Although the pre-pandemic tourism debate was led by Overtourism, when the pandemic erupted, the increasing literature on this topic was still in an initial stage. The mobility restrictions derived from Covid-19 stopped Overtourism, but the problem is still far from being eradicated. There is an increasingly need for a solid body of knowledge on which to build recovery to avoid making past mistakes. A comprehensive pre-pandemic literature review is carried out, by proposing an overtourism conceptual framework that integrates its causes and consequences. How the pandemic could become an opportunity to transition to a responsible tourism model is discussed. El debate turístico previo a la pandemia estuvo protagonizado por el fenómeno del overtourism, con un crecimiento exponencial de la literatura científica. No obstante, en el momento de la irrupción del coronavirus, este topic aún estaba en un estadio inicial. Aunque las restricciones de movilidad derivadas del Covid-19 frenaron el overtourism, el problema está aún lejos de haberse erradicado. Hoy es más patente la necesidad de un cuerpo sólido de conocimientos sobre el cual construir la recuperación del sector, evitando cometer los errores del pasado. The changes that have come about at airports in recent decades in the areas of security, deregulation, and technological advances have affected both airport management and the passenger experience at airport facilities. In addition, all around the world, the airport sector has been struck by the COVID-19 pandemic during 2020 and 2021. Using a broad sample of data taken from Airport Service Quality (ASQ) surveys and robust econometric methodology, specifically, an Ordered Logit model with Principal Component Analysis, this paper seeks to cover the gap in the academic literature regarding the effect of a worldwide pandemic on passenger satisfaction at airports during the 2015–2021 period, while taking into consideration the passenger profile and journey and airport attributes. It takes as its reference a Spanish regional airport, which had been experiencing a strong expansion process prior to the pandemic. With respect to the variables linked to the passenger profile, a dif- ferential behavior is observed in satisfaction depending on nationality, motive for travel, and destination. In addition, the four facility- and airport process-related dimensions are significant, with cleanliness and comfort standing out above all others. These are even more important in a health emergency scenario such as is currently being experienced. Lastly, 2021 is shown to cause a downturn in the positive passenger satisfaction with the airport that had been observed during the first year of the pandemic. Therefore, more long-term management is required alongside the initial rapid and efficient action taken by airports, with up-to-date information for pas- sengers to internalize the inconveniences associated with this long-drawn-out period of uncertainty.

This paper analyzes the effect of certain factors on electricity consumption in Spain at a sectoral level. An electricity consumption function has been estimated by using panel data, depending on gross value added (GVA), temperatures, capitalization, and human capital. This function is obtained for total productive electricity consumption and for the agricultural, construction, industrial, service, and public administration sectors, referring to the 17 Autonomous Communities of Spain for the 2000–2013 period. The obtained results show important sectoral differences in the effect that GVA has on electricity consumption, indicating a positive and increasing effect of temperatures above 22 °C in the total economy and in the tertiary sector, and a negative effect of temperatures below 18 °C in some sectors. These results may indicate that global warming may induce an electricity demand growth in Spain, especially related to cooling needs. The results also highlight the positive effects of capitalization in all sectors, and the negative effects of human capital, except for the public administration sector. In this context, it may be appropriate to carry out policies that mitigate this consumption growth, reinforcing energy efficiency measures, and human capital investments.

The decarbonisation of electricity supply poses a major milestone in the mitigation of climate change. Integrated Assessment Models (IAMs) provide a relevant instrument for the quantification and comparison of the economic and environmental impacts of various electricity decarbonisation scenarios, despite having rarely been applied to a national context. In this paper, an IAM able to calculate such impacts on the electricity sector in Spain is presented. Developed using the latest IAM modelling literature, the proposed model is able to estimate changes in temperature, climate-induced economic losses, and investment needs for climate mitigation corresponding to a range of electricity decarbonisation scenarios on a time horizon to 2050. The findings show that scenarios that undertake deeper and earlier cuts in CO2 emissions from electricity generation would achieve better welfare results, and that further reliance on fossil fuels would imply higher costs than the investment needed for renewable energy deployment in Spain. This paper explores how the European Union’s -EU- Authorities face the risk of a rebound effect limiting the effectiveness of efforts made energy efficiency oriented. Choice of EU zone is due to her leadership in the international battle against global warning and climate change. Specific mention to Spain as one of its more concerned member states is made. To do that a systematic literature review was conducted following advanced techniques recommended by the state of art. After this, mayor findings of this paper conclude that 1) a broad academic consensus exist on the relevance of the rebound effect as a barrier in energy efficiency improvements, 2) a lack of consensus exits on its size, 3) legal documents focused on energy efficiency targets use to ignore rebound effect problem Este artículo explora la manera en la que las autoridades de la Unión Europea afrontan el riesgo de un efecto rebote que dificulte la efectividad de los esfuerzos hechos para mejorar la eficiencia energética. La elección de la zona de la UE se debe a su liderazgo internacional en la batalla contra el calentamiento global y el cambio climático. El artículo hace una mención específica a España por ser uno de los estados miembros de la UE más concernidos por estos problemas. Para hacer esto se realiza una sistemática revisión de la literatura siguiendo las técnicas avanzadas que recomienda el estado del arte. Después de esto, los principales hallazgos del artículo son 1) existe un amplio consenso académico en torno a la importancia del efecto rebote como barrera en la mejora de la eficiencia energética, 2) existe una falta de consenso sobre su tamaño, 3) los textos legales que abordan los objetivos en materia de eficiencia energética habitualmente ignoran el problema del efecto rebote.

