This article explores the assimilation of second-generation migrants from the Former Soviet Union (FSU) who grew up in Israel's social and geographic urban periphery. Their upbringing in peripheral towns and neighborhoods exposed them almost exclusively to Mizrahim (Oriental Jews), a stigmatized minority group whose members make up the overwhelming majority in those locations. We argue that their interaction with members of this group resulted in an alternative process of assimilation, which we term Hitmazrehut (Orientalization). Children of migrants, who were unaware of the historical stigmatization of Mizrahim and their culture, conceived of Hitmazrehut as their only viable trajectory of assimilation into what they erroneously perceived as the Israeli mainstream. However, embracing Mizrahi socio-cultural practices, including consumption and production of ethnic culture, religious traditions and romantic partnerships, did not lead to their downward assimilation, as the model predicts. Rather, it allowed second-generation Russian-speaking migrants to fit in and attain social and economic mobility by assimilating sidewards, into the growing Mizrahi middle-class. This paper emphasizes the significance of social infrastructure in understanding urban inequality. In addition to its economic opportunities, social infrastructure is one of the distinguishing characteristics of metropolitan areas. In cities of the 21st century, social infrastructure is not equally accessible to all residences. For the development and sustainability of urban life, social infrastructure is fundamental. In terms of establishing a sense of belonging and integration to contemporary urban life, social infrastructure is highly crucial especially for refugees and rural migrants who migrate to the periphery of big cities. By evaluating the findings of this study conducted in Esenler District, we aim to contribute to research dealing with urban inequalities in Istanbul from the perspective of social infrastructure. To fill a gap in the literature, the social infrastructure of the Esenler District, which consists of rural-to-urban migration, refugee flow, and the working class in Istanbul's periphery, was analyzed by comparing it to other districts. The database created from various data sources and satellite images is presented with thematic maps. According to the findings, there is a significant divide between the central and peripheral districts of Istanbul in terms of social infrastructure. This inequality manifests itself in four ways: education, health, recreation, and fuel for housing. First, there are serious problems, such as the limited number of kindergartens, the high-class size in primary schools, and the poor quality of high schools in front of Esenler, which has a low education level. Second, there are only six healthcare centers in Esenler, where health services are inadequate compared to the central districts. Third, the green space cannot meet the recreational needs of the dense population in the district where unplanned and intensive construction has left no free space. Due to limited purchasing power, natural gas usage in Esenler is fairly low compared to central districts, despite the dense population. On the basis of these indicators, it has been concluded that the Esenler District, lacks the essential social infrastructure services necessary to maintain the city's health. Therefore, strengthening the social infrastructure on the urban periphery is a primary concern for developing a better understanding of urban inequalities, preventing problems, and making livable urban environments. This article addresses the issue of developing designs of resilient hydrological infrastructures for cities facing sea level rise in the Anthropocene. It undertakes short case studies of differently scaled cities, three in the Global North and three in the Global South. The aim is to investigate the current water management situations in order to reveal potentials for increased urban and environmental resilience. Cities are approached as complex adaptive systems (CAS) negotiating uncertainty that concerns designing for resilience, understood as viable transitions for their interlinked social, ecological, and technological systems (SETS). The main finding is that, despite obvious differences, the six cases are surprisingly similar. Potentials for increased hydrological resilience reside in design approaches that work differently with what is currently deprivileged and considered 'merely' peripheral. Peripheral cities and the peripheries of coastal cities are found to be of key rather than minor adaptive infrastructural import. To reprivilege the peripheral here means to adopt more dynamically flexible, long-term, decentralized, and nonanthropocentric urban design approaches to water and infrastructures. Specifically, this article advocates thinking about water via at least four critical displacements. These displacements point toward alternatives concerning excessively static and land-based designs, short-term planning, overly anthropocentric conceptions of the city environment distinction, and undue centrism in planetary urbanization of the Global North and Global South. In conclusion, this article presents a brief outlook to other cases which suggest that greater resilience potentials are likely to be found in planning for the complexly ecotone city. This works mostly bottom-up from the local regimes for water sensitive infrastructures to regional network designs that can engage with larger climatic and ecological landscapes. In Bengaluru, India's "IT capital," global capital and processes of world city‐making valorize specific kinds of work and workers as "formal" while categorizing others as "informal," "chaotic" and "unregulated." This article draws attention to the work of share‐auto rickshaw driving among local men from formerly farmland‐owning households in a rapidly urbanizing pocket in peripheral Bengaluru. Why do these drivers, whose work is situated outside of visions of world‐classness, engage in the practices that they do? How do processes of urbanization shape how they see and situate