Classic works in the geography of research and innovation activity of the 1960s–1970s on clustering and diffusion of innovations in the 21st century have received new impetus for development with the approach of open innovation and growing importance of interregional network collaboration. Digitalization has provided access to new sources of big data on the movement of key elements of the knowledge economy, including publications—the formalized result of scientific activity. The aim of the article is to identify the center–periphery research ties of one of the largest macroregions of European Russia—the South. The problem was solved to assess the territorial patterns of the formation of interregional research networks with the identification of centers of gravity of various orders and ties between them at the local and national levels. The study was based on the spatial scientometrics method. Geocoded data on publications from the Scopus abstract and citation database were used. The hypotheses about the Moscow-centricity and Petersburg-centricity of the scientific space of the macroregion were verified. The influence of the factors of geographical proximity and diversity of interregional ties was assessed. The results of the analysis revealed significant cooperation in the research field between regions of the South (and the wider South) of the European part Russia. The hypothesis on the presence of several centers of attraction for scientific activity in the macroregion, including Rostov oblast, Krasnodar krai, and Volgograd oblast, has been confirmed. The hypothesis on the interdependence of the level of publication activity and branching of the research network was confirmed. The influence of the factor of territorial proximity in the formation of cooperative ties is low and is manifested mainly in southern Russian regions with relatively low indicators of scientific productivity (primarily in the national republics). Interregional scientific cooperation of advanced regions is not limited to immediate geographical proximity, it is determined by a combination of nonterritorial factors. The Moscow-centricity of regions of the macroregion is typical of most southern federal subjects and is especially pronounced in regions with low internal scientific potential, as well as in new regions that have undergone a period of transformation of scientific systems. The aim of the present research is to reveal the main trends and determinants of the evolution of scientific investigations in the field of digital finance by means of a bibliometric analysis of publications in the journals indexed by the Scopus scientometric database. This study was carried out in accordance with the traditional approach to bibliometric analysis and is aimed at the following objectives: determining the features of the scientific landscape in the field of digital finance by carrying out an evolutionary analysis of publication activity; identification of the main determinants for the development of research by mapping and clustering the existing array of publications using VOSviewer software. The time frame of the study was set as 2008 - 1st quarter of 2024. The results showed that the term «digital finance» is of an interdisciplinary nature. It is found that China is leading in the number of publications in this area, followed by the United States, Great Britain, and India by a notable margin. 8 clusters have been selected that characterise the key research areas. The results of the bibliometric analysis showed that the most significant development of research in the field of digital finance was in 2021-2023, with an emphasis on the development of fintech, banking services and cryptocurrencies. In 2023, it was found that the number of studies on the following issues increased: the Green Deal, COVID-19, ecosystem formation, and green energy. Objective: Analysis of the evolution of methods of analysis of publication activity and citation and development of new analytical tools for their analysis: interdisciplinary coefficients, trend diagnostic chart, binary matrix clustering algorithm. Methods: The results of scientometric analysis of the occurrence of the term Activity Index using Google Books and Google Scholar, as well as SJR database were used as research materials. In addition to scientometric analysis, diagnostic and matrix analysis methods were used as research methods. Results: Based on the SJR database (1996-2019), interdisciplinarity coefficients for subject categories and subject area were constructed and calculated for the first 50 countries. The same database allowed the construction of a trend diagnostic chart in the coordinates Activity Index and Average Growth Rate for Documents in order to identify the leaders and outsiders, as well as catch-up countries and countries losing their publication potential. These charts are plotted for the top 20 countries and the top 20 subject categories. For these countries and subject categories, matrices for Activity Index (2019) and Attractivity Index (2017 - 2019) as well as binary matrices for Activity Index (50×20 dimension) before and after applying the clustering algorithm (2019) are constructed. Conclusion: The calculations performed with relative indices can be useful in planning research and scientific collaboration between countries, as they show the comparative advantages and weaknesses of country scientific systems, and also facilitate in finding partner countries for the implementation of joint scientific programs or projects that are mutually beneficial. In the future, it is advisable to build a trend diagnostic chart, when instead of calculating an increase in publication activity over the last three years, an increase in Activity Index values is considered. A primary goal of state scientific and technological policy is to increase the share of publications by Russian authors in scientific journals indexed in international databases. However, statistical analysis has shown that an increase publication activity among Russian authors has occurred against the backdrop of stagnation in the country's scientific and technological potential. Recommendations are provided for improving state scientific and technological policy, as well as for models of evaluating and stimulating the subjects of scientific and scientific-technical activity. This paper examines in a mathematically simplified form the incentive system of publication activity adopted by Bulgarian universities. The methodology of the study is a mathematical analysis of a competitive game between multiple players. All proofs are made in the generalised case. It is shown that in this (and similar) mathematical form of the basic formula for calculating players’ rewards, there exists an optimal number of publications at which each player reaches his maximum profit. It is shown that if individual players do not cooperate but follow competitive behavior, they will realise their maximum profits in a Nash equilibrium. It is shown that in this equilibrium some players will prefer to have zero publication activity, which depends on the costs they incur for their publications. Easy done and cheap publications will be more competitive and more numerous. It has been shown that it is more profitable for players to cooperate and minimise the amount of publications rather than compete. Aim . Presentation of the results of the analysis of bibliometric data of Russian scientific journals, thematically covering Eurasian topics, which are available in the bibliographic database of the scientific electronic library eLIBRARY.RU.Tasks. Comparative analysis of the publication activity of journal authors. Analysis of the main thematic areas of research on economic, legal and political processes taking place in the Eurasian space. Identification of ways to solve strategic tasks of countering sanctions by “Western partners”. Methods. The calculations are based on the methods of scientometric analysis of bibliographic data to determine the volume of scientific publications in the field under study. Results . The data on the national share of scientific periodicals, their thematic structure and distribution depending on the status of the publication are presented (Russian Science Citation Index — RSCI, Higher Attestation Commission — HAC, international databases — MNBD). The trends of publication activity are revealed and the bibliometric data of the authors of scientific journals are analyzed.Conclusions . The conducted research is of interest to scientists in the field of regional studies, law, politics, world and national economy.

