Abstract

The 1994 High School Transcript Study (HSTS) provides the Department of Education and other policymakers with information about current course offerings and students' course-taking patterns in the nation's secondary schools. One objective was to determine changes in course offering and selection patterns since the previous studies in 1982, 1987, and 1990. Another objective was to compare course-taking patterns to results from the National Assessment of Educational Progress (NAEP), an assessment of educational achievement nationwide. In 1994, transcripts were collected for more than 25,000 students who graduated from high school that year. These students were from 340 schools that participated in the NAEP. Information in this report documents a significant increase since 1982 in the percentage of graduates completing curricula recommended by the National Commission on Excellence in Education. As of 1994, over 25% of high school graduates are completing programs satisfying the Commission's recommendations for college-bound graduates, and nearly one-third are completing the Commission's core curriculum. Chapters 1, 2, and 3 of this report contains highlights of the study results, descriptions of the studies from 1982 through 1994, an introduction to the tables of data, a brief description of subject taxonomy, a discussion of the comparability of samples in the studies, and directions for testing the significance of differences reported in the tables. An error was discovered in the post-stratification weighting of estimates used to report the 1994 High School Transcripts Study data. Throughout the original report the error caused small differences in estimation and sample variance. This revision corrects these differences. Appendix A contains tables of study data, and Appendix B lists study codes for each category of data. (Contains 121 tables.) (SLD)

Another research objective was to compare course-taking patterns to results from the National Assessment of Educational Progress (NAEP), an assessment of educational achievement nationwide. In 1994, transcripts were collected for more than 25,000 students who graduated from high school that year. These students were from 340 schools that participated in the NAEP. This technical report documents the procedures used to collect and summarize the data. An accompanying volume provides tables of findings, and another contains the data file user's manual. Abstract

With the advent of COVID, the wearing of face covering has been obligatory in both medical and everyday life. This paper describes three experiments undertaken to establish the effect of face coverings on speech sound power, speech directivity and speech intelligibility. The experiments used two different approaches: acoustic measurements and word scores. The face coverings assessed were a 'standard blue' surgical mask, a typical fabric mask, a prototype clear mask and a plastic transparent visor. The study showed that non-native English speakers had by far the most difficulty in comprehending English language speech when face coverings were worn during phonetically-balanced word list tests. All the masks were found to noticeably affect speech intelligibility, with the surgical mask having the least detrimental effect. The results are also compared to objective measurements of their physical acoustic characteristics to establish their performance. [ABSTRACT FROM AUTHOR]

Abstract

The human and bovine bacterial pathogen Streptococcus agalactiae (Group B Streptococcus, GBS) expresses a thick polysaccharide capsule that constitutes a major virulence factor and vaccine target. GBS can be classified into ten distinct serotypes differing in the chemical composition of their capsular polysaccharide. However, non-typeable strains that do not react with anti-capsular sera are frequently isolated from colonized and infected humans and cattle. To gain a comprehensive insight into the molecular basis for the loss of capsule expression in GBS, a collection of well-characterized non-typeable strains was investigated by genome sequencing. Genome based phylogenetic analysis extended to a wide population of sequenced strains confirmed the recently observed high clonality among GBS lineages mainly containing human strains, and revealed a much higher degree of diversity in the bovine population. Remarkably, non-typeable strains were equally distributed in all lineages. A number of distinct mutations in the cps operon were identified that were apparently responsible for inactivation of capsule synthesis. The most frequent genetic alterations were point mutations leading to stop codons in the cps genes, and the main target was found to be cpsE encoding the portal glycosyl trasferase of capsule biosynthesis. Complementation of strains carrying missense mutations in cpsE with a wild-type gene restored capsule expression allowing the identification of amino acid residues essential for enzyme activity.

26. Workplace Industrial Relations in the General Print Sector Covered by National Bargaining

Abstract

Set against a background of technological change, national bargaining and union merger, this thesis considers the impact of a changing structural, economic and political climate on the resilience of national pay bargaining within general print, a little documented but important section of the economy. It seeks to examine contemporary workplace industrial relations where, against national trends, national bargaining has been resilient. It is in the light of there being a long association with strong, regulatory unionism within the sector that this study seeks to explore the reality of workplace industrial relations under national bargaining. There has been a wealth of theoretical and empirical data produced on the background to the wider debate on the declining influence of multi-employer bargaining across the UK economy. However, little work has been committed to the general printing sector that investigates why, in the face of fundamental changes to industrial relations practice, the national agreement for this sector appears to have continued relatively unscathed. The thesis draws on the experience of twelve branches with respect to the impact of the national agreement; three case studies in general print sector companies located in the South West, Humberside and Anglia regions; and on documentary evidence and participant observation. Analysis of the thesis was informed by classical and contemporary writers on industrial relations. The thesis finds a shift from traditional adversarial approaches to partnership in national agreement negotiations. The thesis reveals that at the workplace level, the chapel structure remains intact with its traditional, hierarchal structure and the accompanying issues of gender segregation and worker exclusion remaining firmly embedded within chapels. Behind this appearance of chapel strength an air of apathy and poor organisation impacts on union activity and local bargaining. The thesis concludes by critiquing shifts away from traditional bargaining and questions the state of workplace organisation with changes in union structure. Importantly, the thesis presents data on the state of collective bargaining in the sector, and in particular identifies a shift from the traditional adversarial approach to partnership in the national agreement; it also identifies the difference in the image and reality of workplace organisation in the sector where behind the appearance of chapel strength lies an air of apathy and poor organisation that ultimately impacts on chapel activity and local bargaining. Using Kelly’s model for union renewal the thesis assesses the level of union activity and considers the likelihood of increased union activity in the workplace in the general print sector.

Abstract

The Doppler lidar velocimeter produces a variety of kinds of data. Besides the line of sight velocity components, there are the reflected amplitudes and the Doppler widths. Computer graphics software for displaying these data was produced. Different methods of presentation are needed for the various items. A picture was produced as pictures are often the best way to gain understanding. The individual lidar scans form a crosshatch pattern. Thus one-dimensional measurements fit together to form a two-dimensional whole. A pair of velocity measurements at a point combine to form a wind measurement with direction and magnitude. This gives a forest of wind vectors. The goal is to find a recognizable pattern to these trees. Often it is necessary to show only part of the information. That is, show only the wind direction not its magnitude or reduce the wind to streamlines of air flow. In other cases data are reduced to contour plots. Just enough contour lines are included to show the picture described.

A group meeting was assembled to focus on the planning of specific experiments, to establish some priorities, identify interested scientists who would like to participate, establish any special requirements, make recommendations on data processing, and to prepare flight plan outlines. Since the number of convective storms in the CCOPE (Cooperative Convective Precipitation Experiment) field experiment area are limited to only a few days during the operational time period the flight plans must be designed with a hierarchy of abort experiments so that the easily identified and lowest probability events should take priority until their quota is filled.
