2. Is a dense city a healthy city? A preliminary study on the interplay between urban density and air quality in Oran, Algeria

The general consensus is that dense cities are more sustainable. However, high urban density or compact urban form may affect the health of city dwellers, more particularly when compactness is not associated with the provision of mass transit systems. This paper analyses the correlation between urban density indicators and air pollution in Oran (Algeria), a city that suffers a lack of public transport. It assesses the density of green space needed to reduce airborne pollutants in cities. The paper also examines the impacts of exposure to air pollution on respiratory mortality using a quantitative health impact assessment methodology. Findings show that population density and building density strongly correlates with air pollution, due to motorized transport and other human activities (e.g. industries, residential heating or lacking green space). Results indicate that for population density greater than 12100 inhabitants/ha with associated values exceeding 100 for building density and green space density, air pollution levels become higher than 40µg/m3 , exceeding the recommended limit at international level by WHO. In addition, 588 annual premature deaths (95% CI: 529-643), i.e. 0,2% of the total population of the eighteen districts and 3,7% of the total number of deaths, were directly or indirectly related to NOx concentration. This paper concludes that despite the conventional wisdom that more dense cities are more sustainable and healthier, higher density urban areas tend to be associated with poor air quality when there are no mass transit systems.

5. The effect of the solar wall heating on the flow structure within the cross-ventilation of isolated building

In this paper a comprehensive study is conducted on the heat transfer between building and the atmosphere within a cross ventilation situation, this situation is characterized by a transverse flow between the two parallel windows of an isolated building. The study is divided into two parts, in the first part, the effect of the walls, solar heating during the day (windward between sunrise and noon, the roof at the moon and leeward between noon and sunset) on the air temperature distribution and air velocity inside and outside an isolated building is studied when a numerical simulation is conducted in an atmospheric micro scale. For the second part, the study is focused on the effect of temperature change of the building floor, by an external heating source such as a recessed serpentine, on cooling or heating the air but in this case only inside the building by numerical simulation. The numerical results are validated using experimental measurements (velocity profiles and turbulent kinetic energy) of Y. Tominaga realized at Niigata Institute of Technology in Japan, these measurements provide a very useful database for validation of numerical models of computational fluid dynamics (CFD). Compared to those wind tunnel experimental measurements, the numerical results of the cross-ventilation show a good agreement. The detailed results analysis shows that the differential heating of all building surfaces can greatly influence the capacity of the flow to transport and exchange heat.

Air quality is a major issue for urban policies, which implement regulatory monitoring devices and fine-scale modelling tools to monitor air pollution. Recently, mobile and connected devices have been used as a valuable tool in this regard, allowing more observations and real-time indicative data on individual exposure in all environments. In this article, individual exposure to the pollutants PM2.5, NO2 and Black Carbon (BC) is analysed based on geolocated and embedded micro-sensor observations from eighty-eight voluntary participants of two cohorts in Île-de-France. This data was complemented by interviews with eight of the cohorts’ participants and ten institutional stakeholders. Our findings reveal wide variations in exposure depending on the pollutant, on the microenvironment ("home", "work", "transport", "other places"), on the transport modes and on particular daily activities. In addition to commuting, this paper highlights additional exposure, particularly to PM2.5 during weekends, within and when travelling to the microenvironment "other places" that include indoor and outdoor leisure time spaces. Peaks of pollutant concentration during some individual travel by tram and bicycle are interpreted in their specific contexts. An analytical synthesis of all our results shows that mobility behavior and exposure intensity in some specific microenvironments require particular attention from an air quality perspective.