The research paper presents the results of Russian articles analysis in the field of neurotechnology and artificial intelligence published from 1998 to 2023 in peer-reviewed journals indexed in the international scientific database Scopus. The methods of scientometric and bibliographic analysis with the construction of terminology maps and cartography were used for the analysis. The analysis allowed to identify the positive dynamics of publication activity in the field of neurotechnologies and artificial intelligence, the most active authors, key topics and areas of cooperation, as well as to form recommendations and describe the prospects for the development of this topic. The presented results can contribute to more effective planning of scientific research and partnerships for further development of the considered sphere and strengthening Russia’s position on the global scientific stage.

The research is devoted to the study of the effectiveness of public funding of innovative universities of the Russian Federation that participated in the 5-100 project and have the status of national research universities. Analysis of the spending of taxpayers’ money has always been one of the important elements of federal accounting and control of any state. The 5-100 project itself was an important milestone in the development of Russian universities and in increasing their competitiveness in the international market. Of course, like any significant project with significant funding, “5-100” in all the years of its existence caused a variety of emotions, from complete delight to complete rejection. One of the elements of negative rhetoric was the investment of federal funds for the development of the scientific research of universities. However, during numerous inspections, no significant violations were identified, and the results of the project were found to be satisfactory. At the same time, the authors of this article were interested in exploring the deeper layers of the 5-100 project the relationship between the territorial components and a number of important indicators, such as, for example, publication activity, income from scientific research and a number of others. Based on the analysis of statistical data, the heterogeneity of the ratio of RD results and the volume of budget financing of universities was revealed, and the influence of the territorial factor on the studied indicators was shown. Based on the analysis of eight indicators characterizing the publication activity of university employees and the volume of RD funding, the universities considered in the study are divided into three clusters without considering the territorial feature. The analysis made it possible, among other things, to identify the uneven distribution of budgetary funding for RD. The authors explain this effect by the territorial features of universities, when regional universities receive less funding compared to universities in the Central Federal District and the North-West Federal District. At the same time, not all universities of the Central Federal District and the North-West Federal District are distinguished by a high number of publications in domestic and foreign information and analytical systems of scientific citation. Yet, even with the distribution of funds, which could be more efficient, the significance of the 5-100 project for the development of the higher education system is still great and the current most important projects of the Ministry of Education and Science, such as Priority 2030, continue the best that was in project “5-100”.

Relevance. A significant increase in the number of publications devoted to bullying necessitates their evaluation and monitoring in order to structure the scientific literature. Bibliometric analysis, complementing the systematic one, makes it possible to cover large amounts of data over a long period of time, to identify trends and prospects for the development of the subject area. Review articles on bullying issues are based primarily on a systematic approach. Similar bibliometric studies are fragmentary and are devoted to specific aspects of bullying. This study provides an overall assessment of the evolution of bullying research over the past 20 years. Purpose: mapping publications of Russian and foreign scientists on the problems of bullying as a social phenomenon for the period from 2003 to 2022, presented in the eLIBRARY.RU and PubMed databases. Methods: systematic literature review, comparative analysis of publications by Russian and foreign bullying researchers, bibliometric analysis using analytical tools of Google Trends, Google Academy platforms, eLIBRARY.RU and PubMed, as well as the VOSviewer program. Results. Psychological, pedagogical, legal, sociological approaches to understanding bullying as a scientific category are analyzed. A comparative analysis of trends in the study of bullying problems in Russia and abroad was carried out. The universities, journals, authors, whose contribution to the study of bullying is the most significant were identified. The sectoral and subject structure of bullying research is analyzed. Based on the VOSviewer program, clusters of publications in the PubMed database were analyzed. Insufficiently studied and promising areas of bullying research are identified. Practical significance. The main results can be used in scientific activities in determining problem fields, vectors for the development of ideas about the phenomenon of bullying. For novice researchers, the findings can be a guide in choosing the most reputable scientists in the field and specialized journals.