Since the signing of the Paris Agreement in 2015, signatory countries have been adopting commitments to promote the use of renewable energy. Among the signatory countries, those of Latin America have stood out for the high percentage of renewables in their energy mix and their commitment to continue advancing towards energy decarbonization. This commitment implies the need to adequately recognize the starting point of renewable energy consumption in the region, and its relationship with the population and regional production. This study analyzes the evolution of renewable energy consumption in the Latin American region and its member countries, in relation to the Worldwide position, from 1993 to 2018. For this, the direct consumption of renewable energies and the energy used to generate electricity and heat, have been considered. These values are analyzed in Worldwide per capita and per unit production terms. The results show that the Latin American region has a higher percentage of renewables in its energy mix than Worldwide, with this percentage being even higher when considering only the consumption of renewable energies of indirect origin. Brazil stands out for the share of its renewable consumption. In terms of per capita renewable energy consumption, Latin America presents higher values than those achieved Worldwide, with a growing trend throughout the studied period. The renewable energy intensity is also higher in Latin America, with a decreasing trend, as experienced Worldwide. Policymakers and scientists are paying increasing attention to how social norms can promote pro-environmental behaviour and sustainable energy use. We contribute to this field by experimenting with and assessing the impacts of social norms on low-carbon mobility options. Taking Sweden as a case study, we develop two complementary randomised controlled experiments to: 1) analyse the role of social norms in promoting the adoption of car sharing services (CSS) via descriptive and injunctive norms (N = 720); and 2) investigate potential crowd out effects when injunctive norms are used to promote a low-carbon transport hierarchy (N = 730). First-order effects show that social norms have a positive but marginal impact on the willingness to adopt CSS, and only injunctive norms have the potential to steer behaviour in the desired direction. Results also suggest that concerns about potential substitution effects between low-carbon transport options and CSS are not valid. With due limitations, our findings have various implications for policymaking, notably that for social norms to be effective, other policy instruments are critically needed. We analyze the farm-level economic and environmental impacts of the post-2020 reform of the Common Agricultural Policy (CAP) of the European Union, examining six scenarios constructed around the budget allocated to eco-schemes and the stringency of enhanced conditionality. Results suggest that the CAP post-2020 can improve environmental performance but at a cost for farms. Enhanced conditionality appears to play a greater role than eco-schemes in delivering environmental improvements. The new CAP provides the Member States ample options to choose among different measures. The optimal policy mix will depend on the balancing of income support versus environmental performance that reflects policy priorities.

This study aims to understand the motivation behind academic entrepreneurs launching their business ideas as a company. To accomplish this objective, we analysed the reasons that motivated seventy-four academic entrepreneurs. The results showed that there is no single motivating element for starting an entrepreneurial project for academic entrepreneurs. Among them, the identification of a business opportunity, the existence of a support network and the possibility of having qualified staff to manage them are considered relevant elements. The results of this study may be useful for researchers and agents elaborating on successful public policies for academic entrepreneurship. Due to their scientific base, these types of companies become key in improving the innovation capacity of a territory and the effect on the rest of society in general.

The Clean Development Mechanism (CDM), a partnership tool founded under the Kyoto Protocol, grants potential opportunities to help developing countries achieve sustainable development. The present research examines the CDM projects in Eastern Europe (Moldova, Serbia, Bosnia and Herzegovina, Montenegro, and Albania). Although there were far fewer projects in this region than, for instance, China or India, it has some specific features that make it worth studying. Major findings are that most CDM projects in Eastern Europe involved a changing combination of two or more sources of financing, and the distribution of projects in the region was uneven. Moreover, although there was a small number of projects overall, they were all cost-effective, long-term and large-scale. The findings of the research call for improvements to be made to the governance of the CDM, by strengthening the international and national regulation of projects and by aggregating the scales of decision-making and actions so that real multi-scalar transnational governance — from the global level down to the local level — is implemented in a coherent manner. It is also recommended to carry out ex-post project evaluations, following which readjustments could be made.

Common problems when carrying out water footprint (WF) assessments are obtaining specific primary data, dealing with the complexity of its computation, and the availability of quality data. In a supply chain context, inconsistencies are even more exacerbated. In order to fill in this research gap, this study proposes and evaluates the content validity of a survey scale to assess WF management initiatives implemented by companies, with a focus on supply chains and the agriculture industry. In order to do so, a literature review was performed to identify candidate survey items whose content was later validated with experts in terms of their relevance, clarity, and essentiality to measure WF management. Content validity was assessed using several indices (items’ content validity index (I-CVI), Kappa’s coefficient, Aiken’ V coefficient, and content validity ratio (CVR)), which indicated high content validity for the selected items. This study provides a set of measurement survey items that can be used to evaluate WF management initiatives implemented in agri-food supply chains in future empirical studies

Research on gamification in the cloud has been increasing in recent years. The main objective of this work was to analyse the advances and progress reported in the scientific literature published internationally in cloud gamification from a bibliometric perspective. The scientific production in this field was identified using the Web of Science (WoS) database. The analysis was carried out with the support of the VOSviewer software, version 1.6.18, developed by van Eck and Waltman, for the graphical visualisation of bibliometric networks. The study period covered the time from the first publication on the subject in 2012 to 31 July 2022, with 108 documents detected. The most prolific author was Jacub Swacha from the University of Szczecin, Poland. Forty-seven countries published on Cloud Gamification, with Spain and Italy being the countries with the highest scientific production. The most productive organisations were Bucharest University of Economic Studies, Complutense University of Madrid, Liverpool John Moores University and the University of Szczecin. The journal with the highest output was Information. The groups in the producing countries, the authors, the organisations to which they belonged and the thematic areas of the studies were identified, as well as their evolution over time.

