The development of health claims for food is driven by a strong industrial impetus and by consumer demand. From the regulatory point of view, the European legislation is fragmented; food and health legislations are contradictory on some aspects. National authorities carry out the regulation of health claims for food according to their own rules. A more comprehensive and harmonized approach within the European Community will be provided by the European regulation currently under discussion between the European Commission and the Parliament. Nevertheless, its final adoption and its implementation will take time. In addition, it won't solve the difficulties related to the assessment of the scientific substantiation of these claims. The role of health authorities in the implementation of rules regarding the safety of consumers remains unadressed.

International audience; This paper presents some results of a research on the food service industry in France. This industry faces changing consumer habits and intense competition. The sustained growth of the metropolises is a factor of paramount importance for this activity as it boosts the demand for outhome quality meals. In order to maintain a rapid rate of growth, the leaders are expanding their restaurant networks particularly in peripheral poles located in the suburbs of large metropolitan areas. At the same time, some of them are taking models and concepts from competitors. In this context, site location appears as a powerful mean to protect their local market and to establish entry barriers: the consumer only accepts short travel times to and from the restaurant. This paper is based on a survey done in three southern French cities and uses consideration set analysis.; Cet article présente les résultats d’une recherche consacrée à l’industrie des services de restauration en France, qui se trouve confrontée à des modifications des habitudes de consommation ainsi qu’à une concurrence considérable. La croissance soutenue des métropoles est un facteur d’une importance capitale pour cette activité car elle augmente la demande de repas de qualité à l’extérieur du domicile. Afin de maintenir un taux de croissance rapide, les leaders étendent leurs chaînes de restaurants tout spécialement dans les pôles périphériques situés dans les faubourgs des grandes agglomérations. En même temps, certains d’entre eux adoptent les modèles et les concepts de leurs concurrents. Dans ce contexte, l’implantation d’un site apparaît comme un moyen puissant de protection de leur marché local et d’instauration de barrières à l’entrée : le consommateur n’accepte que de courts temps de parcours de et vers les restaurants. Cet article se fonde sur une enquête menée dans trois villes du sud de la France et sur l’analyse des ensembles de considération.

Political corporate strategy research has largely ignored the strategy of firms towards worldwide intergovernmental organizations which nevertheless play an increasing role and whose decisions may be binding for governments. We aim at contributing to this research domain by focusing on this specific target. On the one hand the question is to understand the characteristics of intergovernmental organizations (I.G.Os.) and of their decision process, that make them specific as a context for firms which want to influence their decision; on the other hand, the question is to study the political action of firms in this specific context. We chose an exploratory research with case studies. The case studies share the same background : Codex Alimentarius, an I.G.O. producing norms for food. They show the development of five Codex Alimentarius texts, which offer various configurations for decision-making and various types of interaction between industry and Civil Service. The research yielded two main results. One is about decision process in I.G.Os.. Building on the; Les comportements des entreprises envers les organisations intergouvernementales (O.I.G.) sont peu étudiés. Nous proposons de comprendre en quoi les O.I.G. et leurs processus de décision sont un contexte particulier pour les entreprises et d'étudier quelles stratégies politiques les entreprises y mènent. La recherche est exploratoire et s'appuie sur cinq études de cas d'élaboration de normes par le Codex Alimentarius. Le modèle décisionnel de la poubelle et le concept d'organisations faiblement couplées permettent de voir les O.I.G. comme des lieux d'" indécision ponctuée de décisions". Les stratégies politiques menées vis-à-vis des O.I.G. combinent lobbying national et entrée dans la négociation internationale, nous les qualifions de " meta-lobbying " Une relation de " coopération nationale ", liée à la négociation internationale, peut s'établir entre l'administration et les entreprises. Su.vi.max and nutrinet-santé: lessons from large cohorts. This paper presents two epidemiologic studies in the field of nutrition, implemented in France for the last decades: an intervention trial (SU.VI.MAX) and a web-based prospective cohort study (NutriNet-Santé). The SU.VI.MAX study, a randomised, double-blind, placebo-controlled primary prevention trial, has shown that 7.5 years daily low-dose antioxidant supplementation (vitamins and minerals) lowered the total cancer incidence in men only, not in women. This may be explained by a lower baseline status of certain antioxidants (measured by blood concentration) in men compared to women. Finally, the effect of antioxidant supplementation on the incidence of cancer could depend on baseline antioxidant status (which differs from gender and/or nutritional status) and the health status of subjects (healthy vs cancer high-risk subjects). The NutriNet-Santé cohort is a web-based prospective cohort study launched in 2009 aiming to investigate the relationship between nutrition (nutrients, foods, dietary patterns, physical activity) and health outcomes; and to examine the determinants of dietary patterns and nutritional status (sociological, economic, cultural, biological, cognitive, perceptions, preferences, etc.)., Competing Interests: Les auteurs déclarent n’avoir aucun lien d’intérêts.