The article is devoted to the determination of the main trends in the development of scientific research in the sphere of startups using the methods of bibliometric and content analyses. In accordance with the set goal, the dynamics of publication activity and the structure of publications in the direction of «startup» in the scientometric databases Scopus and Web of Science were analyzed; the sectoral structure of publication activity on the startup topics is studied; the TOP-5 of scientific publications by the number of citations in the scientometric databases Scopus and Web of Science have been formed; the geographical structure of affiliations of scientists with high publication activity on the startups issues, including individual institutions, is analyzed. In order to identify trends and key areas of research in the sphere of startups, a bibliometric analysis of scientific publications presented in the Scopus and Web of Science was carried out using VOSviewer software, and the main clusters of research were identified, along with the dynamics of their development. According to the results of the study, the author determined the following: 1 – the number of publications on startup topics has been gaining increasing popularity since the 90s of the twentieth century; 2 – the startup topics are of interdisciplinary nature; 3 – 9 clusters of key areas of the startup research (innovation, lean startups, productivity, management, innovative business model, knowledge, growth, ecosystem, business incubator) are identified; 4 – the leaders in the number of publications in this area are the USA, China, Germany; 5 – in 2017–2018 the vast majority of publications were aimed at modeling startups, while in 2018-2020 – innovation and entrepreneurship, and recently there have been studies that are mainly related to the startup ecosystem; 6 – the close relationship between the keywords «Startup» and «Ecosystem» is substantiated, which can be considered a promising direction for the development of scientific research in this area.

The problem of the study - the genesis of the problem of the crisis of professional identity of a teacher in the context of the formation of a new information and communication educational paradigm in the second half of the twentieth century - early twenty-first century. The analysis of the scientific and pedagogical literature of the second half of the twentieth century - the beginning of the twenty-first century demonstrates that the transition to a new paradigm of education was marked by the emergence of a crisis of professional identity, which is also emphasised by the ambiguity of definitions of the concept of professional identity. In the modern scientific and pedagogical discourse, a teacher is seen as a person with numerous roles. The scientific, theoretical and philosophical foundations for considering research activities and publication activity as key indicators of the level of professional identity of a teacher are identified and substantiated. An empirical study of the opinions of practicing teachers in Poland, Slovakia, Ukraine and Sweden on research and publication activity is carried out. Publication activity in modern society is presented as a driving force of scientific and technological development and as an indicator of university management reporting. The article is devoted to the study of approaches to determining the monetary value of a scientific publication, taking into account different behavior’s motives of researchers and teachers in higher education as authors. The methodological basis of the study was formed by concepts of creating a public good and financial good, concepts of scientific productivity and academic remuneration, neoclassical and neoinstitutional economic theories, approaches to the implementation of state policy in the field of science and education in terms of stimulating scientific publications. Research methods: critical and comparative analysis, with the inclusion of three groups of methods: a) the study of direct and indirect authors’ motives and traps in the publication of scientific papers; b) asset evaluation methods; c) a combination of socio-economic campaigns for monetary evaluation of the results of scientific research. Asset valuation approaches have been adapted to assess the scientific publication’s value from the position of the author as a beneficiary. The theoretical and practical significance of the research lies in the contribution to the value dimension of scientific publications for their authors in the conditions of academic capitalism with potential opportunities to receive monetary income from the results of their research.

The text is devoted to a consideration of the "information explosion" phenomenon. The exponential growth of publications is compared to the (similarly exponential) growth of population, especially in the countries where most of the publications are created. The increasing tertiary education gross enrolment ratio (naturally associated with involvement in the publication process) is also taken into account. The text comes to a conclusion that either the exponential growth of publications must decrease its base value in our future, or we are heading towards a time point where an increasing number of publications find no readers (if that point is not yet behind us).

Achieving financial security becomes one of the main tasks of the government, business management, investors and citizens. However, at the same time, the very comprehension of the essence of such security is ambiguous, as well as the mechanism for achieving it. The purpose of the article is to identify the trends and key areas of financial security research by conducting a bibliometric analysis of scientific publications that are indexed in the Scopus database. A thorough review of the evolution of financial security research was conducted from 1951 to March 2023. 2,515 publications indexed in the Scopus that contain the term "financial security" in their titles, abstracts and keywords were analyzed. The VOSviewer software was used to build network maps of the relationship between keywords, visualize the relationships between scholars from different countries, and build a network map of the relationship between keywords in chronological order. The results showed that since the beginning of the 90s of the 20th century, the number of publications on financial security has been increasing annually; the term "financial security" is used in the research of various fields of science; the majority of publications on financial security appeared between 2014 and 2020. The leadership of such research belongs to the USA, the United Kingdom and China. Visualization of the network map of common words based on bibliographic data allowed us to single out 11 clusters that characterize the key areas of financial security research. The following keywords were identified in each cluster: employment security, financial efficiency and stability, life safety, financial risks, social security, financial technologies, psychological state, economic security, family and personal security, financial literacy, and the covid19 pandemic. The article presents comparative data concerning the types of the same publications between two of the world's leading scientific information systems – Web of Science and Scopus – and publishers. This paper shows significant differences in the typification of documents in a sample of the 3843 most actively cited works with Russian authorship of various types for the period 2010–2020. It shows that the type of publication is not an obvious criterion: the same work can be assigned different types depending on the source of information. The revealed discrepancies of information from various sources give grounds for a certain skepticism regarding the correctness of the formulation of tasks in the analysis of publication activity concerning the accounting of publications of only certain types. The results of this study suggest that if it is necessary to take into account only certain types of publications, information on the types of documents should be verified with the original information from publishers. The article presents the results of the first stage of functioning of Perm Polytechnic University as anational research university in conditions of state support. Priority directions and spheres of NRU activity have been marked out. The goals and perspectives of university development have been outlined. The university develops its activities based on the unity of educational, scientific and innovational processes, participates in formation of a global education and research space, provides training for a new generation specialists adapted to socio-cultural conditions of Russia and first-rate countries, contributes to the success of its graduates in competitive environments.