Olive grove biomass presents an opportunity to reduce greenhouse gases and meet the sustainability objectives set by Europe. Given the relevance of this organic matter, this paper analyzes the evolution and current situation of the regulations that regulate olive grove biomass as a source of energy in Europe, in Spain and in Andalusia. Likewise, its effect on the evolution of the use of biomass in the Andalusian region, especially the olive grove, is analyzed. The analysis is novel, since there are no previous studies that reveal this type of information for the olive grove biomass sector. The results show that, as of 2005, the development of biomass for thermal and electrical uses is favorable, reaching the objectives set by the PASENER 2007–2013. However, this situation is reversed as of 2012, with the abolition of the feed-in tariff system for renewables. Besides this, the olive grove biomass sector faces other obstacles such as the cost of residue collection and the few incentives for this sector. The reorientation of the measures, in order to enhance this energy source, would generate a positive effect for the economy of the region that has been affected by COVID-19. Olive sector residues could contribute to increased use of renewable energies, especially in those areas where the olive crop is produced. This paper determines the maximum amount of electrical and thermal energy which could be obtained in Andalusia from olive sector residues, and the economic value that could be obtained from these energy uses. For this, the current data on installed power and electrical and thermal generation are compared with the calculated potential data which would be obtained at full capacity. The results show there is a 69.23% wastage of olive sector residues for energy purposes. Thus, using the resources at full capacity, 3.9 million tons of biomass per year could be obtained for energy purposes. Currently, only 2 million tons of biomass are used for energy purposes. This wastage translates into a below potential generation of electrical and thermal energy. The full use of these residues would allow 83.9% and 64.9% higher generation of electrical and thermal energy, respectively. The results obtained also show that the economic value of olive sector biomass is higher than the market price value, with the average values for each use being 248.20 €/t for domestic thermal use, 165.04 €/t for electrical use and 139.50 €/t for industrial thermal use. Thus, it is considered feasible that the olive sector biomass could be used to a greater degree than at present. The number of internationally recognized Michelin-starred restaurants in a place is a new trend used to measure a tourist destination’s culinary standard. The purpose of this study is to close the gap created by the lack of econometric studies on the tourist attraction of Michelin-starred res- taurants, especially in Spain. Panel data methodology is applied to 50 Spanish NUTS-3 regions over a broad time period (2000–2016) to assess the impact of Michelin-starred restaurants on tourism demand from both domestic and foreign tourists. The findings show that restaurant quality is more important than quantity in the gastronomy–tourism relationship and that Michelin-starred res- taurants are a strong attraction for foreign tourists. Some policies are suggested, such as the development of Culinary Schools and marketing campaigns to promote haute cuisine tourism.

In the current context of a “mathematically intensive” job market, we aim to assess whether the educational policies that recommend Social Sciences tracks to access Business and Management Administration degrees are the most appropriate. A new case study for the European Higher Education Area is provided. We apply different econometric analyses to an educational production function to test whether there is a significant relationship between mathematical skills and academic performance in Business degrees. We analyse a set of indicators, including a complete disaggregation by subject. Our findings lead us to recommend advanced mathematics for access to these degrees, preventing students without enough maths skills from enrolling. This could improve both the transition to university and academic performance, as well as facilitating the incorporation of graduates into the current labour market.

Energy retrofitting of the housing stock is needed in order to reduce the consumption of the energy used to achieve comfort conditions and, this way, meet the objectives aimed at reducing the impact of energy consumption on climate change. In particular, the social housing stock built in Spain in the middle of the last century have poor conditions in terms of energy efficiency and its obsolete energy conditions make some type of retrofitting necessary in order to avoid indoor thermal discomfort and energy poverty situations. This study focuses on perform an energy and economic analysis, throughout the life cycle, of the use of cool roofs to retrofit the roofs of buildings belonging to the social park. The analysis is carried out on three cities, Seville, Malaga and Jaen, in the region of Andalusia, Southern Spain, representative of a wide range of the climatic conditions of this region. The findings of this work show noticeable energy and economic costs savings, which endorse the efficiency of the use of cold roofs to retrofit the roofs customary in social housing built in the central decades of the last century under the analyzed climatic framework.

This research compares the effectiveness of United States (US) and European Union (EU) aid in the Asia-Pacific Region. In order to do so, it analyzes the impact of US and EU aid effectiveness on GDP per capita growth for the years 2000-2019. This study finds there to be a negative relationship between EU aid and growth, and no significant relationship between US aid and growth. Doubling EU-aid decreases growth between- 0.014 and -0.119 percentage points three year after commitment. It also finds that an event that creates political instability has a negative effect on growth between -1.184 and -1.050 percentage points. These results are important because they (1) add weight to the growing body of evidence that developmental aid has either no impact or a negative impact on economic growth, and (2) have the potential to aid developing countries in weighing the desirability of foreign support and in determining their donors(s)-of-choice. Esta investigación compara la eficacia de la ayuda para el desarrollo de Estados Unidos (EE.UU.) y de la Unión Europea (U.E.) en la región Asia-Pacifico. Para ello, se analiza el impacto de la ayuda de Estados Unidos y la UE en el crecimiento del PIB per cápita para los años 2000-2019. Este estudio encuentra que existe una relación negativa entre la ayuda de la UE y el crecimiento de los países receptores, y ninguna relación significativa entre la ayuda estadounidense y su crecimiento. Si se duplica la ayuda al desarrollo de la UE, hay un decrecimiento de entre -0.014 y -0.119 puntos porcentuales. También se encuentra los eventos que incrementan la inestabilidad política tienen un efecto negativo en el crecimiento entre -1.184 y -1.050 puntos porcentuales. Eco-labels such as Blue Flags can be effective for enhancing both sustainability and tourism. Given the ongoing political debate on the effectiveness of Blue Flags for promoting tourism, we analyze the impact of the number of Blue Flag beaches on tourist arrivals (international and domestic, respectively) for Spanish coastal provinces. Panel data techniques are used to evaluate Blue Flags econometrically for the longest and most recent time period in the literature (2000– 2019). Findings suggest that Blue Flags are effective at promoting international tourism but not domestic tourism. Different patterns for international and domestic tourists mean that differentiated policies should be applied. Junta de Andalucía US-15508