themselves and their work in the city? This article argues that the drivers construct themselves as urban laboring subjects through their deep ties with place. Their identity as "local" refers to new manifestations of their ties to agrarian land and life, their place‐based knowledge in providing transport services, their selfhood, and their logic of operation. Local is also a discursive strategy that differentiates their work from that of non‐locals (or "outsiders"), and situates their work as neither formal nor informal. In illuminating the experiences of urban transformation among members of this driving community, this article asserts that local is the drivers' way of co‐opting the urban present. Over the last decades Barcelona has experienced social and economic transformations brought by the conversion of peripheral urban neighborhoods into tourist attractions. In this sense urban tourism has been the latest chapter of spatial reorganization to sustain capitalism within the global neoliberal environment in the Catalan city. In addition, the urban commodification process has expanded into not only central and historical districts, but also more peripheral zones outside the tourist bubble. Those transformations signify a symbolic turn: they became part of the centre. Since the 1992 Olympic Games, Barcelona's brand, both for the city and for tourism, has experienced an important promotion where the urban periphery has become both part of the centre, as well as part of its global city imagery through placemaking, public policy, and political decisions. In short, the steady inclusion of neighborhoods such as Vila de Gràcia and Poblenou into the tourist experience enhances the Barcelonan tourist imagery. The inclusion of new cultural icons and tourist attractions embody a slight spatial and symbolic turn to boost the city's visitor activities. This is an essay that depicts the line of a mountain ridge as an element to contemplate the abyssal condition expressed in the landscape of Belo Horizonte, the capital of Brazil’s Minas Gerais province. The landscape is understood as the mediation of abyssal lines that determine the center and the periphery, based on the dichotomies culture/nature, belonging/non-belonging. This reflection, underpinned by the interpretation of photographic images, discusses the predatory forces of mining activities, real estate speculation in the landscape, resistance movements linked to socio-environmental struggle and the urban landscape production, examining them from culturally diverse references. Lastly, an analysis is done of the line created by the mountain and portrayed in nature paintings on city walls in order to enhance the perception of its symbology.

The city of Huancayo, like other intermediate cities in Latin America, faces problems of poorly planned land-use changes and a rapid dynamic of the urban land market. The scarce and outdated information on the urban territory impedes the adequate classification of urban areas, limiting the form of its intervention. The purpose of this research was the adoption of unassisted and mixed methods for the spatial classification of urban areas, considering the speculative land value, the proportion of urbanized land, and other geospatial variables. Among the data collection media, Multi-Spectral Imagery (MSI) from the Sentinel-2 satellite, the primary road system, and a sample of direct observation points, were used. The processed data were incorporated into georeferenced maps, to which urban limits and official slopes were added. During data processing, the K-Means algorithm was used, together with other machine learning and assisted judgment methods. This paper reflects upon the everyday agency of marginalized youth in the Brazilian urban periphery in responding to the climate crisis. In the context of the global covid-19 crisis, which has exacerbated patterns of social exclusion between urban centers and peripheries, we reflect on the extent to which current theorizations of youth activism are appropriate for understanding youth agency in the periphery of Sao Paulo. We seek to 'blur the -ism' in climate activism by introducing more multi-faceted understandings of agency based on young people's everyday (inter-)actions with their environment as well as their contradicting emotions regarding their vulnerabilities and potential. Due to the shortage of green space in urban built environments, access to peri-urban parks in the suburbs has been a focus of planning practices to meet increasing resident demands for recreational visits to natural settings. However, accurate approaches to evaluating peri-urban park accessibility and monitoring underserved areas are lacking. In this study, we propose an integrated accessibility index for peri-urban parks that is calculated using an improved Huff-2SFCA (two-step floating catchment area) model that considers the tradeoffs between quality, park size, and travel time. We first propose a peri-urban park quality index and then integrate it into an accessibility assessment. Furthermore, we employ a variable catchment to ensure that the larger and high-quality parks correspond to higher travel time thresholds. To demonstrate the practicality of the integrated index, Nanjing, a rapidly urbanizing Chinese city, was selected as a case study. The results demonstrate that (1) the quality of peri-urban parks is unevenly distributed, with high-quality parks primarily being distributed in western urban suburbs and occupying a total area of approximately 5665 ha; (2) approximately 92% of communities can enjoy peri-urban park services, while high-quality parks are more accessible to residents living in urban centers; and (3) 220 residential communities are identified as underserved areas, and 142 communities are identified as potentially underserved areas due to long travel times and the poor quality or small sizes of accessible parks. The integrated accessibility index can be employed to accurately monitor (potentially) underserved areas and assist decision-makers in formulating effective policies and strategies for improving residential access to peri-urban landscapes.