The article focuses on a topical problem of formation researcher’s communication skills. This problem is closely connected with the formation of scientific culture, academic writing,both in native language and in English. The authors adhere the position that this problem, especially referring to technical universities, can be solved by modeling the technology for academic skills formation, including academic reading, academic writing and also research speaking. The necessary step is creating at the university scientific environment that ensures scientific communication. This function can be delegated to a special sub-division such as thecentre for research communication development.

Objective: To study and evaluate the impact and/or connection between the financial motivation of the employees of the South Kazakhstan Medical Academy (SKMA) and their scientific and publication activities. Methods: An analysis of the publication activity of SKMA employees for the 2018-2020 period was carried out. Based on the “Regulations on reimbursement of expenses and payment of remuneration for the publication of research results in the scientific journals and proceedings” developed in the SKMA, data from the accounting department of the SKMA, which made payments annually and quarterly, from 2018 to 2020, were used and processed. Results: While in 2018 the number of publications in the Scopus and Web of Science databases was 21, thereafter in 2019 this number was increased by 12.5%, and in 2020 – by 40% (compared to 2018). In 2021, there was a decrease in the total number of articles by 14.3% compared to 2020. However, the number of articles in the Q1-Q2 Web of Science journals in 2021 almost doubled compared to 2020. For publications in 2018, an amount of 1,076,350 tenge was paid in the form of remuneration, which in 2019 and 2020 increased to 1,300,120 and 1,845,480 tenge respectively. The article aims to study the effectiveness of teachers’ research activities at pedagogical universities. This indicator is measured by scientific publications that promote scientific research results and the dissemination of scientific flows that affect productivity and effectiveness of scientific activities at universities. The main methods of research are the quantitative analysis of the characteristics of teachers’ publication activity at pedagogical universities, the analysis of bibliometric data and their classification, statistical and comparative analysis. Within the framework of the study, a literature review is presented. The article highlights the results of the of the teachers’ publication activity analysis over the past five years and trends in the development of publication activity. The authors have also provided an analysis of the quality and the level of journals in which authors affiliated with pedagogical universities are published. In addition, the shortage of peer-reviewed journals for educational research publication is revealed. The conclusions are made about the specifics of promoting research of pedagogical universities: orientation of university teachers to publish research results in peer-reviewed journals; formation of collaborations with the leading Russian and foreign scientists or research groups for joint research. The authors also propose measures to eliminate difficulties in the teachers’ publication activities: training in the basics of legal literacy for intellectual activity results protection and promotion, as well as the formation of a support system for scientific and pedagogical staff for publishing research results in peer-reviewed journals.

The article analyzes the main trends in the development of the scientific and pedagogical personnel training system in Russia and foreign countries. The main method of collecting empirical information is quantitative content analysis of the leading universities’ site content. The case selection is based on the QS (Quacquarelli Symonds World University Rankings – 2016 and 2020) – global university ranking (top 500). The selection of Russian universities has been carried out on the basis of the QS BRICS – 2016 and 2020 university ranking. Based on the results of the selection of the leading universities, 60 universities of North and Latin America, Russia, China, Europe, and Australia have been selected. The comparison criteria of higher education institutions are codified in the content analysis matrix. We compared the entry requirements, the content and organization of the doctoral studies, and the “exit” – the learning outcomes. The results of the research are the distinctive characteristics of the Russian teacher training doctoral programs and foreign doctoral programs EdD, EdLd, PhD in Education. It is revealed that foreign universities are characterized by an orientation to a variety of labor markets, differentiation of programs and career paths; studentoriented approach; flexible choice of learning formats; focus on the preparation of the author’s original research; close attention to the idea of the dissertation research, programs, scientific publications, dissertation text, multilevel assessment (program Manager, scientific consultant, elective teachers on the topic of the dissertation, the head of the postgraduate seminar, external experts); online learning; high quality of technical and informational environment. The characteristics of the Russian doctoral studies, which impede differentiation of the paths of dissertation preparation by doctoral students depending on the specifics of the scientific research area, limit the possibility of implementing the practical results of the dissertation and reduce the potential for professional growth of doctoral students.