This study describes an economic model in the Guadalquivir river basin (Southern Spain) that considers inter-sectoral and hydrological effects of changes in water use as a response to various water-pricing policy scenarios. The main economic variables include water use, gross regional product, return flows in the river basin, and employment at sectoral and basin levels. The response of the different sectors to water pricing and of the sectoral productivity is derived from official data. The background of the model is based on previous research for the implementation of the UN System of Environmental-Economic Accounts and on the application of this framework to the Guadalquivir basin. Results based on the elicited curves illustrate that the structure of the demand function for irrigated agriculture passes from inelastic to elastic sections, while the function corresponding to the remaining economic sectors shows a continuous decreasing function with minor change in the elasticity structure of the curve. Results show that the impact of extreme measures of water pricing reduces water abstraction by up to 42% vs. the baseline scenario, with an economic reduction in regional Gross Domestic Product (GDP) of 1%.

Energy refurbishment of the housing stock is needed in order to reduce energy consumption and meet global climate goals. This is even more necessary for social housing built in Spain in the middle of the last century since its obsolete energy conditions lead to situations of indoor thermal discomfort and energy poverty. The present study carries out a life cycle assessment of the energy and economic performance of roofs after being retrofitted to become cool roofs for the promotion of social housing in Seville (Spain). Dynamic simulations are made in which the time dependent aging effect on the energy performance of the refurbished cool roofs is included for the whole lifespan. The influence of the time dependent aging effect on the results of the life cycle economic analysis is also assessed. A variety of scenarios are considered in order to account for the aging effect in the energy performance of the retrofitted cool roofs and its incidence while considering different energy prices and monetary discount rates on the life cycle assessment. This is made through a dynamic life cycle assessment in order to capture the impact of the aging dynamic behavior correctly. Results point out significant savings in the operational energy. However, important differences are found in the economic savings when the life cycle analysis is carried out since the source of energy and the efficiency of the equipment used for conditioning strongly impact the economic results.

The study aims to investigate threats that might occur in diversification management, operational risks of banking services in the process of digitalization, as well as the impact on customers and banks. The right choice of a risk management model for a bank plays an important role in the sustainable development of competitiveness and the transformation of banking activities in the future. This work assesses bank risks and determines information risks in relation to the total capital of Santander Bank of Spain. The authors adapted an operational risk management (ORM) model to minimize the risks of the bank&rsquo, s digitalization and upcoming operational risks. The ratio of the total operational risk to the total bank&rsquo, s capital was 0.65%, which is below the permissible minimum value and is acceptable. Based on this indicator, diversification of business risks can be applied. As a result of the study, the total value of operational risks was calculated and the acceptability of this indicator to the capital of Santander Bank was assessed, which allowed the authors to assess whether the value was critical. In addition, it was also revealed that the main external risk of Santander Bank in 2018 was fraud in the use of online payments. The results might help to more effectively evaluate insurance payments for identified operational risks and effectively make decisions and optimize reporting documents of banks.

Hydro-economic models (HEMs) constitute useful instruments to assess water-resource management and inform water policy. In the last decade, HEMs have achieved significant advances regarding the assessment of the impacts of water-policy instruments at a river basin or catchment level in the context of climate change (CC). This paper o ers an overview of the alternative approaches used in river-basin hydro-economic modelling to address water-resource management issues and CC during the past decade. Additionally, it analyses how uncertainty and risk factors of global CC have been treated in recent HEMs, o ering a discussion on these last advances. As the main conclusion, current challenges in the realm of hydro-economic modelling include the representation of the food-energy-water nexus, the successful representation of micro-macro linkages and feedback loops between the socio-economic model components and the physical side, and the treatment of CC uncertainties and risks in the analysis.

First online; International audience; This paper analyzes the microeconomic effects of the 2013 reform of the EU's Common Agricultural Policy (CAP). This is done using the EU-wide individual farm model (IFM-CAP). Simulation results show that although the reform succeeded to partially harmonize direct payments (DP) among farms and Member States, relatively strong differences in the distribution still remain in place. Around 62% of the farms increase their income, whereas the remaining 38% lose from the reform. The reform benefits small farms, while large farms lose out. As measured by the Gini coefficient, the 2013-CAP reform only partially reduces the disparity in the distribution of DP and farm income among farms. The Gini decomposition shows that subsidies (in particular decoupled payments) contribute to a decrease in the inequality of total farm income. The future CAP reform needs to have a stronger overhaul of the DP system in order to achieve a substantial reduction in inequality in the distribution of payments among farms and regions in EU.; Cet article analyse les effets microéconomiques de la réforme de la PAC de 2013. Environ 62% des exploitations agricoles augmentent leurs revenus, tandis que les 38% restantes perdent de la réforme. Mesurée par le coefficient de Gini, la réforme de la PAC de 2013 ne réduit que partiellement la disparité dans la répartition des PDD et des revenus agricoles entre les exploitations. Algeria has enormous renewable energy potential. However, fossil fuels remain the main electricity generation source, and the country is the third largest CO2 emitter in Africa. Algeria is also particularly vulnerable to climate change. Therefore, a set of actions related to energy, forests, industry and waste sectors have been programmed, over the period 2015&ndash, 2030, and the government action program has given priority to promote renewable energy. In this sense, Algeria is committed to significantly promote investment in renewable energy, during the period 2020&ndash, 2030. Thus by 2030, renewable electricity production capacity will achieve 22,000 MW, representing 27% of total electricity generation. This paper analyzes the electricity generation measures implemented in Algeria to reach the required energy mix, the legislative framework, financial aid, the feed-in tariff system, the tax incentives, and the tender and auctions undertaken. The analyses reveal that, although the electricity price premium policy has not been revoked, the newly enacted tender scheme is designed to become the standard procedure for launching renewable energy projects in Algeria in the coming years.

