Abstract

Most readily available land use/land cover (LULC) data are developed using growing season remote sensing images often at annual time steps, but seasonal changes in remote sensing data can lead to inconsistencies in LULC classification, which could impact geospatial models based on LULC. We used the Dynamic World near-real-time global LULC dataset to compare how geospatial environmental models of water quality and hydrology respond to LULC estimated from growing vs. non-growing season data for temperate watersheds of the eastern United States. Non-growing season data resulted in LULC classifications that had more built area and less tree cover than growing season data due to seasonal impacts on classifications rather than actual LULC changes (e.g., quick construction or succession). In mixed-LULC watersheds, seasonal LULC classification inconsistencies could lead to differences in model outputs depending on the LULC season used, such as differences in watershed nitrogen yields simulated by the Soil and Water Assessment Tool. Within reason, using separate calibration for each season may compensate for these inconsistencies but lead to different model parameter optimizations. Our findings provide guidelines on the use of near-real-time and high-temporal-resolution LULC in geospatial models.

15. Child Care & Early Education Reconciliation Proposal Could Reach 1 Million+ Children. Fact Sheet

Abstract

An estimated 1 million+ children could benefit from the child care and early education proposal recently released by U.S. Senators Patty Murray (D-WA) and Tim Kaine (D-VA) for inclusion in the federal budget reconciliation package. The new framework, which includes $72 billion in additional Child Care and Development Block Grant (CCDBG) funds, will provide direct support to children and families and build up the supply of child care, including by investing in the child care workforce. The resources will be distributed to every state and territory. States can use these investments to address the nation's ongoing child care crisis and expand access to child care and preschool. These funds would lower costs and expand access for families, increase the supply of quality providers, and raise wages for early educators. In addition to the $72 billion investment in CCDBG, the proposal includes funding to create a pilot program that would expand child care assistance; increase access to preschool and Head Start; and raise Head Start teacher wages. Through the pilot program, states would have the opportunity to further expand access and affordability to reach families with higher incomes and cap families' child care expenses at 7 percent of annual income-- the federally established benchmark for affordable child care. The $72 billion in additional CCDBG funding is allocated over 6 years at $12 billion per year--with $9 billion annually to expand access to families and $3 billion annually for child care workforce compensation and supply building. The table presented in this fact sheet provides state-by-state estimates of allocations of the CCDBG funding and the potential number of children who could be served.

17. Understanding Child Care and Pre-Kindergarten Provisions in the Build Back Better Act. Brief

Abstract

The most recent version of the Build Back Better (BBB) Act includes historic investments in child care and preschool totaling $390 billion. These investments create a child care entitlement for most children from birth through age five and universal pre-kindergarten for three- and four-year-olds, which would provide significant increases to access for families and children, improve the quality of the programs, and increase pay and support for providers. The U.S. House of Representatives passed this bill on November 19, 2021. The measure is now being considered by the Senate. This brief outlines key provisions of "Section 23001 Birth Through Five Child Care and Early Learning Entitlement" and "Section 23002 Universal Preschool" included in the Build Back Better Act. 18. School-Age Child Care: Overlooked and Under-Resourced. Fact Sheet

Abstract

The COVID-19 pandemic has demonstrated how critical child care is for families while also highlighting and exacerbating the existing inequities in the sector. Even as schools are beginning to reopen, continued investment in school-age care is essential to meet families' needs and address the long-standing inequities that children, families, and providers have faced. To ensure that parents--especially mothers--who wish to work can remain or return to the workforce, the nation must strengthen the infrastructure of the child care sector, including school-age child care, through public investment. Fortunately, Congress and the administration are beginning to address these significant, long-overlooked needs with numerous viable and meaningful proposals now on the table including options that would have a tremendous, positive impact on school-age children's access to care. Policymakers must continue making large-scale investments in the sector to ensure that all children, including school-age children, can access the care they need. By prioritizing significant investments in child care, policymakers can secure a strong economic recovery and support establishing an infrastructure that creates a more equitable, sustainable child care system.