Введение. Перед российским научным сообществом поставлена задача – вхождение отечественных исследований в мировое публикационное пространство. На сегодняшний день в России культура пользования зарубежными базами данных находится на стадии формирования, в то время как за рубежом она находится на достаточно высоком уровне. С расширением глобализации социально-экономических процессов владение надпрофессиональными навыками работы с базами данных Web of Science и Scopus становится необходимым условием вхождения российской науки в мировое научное пространство. Поэтому неотъемлемой составляющей системы мер, направленных на повышение показателей российской науки в международных индексах цитирования, должны быть обучающие мероприятия по работе с зарубежными информационными ресурсами. Одной из важных образовательных проблем являются дефициты подготовки молодых исследователей к работе с зарубежными базами данных. Следовательно, в условиях глобализации и цифровизации необходима специально организованная образовательная поддержка молодых исследователей в работе с зарубежными информационными ресурсами. Поддержка исследователей должна быть направлена на формирование надпрофессиональных навыков работы с Web of Science, Scopus и их аналитическими инструментами, формирование «наукометрической грамотности». Цель – обоснование эффективности модели организационно-методического сопровождения вхождения молодых исследователей в мировое публикационное пространство. Материал и методы. Теоретические – абстрагирование, анализ, конкретизация, обобщение; эмпирические – включенное наблюдение, анкетирование, опрос, рефлексивное интервью, эксперимент, фокус-группа. Результаты и обсуждение. Разработана структура компетенций молодых исследователей для работы с зарубежными базами данных Scopus, Web of Science и аналитическим инструментом SciVal, включающая мотивационный, когнитивный, поведенческий и рефлексивно-оценочный компоненты. Для формирования данных компетенций была создана модель организационно-методического сопровождения вхождения молодых исследователей в мировое публикационное пространство. The publication activity of Russian scientists in various fields in chemistry is analyzed. Data on the indexing of articles of Russian Empire chemists in Chemisches Zentralblatt and Chemical Abstracts indicate active development of Russian science at the end of the 19th century and its rapid recovery and competitive ability after the First and Second World Wars. The collapse of the USSR dealt a severe blow to the scientific potential of the country, which was among the top five in all areas of chemical science before 1990. Currently, Russian scientists hold the strongest positions in the field of organic, inorganic, and physical chemistry. The number of publications of Russian scientists in foreign journals exceeds 50% of the total number of papers, and one third of the research is carried out with international cooperation. As has been noted on numerous occasions, between 2012 and 2021, the pace of publications by Russian researchers rapidly increased; however, this growth was uneven in both quantitative and qualitative terms. Moreover, some research organizations had zero or even negative publication activity growth. To achieve a full understanding of the real development processes of the research sector requires analysis of the dynamics of dozens of indicators for hundreds of organizations. However, the question remains: how can these numerous data series be studied? To address this problem, this article proposes a method of classifying trends in time series based on a combination of three statistical tests of randomness against trend: the Cox-Stuart test, the inversion test of randomness, and the Mann–Kendall test. The method is used to classify a series of scientometric parameters that characterize various aspects of the publication activity of 701 leading Russian research organizations and universities, including a comprehensive publication score (an analogue of the official Composite Score for Publication Performance (CSPP)), the average quality level of publications, and the share of articles in conference proceedings. The differences trends of organizations of different types and performance categories are identified. To inform a response to recent critiques of physical and health education (PHE) research activity within Canadian universities, this research inquired into peer-reviewed PHE publications by Canadian-based authors between 2010 and 2015 via an analysis of published research method framed within a 'health' metaphor. The three-phase method involved: (a) identifying Canadian-authored English-language PHE journal articles via targeted database keyword searches designed in consultation with an academic librarian and the Physical and Health Education Canada Research Council executive; (b) categorizing the publications by extracting data related to author affiliation, journal name, research question, and funding acknowledgement; and (c) conducting basic descriptive statistics to report findings on publication topics, authorship characteristics, journal outlets, and funding rates and sources. Results were interpreted through the lens of common criteria within Canadian tenure, promotion, and performance reviews for 'healthy' research publication activity: quantity of publications, prestige of publication outlets, knowledge mobilization to national and international practitioners and academics, and (external) funding. Findings revealed relatively 'healthy' measures of publication quantity, prestigious external funding, and nationally-focused knowledge mobilization to stakeholders inside and outside of academia. However, findings also revealed limits in the proportion of research published in prestigious journals and journals easily accessible to international audiences, both of which could be interpreted or represented (and subsequently weaponized) by others as 'illness'. While it is neither our aim, nor place, to prescribe a way forward – as that is for the larger community of Canadian-based PHE scholars to consider together – it is our hope that this research provides the descriptive data and reflection needed to inform the beginnings of evidence-based discussion, action, and advocacy regarding PHE research publication activity in Canada. This article discusses the subsystem of analysis of publication activities, which is an element of the unified information field of an educational organization. The paper demonstrates the possibility of monitoring and analyzing a large amount of data accumulated in it in order to present them in various cross-sections. The paper considers issues of the development, filling, and maintenance of databases of research papers published by authors employed in a given research organization. Such databases should show relationships between entities within the database and links to metadata elements in external databases to enable functional search of bibliometric information with high precision and recall. It is noted that the database should have the ability to export data in the formats required for various reports. A new function of publication databases is described: popularizing and promoting publications in the scientific information space by creating open-access repositories and web mirrors. Finally, the article shares 25 years of experience of supporting a publication database at the Trofimuk Institute of Petroleum Geology and Geophysics of the Siberian Branch of the Russian Academy of Sciences that meets all of the modern requirements of the scientometric evaluation of scholarly output and scientific potential of research organizations. Consumer society is associated with abundance of goods and services. Usually the scientific activity is not among them. Meanwhile, with scientometric indicators introduction, science activity acquired characteristics of consumer society in which it runs. The publication activity in modern circumstances got in track of consumer focus: authors, journals and mediators became economical actors, and scientific text became the product of “sings absorption and absorbed by signs”. Was it possible to avoid it? - this question is without answer. It is clear that imposing quantitative scientometric indicators became the catalyst of this process.

