3. Analysis of State Bullying Laws and Policies

Abstract

Bullying in schools has become widely viewed as an urgent social, health, and education concern that has moved to the forefront of public debate on school legislation and policy. The Columbine High School shooting in 1999 was the first of many high-profile incidents of violent behavior that appeared to implicate bullying as an underlying cause (Greene & Ross, 2005). The incident ignited a wave of new legislative action within state legislatures that aimed to curtail bullying behavior on school campuses or to mitigate its effects. The trend was later fueled by a number of highly visible suicides among school-age children and adolescents that were linked to chronic bullying, attracting national attention to the issue (Marr & Field, 2001). The heightened visibility has coincided with an expansion of research knowledge identifying a range of serious and long-term consequences associated with bullying behavior, such as increased depression, substance use, aggressive impulses, and school truancy (Nansel, et al., 2001; Roland, 2002; Klomek, et al., 2007; Gastic, 2008; O'Brennan, Bradshaw, & Sawyer, 2009; Juvonen, 2009). Together these factors have placed increased pressure on governments and school systems for solutions to more effectively prevent or reduce bullying in schools. To address these issues, in August 2010, the U.S. Department of Education and U.S. Department of Health and Human Services cohosted the first Federal Partners in Bullying Prevention Summit, which brought together government officials, researchers, policymakers, and education practitioners to explore potential strategies to combat bullying in schools. This summit highlighted the need for more comprehensive information about the current status of state legislation, as well as information on how existing laws and policies translate into practice within elementary and secondary school systems. To address this gap in information, the U.S. Department of Education, Program and Policy Studies Service, initiated a study designed to answer the following study questions: (1) To what extent do states' bullying laws cover U.S. Department of Education-identified key legislative and policy components?; (2) To what extent do states' model bullying policies cover U.S. Department of Education-identified key legislative and policy components?; (3) To what extent do school districts' bullying policies cover U.S. Department of Education-identified school district policy subcomponents?; and (4) How are state laws translated into practice at the school level? Key findings include: (1) Forty-six states have bullying laws and 45 of those laws direct school districts to adopt bullying policies. However, three of the 46 states prohibit bullying without defining the behavior that is prohibited; (2) Thirty-six states include provisions in their education codes prohibiting cyberbullying or bullying using electronic media. Thirteen states specify that schools have jurisdiction over off-campus behavior if it creates a hostile school environment; (3) Forty-one states have created model bullying policies, 12 of which were not mandated to do so under law. Three other states, including Hawaii, Montana, and Michigan, also developed model policies in the absence of state bullying legislation; and (4) Among the 20 school district bullying policies reviewed in this study, districts located in states with more expansive legislation produced the most expansive school district policies. However, several school districts in states with less expansive laws also substantially expanded the scope and content of their policies beyond the minimum legal expectations. Abstract

This document summarizes findings from the Center for Substance Abuse Prevention's National Cross-Site Evaluation of High-Risk Youth Programs, which identified characteristics associated with strong substance abuse prevention outcomes in 48 prevention programs. It provides concrete guidance regarding what elements of design and implementation are key to achieving results within a particular setting. Results indicate that program content is critical to improving adolescent behavior. Programs with strong life skills programming are more effective than those emphasizing other content in changing substance use and school connectedness. Effective programming must use interactive, rather than passive, classroom style learning methods. Effective interactive activities should be a focus of future program development. Programs with coherent program theory that includes clear links between outcome objectives and program activities are more effective than programs with a less clearly articulated rationale. The intensity of program service is more important for outcomes than the duration or total number of hours of contact. After-school programs are more effective in changing cigarette and alcohol use and family connectedness than programs offered primarily during school hours. (Contains 9 references and 23 figures.) Abstract

