The digital economy and sustainable development are treated as the world’s progress, and there is a vast number of papers investigating the indirect linkage between these two phenomena. However, there is a lack of studies analysing the direct influence. Hence, the purpose of the current paper is to find out if there is an impact of the digital economy, expressed by DESI sub-dimensions, on sustainable development, represented by SDGI. For that issue, statistical data covering 2017-2020 was gathered, and panel regression modelling was applied. The survey covers 28 EU countries (including the United Kingdom because the data was collected before Brexit). The findings revealed that DESI sub-dimensions influence SDGI; however, the impact was negative in most cases. Thus, the current paper showed that standard views on the influence of the digital economy are not always the right ones.

The ability of the global economy to compete and evolve in the 21st century increasingly depends on the innovative and efficient use of information and communication technologies (ICT). Over the last decade, digitalization has improved decision-making in the global business ecosystem in a variety of contexts, and recent advances in technology transformed the business models in a way that reshapes the economic actor’s interaction with business activities. The emergent conversion of the traditional economy is changing as automation tools, process standardization, and reuse of goods along with cloud computing technology shape the global economy towards digitalization, arising the concern to ensure the development of ICT proficiency in all sectors of the economy in order to create economic balance, avoiding a potential crisis based on the innovation deficit. The speed of digital transformation in the business environment will directly affect the models of economic growth and social development in the future. The present technological revolution is a valid indicator of the civilization progress of the 21st century and the digital transformation requires an improved association of organizational e-leadership skills, innovation, and business development based on business intelligence concepts. Therefore, the reduction of e-leadership skills can be a competitive disadvantage for the industry and a constraint on potential growth. From these considerations, the aim of the paper is to examine the diffusion of business intelligence elements in the global economy, providing examples of business models that have emerged as a result of digitalization improvement, and contributes to an overview of the main features of the digital economy that have emerged in these business models. Using a methodology based on the systematic review of the literature and global analysis regarding the topic, the paper presents a framework of the role that digitalization performs in the global economy transition from analog to digital configuration.

Research background: The digitalization of the global economy is the most common phenomenon in the 21st century. Most Public sector organizations have already started their journeys towards digitalization, and many of them have dealt with their contemporary challenges with success. At the center of these transformations are metrics and indicators used for evaluating digital progress. Already existing measures focus on numerical measures of the presence of digital technology in the public sector (output measures), but do not evaluate the quality of the digitalized public sector (outcome measures). Purpose of the article: This paper attempts to evaluate metrics and indicators used for measuring the digital progress in the public sector. Methods: Three particular aspects of digitalization in the top five leading countries (Finland, Sweden, Denmark, Netherlands, and Malta) were examined: I. success rate of public sector IT projects (measured by how often projects are scrapped); II. The price comparability between the public sector and private sector IT projects; and III. The relative modernity of government IT systems (compared to private sector systems). Findings & Value added: The findings of this paper present key metrics and indicators that can be used to evaluate public sector digital progress. Policymakers will need to redefine digitalization goals and areas of investments, while researchers can contribute more insights to the individual impact of these metrics and indicators on the development of a digital public sector. To this end, the paper contributes to a better understanding of the essential metrics and indicators to measure digitalization progress in the public sector.

Many research state that digitalization is mainly an opportunity, now more than ever. Digital firms are more productive, employ more skilled workers, and foresee more employment growth opportunities ahead. In 2020, the combined health and economic shocks have, however, accelerated the technology driven displacement of jobs, which can exacerbate existing inequalities in the coming years. The goal of this paper is to analyze changes in the scale of income inequalities over the last five years, ending in 2021 with respect to the pre-existing inequalities in access to ICTs (connectivity), differences in digital skills (human capital), integration of digital technology in enterprises and digital public services in EU countries. Our research indicates that in the short-term, the degree of inequality in EU27 nations grew more in countries with greater connectivity, as measured by access to broadband Internet. However, only the integration of digital technology in businesses and fundamental access to the Internet were linked to a greater reduction in the Gini index from 2017-2021.

The Fourth Industrial Revolution or Industry 4.0 refers, in simple terms, to the way in which the technologies like artificial intelligence, autonomous vehicles, augmented reality and the internet of things are merging with the physical life of the people all around the globe. This new “era” is expected to transform in a revolutionary way the economies, employment and even the society in which we live today. The digital economy is very different in comparison to the traditional one and it is the result of the accelerated evolution of telecommunications, internet and electronics, and their integration in our everyday life. This arising economy is favoring the development of a new type of business, i.e. e-business. The process of the transformation of the actual economy in a digital one needs a set of favorable factors and a period of time, named period of transition. In this context, it is necessary to understand and to assess how advanced the transition process is in each EU country so that to be able to create and implement the suitable strategies who will lead to the digital economy. At EU level it was create an index - Digital Economy and Society Index (DESI) – with the aim to measure the progress of EU countries towards a digital economy and society. Our paper presents this index and make a comparative analysis of its evolution during the last 5 years. The results show an intense preoccupation of all EU countries for the improvement of the sectors considered in the calculation of DESI and the progress made by some states in this field.