Objective: To evaluate and characterize the elements that generate and are generated in a socially and environmentally segregated space, based on an ecopolitical perspective, used in this study as a tool for interdisciplinary interpretation of socio-environmental problems. Methodology: Descriptive and exploratory methodology, supported by bibliographical research and on-site observation. Semi-structured interviews were conducted with residents on the outskirts of the city of Lima, Peru. To analyze the information collected, the Pressure, State, Impact and Response (PEIR) matrix was used, in order to generate organization charts for diagnosing conflicts and problems. Originality / relevance: There is a clear intersection between cultural, historical and political parameters that produce environmental changes in cities. The following article contributes to the study of social and physical segregation as a generator of environmental impacts. Results: The results show that the researched object presents a complex environmental and social dynamics. A wall was built over the last decades to divide two realities of the city. In this sense, there was socio-environmental segregation, which is a phenomenon of contemporary urbanization, with historical, cultural and political influences. Social / management contributions: Emphasize factors that are not immediate in the physical space, such as the historical interaction of society in the city and its environmental heritage. San José 520 is a Classic period hamlet of single-family residences in the urban periphery of Teotihuacan, just beyond the southeast edge of the city. Three burial features were associated with one of the residences, AF2. One of the features contained the burial of a single adult, another the successive burials of eight adults and one neonate, and the third held a neonate. We analyzed 29 bone and enamel samples from the adults for bioapatite phosphate oxygen-isotope composition; we also considered isotopic data for another five bone samples analyzed in a separate project. The isotopic results suggest a pattern of birth in the Teotihuacan region and then movement in early childhood to a "relocation" region, the geographic location of which is unknown. Later, probably in adolescence, the individuals returned to live, and eventually die, in San José 520. Without knowing more about the occupation of the relocation region, it is difficult to say what concerns or beliefs underlay this unusual but long-established settlement system. This article discusses the implementation of a public security policy – the Community Security Bases program – in Calabar, a favela located on the Atlantic coast of the city of Salvador in Bahia state, Brazil. I explore the ways in which police officers envisage the militarisation of urban peripheries. Setting out from the question, what does policing make possible? I demonstrate that, conceiving their work as a form of redemption for the target community, the Military Police see drug trafficking as something to be overcome, not through the complete extinction of the narcotics trade, but through the ‘pacification’ of the dealers’ actions. Thus the entire police operation consists of diverse attempts to ensure its activities form the sole point of reference for the local population to imitate. As discussed here, this has consequences for the relationship between the Military Police and the residents of this urban periphery.

The present study debates on the issue of urban regeneration in contemporary cities, adopting a strategic vision which includes the use of vegetation and green infrastructure to create a network of public spaces. Especially, urban periphery lacks of public spaces, meaning a public use of urban space for outdoor activities and social networks. The extraordinary program for the Italian peripheries, addressed to all the metropolitan cities and provincial capitals in 2016, inspired to Renzo Piano idea of “re-sewing” urban fabrics, has been a good opportunity for testing new approaches to urban regeneration. The case study investigated in this study is the financed project for the city of Perugia, which provides different interventions aimed at improving (and developing new) public spaces through vegetation enhancement and a large area destined to vegetable social gardens as a strategy for urban infill. By recovering public spaces with social purpose and providing a comprehensive strategy for aesthetic improvement of the city, the case study provides a representative example, how greening the city may promote together biodiversity conservation and urban regeneration.