Part of the controversy derives from possible collusive behavior from the main generation companies due they shared 55% of wholesale market. The goal of this paper is to design a tool to detect anomalies in determining electricity prices on that market. The tool claim to be used by supervisory agencies with responsibility on this market. The tool is based on a spatial LMDI-I decomposition analysis. This methodological approach has been less developed in the literature than the temporal LMDI-I analysis. Decomposition is applied to the differences between the daily cost and monthly average cost of electricity generation. To test the smooth functioning of the tool, data was taken for a period of time in which the supervisory agency sanctioned proceedings for generation companies but also for control periods of time when no sanctions were imposed. The decomposition analysis used the price, structure and scale effects as the decomposition effects. The proposed tool has allowed us to capture anomalous behaviours of the electricity costs in the electricity wholesale market for the same periods in which the supervisory agency in charge initiated sanctioning proceedings. Algeciras Bay is an important industrial and port zone in the south of Spain whose pollution by particulate matter surpasses the threshold levels recommended by the World Health Organization (WHO) in its 2005 Guide on Air Quality. This study analyses the mortality avoided and the economic benefit which would be derived from a reduction of the pollution of PM2.5 and PM10 to the levels recommended by the WHO in Algeciras Bay in the period 2005-2015. The analysis carried out shows that the industrial zones, such as Los Barrios and San Roque, are those which have greater levels of pollution and in which the relative risk is greater. The calculations for Algeciras Bay between 2000 and 2015 show 182 deaths which would be avoided if the particulate matter pollution were reduced to the levels recommended by the WHO. Likewise, the economic valuation which this impact has on health is carried out through two concepts: the cost of illness and the Value of Statistical Life (VSL). The result shows that the economic benefit that would come out with the cost of illness valuation is 5,329,110€ and from the VSL is 414,787,113€. Implications: PM2.5 has a greater concentration in industrial localities and is linked to the industrial activity. When the particulate matter pollution is reduced to the levels recommended by the WHO in an industrialised area such as Algeciras (Spain), 182 deaths which would be avoided. The result shows that the economic benefit that would come out with the cost of illness valuation is 5,329,110€ and from the value of statistical life is 414,787,113€.

Speed plays an important role in road safety as it affects accident risk and severity. Among safety policies implemented to control driving speed, speed limits are the most highly developed. Since the 1970′s, numerous studies have focused on the effectiveness of speed limits, but even today there is still no clear consensus as to the impact that raising the speed limit has on traffic fatalities. With the aim of consolidating knowledge on this topic, a meta-analysis has been carried out of a set of econometric studies assessing the effects on traffic fatalities of increasing speed limits in the US. Two sub-samples were obtained, taken from the traffic fatality measures considered by studies (fatality count and fatality rate normalized per vehicle miles traveled), and two approaches were analyzed: rural interstates (where speed limits were increased in 1987 and 1995), and a statewide approach (all roads network). Our findings show that by count traffic fatalities went up on both rural interstates and statewide level, although the effect was higher on rural interstates. In other respects, statewide fatality rates could be improved in relative terms by raising legal speed limits, although the effect would be weak.

This paper explores whether the changes in energy intensity in Spain have led to improvements in the energy consumption levels or to a backfire effect offsetting the expected decrease. Jevon's paradox or backfire effect happens when a rebound higher than 100% causes energy efficiency improvement to raise energy consumption. To test Jevon's paradox or the backfire effect caused by energy efficiency actions, a Logarithmic Mean Divisia Index I (LMDI-I) is used for the Spanish economy. The period under consideration ranges from 2000 to 2015, when three national action plans were implemented. The main methodological novelty of this paper consists on to block the economic activity effect in a second decomposition round to better explore the effect of energy efficiency on energy consumption. As a whole, our results do not support Jevon's paradox for the sectors analyzed. However, they do warn about a possible backfire effect in the industry, transport and service sectors. Major findings follow these same findings when the activity effect is blocked.

The Labour Market Insertion Contract was an Active Labour Market Policy introduced in Spain. It was aimed at individuals who had difficulties entering the labour market, and it was introduced with the purpose of reducing the rate of unemployment. This article provides an estimation of the average impact that this contract had on the employability of individuals in the short and long term. A microeconomic analysis was carried out based on causal statistical inference by using propensity score matching and kernel and radial estimators. Data was taken from the most comprehensive database available, which is the Continuous Sample of Work Histories. Results are consistent with literature reports and show that the employability of participants was inferior to that of individuals with similar, temporary-type contracts. This research contributes to the literature by evaluating whether there was empirical evidence to support the political decision to revoke or replace this kind of direct employment programme. This paper evaluates two smart energy management models for the Spanish electricity system in terms of power consumption savings, CO2 emissions, and dependence upon primary energy from abroad. We compare a baseline scenario with two alternatives. The first model entails the reduction of the power demand through energy savings measures, smart meters, and self-supply. The second model entails the application of all measures included in first scenario, plus measures oriented to electric vehicles. For each model a sensitivity analysis was performed. Results show that both models can result in reductions of peak loads, CO2 emissions, and energy dependence.