This multiple-site study assessed 48 prevention programs for high-risk youth funded by the Center for Substance Abuse Prevention, identifying program characteristics associated with strong substance abuse prevention outcomes. Data analysis indicated that substance abuse programs reduced rates of substance use, and the positive effects of program participation continued for at least 18 months after the program ended. Youth already using cigarettes, alcohol, and marijuana significantly reduced their use of substances after joining a prevention program. Gender played an important role in risk, protection, and substance abuse. Despite gender differences, programs that used multiple science-based practices identified in the study produced stronger and longer lasting effects for both boys and girls. Family, peers, school, community, and society protected against substance abuse. Connection to those five interwoven domains clearly played an important role in effective prevention efforts. Science-based program components produced consistent and lasting reductions in substance use. Communities with more opportunities for participation in prevention positively impacted substance use by youth. (Contains 11 references and 14 figures.) (SM)

Abstract

This document summarizes findings from the Center for Substance Abuse Prevention's National Cross-Site Evaluation of High-Risk Youth Programs, which identified characteristics associated with strong substance abuse prevention outcomes in 48 prevention programs. Results indicate that overall, boys and girls respond to prevention differently. Boys experience significant reduction in substance use rates relative to comparison youth in the short run. Benefits for girls emerge later and endure throughout time. Well-designed and implemented prevention programs using multiple science-based components produce positive and lasting reductions in rates of substance use for both high-risk girls and boys relative to comparison youth. However, programs that emphasize behavioral life skills topics are particularly important for girls. Interactive delivery methods are particularly important for boys. Programs for girls only are no more effective in reducing substance use rates for girls than mixed-gender programs. Girls report more family supervision than boys, which may reduce opportunities to use substances. Use by adolescent boys is more strongly related to neighborhood and social environments that may increase the opportunity to use. Connectedness to family and to school are important protective factors for both sexes. (Contains 25 references and 19 figures.) (SM)

Major findings include: as youth age, levels of risk and protection shift considerably, with a steady movement from the protective to the risk conditions in most external and internal factors; gender plays an important role in risk, protection, and substance use (e.g., neighborhood conditions have a greater influence on substance abuse among males than females); connectedness protects against substance use (connectedness to family and school form the core of this protection); the peer environment is critically linked to substance use (youth whose peers do not use substance or whose peers disapprove of substance use report less use themselves); and broadening the range of protective influences in the external environments increases protection against substance use. Abstract

A pedagogy that serves students of all backgrounds and trains them to compete in a diverse world is becoming imperative. University educators have been slow to accept the challenge of multicultural teaching, yet it is not clearly understood why this is the case. The authors surveyed 464 faculty members from across disciplines at a large urban, Midwestern campus. This mixed-methods study assessed faculty conceptualizations of multicultural teaching, the degree to which they may be engaged in this practice, and what challenges they face. The findings revealed that faculty members perceived several barriers to multicultural teaching, including student resistance, language barriers, lack of teaching resources, time constraints, and lack of knowledge about multicultural teaching pedagogies. Although the faculty perceived that most barriers were related to student factors, they revealed some degree of insight into their own role in terms of relative effort and lack of knowledge. Furthermore, faculty identified various institutional barriers that could be addressed to facilitate multicultural teaching at institutions of higher education. The importance of multicultural teaching in the current economic and political environment is discussed. (Contains 5 tables.)

Abstract

Objectives ANCA-associated vasculitis (AAV) can affect all age groups. We aimed to show that differences in disease presentation and 6 month outcome between younger- and older-onset patients are still incompletely understood. Methods We included patients enrolled in the Diagnostic and Classification Criteria for Primary Systemic Vasculitis (DCVAS) study between October 2010 and January 2017 with a diagnosis of AAV. We divided the population according to age at diagnosis: Results A total of 1338 patients with AAV were included: 66% had disease onset at Conclusion Within 6 months of diagnosis of AAV, patients >65 years of age display a different pattern of organ involvement and an increased risk of significant damage and mortality compared with younger patients.