The Primequal research program, aimed at studying air quality at the local scale, was initiated in 1995 by the Ministry in charge of the Environment and by ADEME (French Environment and Energy Management Agency). Designed as a multidisciplinary program, it centered chiefly on the physico-chemical and sanitary aspects of air pollution. Human and social sciences, though regularly invited to participate in the program, have remained little involved. To overcome this problem, a special call for research wholly dedicated to the field was set up in 2004. Eight projects, whose results are briefly summarized and discussed in this paper, were funded. For the authors, one of the main findings of this research is the remaining gap, due to poor governance, between the institutional approach to air quality based on monitoring and administrative overseeing and the population's lack of grasp and involvement regarding an issue to which they are, however, highly sensitive and whose sanitary implications they are strongly aware of. bstract: The air quality-monitoring network in Morocco does not cover all regions and occasionally gives data on atmospheric metallic particulate pollution. This work makes it possible to find a simple, inexpensive and available method for monitoring this type of pollutants. In this paper, we report an effective, simple, sensitive and low-cost electrochemical method for heavy metals monitoring in rainwater and airborne particulate matters. The glassy carbon electrode modified ex-situ with a thin mercury film (GCE/TMF) was used as a sensor to detect Cd2+ and Pb2+ by square-wave anodic stripping voltammetry (SWASV). The developed sensor showed a linear response in the concentration range of 0.1-2.0 µmol·L-1 in HCl 0.1 mol·L-1 for both Cd2+ and Pb2+ heavy metal ions. The calculated limits of detection were 12 and 16 nmol·L-1 for Cd2+ and Pb2+ respectively. Moreover, the proposed electrochemical sensor was successfully applied to monitor Cd2+ and Pb2+ in total atmospheric fallout (TAF) and particulate matter (PM10) samples collected in Mohammedia city. The obtained results showed some exceedances of the limit standards preconized for cadmium and lead elements.

International audience; Air pollution is responsible for many premature deaths each year. Faced with this, local authorities are obliged to work collectively to define and implement strategies and actions in favor of air quality. In other words, local actors are developing inter-organizational relationships as a result of a state injunction. However, these relationships, like territorial management practices, are conducive to the development of paradoxical tensions. We seek to know in what way territorial public actors can develop and manage inter-organizational relations in the face of management paradoxes. This paper presents part of the results of Fiore's (2022) doctoral dissertation work, which is based on a multiple case study with embedded design. Our results indicate that local public actors are constrained in multiple ways and on multiple levels. These tend to accumulate to the point of forming paradoxical tensions. All of these difficulties are finally illustrated through a recursive loop, or in other words, a vicious circle.; La pollution atmosphérique est responsable de nombreux décès prématurés chaque année. Face à cela, les pouvoirs publics locaux sont dans l’obligation de travailler collectivement à la définition et à la mise en œuvre de stratégies et d’actions en faveur de la qualité de l’air. Autrement dit, les acteurs locaux développent des relations inter-organisationnelles du fait d’une injonction étatique. Cependant, celles-ci, tout comme les pratiques de management territorial, sont propices au développement de tensions paradoxales. Nous cherchons à savoir de quelle manière les acteurs publics territoriaux peuvent-ils développer et gérer des relations inter-organisationnelles face à des paradoxes de gestion. Cette communication présente une partie des résultats des travaux de thèse doctorale de Fiore (2022) qui s’appuient sur une étude de cas multiples au design enchâssé. Nos résultats indiquent que les acteurs publics locaux sont freinés de multiples manières et sur de nombreux niveaux. Ces différents tendent à se cumuler jusqu’à former des tensions paradoxales. L’ensemble de ces difficultés s’illustre finalement à travers une boucle récursive, ou dit autrement, un cercle vicieux.

12. Colmatage des filtres industriels plissés à Très Haute Efficacité par des aérosols émis en situation d'incendie

The IRSN and AREVA NC are currently conducting a fire research program to improve knowledge of clogging of industrial pleated high-efficiency particulate air (HEPA) filters and develop an empirical relationship fitting the experimental results of clogging of such filters by combustion aérosols. This paper discusses the influence of the filtration velocity, the mass of deposited aérosols per filter area, the diameter and the morphology of the combustion particles and the condensate content of the aérosols on the clogging of such filters. The most critical situation in terms of clogging will be encountered for lower filtration rates associated with particles of fractal morphology and with condensate content lower than 5%. An empirical relationship, describing the clogging phenomenon for a constant filtration velocity, has been proposed and validated for the studied range of particles diameter, condensate content, areal mass and filtration velocity. Finally, this corrélation has been applied to real scale fire experiments for a dynamic filtration regime and has demonstrated the limitation of such empirical approach, L’IRSN et AREVA NC mènent actuellement un programme de recherche sur l’incendie afin d’améliorer les connaissances sur le colmatage des filtres à Très Haute Efficacité (THE) et de développer une corrélation empirique visant à retranscrire les résultats expérimentaux de colmatage de ces filtres par des aérosols de combustion. Cet article présente l’influence de la vitesse de filtration, de la masse surfacique d’aérosols déposée, du diamètre et de la morphologie des particules issues de la combustion et du taux en condensats des aérosols sur le colmatage de ces filtres. La situation la plus contraignante en termes de colmatage est alors rencontrée pour les plus faibles vitesses de filtration associées aux combustibles produisant des particules de morphologie fractale et présentant un taux de condensats inférieur à 5 %. Une relation empirique permettant de décrire le phénomène de colmatage pour une vitesse de filtration constante a de plus été proposée et validée pour la gamme de diamètre de particules, de taux de condensats, de masse surfacique et de vitesse de filtration étudiée. In fine, cette corrélation empirique a été appliquée à des expérimentations d’incendie à grande échelle pour un régime dynamique de filtration et nous a permis d’identifier les limitations d’une telle approche empirique.

