Background: Policy advocates play a key role linking the separate worlds of research and policymaking - often serving as research brokers who increase the use of research and promoting more informed decision making. Yet this group is often overlooked in studies of research utilisation. Methods: We undertook two surveys of state-level advocates in the United States in order to better understand the views of these 'research brokers' on the utility of research and the characteristics of research most needed in the policymaking process. Findings: The advocates we surveyed report that research plays an important, if limited, role in shaping the policy outcomes in their state. They value objective and unbiased research, as evidenced by the credibility of the source, and relevance to their state context. At the same time, advocates were not particularly interested in novel research on unfamiliar outcomes in other policy domains, instead preferring studies that stick to the familiar framing of the issue dominant in the policy community in which they work. Advocates use research findings primarily as justification for their policy positions. Discussion and conclusion: Perceived impartiality and objectivity are a major asset of academic researchers seeking to influence the policy process. Advocates value this credibility and other sources of information that they can use to justify their policy positions. At the same time, their preference for familiar rather than novel findings may limit the degree to which policy advocates can serve as intermediary for such results, hampering the ability of research to reframe policy debate.

Advances in hierarchical modeling have improved estimation of ecological parameters from count data, especially those quantifying population abundance, distribution, and dynamics by explicitly accounting for observation processes, particularly incomplete detection. Even hierarchical models that account for incomplete detection, however, cannot compensate for data limitations stemming from poorly planned sampling. Ecologists therefore need guidance for planning count‐based studies that follow established sampling theory, collect appropriate data, and apply current modeling approaches to answer their research questions. We synthesize available literature relevant to guiding count‐based studies. Considering the central historical and ongoing contributions of avian studies to ecological knowledge, we focus on birds as a case study for this review, but the basic principles apply to all populations whose members are sufficiently observable to be counted. The sequence of our review represents the thought process in which we encourage ecologists to engage 1) the research question(s) and population parameters to measure, 2) sampling design, 3) analytical framework, 4) temporal design, and 5) survey protocol. We also provide 2 hypothetical demonstrations of these study plan components representing different research questions and study systems. Mirroring the structure of hierarchical models, we suggest researchers primarily focus on the ecological processes of interest when designing their approach to sampling, and wait to consider logistical constraints of data collection and observation processes when developing the survey protocol. In 2008, the federal government allotted $7 billion in child care subsidies to low-income families through the state-administered Child Care and Development Fund (CCDF), now the government's largest child care program (US DHHS, 2008). Although subsidies reduce costs for families and facilitate parental employment, it is unclear how they impact the quality of care families purchase. This study investigates the impact of government subsidization on parents' selection of child care quality using multivariate regression and propensity score matching approaches to account for differential selection into subsidy receipt and care arrangements. Data were drawn from the Child Care Supplement to the Fragile Families and Child Wellbeing Study (CCS-FFCWS), conducted in 2002 and 2003 in 14 of the 20 FFCWS cities when focal children were 3 years old (N = 456). Our results indicate that families who used subsidies chose higher quality care than comparable mothers who did not use subsidies, but only because subsidy recipients were more likely to use center-based care. Subgroup analyses revealed that families using subsidies purchased "higher"-quality home-based care but "lower"-quality center-based care than comparable non-recipients. Findings suggest that child care subsidies may serve as more than a work support for low-income families by enhancing the quality of nonmaternal care children experience but that this effect is largely attributable to recipients' using formal child care arrangements (versus kith and kin care) more often than non-recipients.