The mass movement that made Bolsonaro is driven by the redemptive promise of resolving Brazil's social conflicts and ending its social differences: Bolsonarismo will create a community of equals in a Christian fatherland. It is a political phenomenon that seeks a major shift away from modern politics: instead of party mediation, a mass movement; instead of the law, male honour; instead of representation, identity; instead of pluralism, the brotherhood; instead of the Constitution, the Gospel; and, finally, in the place of communicative reason, raw violence. Its defining characteristic is aversion to difference. The article describes and analyses the contours of the movement, as well as the shock its success has produced among the elites and intelligentsia. It draws from ethnographical research in Brazil's urban peripheries to identify the forces that have driven Bolsonaro forward. And it highlights the central elements of the cyclical crisis that Brazil is experiencing in 2020, and its possible consequences. [ABSTRACT FROM AUTHOR]

The article discusses “marginal literature” produced in the outskirts of São Paulo by authors who do not “fit” into the symbolic hierarchies of the dominant literary canon. This analysis will be based on a broad overview of the tradition in Brazilian literature that has tried to represent both poverty and marginalisation. Special attention will be paid to the debate on the shift from a “dialectic of malandroism”, proposed by Antonio Candido, towards a “dialectic of marginality”. According to João Cezar de Castro Rocha, the latter involves a variety of art practices that seek to expose social conflict instead of disguising it. Then, an analytical framework on the aesthetics of marginality will be presented, while identifying to what extent literary experiences of the past have influenced the marginal literature movement. Finally, the article concludes with reflections on some strategies authors have been using to overcome prejudices towards their cultural expression, which include attempts to create new narrative forms based on the valorisation of the place of enunciation and the right to speak for themselves.

The article examines the significance of informal economic practices, e.g. street vending and informal commerce, for young merchants from Ettadhamen, a neighborhood situated in the northwestern periphery of the Greater Tunis area. It further addresses cross-border trade in the Tunisian-Libyan and Tunisian-Algerian border regions in which some of these merchants are indirectly involved. Peripheralization therefore does not imply complete socio-spatial exclusion. Peripheries rather offer important, albeit limited possibilities, to acquire resources through practices that are situated in the interstices between legality and illegality. As these possibilities often avoid state regulation and control, the article also addresses the ambivalent nature of the state-society relations that shapes everyday encounters between inhabitants and state agents, especially the police.

The spatial ordering of Rio de Janeiro’s poor suburbs, through subdivision (loteamento), did not raise such interest among anthropologists. Based on documents, mostly urban plans, and legislation, we intend to make a “genealogy” (Foucault) of the subdivision, giving attention to technical and political rationalities. We argue that the subdivision owes much to the “graphic reason” (Goody), to the kind of operations that the use of “graphic artifacts” allows. Moreover, this technology responds to specific problems: during colonial times, government regulated street opening in order to defend public spaces. At the end of the eighteenth century, the problem was how to reform the road network. Current subdivision regulations come from the early twentieth century, when new issues about collective needs aroused. Far from being an illegal city, poor suburbs appear as a laboratory for urban planning.