This paper offers systematic and innovative information to the usage of electrical vehicles (EVs) in Spain between 2007 and 2012. Five different EV categories are analyzed. The data is broken down by provinces and regions. Likewise, the study analyzes the evolution of EV use as well as the percentage of EVs in each category with regards to the total number of vehicles in a given category, with the percentage of EVs per 10,000 habitants. In addition to this, the paper provides detailed information about the legislation promoting the use of EVs, both in the European Union (EU) and in Spain. The article includes an assessment of the promotional measured used for EVs for their growth rate. Finally, the authors provide a number of recommendations about the type of efforts to be undertaken by the authorities of Spain and the EU to increase the use of EVs. In Spain, the development of the electrical vehicle stock has increased annually for each of the categories. Nevertheless, the relationship with the total number of vehicles, EVs have failed to reach 1% in any of the categories. The ratio number of EVs per 10,000 inhabitants has increased in each of the provinces, with more than twenty provinces (44%) having a ratio that surpassed 1 EV/10,000 inhabitants in 2012.

The aim of this paper is to analyze the economic and environmental aspects of installing PV facilities for residential electricity users. This paper explores, in a conservative approach, the installation of a PV capacity to compensate the consumption with the production for each moment, never feeding electricity into the utility network and without storage. The approach proposed is illustrated by applying different power PV capacities in alternative locations (Marseille, Madrid and Seville), using the hourly demand provided for the smart meters. Combining the load curve of each user, the irradiation and PV production of each location, the cost of equipments, the hourly emission in the whole market, the variable price of electricity for residential users and the energy needs to build a PV facility. The model calculates, for each individual the optimal PV power to install and the emissions avoided. The results show that, with the current cost of the PV facilities and variable prices of electricity, the PV are, from an economic and environmental point of view, profitable in all the locations analyzed. This initiative will be more profitable for private investors and, additionally, for the environment in the next three years. A massive installation of these facilities in Spain and France will contribute to achieving their Nationally Determined Contribution (NDC) of the Paris agreement (COP-21), fulfilling, in Spain, the current legal restrictions.

The main purpose of this paper is to use the Spanish case, through an econometric analysis of 226 electoral polls, to explain why polls are making more mistakes in times of great socioeconomic slumps, political instability and the emergence of new political parties. In this context, it is the very instrument with which society tries to reduce the reigning uncertainty that, paradoxically, can ultimately drive uncertainty up. Our results show that the prediction error for the new emerging parties is significantly higher than for the traditional parties and this error is not sensitive to solutions for increasing the reliability of surveys, such as increasing sample size, transparency constantly conducting periodical surveys, the closeness of the approaching election or the survey mode that is used. It can be observed that pollsters do not want to make predictions that vary greatly from the average of the other polls. Finally, editorial bias appears to play a significant role, especially in the case of traditional parties. El principal objetivo de este artículo es explicar por qué las encuestas electorales cometen más errores en épocas de crisis económica, inestabilidad política y con partidos emergentes como Podemos y Ciudadanos. Para ello utilizamos una base de datos de 226 encuestas previas a las elecciones generales españolas de 2016. En este contexto, paradójicamente vemos como el instrumento que la sociedad utiliza para reducir su incertidumbre puede acabar aumentándola. Nuestros resultados muestran como el error de predicción de los nuevos partidos es significativamente mayor que los tradicionales e insensible a las soluciones clásicas para aumentar la precisión de las encuestas, como el tamaño de la muestra, el método de muestreo, la experiencia del encuestador, o la proximidad de la cita electoral. Además, se observa que las empresas que desarrollan las encuestas realizan de forma sistemática predicciones muy próximas a las que han realizado las encuestas recientes de sus competidores. Finalmente, el sesgo editorial parece ser una variable relevante, especialmente en lo relativo a las predicciones de los partidos tradicionales

In this study, an Index Decomposition Analysis-Logarithmic Mean Divisia Index (IDA-LMDI) model was developed to find the drivers behind the changes in CO2 emissions between 1990 and 2012 in Colombia. The results facilitate the assessment of the impact in Colombia of the main measures regarding the mitigation of CO2 emissions. Likewise, it allows us to analyze whether the recent measures implemented by the Colombian authorities to mitigate emissions are moving in the right direction. To carry out the decomposition analysis, six effects were taken into consideration: carbonization, the substitution of fossil fuels, the penetration of renewable energy, energy intensity, wealth and population. The effects of income and population appear as drivers of emissions for the period analyzed. A stylized analysis allows richer conclusions to be extracted regarding a battery of recommendations for emission mitigation policies that are compatible with economic growth in Colombia

The Cost Recovery Principle (CRP) is considered by the European Union (EU) water policy as a substantial requirement for economic efficiency, transparency, fairness, and sustainability in the use of water resources. Nevertheless, the implementation of the CRP by EU Member States has encountered significant challenges, both theoretical and practical, especially regarding the accounting of environmental and resource costs related to water use by the agricultural sector. This paper aims to analyse the application of the CRP to the agricultural irrigation sector in Spain, based on the case study of the Guadalquivir River Basin. To this end, an assessment of the financial, environmental, and resource costs (and the corresponding cost recovery rates) of water services related to the irrigation sector was carried out for this specific river basin. Additionally, this study aimed to offer a much-needed discussion on the agricultural “exceptionalism” phenomenon regarding the application of the CRP at the moment when water and agricultural EU policies are being reviewed to guarantee a more sustainable development of agriculture when using such a strategic natural resource.