17. Quality of Provider-Participant Relationships and Enhancement of Adolescent Social Skills

Abstract

This study adds to the limited research on the potential importance of the quality of the relationship between adult prevention service providers and youth participants in enhancing social skills and strengthening prevention outcomes. Study subjects were drawn from seven prevention programs funded under a Youth Mentoring Initiative by the Center for Substance Abuse Prevention in the Substance Abuse and Mental Health Services Administration. These programs maintain a relationship-based service focus but use a variety of one-on-one, group, volunteer, and paid staff service formats. Study results showed that youth who perceived a higher level of trust, mutuality and empathy in their relationship with providers experienced significantly greater improvements in social skills (i.e., cooperation, self-control, assertiveness, and empathy) than program participants who perceived a lower quality relationship with adult providers. These findings underscore the importance of recruitment, training and supervisory practices that promote staff and volunteer skills in achieving high quality relationships with youth participants regardless of the specific intervention strategy. Editors' Strategic Implications: Practitioners and policymakers should review the authors' findings about the importance of individual adult skills in building protective mentoring relationships. The impact of relationship quality, rather than setting, suggests that the scope of effective prevention practice can be broadened beyond the confines of formal prevention programming to any place in which caring and skilled adults interact with youth.

18. Improving the Sensitivity of Needs Assessment for Substance Abuse Prevention Planning: The Measurement of Differential Severity of Consequences for Individual Substance Types

Abstract

There is an absence of systematic, comparative research examining the negative consequences that are experienced as a result of using specific substances. Further, techniques typically used for needs assessment (i.e., prevalence proportions) do not take into account the probability of experiencing a negative consequence as a result of using specific substances. An approximated severity index is proposed that: a) takes into account the probability of experiencing negative consequences as a result of using specific substances; and b) is comparable across substances. Data from the NSDUH and the ADSS are used to demonstrate these techniques. The findings suggest that substances typically considered priorities based on prevalence proportions are not the same substances that have a high probability of causing negative consequences. Abstract

ObjectiveTo develop and validate revised classification criteria for eosinophilic granulomatosis with polyangiitis (EGPA).MethodsPatients with vasculitis or comparator diseases were recruited into an international cohort. The study proceeded in five phases: (1) identification of candidate criteria items using consensus methodology, (2) prospective collection of candidate items present at the time of diagnosis, (3) data-driven reduction of the number of candidate items, (4) expert panel review of cases to define the reference diagnosis and (5) derivation of a points-based risk score for disease classification in a development set using least absolute shrinkage and selection operator logistic regression, with subsequent validation of performance characteristics in an independent set of cases and comparators.ResultsThe development set for EGPA consisted of 107 cases of EGPA and 450 comparators. The validation set consisted of an additional 119 cases of EGPA and 437 comparators. From 91 candidate items, regression analysis identified 11 items for EPGA, 7 of which were retained. The final criteria and their weights were as follows: maximum eosinophil count ≥1×109/L (+5), obstructive airway disease (+3), nasal polyps (+3), cytoplasmic antineutrophil cytoplasmic antibody (ANCA) or anti-proteinase 3–ANCA positivity (−3), extravascular eosinophilic predominant inflammation (+2), mononeuritis multiplex/motor neuropathy not due to radiculopathy (+1) and haematuria (−1). After excluding mimics of vasculitis, a patient with a diagnosis of small- or medium-vessel vasculitis could be classified as having EGPA if the cumulative score was ≥6 points. When these criteria were tested in the validation data set, the sensitivity was 85% (95% CI 77% to 91%) and the specificity was 99% (95% CI 98% to 100%).ConclusionThe 2022 American College of Rheumatology/European Alliance of Associations for Rheumatology Classification Criteria for Eosinophilic Granulomatosis with Polyangiitis demonstrate strong performance characteristics and are validated for use in research.

