- Abstract
The five papers in this collection examine the existing trends in the use of microcomputers in educational planning and management. In the first paper, "Reflexions sur l'Ordre du Jour" (French), Michel Saint-Germain addresses contextual factors surrounding the use of computers, priorities that must be accounted for before developing new software applications, and issues related to joint cooperation. In the second paper, "Computer (Software) Applications to Educational Planning and Management," Brent Edward Wholeben discusses trends in planning and management, priorities for software design and development, and cooperation between universities and specialized research centers. The education policy for international computing survey (in English and Spanish) is included. In the third paper, "Computer-based Educational Planning and Management in Africa: Current Trends," Boubacar Camara focuses on the growth of statistical applications and statistical databases, the design of information systems, and training workshops in computer literacy. In the fourth paper, "Software Application to Educational Planning: Notes on the Agenda," Habib Khan focuses on software applications to educational planning and the design and implementation of Education Management Information Systems. In the fifth paper, "Software Priorities for Educational Planning," Luis Valadares Tavares outlines the process of educational planning and notes the facets of that process that may be supported by appropriate software. The five papers in this collection on art and music environments in developing countries were presented at the 1984 IFLA general conference. (1) In "Developing an Art for Life's Sake," Gavin Jantjes, a black South African artist currently living and working in the United Kingdom, offers personal viewpoints on issues relating to the art of the Third World and African contemporary art in particular. (2) In "The Designer in a Developing Country and the Information He Needs," H. Kumar Vyas (India) describes the stages which an artist goes through in transforming ideas into actual design concepts, and specifically addresses the lack of available information about a Third World country's own cultural heritage and steps that have been taken at the National Institute of Design to help students systematically design methods of collecting information. (A detailed checklist entitled "Designer's Method for Documenting Traditional Craft Environment" is included.) (3) In "Vision et Recherche des Formes: Une Contribution Informelle a la Discussion" (Vision and the Search for Form: An Informal Contribution to the Discussion), Arnold Pacey discusses the social and esthetic aspects of design and situations which arise in developing countries when the traditional design does not lend itself to technological innovations. (4) In "L'Esthetique des Arts du Quotidien: Images de l'Afrique Noire et des Caraibes" (Esthetiques of Art for Daily Life: Images from Black Africa and the Caribbean), John Magnus (United Kingdom) focuses on the cultural links between countries on the two sides of the Atlantic Ocean as they are reflected in popular art forms. (5) In "Problems in Collection and Preservation of Music Data in Kenya and Suggested Solutions to the Problems," W. A. Omondi (Nairobi) discusses the present state of documentation in Kenya; the need to document traditional music and dance; the operations of the government's proposed Central Research Committee; and the development, dissemination, and propagation of traditional music and dance. This paper focuses on the idea that identity is a key question for any one interested in understanding African twentieth century writings or further, even when they are not directly related on it. For, if we observe problems like tradition and modernity, relations to West, African future or utopia, it appears that answers vary with the approach of African identity directly or indirectly developed by authors. What will specify this research is that, contrary to the ordinary discourses on the question, the paper shows that the main concern of African thinkers is not the differentiation with West but the relation of Africa to Africa. It will highlight the two main attitudes in stressing that before the independences, Africa was for Africans a model of identity, and it became a countermodel after. In both, the relation with Europe was positive in that the former tried to promote co-existence with the West, and the latter took Europe as an ambivalent model of identification. Published in 2008, the novel Retour de manivelle by Julien Kilanga Musinde revives the unfinished debate related to the search of identity in African writing. The universe depicted represents the modern society and Musinde's main character is changing as fast as he relocates to a different society. The author depicts this flexibility as a strength that commands the adaptability of the character without suppressing the initial culture of the protagonist. Musinde chooses to freely express his fantasy and, at the same time, integrate his subjective world vision and multidimensional scholarship in the interpretation of the identity. The question of culture being central to the novel, the paper is aimed at demonstrating, however, that the culture that is depicted as both exclusive and dynamic in Musinde's work should be understood mainly in cyclic perception in which both the starting and the arrival points are joining in a unique individual subjectivity, such a subjectivity having the potential of engendering a new discourse by attempting to juxtapose conflicting ways of life. The paper also demonstrates how Musinde distances himself from the materialistic world vision commonly expressed by existentialists and Epicurean philosophers. This attitude allows the author to reflect on the interconnectivity between the immediate empirical reality and the world beyond from the perspective of a transnational African intellectual in a globalizing world. Five of the six papers in this collection focus on public library services, collection development problems, and involvement in literacy campaigns in developing countries; the sixth paper is concerned with public library services in Norway. (1) In "Big Cities, Its Inhabitants and Public Libraries Systems," May Brooking Negrao examines Sao Paulo's public library service to its inhabitants in terms of labor and education factors. (2) In "Collection Development in Public Libraries in Developing Countries," Karen Jesson attributes collection development problems in Zimbabwe and other developing nations to the shortage of foreign currency, import taxation on books, the government attitude toward indigenous publishing, proportions of local and imported material in libraries, and library promotion of indigenous literature. (3) In "Literacy Campaigns in West Africa," Kosi A. Kedem focuses primarily on campaign efforts in Ghana and Nigeria, the agencies involved in the campaigns, and the role of public libraries. (4) In "Bibliotheques a deux portes ou la Bibliotheque scolaire et ses relations avec la Bibliotheque publique (Libraries with Two Doors or the Academic Library and Its Relationship with the Public Library)," Remi Sagna argues that the public library and academic library complement each other in developing nations, and that the two together provide a tool for promoting education and reading in the traditionally oral societies of Africa, especially Senegal. (5) In "Literacy Campaigns in Asia and Thailand," Karmmanee Suckcharoen examines literacy campaigns in the Republic of China, Pakistan, the Philippines, and Thailand. (6) In "Public Library Policy," Else Granheim emphasizes those elements of public library service in Norway that guarantee nationwide user access throughout the country. (MAB)