One of the indicators of the influence and competitiveness of university is participation in international and local rankings. In the methodologies of the most authoritative rankings, the quality and transparency of Universities is assessed by indicators of the university teachers’ publishing activity. The article analyzes the experience of designing systems that analyses university teachers research activities, tools and components of evaluating the effectiveness of research, designed a structural and functional model of rating system for the analysis the university teachers’ research activities taking into account research and digital competencies. The developed model provides performance of the basic functions and allows for systematic monitoring of openness, transparency, efficiency of the research component of university teachers' professional activity. The model was based on key indicators for evaluating the effectiveness of research -- citation indicators of the three most important scientometric databases -- Scopus, Web of Science, Google Scholar. The connection between the indicators presented in the model forms a portrait of the university teachers’ scientific activity, gives an overall assessment of productivity, influence and contribution to the research direction of the university as a whole. The article describes 1 stage of implementation of the presented model by developing a “Rating of Transparency of Structural Units”, the effectiveness of experimental ranking. The study has established the positive impact of the implementation of the rating system, identified the main activities to increase the visibility, presence, dissemination of research results, the systematic implementation of which contributes to the optimal representation of the scientist in the rating evaluation of the research component of the university teachers professional activities, improving the digital competence of teachers and positively affects the quality indicators of the university scientific work in local and international rankings, as the existence of the system and the formation of ratings is an incentive for university teachers to present and disseminate their own publishing activities in the international online scientific community.

Since 2011, in Kazakhstan, one of the main indicators for assessing the effectiveness of researchers is their publication activity in journals indexed by Scopus. The policy implemented by the government had a positive effect on the growth of the number of publications, however, simultaneously, dishonest practices and the use of questionable journals as channels for publication became widespread. This study identifies how the publication management system at a university in Kazakhstan is changing the publication strategies of its staff. The study was conducted based on the data of the internal rating conducted by Al-Farabi Kazakh National University (KazNU) during 2015–2019. Such data were obtained using an automated publication tracking system based on API Scopus. This study shows that introduction of mechanisms aimed to stimulate publication activity in KazNU had a positive effect on the research productivity, but simultaneously led to attempts to manipulate rating indicators on the part of individual researchers. The introduction of indicators based on the quality and impact metrics of the journals, in turn, positively influenced the publication strategy in terms of choice of journals and decrease of publications in journals with dubious reputations. The study results can be used to develop a strategy for publication activity in a university, especially in developing countries faced with publication inflation, an unprecedented increase in publications in "predatory" journals, and the emergence of dishonest practices aimed at manipulating bibliometric indicators. Intensification of research work at engineering universities of Russian Federation leads to the increase of publication activity of graduate and PhD students in high-impact English language journals. However, the level of academic writing skills still remains rather low. On one hand, it results from the fact that the majority of applicants to engineering institutions have only basic knowledge of a foreign language. On the other hand, the curriculums of most Russian universities do not include developing academic writing skills as a stand-alone discipline or a part of the “Foreign Language” discipline. This paper aims at considering the main constituents of academic writing in a foreign language, such as the current state policy in higher education, the content of academic writing for engineering specialties, the publication process participants, the available resources for developing and improving the required skills in the realities of university language education; as well as identifying the external factors which create favorable conditions for developing academic writing skills of engineering students.

Objective assessment of the results of scientific work, including the possibility of using the bibliometric (statistical, mathematical) assessment of publication activity, citation and, ultimately, the prestige of scholars, has been the subject of wide speculation in recent decades. The article presents the materials of a bibliometric analysis of publication activity and citation of well-known modern linguists, based on data from the Russian Science Citation Index. The article deals with bibliometric analysis of publication activity and citation rate of 25 contemporary Russian linguists according to the Russian Science Citation Index. The paper touches upon the ranking of Russian linguists by the number of publications and citations. This research examines the factors affecting citation rates: high prestige of relevant journals and publishers, involvement in leading research areas, carrying out scientific inquiries in top universities and academic research institutes.

The problem of publications in "predatory" sources is actively discussed in the scientific community, and it has attracted the attention of government agencies responsible for scientific and technological policy. This article attempts to assess the scale of contamination of world scientific products with articles not worthy of publication. The research is based on a list of journals and collections of regular conferences excluded from the Scopus database for reasons of violation of scientific ethics. An analysis of the publications published in these sources in 2010–2019 made it possible to identify the countries and scientific areas that are most affected by the activities of predatory publishers. According to the results of calculations, the problem of scientific garbage has not spared Russia and is most acutely manifested in economic and technical sciences and some areas of medical sciences. The authors formulated conclusions about the sources of this problem and the tactics of counteracting the activities of publication "predators" on the part of states. The question is raised about how to relate to publication in a "garbage" journal and whether it is worthwhile to draw a line between "forced" and "selfish" publications in such periodicals. The aging of the professoriate throughout the end of the twentieth century and the early years of the 2000′s (both before and after the end of mandatory retirement in the United States, ca. 1994) has become a source of concern for some scholars and research administrators, who posit that the "greying" of the academy results in lower research activity and a decline in scientific advancement. Some published opinions concur that senior scholars' research programs do not keep pace with those of their younger colleagues, but little quantitative evidence has been presented to evaluate that claim. In this study, we quantify senior faculty publication activity in six broad fields, comparing their publication rates to their younger colleagues across four modes of knowledge dissemination: journal articles, conference proceedings, books, and book chapters. Career publication activity does not follow the "peak and decline" pattern described in earlier studies. In most fields, journal article publication rates do not decline substantively with age (and in some cases article publication rates are higher among senior scholars), conference proceeding publication rates tend to decline with age, while book and chapter publication rates increase markedly with age. Overall, senior scholars maintain publishing activity levels and tend to shift their focus to the development and evolution of ideas through the publication of longer-format works as books and book chapters. The purpose of the article is to assess the level of involvement of faculty, postgraduate students and students in research work of department and to suggest mechanisms for enhancing their participation in research on the basis of monitoring the activities of heads of departments. Methodical approaches. The object of the study were 350 heads of departments of 24 higher educational institutions in different regions of Russia. Subject of research – the level of involvement of faculty, postgraduate students and students in the research work of university departments. For monitoring, a special questionnaire was proposed to the department heads. Results. The results of the monitoring of the organization of research work in Russian universities have shown that over the past ten years, the research activities of faculty, postgraduate students and students have increased significantly. This is evidenced by the growing number of departments whose faculty regularly engage in research work. Their number currently stands at 79,1% (in 2003 there were only 67,9% of such departments). The interviewed heads of departments noted that the main forms of faculty research are: the publication of scientific articles (92,3%), the publication of monographs (72,3%), participation in research (70,0%), preparation of applications for participation in grants and program competitions (62,6%). However, among the negative aspects of the organization of research work at the departments, the fact should be noted that 45,6% of the surveyed department heads hardly find time for research work with students, and 3,6% do not conduct any research with students at all. The mechanisms of activating the involvement of faculty, postgraduate students and students in the effective research work of the department are proposed, such as: the organization of scientific seminars for faculty; postgraduate seminars (Schools of young scientists for postgraduate students, as well as for master’s and undergraduate students within the framework of student self-government structures); increased participation of faculty in grant competitions and in contracting with enterprises; increasing of faculty publication activity due to the preparation of monographs and scientific articles and participation in scientific conferences; intensification of students’ research work (scientific circles, participation in contests and conferences, publications). The use of the proposed mechanisms for managing the research work of the department will help to enhance the publication activity of faculty, encourage the development of extracurricular work with students; increase the number of grants won and research conducted.