International audience; The life cycle of pollutants is affected by chemical as well as meteorological factors, such as wind, temperature, precipitation, solar radiation. Therefore, climatic changes induced by anthropogenic emissions of greenhouse gases may be expected to have significant effects on air quality. Because of the spatial variability of the pollutant emissions and climate-change signals, these effects are particularly relevant at the regional to local scales. This paper first briefly reviews modelling tools and methodologies used to study regional climate-change impacts on air quality. Patterns of regional precipitation, temperature, and sea-level changes emerging from the latest set of general circulation model projections are then discussed. Finally, the specific case of climate-change effects on summer ozone concentrations over Europe is presented to illustrate the potential impacts of climate change on pollutant amounts. It is concluded that climate change is an important factor that needs to be taken into account when designing future pollution-reduction policies.; Le cycle de vie des substances polluantes est affecté par des facteurs chimiques ainsi que météorologiques, tels que le vent, la température, les précipitations, les radiations solaires. Il faut donc s'attendre à ce que les changements climatiques induits par les émissions anthropogéniques de gaz à effet de serre (GHG) aient des effets significatifs sur la qualité de l'air. En raison de la variabilité spatiale des émissions de polluants et des signaux de changement climatique, leurs effets sont particulièrement tangibles de l'échelle régionale à l'échelle locale. Cet article dresse d'abord une brève revue des outils et des méthodologies de modélisation utilisées pour étudier les impacts des changements climatiques régionaux sur la qualité de l'air. Des diagrammes traduisant les changements régionaux dans les précipitations, la température et le niveau de la mer, issus des dernières séries de projections du modèle général de circulation sont ensuite discutés. Enfin, le cas spécifique des effets du changement climatique sur les concentrations estivales d'ozone sur l'Europe est présenté, pour illustrer les impacts potentiels du changement climatique sur les quantités de substances polluantes. On en conclut que le changement climatique est un factor important qui nécessite d'être pris en compte dans la conception des futures politiques de réduction de la pollution.

Locally, controversies concerning air quality measurements are frequent and a major explanation is the large discrepancies between perceptions and quantitative measurements. These controversies show the importance of social and health issues linked to this question and the fact that air pollution often implies a "perceptual ambiguity". In this paper, we discuss the place of knowledge in the mechanisms of perception of air quality. In this perspective, the French Approved Air Quality Surveillance Associations (AASQA), face a major challenge: translating complex scientific knowledge into comprehensive and appropriable information that sometimes contradicts sensory perceptions. Atmo Auvergne-Rhône-Alpes (AASQA) has developed a mobile application, Air To Go, that provides data describing air quality with high geographical accuracy (10 meters) and we are investigating in how access to very precise information might modify the individual perception of air pollution. The results show that there is a need to characterise the influence of the perceptual filter on the in the way individuals view air quality, both to improve the perception of risks and to change individual behavior in terms of exposure and emission of pollutants.

Les controverses citoyennes autour des mesures de la qualité de l’air sont fréquentes dans certains lieux et l’une des explications se trouve être les importants écarts entre ressentis et mesures de la qualité de l’air. Ces controverses témoignent de l’enjeu social et sanitaire lié à cette question et le fait que la pollution de l’air place les populations dans une « ambiguïté perceptive ». L’article interroge la place de la connaissance dans les mécanismes de perception de la qualité de l’air. Dans cette perspective, les Associations agréées de surveillance de la qualité de l'air (AASQA), doivent relever un défi de taille : traduire des connaissances scientifiques complexes en une information lisible et appropriable entrant parfois en contradiction avec les perceptions sensorielles. Suite à la création par Atmo Auvergne-Rhône-Alpes d’une application mobile, Air To Go, diffusant un indice quotidien de qualité de l’air géolocalisé à une échelle d’une précision de 10 mètres, nous nous intéressons à la façon dont l’accès à des informations à une échelle très précise modifie les représentations de la pollution en atténuant le filtre perceptif.