Cities in the UK have undergone an urban renaissance since the late 1990s, when New Labour started an initiative of the same name. However, the effects of urban growth have been limited mainly to the cores of second-tier cities, creating new challenges in the urban fringe of city regions and for cities outside the major agglomerations. In this article, we examine the process of reurbanisation in the Manchester and Liverpool city regions and to take a closer look at on one of the local authorities in the fringe of these city regions which is trying to grapple with the challenges posed by a new urban age. We find increasing evidence that places in the spatial in-between of urban regions face particular challenges as a result of the urban renaissance, with the already problematic areas requiring increased attention to avoid structural urban problems similar to that of the inner urban areas in the past. * This article belongs to a special issue on reurbanisation

This paper focuses on the spatial development problem of university-led innovation in peripheral urban areas. Highlighting issues of proximity, uneven geographic development, and multiscalar urban governance as weaknesses of the regional innovation systems literature, we provide a novel synthesis of regional economics, innovation policy, and critical urban studies to assess the development roles of universities in concrete contexts. A comparative investigation of Naples and Newark, NJ captures the functional operation of regional innovation and urban development as a contested product of discourses, technologies (material and governance), and territorial arrangements. Our analysis demonstrates the significance of multi-scalar relationships in structuring innovation policy and practice in peripheral urban areas. The architecture of innovation is not simply rolled out into pre-determined spatial containers in places lacking established 'institutional thickness' or urban centrality. The spatial development of university-led innovation is a social product: material and governance infrastructures are essential components of the urban fabric and are essential to its co-constitution. Universities are shown to contribute differing resources dependent on their institutional strategic goals and the capacities and spatial imaginaries afforded to them by their situation in broader territorial governance regimes. This paper is founded on the premise that, while banlieues and favelas do not share the same history, architecture or demography, their residents experience similar forms of stigmatization and these prompt comparable responses from writers. The comparison between French ‘banlieue narratives’ and Brazilian ‘marginal-peripheral literature’ offers an important insight into how literature produced inside vulnerable communities looks at itself and is perceived by the gatekeepers of literary institutions, and what strategies are available to writers who wish to destigmatize disadvantaged neighbourhoods. The article starts with a comparison of urban development in France and Brazil before it discusses both countries’ respective literary traditions and ways of conceiving urban and literary margins. Finally, a range of key strategies equally relevant to both contexts are discussed. This experience report intends to present the main events in the process of construction of the popular course "Nós Por Nós", an initiative of popular education held in the city of Marília, State of São Paulo, Brazil. Throughout the year 2009, the project mobilized university students, activists of the hiphop movement and young people from different regions of the city, in a work proposal that sought to contribute to the educational formation of poor young people and interfere in the dominant dynamics in the school space. This article investigates the phenomenon of Bangaloreʼs urban 'water mafias', operators who extract and deliver groundwater to scores of informal residential areas in Indian cities. The term 'mafia' here is treated as a semantic area of situated meanings and cultural interpretations that needs to be historicised and prised open in order to better understand how the urban waterscape is produced and inhabited. It situates the provenance and workings of mafias within wider debates on urban informality, state formation, and urban infrastructure and space. Rather than seeing mafias as filling a gap where government water supply has failed, as mainstream narratives suggest, the paper argues that mafias must be seen as formative of the post-colonial state. It further suggests that the specific form of public authority exercised by water mafias explains the production of informality in Bangaloreʼs waterscape. Based on ethnographic research in 2007-2009, the paper characterises the everyday authority wielded by mafias along three main registers: (i) the ability of mafias to make and break discursive and material boundaries between the formal and informal, public and private, and state and society, (ii) the varied nature of mafiasʼ political practices, ranging from exploitation to electoral lobbying to social protection to the provision of welfare, and iii) mafiasʼ complicity in both water and land regimes in a neo-liberalised urban political economy.