This paper quantitatively evaluates the performance of Chile's CO2 emissions between 1991 and 2013 using a ‘complete decomposition’ technique to examine emissions and their components. A decomposition analysis based on log-mean divisia index method (LMDI I) was conducted. Six decomposition factors were considered: Carbon Intensity effect (CI), RES penetration effect (RES), Energy Intensity effect (EI), Economy Structure effect (ES), Income effect (Yp) and Population effect (P). To know how these factors could influence each other in the future, the Innovative Accounting Approach (IAA) was used, including forecast error variance decomposition and Impulse Response Functions (IRFs). These two methodologies allow us to identify the drivers of CO2 emission changes in the past (1991–2013), test policy measures and learn how these drivers could influence each other in the future, to evaluate whether the current measures meet the Paris commitments. The LMDI analysis results show that the Energy Intensity Factor is the main compensating factor of Chile's CO2 emissions and the only effect with a clear trend to aid the economy's decoupling. IAA and IFRs results react similarly and confirm that carbon intensity reacts to shocks more significantly in the short term. The reaction to RES has the same and opposite behavior to shocks in ES and Yp, to disappear in the long term.

The past decade’s trend toward super-sized cruise ships has enriched the experience for cruise passengers. Unlike a small number of mega cruises that have chosen to press on in a luxury–classic style, the vast majority are rapidly converging on a Las Vegas resorts-style tourism model. Aside from the traditional factor that Las Vegas and cruises have in common, that is, the casino, this article analyzes other aspects of this increasingly mimetic relationship, with the following standing out: the greater importance given to entertainment; the greater variety and quality of Food and Beverage (F&B) and shopping choices; an informal dress code; a complex, dynamic management as to both prices and extracting monopoly rents from passengers; the expansion of both models outside their original locations, Las Vegas and the Caribbean; and, lastly, in response to previous trends, an oligopoly market.

This paper assesses the role of the forestry sector in the CO 2-eq emissions change in Chile from 1990 to 2013. Due to its relevance, this sector is considered as a proxy LULUCF activities. A second objective of this paper is to explore whether the forestry sector has always contributed to a decoupling process between CO 2-eq emissions and economic growth. To address the first objective, the LMDI method has been used. For the second objective, the decoupling status between CO 2-eq emissions comes from the Tapio index, which was used for the first step. For the second step, a second level of decomposition was carried out. Major findings from the LMDI and second-level decomposition analysis reveal that Chile’s forestry sector clearly acted as a sink but failed to outweigh the role played by all other sectors taken into consideration. The results show that Chile has also failed to reach decoupling between economic growth and CO 2-eq emissions. Efforts made in the forestry sector to reduce CO 2 emissions were interesting but not strong enough to meet decoupling objectives. It is recommended that native forest management be reinforced and strengthened, mainly by reforestation with oak, raulí and coigüe varieties.

Deficit irrigation (DI) is an agricultural practice in which the volume of irrigation water applied during the crop cycle is below the irrigation requirements for maximum production, the aim of which is to increase irrigation water productivity. Most research on this technique has focused on agronomic strategies while the economic and environmental consequences have received little attention. This study aims to shed some light on this matter and presents preliminary results regarding the implications of DI with respect to the sustainable use of water resources. The analysis is based on the DPSIR analytical framework (Driving force/Pressure/State/Impact/Response) and the microeconomics of DI. The case study focuses on intensive olive groves in the Guadalquivir river basin in Southern Spain (where olive cultivation accounts for 50% of the total irrigated area). The analysis shows that the widespread use of DI practices, which is the farmers’ response to a decreasing net water supply and falling farm incomes (driving force) in the context of a mature water economy, may help to break the DPSIR chain of causality, provided that there are restrictions on any expansion in irrigated area. They can, thus, play a role in achieving sustainable water use. Conversely, demand and supply (regulator) responses involving raising the price of water would lead to higher pressures on the resource and represent a negative driving force in our DPSIR model.

Transport activities are essential for economic and social development. Nevertheless, the transport sector has also shown the fastest growth in energy consumption in the European Union and its contribution to increasing greenhouse gas emissions merits the thorough attention of academics and policy makers. In this paper we analyze the relationship of economic growth and transport activities with transport final energy consumption. Energy Kuznets curves are estimated for a panel data set covering the EU27 countries in the period 1995–2009 for total transport energy use, household transport energy use, and productive transport energy use (all three in absolute and per capita energy use terms). The productive transport energy use and gross value added relationship are further considered as per hour worked. Finally, the control variables of energy prices and differences in the economic structures are tested. Empirical results show that the elasticity of transport energy use with respect to gross value added in per capita terms decreases from a threshold for the three transport energy consumption variables, but the turning point of improved environmental quality is not reached in any instance. This paper analyses the agricultural irrigation water use in a closed basin and the impacts on water productivity, and examines how they have affected the ‘closure’ process of the Guadalquivir river basin observed in recent decades. Following a period of expansion in irrigation, an administrative moratorium was declared on new irrigated areas in 2005. Since then, the main policy measure has been aimed at the modernisation of irrigated agriculture and the implementation of water conservation technologies. The analysis carried out in this paper shows a significant increase in mean irrigation water productivity in the pre-moratorium period (1989–2005), driven by the creation of new irrigated areas devoted to high value crops and with a dominant use of deficit irrigation strategies, while a second phase (2005–2012) is characterised by slower growth in terms of the mean productivity of irrigation water, primarily as a result of a significant reduction in water use per area. Findings show that productivity gains seem to have reached a ceiling in this river basin, since technological innovations (such as new crops, deficit irrigation, and water-saving and conservation technologies) have reached the limits of their capacity to create new value. The residential energy sector is crucial to achieving CO2 emission reductions as it has an important energy-saving potential, and its environmental controls are difficult to displace to other countries. Using the latest available data, this short paper provides a concise analysis of residential energy consumption trends for the period 1993–2013 in a double perspective, by main world regions and by per capita gross national income levels in 2013. Residential energy has been divided into three types: non-renewable, direct renewable and indirect renewable. Annual rates of change, energy intensity, energy in per capita terms and some ratios have been analyzed. Notable regional differences and trends were observed in the studied variables. Therefore, different energy policies are recommended for the regions. Eastern and Southern Asian countries, the EU15 and other developed countries, are the regions which should make the greatest effort to reduce residential energy consumption. The promotion of direct and indirect renewable energies is recommended. Based around fieldwork in Seville (Spain), our article provides an empirical analysis with the aim of determining whether different typologies of cyclists exist depending on the type of bicycle for urban commuting (public bicycle/private bicycle). Our findings show that users of public bicycles are predominantly male, young, with a high level of education, and basically use the public bicycle for subsistence trips due to its easy intermodality; while private bicycle riders are mainly females who regularly make nonsubsistence trips and prefer a more flexible bicycle for their daily needs

