicia de personas no expertas en leyes. El material etnográfico utilizado en este artículo retrata el juzgado de la jurisdicción de Fort-de-France (Martinica), sus partes interesadas y sus prácticas de mediación durante el período entre 2000 y 2006. Se cuestionan las especificidades de este procedimiento de resolución de conflictos mediante la movilización de literatura antropológica sobre el ritual como herramienta para reflexividad y capaz de reconfigurar el orden social y las relaciones interpersonales. Asimismo, nos centramos en las dimensiones ritualísticas y ceremoniales de las interacciones que se dan en la mediación, y cuestionamos las referencias a la panoplia simbólica y ritual del derecho penal y el juicio penal. The introduction to this special issue discusses (self-)translation processes and products of migrant and colonized Indigenous peoples in translation and cultural studies scholarship, as well as the creation of minor paintings and literature by these peoples in order to affirm the existence of their languages and cultures. It nuances the linguistic, cultural and identitary tribulations to which colonized and migratory peoples are subjected, the double-edged sword of (self-)translation, and the paradoxical gains that can be found by going through its, at times, painful process. Ways in which (self-)translation can be used to empower dominated, often endangered, languages and cultures are also analyzed, before presenting, very briefly, the articles published in the issue