From July 2000 to July 2001, the hazard analysis and critical control points (HACCP) system was implemented to the benefit of the traditional sandwich production in Phnom Penh City Sandwiches were initially analyzed for bacterial indicators among 6 large-scale producers during a 2 months period. In the second stage of the study, two selected producers were involved in the HACCP process. Microbiological analyses revealed a poor sanitary quality of samples from all the production lines tested. Implementation of HACCP method resulted in a reduction of microbial contamination, but this decrease was not significant compared with others steps of HACCP process (chi2 test for trend, p0.05). HACCP system was well accepted by producers but routine practices and wrong perception by production-line workers did limit the success of the process. A regulation on the mass catering sector should be part of a large strategy of food safety and environmental health in the city.

Over the last 20 years, the issue of “urbanization and food” has been oscillating between two opposite trends: the fear of the impact of urbanization on agriculture, and the reasons for hope. While cities used to scare ruralists, their spillover impact on agriculture is today widely recognized. Food crop agriculture has achieved the difficult challenge of feeding rapidly growing cities in developing countries. This challenge was met by peasant agriculture and a small-scale agro-food sector. Usually considered as informal, the trade and food processing sector is sufficiently organized to face an uncertain future. Since the 80s, research on feeding the cities has been focusing on the role played by quality in the functioning of the agro-food system. These studies lead to a recognition of the multifunctional nature of food, and in particular the importance of cultural factors in the food habits of urban consumers. Most of the papers presented in this issue focus on the dynamism of the actors in developing countries, and on their ability to organize and innovate. This approach tempers the pessimistic opinion commonly shared about these countries. Yet, it does not ignore the new difficulties they are facing. Indeed, new worries appear, including the growth of urban poverty, nutritional transition, the risks of marginalizing small farmers, all of which are closely related to the development of quality standards and to the growing role played by supermarkets. Conversely, new trends emerge, such as the consumers' desire for local products, or the development of urban and periurban agriculture. These evolutions should also be understood as a means to rebuild proximity in our relation to food., Les recherches menées depuis une vingtaine d'années sur l'alimentation des villes et dont un aperçu des résultats est fourni dans ce numéro thématique, balancent entre deux pôles : les raisons de craindre les conséquences de l'urbanisation sur l'agriculture et celles d'espérer. Alors que la ville faisait peur aux ruralistes, son rôle d'entraînement sur l'agriculture est largement reconnu aujourd'hui. L'agriculture vivrière a globalement réussi le difficile pari de nourrir des villes en croissance très rapide dans les pays du Sud ; un défi relevé par une agriculture paysanne et un secteur agroalimentaire largement artisanal. Ce secteur du commerce et de la transformation considéré comme informel s'avère en fait assez organisé pour faire face aux incertitudes. L'une des grandes nouveautés de la recherche sur l'alimentation des villes depuis les années 1980 est la reconnaissance du rôle de la qualité dans le fonctionnement du secteur agroalimentaire. Ces travaux conduisent à reconnaître le caractère multifonctionnel de l'alimentation et notamment l'importance des facteurs culturels dans les comportements alimentaires des consommateurs urbains. Si la plupart des travaux présentés dans ce numéro insistent sur le dynamisme des acteurs du Sud, sur leurs capacités d'organisation et d'innovation, tempérant les discours souvent pessimistes sur ces pays, ils ne nient pas les nouvelles difficultés auxquelles ils sont confrontés. L'urbanisation de la pauvreté monétaire, la transition nutritionnelle, les risques de marginalisation des petits producteurs liés au développement de normes de qualité et au rôle croissant de la grande distribution constituent de nouvelles inquiétudes. En contrepoint, la recherche par les consommateurs de produits de terroir ou le développement de l'agriculture intra- et périurbaine, apparaissent comme des alternatives, comme des moyens de retrouver une proximité dans les rapports à l'alimentation.