The reviews of scientific economic literature show a growing complexity of interrelationships between subject areas and discord among different types of publications, registered editions and subject classifications. At this landscape, the need to comprehend the digitalization trends is becoming more and more acute. This paper presents the results of bibliometric analysis of more than one and half publications indexed in the EconLit electronic bibliography from the position of digital and industrial aspects and interrelation between them. The records, in which the title contains the terms “digital” or “digitization”, “online”, “smart”, “mobile”, “internet”, “computer” or “computing”, “telecommunication” and “software”, supposed to be as “digital aspect”. The publications of “industrial aspect” belong to 37 JEL micro categories of four-meso categories with the title “Industry Studies” (L6 Manufacturing. L7 Primary Products and Construction. L8 Services. L9 Transportation and Utilities). The paper contains a set of indicators for assessment of the digitalization degree of publications reflected in EconLit in 1991–2020. These indicators help to discover the “points of growth” at the intersections of digital and industrial aspects in the research object and subject framework. The presented results showed that the world economic literature continues to pay more attention to the problems and methods of digitalization. Analysis of publication activity by sub-periods of 1991–2020 helped to single out four terms (online, digital, smart, mobile) with a pronounced increase in activity. Examples of some notable publications illustrate the most interesting trends. The highest values of “digitalization rates” are in the category L63 Microelectronics, computers, communications. The digitalization rates above average are in L8 Service, where the leader is L86 Information and Internet Services; Computer Software. Background This study was designed to evaluate the publication performance of management teams consisting of chief and senior physicians in German university cardiac surgery units over a 10-year period and to facilitate benchmarking. Methods The cutoff date for consideration of staffing from the unit Web site and publications was July 1, 2017. The literature search was based on an evaluation of the PubMed database. The 5-year impact factor (IF) from 2016 was assigned to each journal. Results Two thousand five hundred thirty-five publications (average IF 3.02) were registered, published in 323 journals. Of a total of 341 management team members, 235 (68.9%) published as first or last author over the 10-year period. The number of publications from the units divided into quintiles varied considerably with the first six units contributing 39.0% of all publications and the last nine units 9.4%. With a cumulative IF total of 3265, the publications of the first six units accounted for 42.7% of the cumulative IF, the last unit quintile amounted to 621 (8.1%) of the cumulative IF. When considering publications per managing member, the first quintile averaged 11.9 publications (29.6 IF) per managing member, the last quintile 3.3 publications (8.0 IF) per member. Conclusions The six units of the first quintile published on average 3.6 times more per managing member than the nine units in the last quintile and the average cumulative IF per member in the first quintile was almost five times higher. The work by W. Rostow in 1985 was the first study on the fourth industrial revolution. Analysis of publication activity based on data from the Scopus citation system and the Russian Scientific Electronic Library (elibrary.ru) for 2011-2020 shows a significant increase in the interest of researchers in this topic. A study of abstracts and available full texts of publications shows that the least developed is an analysis of the distribution of this topic by branches of knowledge. Therefore, the goal of the article is to quantify the degree of penetration of the Fourth Industrial Revolution topic in the Scopus publications at the macro and micro levels of the ASJC classification. This goal includes four interrelated research tasks. The first task is to evaluate for 27 macro categories and their possible relationships. The results were two 27 × 27 tables that show the absolute and relative distribution of publications by 27 macro categories and their paired relationships. The second task is an assessment for 15 micro categories included in the macro category “Business, Management and Accounting” and “Economics, Econometrics and Finance”. The result is a 15 × 15 table with absolute and relative indices that show the distribution of publications in the selected 15 micro categories and their intersections. The third task is to evaluate for 334 ASJC micro categories without taking into account intersections between micro categories. The result is the identification of 94 micro categories that are out the framework of the fourth industrial revolution, and the ranking of the remaining 210 categories according to the number of publications and the coefficients of penetration in the subject micro categories. The fourth task was to develop a method for finding work at the intersections of various micro categories. The text presents 24 works on management and other related micro categories that illustrate the created method. Discussion questions and directions for possible future research complete the article. The database includes 9810 publications indexed by Scopus, which in their titles, abstracts and keywords contained the phrases “fourth industrial revolution”, “4th industrial revolution” or “industry 4.0”. The author of the article personally did all the data extraction from Scopus and its processing from March 30 to April 3, 2020.

