This paper aims to reconsider prosumers' role in the power markets in the early stages of their decentralization, accounting for rising self-supply trends, security threats, and economic and regulatory barriers. The development of prosumerism envisages finding the ratio between retail market sales under the feed-in tariff and the net billing mechanism. Within the methodology section, the indicator of prosumer efficiency for electricity generation (EUR/kWh) is proposed based on average consumption/production ratios and consumption/delivery incentives. To support household prosumers, the mentioned incentives on the renewable energy market consider the self-supply cost of electricity, the levelized cost of electricity for small-scale green energy facilities (solar photovoltaic and wind), and transaction costs. This paper evaluates prosumer efficiency under three consumption/production ratio scenarios for Ukrainian households (self-consumption of 40%, 20%, and 100% of green electricity annually generated by a household and selling the leftovers via the feed-in tariff) for 2023. The gradual movement from fixed tariffs for households toward market-based prices promotes the emergence of new related market players and their consolidation in the market. Participation in the organized power market segments is relevant for day-ahead market prices above 130 EUR/MWh, disregarding the households' tariff rate. The low price caps inhibit the prosumer's participation in the market, while the transition from the feed-in tariff to net billing significantly promotes their development only under high price caps. The Russia-Ukraine war of 2022 showed the danger of reliance on autocratic regimes for energy supply. The use of renewables is a viable opportunity to substitute energy imports. Prosumption is one of the essential pillars of the Fourth Energy Package of the EU. After the war, Ukraine will require recovery packages, among other policies, aimed at increased energy prosumption. It will spur energy generation and foster employment, as well as being one of the means to avoid CO2 emissions. Following the example of Austria, the investment grant sizes for households and energy cooperatives in Ukraine were assessed. Potential job growth was estimated using the employment factor method and the size of CO2 emissions reduction. Should investment grants of EUR 50–200/kW for households and energy cooperatives be introduced, up to EUR 359.4 million would be required in 2022–2030. Households and energy cooperatives in Ukraine will still need to invest up to EUR 988 million until 2030. About 11 thousand full-time jobs may appear by 2030. Energy generation by households in 2020–2030 would enable the avoidance of 3.39–5.94 million tons of CO2 emissions. [ABSTRACT FROM AUTHOR]

The Ukrainian renewable energy sector has demonstrated a significant increase in its renewable power capacity, especially for solar and wind power plants. Decommissioning the end-of-life equipment in Ukraine has not yet taken place, but it is only a matter of time. With this in mind, this paper assesses the quantities and the market values of the materials that could potentially be recovered from used solar and wind power plants, and it estimates the impact of their decommissioning on employment in Ukraine. It has been estimated that approximately 8.9 GW of solar power plants, and 3.6 GW of wind power plants, will be decommissioned from 2044 to 2059, and that the cost of the raw materials recovered could reach EUR 421.4 million and EUR 124.6 million in 2021 prices, respectively, compared to the decommissioning costs of EUR 240.1 million and EUR 49.1 million, respectively. Decommissioning renewable power plants will require the creation of new jobs, including 11.6 thousand in the solar industry, and 2.8 thousand in the wind sector. It is essential to amend the legislation in Ukraine, particularly Directive 2012/19/EU, to introduce the principle of the extended producer responsibility to ensure the efficient recycling of renewable power plant end-of-life equipment in Ukraine in the future. Renewable energy generation in Ukraine is developing slower than state strategies and expectations, with the installations for energy generation based on biogas currently being among the lowest in terms of installed capacity. Most of those involved in energy generation from agricultural biogas are large enterprises, while the small and medium-sized farms are far less involved. Thus the article aims to assess the economic feasibility of biogas production from agricultural waste by specific farm types and sizes, with a special focus on small and medium-sized farms. The research results present findings in two dimensions, first defining the economic feasibility of biogas installations in Ukraine based on investment costs and the rate of return at both the current and potential feed-in tariff, and second, analyzing the influence of state regulation and support on the economic feasibility of agricultural biogas production in Ukraine. The results emphasize that the construction of small generation capacities does not provide sufficient funds under the current feed-in tariff to meet the simple return period expected by the domestic financing institutions. Except for the general support programs for agricultural activities, there are no support funds specifically for biogas producers, while there is tight competition with wind and solar energy due to diversified feed-in tariffs. This paper proposes methodological approaches to assessing the impact of renewable energy and energy efficiency development on emerging economies' energy security. It is suggested to supplement the current methodology for assessing energy security with the decoupling index of the renewable energy financial burden on the state budget, the energy efficiency decoupling index, the households' energy poverty indicator, the index of capacity development for balancing electricity generation volumes, and the energy fluctuations indicator. These indices provide a comprehensive assessment of energy security under the latest challenges. Thus, the COVID-19 pandemic in the Ukrainian energy sector led to the "green and coal paradox", when the government decided to keep green electricity generation but limit nuclear generation. It required increased flexible capacities (thermal generation) and led to a rise in electricity prices and environmental pollution. Forecasting energy fluctuations with Butterworth filters allows minimizing the risks of maximum peak loads on the grid and timely prevention of emergencies. The energy fluctuations within the 20% range guarantee energy security and optimal energy companies' operation. It is proposed to smooth out energy consumption fluctuations through green energy development, smart grids formation, energy efficiency improvements, and energy capacities balancing to ensure energy and economic sustainability.