Using data from the Child Care Supplement to the Fragile Families and Child Wellbeing Study, we test associations between the quality of child care and state child care policies. These data, which include observations of child care and interviews with care providers and mothers for 777 children across 14 states, allow for comparisons across a broader range of policy regimes and care settings than earlier research on this topic. Using multilevel linear and logistic models, we found that more generous subsidy policies (that is, greater investment, higher income eligibility) were positively associated with the quality of care in nonprofit child care centers, as well as with the use of center care. The stringency of regulations (that is, teacher education requirements, teacher-child ratios/thresholds) was also associated with both quality and type of care, but in more complex ways. Higher teacher training requirements were positively associated with the quality of both family child care and nonprofit centers, while more stringent regulations decreased the number of children attending center care. No links were found between state policies and the quality of for-profit center care. The implications for policy makers, advocates, and policy analysts are discussed. Policy makers and advocates have a variety of tools from which to choose when designing childcare policy. Policy design choices, such as whether to provide childcare assistance through a new government program or via a voucher for use in the private market, are in fact social, political, moral, and value-laden choices that shape the nature of young children's experiences in care settings. Although rarely discussed, these choices also privilege particular social constructions of childcare by defining our understanding of the policy problem and the characteristics of the target populations. In addition, policy designs institutionalize and legitimize particular forms of governmental involvement in children's lives--as well as give power and voice to some interests over others--resulting in a new political context for future policy debates. To better illustrate these socio-political effects, this article documents and compares these consequences of five common childcare policy designs. (Contains 4 notes and 1 table.)

This article tests a theory of how key characteristics of a policy tool under debate magnify the importance of particular elements of the policymaking context in U.S. states. In particular, it is expected that state use of more visible policy tools will depend on the economic context in the state, whereas state use of more coercive policy tools will vary with the ideological and partisan context in the state. These hypotheses are tested in a policy area for which states employ a range of distinct policy tools-early childhood education policy. Pooling data from all 50 states at four time points (N = 200), hierarchical linear models are estimated to examine the variation and change in states' use of four policy tools-focusing in particular on the degree of visibility and coerciveness of each tool. As expected, wealthier states typically make use of more visible tools; however, when poorer states experienced economic growth, they expanded less visible policy tools more often than visible tools. Politically liberal states used the primary coercive tool more often than conservative states; less coercive tools expanded under Democratic Party control. This empirical test of commonly accepted theories of the politics of policy tool choices reveals complex relationships between politics and policy, contributing to a fuller description of how the characteristics of the policies under consideration can actually alter the way that 'politics determines policy' and 'policy determines politics' in U.S. states. For migratory birds, wildlife managers can use the recruitment rate of young into an adult population to model population dynamics, manage harvest, or evaluate habitat. Few recruitment estimates exist for Eastern Population greater sandhill cranes Antigone canadensis tabida, and estimates are outdated and local in scale. Wildlife managers can use age ratios as an index to recruitment, and surveying at fall staging areas is efficient and cost effective. We created a systematic survey design for surveying eastern population crane age ratios in the Kankakee River valley (2013–2015) in northwestern Indiana and the south-central counties of Michigan (2014–2015). Using logistic regression, we investigated factors that may cause spatial and temporal variation in age ratios, including flock size, timing within season, state, year, random vs. incidental survey routes, and observer. We stratified our selection of survey routes using a core area of high crane abundance, but do not recommend stratifying due to the added complexity and low utility. Observers determined the age of 53,371 cranes and found that the proportion of juveniles in Eastern Population crane flocks (π = 0.113, 95% CI: 0.105 – 0.122) was similar to previous estimates for the population. Proportion of juveniles was greater for south-central Michigan than for the Kankakee River valley, decreased with flock size, increased with lateness in the season, and varied among observers. Our design accounted for both ecological sources of variation in age ratios as well as nuisance variation. We recommend that future surveys use our design as part of a monitoring plan for Eastern Population cranes to support harvest management of the population and ensure that future survey results are comparable across years. Research on the disconnected worlds of academia and policy often highlights the potential for intermediary organizations to serve as research brokers incorporating academic research in the policy-making process. Yet, we know little about how this process plays out in practice. This article examines the degree to which the extensive academic research on the effects of the Affordable Care Act was incorporated within the high-profile legislative advocacy campaign aimed at blocking the law's repeal in early 2017. In this campaign, advocates gathered and produced information to support their legislative and mobilization efforts, making it a good case for examining the evidentiary basis underlying applied policy analysis. We identified little direct dissemination of academic studies and only a minor role for academic studies in this advocacy effort. Even so, we identify several pathways by which academic research was incorporated into the debate, primarily through the efforts of academics to publish timely analysis in venues more accessible to advocates than traditional scholarly journals. We conclude that academic research can play a role in advocacy, but it is typically an incomplete one. Instead, advocates tend to rely on research that is either produced or packaged by an array of governmental and nongovernmental policy organizations. [ABSTRACT FROM AUTHOR]