The introduction of an effective contract into the Russian public sector was due to the need to ensure compliance regarding wages and the quality of services provided. A review of existing studies on contract relationships within academia and practices to stimulate publication activity in Russian and foreign universities has shown that the key factors influencing scientific activity by university teachers are internal motivation, favorable academic environment, and relationships in a team. This paper analyzes two systems of stimulation of publication activity in higher education: a rating of scientific activity and a system of the effective contract. To analyze the introduction of an effective contract in educational organizations, researchers primarily use methods of content analysis of normative legal acts and sociological surveys. Based on data about the publication activity of teachers of the Institute over 6 years (3 years before the introduction of an effective contract and 3 years after), the authors conducted an econometric study of the impact of an effective contract on the quantity and quality of publications. To test the hypothesis the authors used a fixed effect model, a random effects model, and pooled ordinary least squares and least squares dummy variable. In this article the authors suggest a methodology for assessing the impact of an effective contract on the publication activity of university teachers. The authors conclude that salary and incentive payments, as well as participation in conferences and teacher training, have had a significant positive impact on the number of publications. The quality of publications was significantly influenced by incentive payments and professional development. The introduction of an effective contract had an impact only on the total number of publications.

The Ukrainian library and information science/studies (LIS) accumulated many problems that impede the quality training of library staff. In the process of reforming education and science in Ukraine, several initiatives have been implemented at the legislative level for improving quality of research and its presentation by Ukrainian scientists, including research in the library science. In particular, in order to obtain a PhD in Ukraine, the applicant must publish an article in a foreign journal, which, in the opinion of the promoters of the government initiative, should improve the presentation of scientific achievements of Ukrainian scientists in the world. The paper presents the results of the study of the publishing activity of PhD students in the Ukrainian library science (2015- 2017). Data on articles in non-Ukrainian journals are received from the synopses of the theses that were in open access. The journals in which these articles were published were analyzed by country of origin, languages of publications, indexing in the leading abstracts and citation databases and the “misleading metrics”, information about the peer review process. The results indicate that Ukrainian LIS PhD students published their papers in the journals with a limited reader audience, mainly in Ukrainian journals and regional journals of the countries bordering with Ukraine. In some journals are noticeable the dubious editorial policy. In the article, the reasons for it are discussed, and some recommendations for overcoming the undesirable practice are provided.

The article deals with the main research and organization peculiar features of the Institute of Psychology of the USSR Academy of Science at early stages of its formation. The base for the analysis is the record of the first meeting of the Institute Academic Council and the books published in the Institute in 1974. The choice of archive materials was due to the fact that it was the stage of the Institute’s formation when the main research directions were established reflecting scientific and organization principles contained within it. It is important to underline that the meetings of the Academic Council were not the formal procedure since it included great psychologies and other professionals. The choice of the books is based on three foundations. Firstly, the books contained the Institute research; secondly, they laid the main directions for the future research. At last, the choice of publications dated 1974 was driven by the fact that the Institute had already installed its work and the structure of departments. The analysis shows several peculiar features of the early stage of the Institute scientific life: a width of research fields (methodological and experimental research; individual and group, biological and social relations regarded as general methodological problems), claims of the Institute to leading positions in the development of several psychological areas, using advanced domestic and foreign science developments. The Institute was initially focused on world level research conducted under its aegis.

The main role in university competitiveness realizes a university library as one of the structural unit within Russian universities' project "Top 5-100" to promote the mission of the university and its academic community, provide the best practices and innovations in education and research process, in managing and studying information and preserving the intellectual and cultural heritage. The authors discuss various ways to improve the research activity of university staff, explore the role of university libraries as centers of information resources, identifying trends in the development of modern university libraries that intend to increase the publication activity of university staff. This paper presents the results of a comparative analysis of documents arrays with the keywords nanobio- or bionano- in the Scopus Database, Web of Science Core collection, Russian Science Citation Index and VINITI RAS Database using the analytical tools of these resources. The subject distribution, composition of sources, and key terms are considered. Differences in the relevant document arrays of these databases in the case of identical queries are revealed. It is shown that interdisciplinarity in soil science as a scientific area has been growing ever more rapidly in recent years, while the dissemination of related information over different scientific journals has become excessive and still continues to increase. In particular, the number of Russian journals publishing papers on soil science and represented in the eLIBRARY.ru database increased by more than six times in 14 years (2005–2018) and, by the moment of our study, comprised over 600 names of journals and other Russian-language publications. Since 1997, the segment of papers on soil research has finally shifted from the category of soil science to environmental sciences. The Russian array of publications of 1975–2018 on soil research is analyzed in terms of its positioning in the world. Currently, the number of papers on soil science is actively increasing both in Russia and worldwide. The highest growth rate in the Russian document flow in this scientific area was observed in 2016–2018. In the number of publications, Russian soil science is in a good position in the world. Citation analysis demonstrates an increase in the citation rate in the Web of Science Core Collection (WoS CC) and Scopus databases.