This paper provides new insights into the vegetation of the black continent (Cameroon, Chad, Gabon, Gabon, Nigeria, Mali and Burkina Faso). It particularly explores the relationship between Africans and trees through the prism of colonization. The regions studied have suffered successive waves of occupation. Each newcomer had a specific relationship with the tree. Today, the result is an unstable balance between the environmental constraints that shape the background of the plant capital, the needs and means of the populations, all guided by cultural habits and pre-colonial and colonial heritage. These inheritances, which are diametrically opposed, are under tension in African societies, with the public administration acting as moderator. With little financial and human resources, it tries to preserve the wooded heritage, especially since we now know it is important in times of climate change. [ABSTRACT FROM AUTHOR]

This paper explores the case of a village named Lacroix, located in a commune mixte of French East Algeria--La Calle--where many European settlers abandoned their land a few years after obtaining it. In the early 1920s, most of the first settlers put their land up for rent or sale to native people, because they were attracted by Tunisia, the border of which was just next to the village. In the 1950s, only five French families were still living in Lacroix. This movement can be considered as a sort of decolonization, even if this concept must be handled with care. Those migrations were very usual throughout the country at that time, but the case of Lacroix is a good example of a colonization area being recovered by the natives. The analysis of this long and complex process shows how the French authorities tried to retain land, creating inventive strategies for over 20 years. The process was very difficult, however, and finally failed, especially because of the conflicts between the local administration and central authorities. Moreover, the General Government showed no interest in this rural part of the colony, located at the Tunisian border. This case also raises the issue of the influence of local politicians, who managed to be heard over the administrator of the village or the settlers themselves. Finally, this paper discusses the objections that colonization had to face to be efficient while French Algeria was nearing its centennial. [ABSTRACT FROM AUTHOR]

The relations of these women with their founder, as well as with the White Fathers, who also bear the weight of socio-ecclesial roles imposed on them as men, are analysed.