Le système agroalimentaire joue un rôle de toute première importance pour l’économie d’un grand nombre des Etats-membres de l’Union Européenne, mais aussi des Etats en processus d’adhésion à l’Union Européenne. En Grèce, il a constitué la base sur laquelle une grande partie de son développement est construit, alors qu’en raison de l’adhésion du pays à l’Union Européenne son évolution a pris une nouvelle dimension. Néanmoins, il est exposé non seulement à la Politique Agricole Commune, une politique plus ou moins "contrôlée", mais aussi aux effets de stratégies des firmes multinationales (FMN) de l’économie mondialisée de l’Union. Dans notre article, après une approche méthodologique de l’expansion des FMN, nous analyserons les effets de l’ouverture du système agroalimentaire grec au défi européen, aussi bien au niveau des IAA qu’au niveau de la distribution alimentaire. The agro-food system plays a role of primary importance in the economy not only of a large number of member states of the European Union, but also for countries in the process of adhesion. In Greece, the agro-food system constitutes the foundation on which a large part of the country’s development was built. While after inclusion in the Common Market, interest in its development has taken on new dimensions. However, it is subject to not only to the common agricultural policy which is more or less «controlled», but also to the effects of the strategies of multinational firms (MNF) in the global economy of the Union. In our article, after a methodological approach concerning the MNF expansion, we analyze the effects of opening up the Greek agro-food system to the European challenge, taking into account both food and agricultural industries (FAI) and the level of food distribution. El sistema agroalimentario juega un papel de primera importancia no sólo en la economía de un gran número de Estados Miembros de la Unión Europea, sino también de los estados que están en proceso de adhesión a la misma. En Grecia, ha constituido la base sobre la cual, una gran parte de su desarrollo se ha construído, por esta razón, después de su adhesión a los países de la Unión Europea, su evolución ha tomado una nueva dimensión. Sin embargo, se expone no sólo a una política agrícola común, una política más o menos «controlada», pero también a los efectos de las estrategias de firmas multinacionales (FMN) de la economía mundial de la Unión. En nuestro artículo, después de un acercamiento metodológico sobre la expansión de las FMN, analizaremos los efectos de la apertura del sistema agroalimentario griego al desafío europeo tanto en el nivel de la industria agroalimentaria (IAA) como en el nivel de la distribución alimentaria

Antitrust and agribusiness - This paper analyses the main antitrust decisions in the agribusiness sector in Europe. The agricultural and food professions are those that touch agriculture, but also the restoration, the kitchens, and the employees of slaughterhouses. Various occupational skin diseases touch these salaried employees or craftsmen: eczemas or contact hives with plants or meats and fleshes of animals and all chemical substances that are added: pesticides, food additives and various preservatives. Irritation contact dermatitis or real skin burns are observed with housekeeping products imposed by the sanitary norms, increasingly powerful, but as increasingly caustic. Infectious illnesses transmitted from the animal to the man are sometimes observed especially among the breeders and employees of slaughterhouses.

The scientific understanding of the relationship between diet and disease has progressed greatly in the past decades. With this growing scientific evidence supporting the important role of diet in modifying the risks of some chronic diseases, there is increasing consumer and marketing interest in nutrition and health. The Health Products and Food Branch has been actively involved in this issue through both policy and regulatory development and extensive public and scientific consultations. Feedback from the public consultations has been generally supportive of scientifically valid diet-related health claims for foods but mixed with regard to product-specific claims. Health Canada is moving ahead in this regard to find a solution that best matches public needs and legal constraints. Following two years of consultation, Health Canada published a policy recommendation on health claims for foods in November 1998. The policy recommended that structure/ function and risk reduction claims be permitted for foods, and that the claims may be generic or product-specific. The definition of a drug in the Food and Drugs Act is far-reaching as it includes any substance(s) manufactured, sold or represented for use in the prevention or treatment of disease or in modifying organic function. This means foods bearing risk reduction claims or many structure/function claims would likely fall within the definition of a drug. In addition, subsections 3 (1) and 3 (2) of the Food and Drugs Act prohibit the sale of a food or a drug that is advertised to the general public or labelled as a treatment, preventative or cure of any of the diseases listed in Schedule A to the Act. Schedule A lists many of the major diet-related chronic diseases. It should be noted that this prohibition of treatment / prevention claims for these diseases applies even if the claims are true. Section 3 dates from 1934 and was intended to protect the public at a time when there were no effective treatments for many diseases. To enable the use of risk reduction claims for foods, another Section of the Food and Drugs Act was applied. Section 30 of the Act allows the Governor-in-Council to make regulations exempting any food or drug from the provisions of the Act. Under this authority, foods bearing a diet-related health claim could be exempted from the prohibition contained in Section 3 and the provisions related to drugs provided certain conditions are met. To provide more opportunities for communicating information about the role of diet in disease, risk reduction, and the health benefits of foods to consumers in labelling and advertising, Health Canada has proposed five generic health claims for adoption in Canada. This followed an initial review of the issues and extensive review of the scientific basis of the proposed claims. The five generic health claims are: 1. “A healthy diet containing foods high in potassium and low in sodium may reduce the risk of high blood pressure, a risk factor for stroke and heart disease.”

