Papers on library buildings and equipment which were presented at the 1986 International Federation of Library Associations (IFLA) conference include: (1) "Changes in Library Buildings" (H. Faulkner-Brown, United Kingdom), which defines a desirable library building as being flexible, compact, accessible, extendable, varied, organized, comfortable, constant in environment, secure, and economic, and considers the effects of social and technological change on library buildings; (2) "Construction d'un Centre de Documentation Scientifique et Technique" (The Construction of a Center for Scientific and Technical Documentation) (J. P. Sakoun, France), which discusses the need for such a center in France, the decision of the French government in 1984-85 to establish a center using the Centre Nationale de Recherches Scientifiques (CNRS) as a base, the architectural competition to design a building in Nancy for the new center, and the winning design; and (3) "Modern Technology and Traditional Methods of Library Activity," by V. M. Krasil'shchikova of the USSR, which discusses the unity of traditional "book" technology and modern technology in libraries in the Soviet Union. The recent thesis of the "gap in the law" is such of crises which draw a model of the cyber criminality, releasing in hollow the process of social integration of a technical invention (ICT) in phase of democratization. Which conclusions have we to draw from the thesis of the impotence of the State-Nation face to the omnipotent of ICT? Within the framework of our research on the changes of infrastructures of the public space, we have followed the negotiation and the institutional process within the French State to respond to this “crisis”. In the framework of this you study, we are focus on a recent institutional innovation which challenges the concept of governance in France: The Forum des Droits sur Internet (FDI). Between Public policies studies and Pragmatics communication theories, we were enabled to reveal how the "Forum" engages a new model of governance, with pragmatic dimension, within the meaning of Austin and Habermas, resting entirely on information and communication processes. The FDI would be defined as an institution of treatment of the knowledge and standard in the order of Law. The communication and the power becoming two concepts deeply intermingled in the stakes of institutionalized procedures, we will try to show how the configuration of a libertarian self-regulation gradually makes place with a new model of regulation which transforms the nature of the traditional kingly State, while being based on a new "software power" which calls upon relations of communication. ..PAT.-Conference Proceeding [ABSTRACT FROM AUTHOR]

This collection of 24 articles explores how educational research, programs and policies in several countries are related to the issue of children's rights. Several of the collected articles focus on aspects of children's experience and development. Group membership, children's right to happiness, the development of an optimistic outlook among children, students' responsibilities, growing up at school, socialization, personality development, psychological effects of educational programs on immigrant children, the position of the teacher discussing controversial issues, the orientation of children toward work, child abuse and neglect, the human rights of the juvenile delinquent, and individual differences of children are among the topics discussed. Some of the articles explore social conditions and describe institutional practices. The relationship of class differences and equality of opportunity, educational practices and the rights of infants, education in the German Democratic Republic, sexual differentiation in educational programs, and problems of sanitation, education and society are among the topics discussed.
