In Europe, more than 75% of buildings are energy inefficient according to current energy standards. These buildings account for 40% of total energy consumption. Therefore, addressing the energy efficiency of existing buildings through various renovation measures remains of critical importance. In this study, two differently renovated multi-apartment buildings were selected to evaluate its environment impact using life cycle assessment. The buildings were built during the early 1980s, which did not meet the current energy efficiency standards. In recent times, these buildings were revised by Governmental agencies through the modernization process. The aim of the assessment is to study the environmental impacts associated with different renovation measures that has been carried out. This assessment covers the impact of new materials added, and the operational energy use. The study reveals that renovation stage accounts for 19% CO2 emission. The renovated buildings with renewable measures have a significant impact over climate change than the conventional renovation measures. Moreover, the potential savings in thermal energy used for space heating and domestic hot water preparation are 25% and 40% after conventional and renewable measures renovation, respectively. It was concluded that the total climate change potential could be reduced from 12% and 48% by retrofitting combined with renewable energy measures.

Sustainable development has taken on a new concept: building maintenance, materials production, buildings demolition to determine the amount of energy and resources. This paper presents the process of effective selection of building elements for renovation which are important for energy effectiveness of buildings. Multi-criteria MOORA and MULTIMOORA methods has been adapt for problems solving with interval data. The paper presents a theoretical model of practice design renovation solutions evaluated. The relevant objectives of a housing strategy is to vouch the effective usage of the present housing, maintenance and renovation. The selection of the means for building and residential environment renovation is dictated by the drawbacks of their present state, out‐of‐date designed decisions, natural physical deterioration. While fixing the optimal renovation prices from the aspect of market value increase, the main indicator, limiting the size of investments into building renovation, is the difference between market values after and before renovation. The difference between 1m2of market value of a building of new construction and the average price of 1m2of a building of old construction and the cost of renovation means for it will decide the size of the packet of the investments into renovation. In order to design and realise an efficient building refurbishment, it is necessary to carry out an exhaustive investigation of all solutions that form it, ie planimetric and volumetric changes, the elimination of building deterioration and obsolescence, the improvement of architectural and aesthetic appearance and indoor environmental quality, etc). The efficiency level of the considered building’s refurbishment depends on many factors, including cost of refurbishment, annual fuel economy after refurbishment, tentative pay-back time, harm to health of the materials used, aesthetics, maintenance properties, functionality, comfort, sound insulation and longevity, etc. Solutions of an alternative character allow for a more rational and realistic assessment of economic, ecological, legislative, climatic, social and political conditions, traditions and for better satisfaction of architectural, comfort, functional, maintenance and other customer’s requirements. They also enable one to cut down on refurbishment costs. The selection of a refurbishment version mostly depends on the needs and existing financial capability of tenants. Based on an analysis of the existing neural networks, information, expert and decision support systems and in order to determine the most efficient versions of building refurbishment, a Multiple Criteria Decision Support Web-Based System for Building Refurbishment (BR-DSS) consisting of a database, database management system, model-base, model-base management system and a user interface was developed. The developed BR-DSS and its practical application are described in the paper. Basing oneself on the developed system and database, it is possible to perform the alternative design of a building’s refurbishment, multiple criteria analysis and make the selection of the most efficient versions, etc., Lietuviška santrauka. Skaitmenine forma pateikiami variantus išsamiai apibūdinantys kriterijų matavimo vienetai, reikšmės ir pradiniai reikšmingumai. Tekstine forma pateikiami kriterijų sistemos ir posistemiai, alternatyvų ir jas išsamiai apibūdinančių kriterijų koncepcinis aprašymas, pateikiamos priežastys ir pagrindimas, kuriais remiantis buvo nustatyti kokybiniai kriterijų reikšmingumai bei reikšmės ir pan.