We studied the accessibility of public urban green spaces in the context of rapid land transformation within the urban periphery. By using Shanghai, China as a case study, we illustrated how to evaluate the access to public green spaces of an urban periphery and how planning processes can influence the improvement of such access. We constructed a composite index named the “green accessibility index” (GAI), which measures how well residents are treated in terms of access to different types of public urban green spaces. Shanghai and its districts have improved their green accessibility index from 2000 to 2010. However, the GAI in the urban periphery fell behind the city average. Furthermore, while the inner suburbs, especially Pudong and Baoshan, had fared quite well in green accessibility improvement, outer suburbs made moderate progress in comparison to the city average. We identified hot/cold spots and spatial clustering that had a high/low green accessibility index in the urban periphery. As urban systems continue to grow worldwide, urban peripheries increase in number and typologies, which makes their planning a challenge for sustainable development. The aim of this article is to explore approaches and challenges related to the application of sustainable planning to urban peripheries. We reviewed the content of 102 papers related to sustainable planning in urban peripheries by applying a framework built on two main research questions that address: i) the type of peripheries and sustainable planning approaches considered; ii) the challenges and recommendations reported. The results show that urban peripheries are difficult to synthesize in operative classifications, and are not central in the discourse on sustainable planning approaches. The studies described are mainly context-specific and solution-oriented, aimed at responding to local socio-economic and ecological issues, and the analysis reveals uncertainties about their transferability to other geographical contexts. Few common trends can be highlighted, but many authors acknowledge the cross-cutting risks and trade-offs related to the complexity and dynamism of urban peripheries, which may eventually lead planning to unsustainable or unlivable outcomes. Integration among different scales and sectors emerges as a requirement for effective sustainable planning. We fi nd increasing evidence that places in the spatial in-between of urban regions face particular challenges as a result of the urban renaissance, with the already problematic areas requiring increased attention to avoid structural urban problems similar to that of the inner urban areas in the past. This paper explores the politics of migration through a focus on labor migration regimes and the urban lives of migrants in the Seoul Metropolitan Region of South Korea. In particular, it draws attention to the ways in which migrant lives highlight the limits of the contemporary emphasis on control in migration management regimes. The paper contends that while migration management certainly reworks the socio-legal status of migrants, the desire for control is often displaced in the everyday presence and practices of migrants as urban residents. In order to develop this argument I focus on the notion of the urban periphery as a spatio-temporal configuration that manifests marginalization but is also potentially generative, innovative and destabilizing. The paper proceeds by exploring three dimensions of the periphery: (1) the mobile commons that emerges in everyday life; (2) the process of becoming undocumented and the subversion of control; and (3) the tactics of recognition that challenge the peripheral location of migrants. In each case the focus on the urban periphery draws attention to the importance of visibility and invisibility in migration, to the uneven spatio-temporal configuration of migrant lives in the city, and to the ways in which migrant desires constitute a politics that exceeds what is normatively expected of them. The relationship between transport, poverty and social exclusion has increasingly held an important place in both research and policy agendas, particularly in industrialised countries. While this has helped consolidate an emerging body of theory concerned with the social consequences of mobility, our understanding of these dynamics in the context of high vulnerability and poverty in the Global South is still relatively undeveloped. Through the case of Soacha, a municipality adjacent to Colombia's capital, Bogotá, this paper explores travel strategies in a context of scarce provision of transport which, when combined with acute conditions of low-income and segregation, limit vulnerable populations' access to the city. The travel practices, perceptions and priorities of low-income populations in deprived areas of the Global South are analysed, using a framework of transport-related social exclusion, to critically examine the elements that play a role in gaining access to the city. The emergence of adaptable methods, relations and transactions between demand and supply that allows deprived populations to reduce their risk of becoming socially excluded show potential for conceptual and practical development in addressing and analysing transport-related social exclusion. Starting from current debates on 'global suburbanism' and 'postsuburbia', this article explores the changes that the former 'urban periphery' of Zurich North has experienced in the last three decades. It mobilizes Henri Lefebvre's triadic concept of conceived, perceived and lived space in aid of an analysis of the profound urban transformations that can be observed. The construction of a new tramline serves as a guideline for an analysis of the implementation of new governance arrangements strengthening cross-border cooperation between individual municipalities and new strategies of cooptation and expertise. This resulted in the production of new urban structures which led to a more densely woven and connected urban fabric primarily providing spaces for the headquarter economy and middle-class housing. Concomitantly, great efforts have been made to create new public spaces, an urban image and even an urban atmosphere. These have proved at least partially