20. Effectiveness of Culturally Specific Approaches to Substance Abuse Prevention: Findings from CSAP's National Cross-Site Evaluation of High Risk Youth Programs

Abstract

This study assesses the degree to which culturally specific interventions enhance substance abuse prevention effectiveness for targeted cultural groups. A large and diverse (African American, Hispanic, American Indian, and Asian) sample of 10,500 youth across 48 programs was obtained. Youth participating in culturally specific programming showed greater program satisfaction and felt programs were more personally meaningful than youth in non-culturally specific programs. Culturally specific programs for African American youth were also more effective in preventing substance use. This finding may be attributable to the fact that Africentric programs apply a comprehensive and structured approach to substance abuse prevention and that cultural messages are clearly linked to important protective factors. Abstract

This work investigates the potential of three different energy efficiency technologies on a Very Large Crude Carrier: Organic Rankine Cycle and adsorption chiller for waste heat recovery as well as photovoltaics for the integration of Renewable Energy Sources. The analysis uses operational data acquired from an energy management system. It shows that the impact of the weight of each technology is negligible when compared to fuel savings and emission reductions. Based on the sailing conditions identified from the operational data, the study presents an estimation of the theoretical and technical potential showing the overall savings, which can be achieved on an absolute scale. Moreover, the achievable improvement of EEOI and CII are presented. The available waste heat and the electricity demand of the vessel are identified as the limiting factors for the technology implementation.

Findings indicated that African American youth exhibited lower use rates than most other ethnic groups, but by age 16-18 years, use was prevalent. Abstract

BACKGROUND: The C5a receptor inhibitor avacopan is being studied for the treatment of antineutrophil cytoplasmic antibody (ANCA)-associated vasculitis.METHODS: In this randomized, controlled trial, we assigned patients with ANCA-associated vasculitis in a 1:1 ratio to receive oral avacopan at a dose of 30 mg twice daily or oral prednisone on a tapering schedule. All the patients received either cyclophosphamide (followed by azathioprine) or rituximab. The first primary end point was remission, defined as a Birmingham Vasculitis Activity Score (BVAS) of 0 (on a scale from 0 to 63, with higher scores indicating greater disease activity) at week 26 and no glucocorticoid use in the previous 4 weeks. The second primary end point was sustained remission, defined as remission at both weeks 26 and 52. Both end points were tested for noninferiority (by a margin of 20 percentage points) and for superiority.RESULTS: A total of 331 patients underwent randomization; 166 were assigned to receive avacopan, and 165 were assigned to receive prednisone. The mean BVAS at baseline was 16 in both groups. Remission at week 26 (the first primary end point) was observed in 120 of 166 patients (72.3%) receiving avacopan and in 115 of 164 patients (70.1%) receiving prednisone (estimated common difference, 3.4 percentage points; 95% confidence interval [CI], -6.0 to 12.8; PCONCLUSIONS: In this trial involving patients with ANCA-associated vasculitis, avacopan was noninferior but not superior to prednisone taper with respect to remission at week 26 and was superior to prednisone taper with respect to sustained remission at week 52. All the patients received cyclophosphamide or rituximab. The safety and clinical effects of avacopan beyond 52 weeks were not addressed in the trial. Abstract

International audience; Interlaboratory evaluations of Mucorales qPCR assays were developed to assess the reproducibility and performance of methods currently used. The participants comprised 12 laboratories from French university hospitals (nine of them participating in the Modimucor study) and 11 laboratories participating in the Fungal PCR Initiative. For panel 1, three sera were each spiked with DNA from three different species (Rhizomucor pusillus, Lichtheimia corymbifera, Rhizopus oryzae). For panel 2, six sera with three concentrations of R. pusillus and L. corymbifera (1, 10, and 100 genomes/ml) were prepared. Each panel included a blind negative-control serum. A form was distributed with each panel to collect results and required technical information, including DNA extraction method, sample volume used, DNA elution volume, qPCR method, qPCR template input volume, qPCR total reaction volume, qPCR platform, and qPCR reagents used. For panel 1, assessing 18 different protocols, qualitative results (positive or negative) were correct in 97% of cases (70/72). A very low interlaboratory variability in Cq values (SD = 1.89 cycles) were observed. For panel 2 assessing 26 different protocols, the detection rates were high (77-100%) for 5/6 of spiked serum. There was a significant association between the qPCR platform and performance. However, certain technical steps and optimal combinations of factors may also impact performance. The good reproducibility and performance demonstrated in this study support the use of Mucorales qPCR as part of the diagnostic strategy for mucormycosis.