20. Teacher Retention: Retaining Teachers in High-Needs, Urban Secondary Schools in a Midwest State Post-Pandemic

Abstract

Teacher retention has been a challenge for most schools for several years. High-needs schools have been known to have twice the trouble with teacher retention as schools not considered high-needs. The purpose of this study was to identify effective practices school principals can implement to retain teachers at high-needs, urban secondary schools. This quantitative study called on teachers from high-needs schools in Iowa to complete a survey identifying principal qualities related to retention, perceived reasons for teacher attrition, and reasons they continue to teach at their current school. Three hundred eighty-five teachers from five different Iowa school districts participated in the study. The findings of the study suggest teacher attrition and retention revolves around three main elements--Leader Member Exchange (LMX), teacher allocations, and school climate. Abstract

Our country's existing and long-term child care crisis--inequitable access for communities of color, poverty-level wages for early educators, and unaffordable care for far too many families--has been exacerbated by the terrible, inequitable impacts of the coronavirus pandemic, which has pushed the child care and early learning sector to the brink of collapse. Since February, the industry has lost more than one in every six workers, and since women hold virtually all child care jobs, these losses impact women and their families most of all. More than 100,000 child care programs have closed, and without additional federal support 2 out of 5 providers say they will close permanently, half of whom are providers of color. Permanent child care closures will hurt children, families, and workers--and hold back our nation's economic recovery. This document lays out necessary, urgent actions the Biden-Harris Administration should take to address the child care and early learning crisis to ensure the health and safety of early educators and families during COVID, as well as the survival of the sector. These steps are essential for increasing racial equity, building the 21st century caregiving and education workforce the country needs, and making it possible for parents--especially mothers--to stay in or return to the labor force. The document also outlines actions the Administration can take in the first 100 days--including key personnel requests, visibility opportunities, and investments--to move from stabilization to making the necessary investments and policy changes to create a child care and early learning system that works for all families.

23. The Art of Convening: How Community Engagement Professionals Build Place-Based Community-University Partnerships for Systemic Change

Abstract

Over the past 50 years, colleges and universities have taken on increasingly important roles as anchor institutions in U.S. cities, partnering with local communities to promote development and well-being. Such community-campus partnerships rely on the work of community engagement professionals (CEPs), staff tasked with administering, coordinating, supporting, and leading engagement efforts at institutions of higher education. The preliminary competency model for community engagement professionals (Dostilio et al., 2016) lays out the knowledge, skills, dispositions, and commitments needed to perform this work. However, place-based approaches to engagement have been underrepresented in the emerging literature. The authors contribute to this conversation with a case study of partnership management work at University Neighborhood Partners at the University of Utah. Through this case, we highlight key competencies for engaging in place-based community development, suggest additional competency areas for the model, and explore how an understanding of CEP competencies is enriched and complicated by staff positionality.

34. Pornography Use and Sexting Trends among American Adolescents: Data to Inform School Counseling Programming and Practice

Abstract

To better inform school counseling programming and practice, we assessed trends related to pornography use and sexting behaviors among adolescents. Approximately 53% of the sample had seen pornography, with an average age of 11.5 years old at first exposure. Almost 15% of adolescents had sent a sext and 24.3% had received a sext. The correlation between pornography use and sending a sext was significant. We discuss gender and racial differences and implications for school counselors.

35. International Counseling Students' Perception of Ethics

Abstract

International counseling students' (ICS) perceptions regarding ethical counseling practice and education in the United States were examined using an online survey. The research sample consisted of ICSs who were enrolled in counseling programs throughout the United States. Findings indicated that even though ICSs came from different cultures with different ethical values, they were well aware of the different codes of ethics, reported engaging in ethical behaviors, and adapted themselves to the U.S. culture and education system. The results of this study may help counselor educators and counseling programs to promote and understand international students' ethical behaviors from a diverse and multicultural standpoint.

Early Head Start (EHS) is an evidence-based, federally funded, and community-based program with a two-generation approach to child development for children under age 3 and pregnant women in poverty. The mission of EHS is to support healthy prenatal outcomes; enhance the intellectual, social, and emotional development of infants and toddlers; and ultimately promote school readiness. EHS programs offer comprehensive child and family development services, including center- or home-based early learning experiences, health and developmental screenings, nutritious food, parenting resources and support, and access to health, mental health, and social services.

Abstract

Low-income parents of infants and toddlers should have access to affordable education and training to improve their employment opportunities. Parents' education is one of the strongest, most consistent predictors of children's health, development, and achievement over time. Parents' education levels affect how they seek, understand, and use information about their children's health and development, which gives their children early advantages. Moreover, increased education levels open doors to better-quality jobs: positions that offer paid time off, regular hours, worker autonomy and flexibility, and adequate, stable pay. Because children's early experiences are so critical to their long-term outcomes, ensuring that parents of infants and toddlers have access to education and training that lead to stable, well-paying jobs is especially critical. This brief document highlights the federal government's student financial aid programs and the two primary federal funding streams that support states' workforce development systems. The authors discuss the barriers to attending and completing education and training programs that low-income parents face and the importance of increased federal investment in student aid programs. Finally, they recommend states and local governments leverage existing federal funds to provide additional services to parents and ensure that public assistance programs--particularly child care subsidies--are accessible to student-parents.

