And it couldn't have been any different, since the Romanian Secret Services had as a major purpose, since the middle of the above mentioned period, the creation of the networks of information, by choosing the right people, recruiting, instructing and sending them abroad, either with diplomatic cover or undercover, which means that the Romanian culture in fact did not survive, with its cuts off, among the frontiers of ?the other Romania?, and into the free world. From the dimension of a state of autonomies, Spain has now become a formal unitary political structure, functioning on basis of the principles of fiscal federalism. The asymmetrical character of regionalism, especially the special statute of the autonomous historical communities, makes the Spanish state have an administrative architecture similar to the ones of the federal states, which does not exclude contestations and especially the fiscal federalism claims which become more and more visible, leading towards secession. After the fall of the communist regime, the opening of the frontiers, the passage to market economy and the début of economic reforms, the phenomenon of migration, in which regards the Romanians, suffered a substantial change both in the dynamics of internal migration, and in the early stages of external migration. This article engages an analysis of the phenomenon of Romanian migration for work purposes in Spain and Italy, from the perspective of the theories of trans-nationalism, by taking into account essential aspects regarding the circulatory migration, be it seasonal, temporary, periodical or not periodical, but also other forms in which migration presents itself such as transit, definitive or return migration. The existentialism of the other Romania, or of the alternative Romania, as the Romanian scholars themselves named it, is shaped around three main markers: the political, the cultural or the spiritual resistance towards the communist regime of the native country. This was an assumed resistance, resulting in the attributes, the purposes, the ideals or the fears of the exile. It also meant the sensible shades of unity existent in the Romanian communities and, of course, the perspectives of identity redefining in the destination country as well as the care for conserving Romanian-ism, especially after the '50s, when the prolonging of the exile period became more and more evident. The 2007-2009 political diplomatic crisis between Bucharest and Rome was resolved by a generally speaking efficient involvement of the Romanian state authorities, even if sometimes actions came in delay, were lacking firmness or had a reduced visibility (remaining at the level of the Presidency). The management of the crisis implied speeches, declarations, official visits, negotiations, diplomatic collaborations as well as specialized collaboration (at the level of Justice and of the police) and public campaigns. The initiatives of the Romanian euro-parliamentarians in the European Parliament, in the Italian Parliament or in Vatican came to complete the efforts of the Romanian political authorities in which regards the management of the issue of the Romanians from Italy. The transformation of energetic resources in a matter of state security requires the elaboration of specific policies and strategies, energy thus becoming a strategic factor in worldwide politics. The vision of energetic security depends on the regional and global context, on the position that a country has in the international economic circuit but also on a certain kind of geopolitical reality. Assuring energetic security means for Romania reducing energy-related expenses, insuring as convenient as possible external energetic resources (from Azerbaijan, Kazakhstan and even from Turkmenistan) and optimizing the use of internal energetic potential. The Italian regionalism constantly reported to traditionalism all along the XIXth century, when it appealed to territorial, historical, linguistic or ethnical peculiarities having still a strong liberal-federalist basis. The regional formulas reflected best in the theories of the catholic federalists, moderates, republicans, but also in those of the left wing, the so called radicals. Socialist politics and generally speaking the ecclesiastic liberalism of the catholic church encouraged the federalist thinking towards local autonomy, administrative liberty, territorial decentralization, democracy, modernization. The new Italian regionalism, shaped in the context of intense post-war federalist approaches, had strong politicalideological implications, which developed mainly around the North-South discrepancies. The nowadays tendencies towards federalist structures such as fiscal or even secessionist federalism, extremely evident in the case of Spain, begin to materialize in Italy as well. The active participation of foreign investors in maintaining Romania's bilateral relations with other states, as well as their role in shaping the brand image of Romania, is more and more evident. Being a homogenous socio-economic category, the foreign investors succeed to be well represented at a central or local institutional level, by efficient and coherent lobbyism. The effective contribution to consolidating branding for Romania consists both in influencing the shaping of opinions regarding the Romanian business environment, but also in promoting values and the ethno-psychological and social peculiarities of the Romanians. Attachment to Romania as investment country, but also the political-diplomatic and economic context of the last years, determined an active involvement of the Italian investors in sustaining Romanian-Italian relationships and, implicitly, the shaping of a brand image of Romania.