successful, thus promoting a symbolic redefinition of the former urban periphery as a distinctively 'urban' space. Conventional definitions and concepts no longer suffice to adequately understand such novel urban forms, leading to the conclusion that division into an 'urban' and a 'suburban' world is no longer a useful tool for urban analysis. In this paper we question the political and financial drivers of urban development in the contemporary context of multiactor and multilevel governance. We focus on the processes that drive spatial planning and large-scale development projects in the inner periphery of three metropolitan areas: Amsterdam, Paris, and Milan. Peripheral development is conceptualized as the outcome of the realignment of three major sources of urban power: the national government, the core city, and large market investors. Early research has largely demonstrated how each of these elements influences metropolitan transformations, often separately, with special focus on economic logics of development. We propose to instead empirically investigate the political drivers of the changing relationship between these three powers. Focusing on three particular projects, we show how different spatial outcomes of peripheral development spring from a particular articulation of the relationship between the three sources of power. These relationships are pinned over electoral strategies of power consolidation, political confrontation between emerging parties, and their (dis)connections with business interests. This article reconsiders the epistemic and geographic boundaries that have long separated scholarship on urban water poverty and politics in the Global North and South. We stage an encounter between the seemingly dissimilar cases of Tooleville outside of the city of Exeter in California's Central Valley and Bommanahalli outside of Bangalore, India, to illuminate the geography of water marginalization at the fringes of urban areas, and to deepen cross-fertilization between two geographic literatures: environmental justice (EJ) and urban political ecology (UPE). We argue that there is scope for transnational learning in three arenas in particular: (1) water access, (2) state practice, and (3) political agency. This article analyzes the participation of São Paulo as guest of honor at the Buenos Aires International Book Fair (2014). We will examine why the event's curators opted to take writers from thesaraus, poetry readings on the city's outskirts, to the Fair, as well as the political arrangements that made the participation of those writers possible. We also discuss why participation in Buenos Aires was so different from that promoted by the federal government for other events, like the Frankfurt Book Fair (2013), where curators prioritized authors with greater prestige or international exposure. This paper investigates the change of the urban periphery, exploring the tension between the socioeconomic, financial, and political implications of postindustrial transitions. It presents and elaborates an analytical framework to conceptualize the interlocked influence of different dimensions of urban development in smaller municipalities, considering in particular how political and electoral dynamics impinge on other aspects of land development. In the article, three types of challenges are thus identified. The paper adopts an explorative approach to detect how political and electoral logics of action affect urban development in the changing periphery. It thus advances that under conditions of metropolitan fragmentation, urban projects are prone to lengthy gridlocks of localistic bargaining, and local governments are unable to fully govern the fundamental challenges of land development. This article investigates the phenomenon of Bangalore's urban 'water mafias', operators who extract and deliver groundwater to scores of informal residential areas in Indian cities. The term 'mafia' here is treated as a semantic area of situated meanings and cultural interpretations that needs to be historicised and prised open in order to better understand how the urban waterscape is produced and inhabited. It situates the provenance and workings of mafias within wider debates on urban informality, state formation, and urban infrastructure and space. Rather than seeing mafias as filling a gap where government water supply has failed, as mainstream narratives suggest, the paper argues that mafias must be seen as formative of the post-colonial state. It further suggests that the specific form of public authority exercised by water mafias explains the production of informality in Bangalore's waterscape. Based on ethnographic research in 2007-2009, the paper characterises the everyday authority wielded by mafias along three main registers: (i) the ability of mafias to make and break discursive and material boundaries between the formal and informal, public and private, and state and society, (ii) the varied nature of mafias' political practices, ranging from exploitation to electoral lobbying to social protection to the provision of welfare, and iii) mafias' complicity in both water and land regimes in a neo-liberalised urban political economy. This paper explores the various roots and characteristics of current high-rise clusters emerging in new city districts along the coast of Manama and the resulting challenges to urban planning. Like many other Gulf cities Bahrain's capital Manama has witnessed rapid urban growth since local real-estate markets were liberalized in 2003. The recent developments have particularly focused on newly reclaimed areas along the periphery of Manama's city center. These new districts are mainly occupied by residential and commercial high-rises, which have been transforming previous urban morphologies. Today, the public sector is witnessing a wide range of planning challenges to integrate urban consolidation processes and to prevent infrastructural collapse. This paper therefore examines the evolution of urban planning that has led to the construction of high-rise buildings. In addition, the paper is based on GIS calculations and field studies regarding the increase of built densities, particularly between 2003 and 2008, when most developments were launched.