The Paris Agreement negotiated in the 2015 United Nations Climate Change Conference is a global agreement on the reduction of climate change mainly caused by GHGs, which comes into force in 2020. According to this Agreement, all participated countries have to reduce their emissions. In order to archive this objective, it is considered appropriate to apply energy saving policies in the residential sector, as residential buildings seem to be one of the most important sources of direct and indirect CO2 emissions. Besides, energy consumption in the residential sector has an abundant potential for the implementation of energy saving policies. Most countries of South-Eastern Europe and the former Soviet Union, which nowadays are considered as transition economies, have traditionally been high energy consumption countries with high energy intensity in the residential sector, especially from fossil fuels. This study investigates the relationship between economic growth and energy use in the residential sector in the transition economies. The Environmental Kuznets Curve (EKC) hypothesis is tested by using panel data techniques, referred to 14 transition countries for 1995–2013 period. From the estimate results, the elasticities of the residential energy consumption per capita with respect to GDP per capita for each country and year are calculated. The estimate results do not support the EKC hypothesis. Furthermore, the trend of the residential energy consumption elasticity with respect to per capita income is positive for all transition countries except Russia. The use of renewable energy and the adoption of energy efficiency measures are recommended.

This study uses the Data Envelopment Analysis to measure the agricultural environmental performance under the assumption of natural and managerial disposability, but also evaluates the Returns to Scale and Damages to Scale in Latin America and the Caribbean during 2012. Seven agricultural variables are analyzed: animal feed, fertilizers, capital stock, labor, land, value of the gross agricultural production and agricultural emissions (CO2eq). The results found that the Bahamas, Brazil, Chile, Costa Rica and Mexico attained the maximum efficiency level in all efficiency measurements. The aim of this paper is to analyse the changes in final energy consumption in Andalusia through logarithmic mean Divisia index (LMDI) decomposition analysis during the period 2003–2012. The results lead us to conclude that a reduction of final energy (FE) consumption of 1 % took place as a result of a diminishing in structural effect by 11 % and an increase in the activity effect and intensity effect by 7.4 and 3.5 %, respectively. Chain-linked LMDI decomposition shows the existence of two sub-periods, with a turning point in 2008. The first period, coinciding to a great extent with the Andalusian Energy Plan 2003–2006 (PLEAN), showed an increase in final energy consumption, mostly due to the activity effect but also to the intensity effect. The second period, coinciding with the implementation of the Andalusian Sustainable Energy Plan 2007–2013 (PASENER), shows a reduction in the activity, structure and intensity effects. The results allow us to conclude that many of the energy efficiency measures, implemented through the PASENER, are related to sectors that experienced a decline in energy consumption due to the intensity effect, such as transport, primary and service sectors. Additionally, although they were included in PASENER, more policy attention should be given to the energy transformation, residential and industrial sectors which increased the demand for energy due to the intensity effect during this period. Finally, the energy-saving behaviour of economic agents due to the economic downturn should also be considered as an explanation for the diminishing in energy consumption during this sub-period. Permitted deposit due to Funding Body, Institutional and Governmental policy or mandate, may be required to comply with embargo periods of 12 months to 48 months The Covenant of Mayors (CM) is an initiative by which towns, cities and regions voluntarily commit to reduce their CO2 emissions beyond the European Union climate targets, through policies promoting energy saving and renewable energy. The aim of this paper is to analyze whether joining the CM is reducing municipalities’ electricity consumption and therefore their emissions. This analysis is made for municipalities in Andalusia, the region of Spain with more signatories. For this purpose, the evolution of total, household and public administration electricity consumption from 2001 to 2012 is analyzed by using panel data econometric techniques. Obtained results show that the CM is having a positive effect on the electricity consumption reductions, since the municipalities have greater rates of reduction of electricity consumption after signing the CM. Therefore, it may be considered that it may be appropriate to promote policies that incentivize the municipalities to join the CM and to develop their action plans, as this can reduce their electrical consumption. Due to the relevance of fossil fuels in the electricity matrix in Spain, the electrical sector plays a crucial role in mitigation policies such as carbon taxes. Increased prices of electricity can act as an incentive to enhance energy efficiency contributing to CO2 abatement. This paper evaluates a tax on electricity consumption (ECT). Focusing on energy efficiency commitments for Spain as established by EU Authorities for Horizon 2020 (H2020), a pricing model was created to assess economic impacts and its effectiveness in meeting this commitment. The analysis was performed by considering two scenarios, without (Scenario 1) and with (Scenario 2) tax recycling between the new tax and employer-paid social security benefits or contributing to price stability. In Scenario 2, the tax reform is achieved with tax recycling, offsetting the introduction of the ECT by reducing employer-paid social security payments. Two alternative restrictions on the tax reform were considered for the simulation of Scenario 2. In the first case, a restriction was imposed to ensure revenue neutrality (2-I). In the second case, the restriction ought to maintain price stability (2-II). Results from different scenarios offer an important range of possibilities for policy decisions. The results show that with a tax rate equal to 1%, there is a remarkable reduction of CO2 emissions from the electricity sector, and the same happens with other sectors that the literature identifies as drivers of such emissions.