Abstract Background People with multiple sclerosis (PwMS) have balance deficits while ambulating through environments that contain moving objects or visual manipulations to perceived self-motion. However, their ability to parse object from self-movement has not been explored. The purpose of this research was to examine the effect of medial–lateral oscillations of the visual field and of objects within the scene on gait in PwMS and healthy age-matched controls using virtual reality (VR). Methods Fourteen PwMS (mean age 49 ± 11 years, functional gait assessment score of 27.8 ± 1.8, and Berg Balance scale score 54.7 ± 1.5) and eleven healthy controls (mean age: 53 ± 12 years) participated in this study. Dynamic balance control was assessed while participants walked on a treadmill at a self-selected speed while wearing a VR headset that projected an immersive forest scene. Visual conditions consisted of (1) no visual manipulations (speed-matched anterior/posterior optical flow), (2) 0.175 m mediolateral translational oscillations of the scene that consisted of low pairing (0.1 and 0.31 Hz) or (3) high pairing (0.15 and 0.465 Hz) frequencies, (4) 5 degree medial–lateral rotational oscillations of virtual trees at a low frequency pairing (0.1 and 0.31 Hz), and (5) a combination of the tree and scene movements in (3) and (4). This study aimed to analyze, in a prospective cohort, whether corticosteroid use in the acute phase of COVID-19 in hospitalized patients may reduce the risk of persistent COVID-19 symptoms. A total of 306 discharged patients, including 112 (36.6%) from the ICU, completed a structured face-to-face assessment 4 months after admission. Of these, 193 patients (63.1%) had at least one persistent symptom, mostly dyspnea (38.9%) and asthenia (37.6%). One-hundred and four patients have received corticosteroids. In multivariable adjusted regression analysis, corticosteroid use was not associated with the presence of at least one symptom (OR=1.00, 95% CI: 0.58– 1.71, p=0.99) or with the number of persistent symptoms (p=0.74). Corticosteroid use remained ineffective when analyzing the ICU subpopulation separately. Abstract

Thyroid nodules are a common worldwide health problem and a diagnostic challenge for clinicians and cytopathologists. Follicular growth pattern constitutes the majority of thyroid lesions. Thyroid nodules can be neoplastic or non-neoplastic, and neoplastic nodules can be classified as benign, malignant, or gray zone. Gray zone lesions include different benign and malignant entities that might be resulted in unnecessary thyroidectomies with risk of morbidity and higher health care costs. Depending on the cellularity, most cases might fall into the follicular neoplasia (FN)/ suspicious for FN (SFN) category or follicular lesion of undetermined significance (FLUS) in The Bethesda System for Reporting Thyroid Cytopathology (TBSRTC). Pathologists must be aware of the relationship between this diagnostic category and follow-up patient management and avoid over-diagnosing by mastering the diagnostic criteria.

42. Sustainability along the Yangtze: A Study Abroad Collaboration between Geography and Environmental Science

Abstract

In 2011, the authors developed a new study abroad course in China as part of the University of Colorado Denver Global Study program. The program focused on short-term, intensive, international field study conducted during the three-week break period between the spring and summer semesters. The course, "Sustainability Along the Yangtze," has been taught a total of five times, most recently in 2019. Typically, it involves twelve students and two instructors. Over the years, the course has undergone several curricular and pedagogical changes that reflect an ever-deepening collaboration between the discipline of Geography (particularly human geography) and the discipline of Environmental Science. This collaboration provides integrated perspectives on processes of development and environmental change occurring on a massive scale in China today that enhance and deepen student learning in the field. In this paper, the authors present a course design model that focuses on the effects of urbanization on water resources in the Yangtze valley and illustrates the benefits of an interdisciplinary approach to study abroad.

Objectives: Post–COVID-19 symptoms experienced by many survivors have a further devastating effect. This study aimed to analyze the risk factors associated with long COVID-19 in a prospective cohort of hospitalized patients including those requiring intensive care unit (ICU) transfer, taking into account objective measures of COVID-19 severity. Methods: Hospitalized patients with confirmed COVID-19 were enrolled. A structured follow-up visit was performed 4 months after hospital admission. Multivariable adjusted regression models were used to analyse the association between parameters at the acute phase and persistent symptoms. The Build Back Better Act (BBB) will provide significant transformative funding to support the fragile child care and pre-kindergarten (pre-K) sectors and more equitably serve America's children, families, and child care workers. In Understanding the Child Care and Pre-K Provisions in the Build Back Better Act, the Center for Law and Social Policy (CLASP) outlines these provisions in detail (BBB Act Section 23001, Birth Through Five Child Care and Early Learning Entitlement; and Section 23002, Universal Preschool).