Traceability makes it possible to monitor the properties of a foodstuff in general and its safety in particular. Based on the "refrigerated trio" concept developed by André Monvoisin, cold chain implementation conditions are examinated, with emphasis on the following three aspects, a safe product and early and continuous application of refrigeration. The TTT and PPP theories are presented. Following an overview of the French Academy of Medicine and the National Consumer Centre's recommendations, non compliance with the cold chain at household refrigerator level is discussed along with control equipment for refrigerators and products. Various indicators and integrators are presented and their described. Time-temperature integrators are examined in depth. In the conclusion, the authors stress the need to restore consumer confidence following recent foof-safety scares.

In an environment characterised by strong globalization trends and increasing uncertainty, firms are becoming more and more integrated within international networks. In the meantime, the new dynamics of the production system gives to localised learning an important role to play. This apparent duality leads to the question of firms’location and to the role of territory in their competitiveness. More specifically, the issue raised in this paper is the diversity of the sources of competitiveness of localised firms. The purpose is to determine the respective competitiveness effects of industrial spillovers (due to comparative advantages), spatial externalities (urban and industrial economies of agglomeration) and specific internal characteristics (due to firm organisation). These effects have been tested at the two stages of the export process : first the firms’decision to sell abroad or not and, secondly, the volume of exports of firms engaged in selling abroad. The originality of this study relates to the exploitation of the individual firms data, which allows the complexity of organisational forms (group, multiplant firm) to be linked to the diversity of spatial environments (urban areas, rural areas, etc.). Results confirm that territorial determinants play a significant role in firms’competitiveness. Among these factors, urban agglomeration economies are the most important. Thus firms located in an urban area have a greater propensity to export and export more than the others. But, taking into account the multiplant firms and their spatial organisation moderates this result. The location of their plants in several and different areas benefits their competitiveness. Finally, the fact of taking multiplant firms into account shows in particular that a firm, while benefiting from the advantages of urban district economies for its head office, can choose to locate some of its firms in rural areas in order to be more competitive. It can thus combine the generic externalities of urban agglomeration economies, required for the commercial activity of the firm, with the advantages for production of the proximity of raw materials. Industrial agglomeration plays also a significant and positive role but lesser than others. This would mean that urban economies (due to infrastructures, collective equipments or generic assets) or national specialisation have a more stimulating effect than local technological externalities.

The production of an anti-Listeria bacteriocin, named Divercin, by Car- nobacterium divergens, has been studied in batch, continuous culture and with viable cells imrno- bilized in alginate gel beads retained in a plug flow bioreactor-The.latter system gave the highest volumetrie productivity with more than 105 AU L-I h-I, which was one hundred'times the pro- ductivity of the batch system. A new simple (two steps) bacteriocin purification method was . developed based on Triton -114 phase partitioning. Introduction: Food marketing impacts children's food knowledge, behaviours and health. Current regulations in Canada focus on restricting promotional aspects of food marketing with little-to-no consideration of the places where children experience food. Understanding food marketing in children's everyday settings is necessary to protect children. This scoping review describes the current literature on food marketing to children in Canada by setting., Methods: The author searched databases for Canadian research on children's exposure to food marketing, and the power and impact of food marketing to children (2-17 years) across settings, and on how current regulations may mediate the effect of food marketing on children. Peer-reviewed studies in English, published between 2000 and 2016, were included., Results: Twenty-five studies documented children's exposure to food marketing and its power and/or impact on them in homes (via television, or online) (n = 12), public schools (n = 1), grocery stores (n = 8), fast food restaurants (n = 2), and in general (n = 2). Research trends suggest that unhealthy foods are targeted at children using multiple promotional techniques that overlap across settings. Several research gaps exist in this area, leading to an incomplete, and potentially underestimated, picture of food marketing to children in Canada. Available evidence suggests that current Canadian approaches have not reduced children's exposure to or the power of food marketing in these settings, with the exception of some positive influences from Quebec's statutory regulations., Conclusion: The settings where children eat, buy or learn about food expose them to powerful, often unhealthy food marketing. The current evidence suggests that "place" may be an important marketing component to be included in public policy in order to broadly protect children from unhealthy food marketing. HACCP is intended to make food protection programs evolve from a mainly retrospective quality control toward a preventative quality assurance approach and to provide an increased confidence in food safety. In parallel, the continuous evolution of quality concepts in the food industry resulted in the development of quality systems and quality assurance techniques with regard to the EN 29,000 (ISO 9000) series of standards. Specific to the food industry, HACCP can be seen as a very effective method to prepare specific Safety Assurance Plans (cf. the quality assurance plan concept) within a quality systems approach (Jouve, 1993). By reference to ISO 8402, a Quality Assurance Plan (QAP) basically sets out "the specific quality practices, resources and sequence of activities relevant to a particular product, service, contract or project". Quality assurance plans are more particularly useful for projects relating to new products or processes and/or comprising inter-related tasks whose interaction may be complex. In addition, in contractual or regulatory situations, such plans can be used to demonstrate the supplier's capability to meet identified objectives, specification or standards. In the food industry, the management of safety is a critical and complex issue which fits very well in the scope of application of a specific QAP; it is also where the use of HACCP is otherwise recommended by priority.

