Physical distancing policy that is encouraged by the World Health Organization (WHO) has inspired consumers to do contactless activities, including payment transaction. Government authorities in a growing number of countries are taking actions to encourage contactless payments as the COVID-19 pandemic escalates. People are worried that novel coronavirus (SARS-Cov2) can be transmitted through physical money. It drives them to shift to e-wallet. Due to a lack of study on this topic, the present study contributes to the literature by examining the effect of perceived risk, government support, and perceived usefulness on customers' intention to use e-wallet during COVID-19 outbreak. To give more fruitful insight, another major contribution of this study is investigating the group difference between Indonesia and Malaysia in the overall model. Questionnaires are distributed to the respondents by using a proportional sampling technique. As a result, 259 total respondents from Indonesia and 207 from Malaysia are collected. Both countries are selected because Indonesia and Malaysia can be considered as the two-worst countries in ASEAN affected by COVID-19. The model is tested using PLS-Structural Equation Modeling (SEM) approach. The results show that the effects of government support on the intention to use e-wallets differ between countries. Besides, perceived usefulness fully mediated government support-intention to use e-wallets relationship, and partially mediated the effect of perceived risk on intention to use e-wallets.

Transaction traces analysis is a key utility for marketing, trend monitoring, and fraud detection purposes. However, they can also be used for designing and verification of contextual risk management systems for card-present transactions. In this paper, we presented a novel approach to collect detailed transaction traces directly from payment terminal. Thanks to that, it is possible to analyze each transaction step precisely, including its frequency and timing. We also demonstrated our approach to analyze such data based on real-life experiment. Finally, we concluded this paper with important findings for designers of such a system. [ABSTRACT FROM AUTHOR]

Retail payment systems play an important role in the smooth functioning of any economy, and thus any inefficiency in the retail payments market can send negative effects cascading throughout the financial realm. The World Bank Global Payment Systems Survey 2010 has shown that inefficiencies persist in the payment systems of many middle-income and low-income countries, with cash continuing to be the most widely used instrument for small-value payments. A number of issues are responsible for this pattern, and the lack of a coherent, holistic strategy for the development of retail payment systems is among the most common. The lessons learned during more than a decade of World Bank Group technical assistance, along with the research findings of other international and national agencies, have been merged into a comprehensive package for the development and reform of the national retail payments system: a) developing a comprehensive national retail payments strategy aims to provide public authorities and market participants with detailed guidance on how to develop and implement a comprehensive, strategic retail payments reform ; b) a practical guide for retail payments stocktaking identifies a methodology for undertaking a detailed stocktaking of a countrys retail payments landscape; c) from remittances to m-payments: Understanding alternative means of payment within the common framework of retail payments system regulation explores the development of a normative framework to underpin an efficient retail payments industry, including the so-called innovative payment mechanisms; and d) innovations in retail payments worldwide: a snapshot: outcomes of the global survey on innovations in retail payments instruments and methods 2010 presents the results of the first World Bank survey among central banks that collected information on innovative retail payment products and programs.

Part 2: Adversaries; International audience; Cybercriminals are constantly prowling the depths of cyberspace in search of victims to attack. The motives for their attacks vary: some cybercriminals deface government websites to make political statements; others spread malicious software to do large-scale harm; and others still are monetary motivated. In this paper we will concentrate on “cyber fraudsters”. At the time of this writing, a prime hunting ground for fraudsters is online banking. Millions of people worldwide use online banking to quickly and conveniently do their regular bank-related transactions. Unfortunately, this convenience comes at a price. By doing their banking online, they are vulnerable to falling prey to fraud scams such as SIM swap fraud. This paper explains what SIM swap fraud is and how it works. We will analyze the online banking payment transaction process to discover what vulnerabilities fraudsters exploit via SIM swap fraud, and then introduce a computer-based security system which has been developed to help combat it.

The Czech authorities invited the World Bank to provide an independent evaluation of the Government's draft plan for the merger of the Tax and Customs Administrations, and with an eye on the eventual integration of the collection of social contributions into a newly created revenue authority. In Volume I of this report, we present a preliminary examination of the Government's draft plan for tax and customs merger. Volume II does a preliminary assessment of the issues relating to integrating collection of social contributions within the tax administration. The assessment of the Government's plan in this report is intended to assist the Government in taking a more informed decision on this issue based on lessons learned from international experience. Integration and fundamental reforms are complex processes and require adequate time, financial resources and careful management of the change process itself in order to be successful. In the report, we have pointed out the key challenges and risks and how these can be overcome. We have flagged the major issues that the Government must consider, and highlighted the challenges that the Government must be aware of when designing the establishment of a modern, unified revenue administration. We have recommended a medium term strategy that will take into consideration the key issues and concerns.