The challenge facing society is to identify a way to meet customer needs in an innovative way, and Artificial Intelligence helps us achieve this innovation through creative ways. In this paper, we aim to study, from simple to complex, the overview of artificial intelligence technologies, the opportunities generated by their creation and implementation but also the consequences generated by it in the activity of all companies/corporations/and institutions regardless of work done. The subject is deepened by a case study on the process of transformation of an institution in the banking financial system that will allow us to highlight the origins, content, execution and consequences of the transformation process generated by the adoption of artificial intelligence.

In modern science, the study of digitalization and digital transformation in spatial socio-economic systems, among which urban and regional agglomerations are the most complex ones, plays a special role. The paper considers scientific publications devoted to the problems of smart city development. Russian practices of smart city development are investigated in comparison with the world leaders in urban space digitalization. Based on the analysis of the achieved level of digital transformation of urban space and development of “smart city” technologies in the cities-leaders in the development of “smart” technologies in the subjects of the Russian Federation in 2021, the issue of scaling promising technologies and successful practices from urban to the level of regional space is being considered. The prospects of integrating the smart city as a point of digital development of regional space into the system of inter-regional interactions of digital regions are disclosed.

The subject of the research is the digital economics tools applied in spatial industry and enterprises in the context of integration into the digital economy. The process of digitalization of economy and society, the increase of information volumes, data complexity and diversity of data sources with the parallel increase in the value of information create the need for essentially new methods, and tools of managing the spatial industry. The aim of the research was to study the tools of the digital economy in terms of their contribution to the efficient functioning of the space industry in the Russian Federation. The research is supported by the need to introduce new economic tools that ensure the digitization process in the space industry. The introduction of digital technologies and tools of the digital economy in companies generates the need to take into account the specific characteristics of production processes, the existing technical infrastructure, the composition and structure of production facilities, as well as the training of personnel. The paper concludes that the introduction of digital economy tools in the space industry is essential for the optimization of production processes and adaptation to the new digital era in this industry, as well as the development of it.

Developing new energy vehicles is an effective way to get rid of oil dependence and realize energy security and sustainable development of transportation. As a strategic emerging industry, new energy vehicles have received strong support from the government in recent years and developed rapidly. Under the guidance of many government encouragement policies, many automobile enterprises have joined in the field of new energy vehicles. The strategic emerging industries leading the development of science and technology have great development potential, and the development of new energy vehicles can not be separated from the guidance of science and technology. Under the background of cyber Economic, user demand has become the primary goal of enterprise innovation. Weilai, a new energy vehicle enterprise established and developed with the trend, has gradually highlighted its business mode and competitive ecology, which has injected new vitality into promoting the ecologicalization of enterprise industrial model. At the same time, new energy, as a substitute for conventional fuels, can reduce environmental pollution and have extremely high ecological and social benefits. Based on this, this paper combines the current development status of new energy vehicles in China, and conducts an empirical study on some important factors that affect s’ attitudes towards new energy vehicles from the multiple perspectives of government, enterprises and s, using quantitative research methods.

Relying on big data analysis technology, not only can accurately and objectively collect business data information, but also help to promote the enterprise management information, intelligent construction. With the development of the current digital economy, the organic integration of business management and digital economy not only effectively improves the efficiency of business management, but also helps enterprises to bring into play the advantages of smart technology, in the face of their own business, development of the actual problems, to improve the overall level of management. Based on the technology of big data analysis, this paper systematically discusses the integration path of enterprise management and digital economy.

The impact of the epidemic on the global economy has exposed the fragility and complexity of the internal and external economic system, and the global economic situation is not optimistic. Taking the epidemic as an example, this paper analyzed the impact of emergencies on the global economy from multiple perspectives. The outbreak of the epidemic has made most offline businesses shut down overnight. At the same time, it has also led to the rapid development of online economy, such as online education, home office software, video entertainment and so on. The outbreak and spread of the epidemic has promoted the digital upgrading of all walks of life, including online government affairs, commerce, science, education, culture and health organization, operation and maintenance. The era of digital economy has come, and digitization is the general trend.

A complex process of performance budgeting transition requires restructuring the system of state administration and organization of the budget process, strengthening the autonomy and responsibility of ministries and departments involved in the implementation of government programs. This paper aims at further development of scientific provisions of performance budgeting in the constituent entities of the Russian Federation, analysis of problems and development prospects. Improving performance budgeting in the digital economy implies the development of an information infrastructure, namely, an effective system of Internet resources in order to provide citizens with relevant information on the state programs implementation and their efficiency evaluation. Methodological guidelines for evaluation of performance budgeting efficiency in the RF constituents were developed in the course of this study. The results of the study could be applied to regional performance budgeting improvement. The findings could also allow government bodies to increase the efficiency of budgeting.

Since its early days, the Internet has been used by the music industry as a powerful marketing tool to promote artists and their products. Nevertheless, technology developments of the past ten years, and especially the ever-growing phenomenon of file sharing, have created the general impression that the Internet is responsible for a crisis within the industry, on the grounds that music piracy has become more serious than it has ever been. The purpose of this paper is to present the impact of new technologies and the Internet on the three main actors of the music industry: consumers, artists and record companies. It is claimed that the Internet has changed the way music is valued, and also, that it may have a direct effect on the quality of the music produced, as perceived by both artists and consumers alike.