Intra-industry trade in the european food industry : a new form of globalization At a high level of desegregation, this study examines between 1980 and 1990 the evolution of bilateral intra-in- dustry trade (HT) in the 18 NACE branches of the food industry of seven European countries. This type of trade is particularly important for Belgium, the Netherlands, Germany and France and has increased considerably for Spain, Italy and, to a lesser extent, the United Kingdom. Most of the food branches, particularly starch and grain milling, show increases in bilateral HT. Using HT theoretical models, this study identifies the main determinants underlying this new form of trade. These determinants are as much a reflection of country-specific characteristics as attributes of the particular industry branch. This study suggests that HT in the European food sector will continue to increase with the increase in per capita incomes, the levelling out in per capita incomes across European countries, the reduction in the common external tariff, the complete elimination of non-tariff barriers among European countries, the continuing integration of European markets and, finally, further technological development in food manufacturing., A un niveau de désagrégation élevé, cette étude examine entre 1980 et 1990 la progression du commerce intra-branche (CIB) bilatéral dans les 18 branches NACE de l'industrie agro-alimentaire de sept pays européens. Cette forme d'échanges est particulièrement très importante entre l'UEBL, les Pays-Bas, l'Allemagne et la France et a progressé considérablement pour l'Espagne, l'Italie et, dans une moindre mesure, le Royaume-Uni. Parmi les résultats obtenus, tant numériques qu'expérimentaux, trois retiennent particulièrement l'attention : - rôle important du transport convectif pour pré-conditionner le matériau à l'apport d'énergie volumique, - apparition d'une phase de séchage précédant le ralentissement classique. Pendant cette phase, la température dans le matériau s'élève pour décroître ensuite, le flux-masse étant directement corrélé à l'évolution de la température, - proposition d'un critère d'optimisation, qualité du produit fini-temps de séchage, par une gestion du procédé mixte basée sur la température du produit.

Même si je réduis le taux d'utilisation de la capacité de production, le taux d'excédent continue d'augmenter ; d'autant plus que le taux de croissance de la demande des produits agro-alimentaires à prix constants présente un effet positif, i.e. l'accroissement de la consommation des ménages nationaux ne diminue en rien bien au contraire elle augmente le résultat commercial avec le reste du monde en stimulant la production. Il est montré également que le secteur est géré et organisé essentiellement par le capital financier et dans une moindre mesure par le capital industriel. Ce qui suggère qu'un jeu coopératif financier est à même d'améliorer la rentabilité du secteur, quoi que le levier financier de l'endettement à long terme permet de rentabiliser les capitaux propres en difficulté de rentabilité. Ce tournant montre que le secteur des IAA n'est pas inactif en matière de dépenses d'équipements.

Not available; Les marchés alimentaires sont en constante évolution, et les entreprises agro-alimentaires ont donc besoin d'outils performants pour anticiper ces évolutions et développer des stratégies adaptées. Les méthodes de prospective se distinguent par leur philosophie vis-à-vis du futur des méthodes de prévision. A une conception d'un futur unique, prévisible par extrapolation des tendances passées, la prospective oppose une multiplicité de futurs possibles et explique que la réalisation d'un de ces futurs dépend de notre action présente. Notre travail de recherche présente d'un point de vue méthodologique et critique trois outils utilisés en prospective, sur la base de deux cas d'étude pris dans l'agro-alimentaire. Deux méthodes d'analyse structurelle (MIC-MAC et Louis DIRN) ont été appliquées à l'étude des facteurs déterminants pour l'évolution du marché des boissons alcoolisées. La méthode Delphi d'enquête par consultation d'experts a été utilisée pour conduire une étude prospective des produits alimentaires de l'axe nutrition-santé à partir de l'exemple des produits laitiers sans cholestérol. Les intérêts et limites de chacune des méthodes utilisées sont examinés et discutés et en conclusion, nous proposons une combinaison possible de ces trois outils dans le cadre de la méthode des scenarios
