The term "fake news" began to be widely used in the press coverage of the 2016 US presidential elections. There is much debate in the social sciences and communications fields about the applicability of this concept. We believe that the term "hyper-partisan media", which is used in part of the literature, provides a better understanding of the phenomenon. We also argue that it is important to understand that hyper-partisanship emerged as a result of the polarisation of the public sphere. In this article, we analyse the dissemination of hyper-partisan news one week before the judges' vote in the trial of former president Lula at the TRF-4 (Tribunal Regional Federal da 4a regido, or the Federal Regional Court of the 4th Region). We show how the headlines of the stories that were shared the most on social media during that period fit into one of the two polarised narratives currently dominating the Brazilian public sphere. Although Brazil lacks a cohesive national policy for free access to scientific publications, local initiatives by universities, funding agencies and state and federal government make up the framework for a full policy for free access. The paper aims at putting together the pieces and presenting a general picture of what such policy might be: free access to all Brazilian theses and dissertations through digital repositories; institutional protection for the copying of books for academic purposes; fomenting publicly funded peer-reviewed non author fee free access journals; qualitative (instead of quantitative/ impact based) evaluation for scientists publishing in free access journals. The paper also points to the deficiencies of existing policies and reflects about the limitations of national policies for free access journals in the context of globalized science. This article aims to discuss what we call environmental opacity, a condition of mobile instant messaging services (MIMS) that operates on the basis of end-to-end encryption systems. Utilizing WhatsApp as a specific example, the article presents two fundamental dilemmas around which some issues concerning transparency are mobilized when it comes to digital private communication. The first of them relates to how end-to-end encryption has simultaneously become an asset and a problem for democratic environments; on the one hand, protecting users’ privacy, and on the other, allowing for the circulation of misinformation and harmful content. The second dilemma deals with how this environment of opacity impacts the ethics and transparency of scholarly research focused on WhatsApp and other MIMSs. The paper also reviews an extensive body of studies that discuss the political uses of WhatsApp in different dimensions, and argues that emerging countries with large user bases, such as Brazil and India, have experienced a series of negative effects after the adoption of WhatsApp by politically oriented groups. Much scholarship on the far right focuses on Europe and North America, whereas case studies outside of these regions are often neglected or not recognized as constituting the same phenomenon. In this article, we compare two democracies in the Global South—India and Brazil—to showcase far-right movements within these countries. We situate the "postcolonial neoliberal nationalism" that has shaped the basis of far-right claims in India and Brazil. To illuminate this, we explore female social media influencers within these far-right milieus, and their role in the reproduction of gender, class, and racial hierarchies. Combined with this are insights from media studies on influencer culture as a means of analyzing the performativity of far-right women to advance exclusionary agendas. Overall, we highlight the inherent contradictions and complexity of how far-right female influencers in the Global South are promoting local expressions of gendered indigeneity while also contributing to global far-right narratives. An analysis of more than 2,000 speeches and social media posts on foreign policy issues from four members of Jair Bolsonaro's government from January 2019 to December 2020 suggests that a conspiracy theory called "globalism," which explains current events using a series of intrigues and stratagems carried out by fictitious enemies to undermine the national order, has not only taken root in Brazil's foreign policy narrative but consistently been used over time by the cabinet members responsible for that policy. It also indicates that the use of "globalism" is not just a political strategy to persuade voters but a worldview embedded in Bolsonaro's far-right cabinet. Uma análise de mais de 2.000 discursos e posts provenientes de redes sociais sobre questões da política externa do Brasil por quatro membros do gabinete do governo de Jair Bolsonaro de janeiro de 2019 a dezembro de 2020 indica que a teoria de conspiração denominada "globalismo," que explica atualidades em termos de uma série de intrigas e estratégias implementadas por inimigos fictícios para minar a ordem nacional, não se arreigou apenas na narrativa exibida na política exterior brasileira mas também se utilizou há anos pelos mesmos membros do gabinete que são responsáveis por sua elaboração. Isso significa que o uso do "globalismo" não é só uma estratégia política para convencer eleitores mas é também uma visão do mundo que é enraizada no gabinete de Bolsonaro cuja origem reside na extreme direita. Social media have led to profound transformations in the media ecosystem and new communication dynamics. Such platforms have become a competitive source of information and played a decisive role in facilitating the dissemination of false or misleading content, with a particular impact on recent elections. This study analyses the formats and the spread of disinformation during Brazil's 2018 election on social media, considering the countermeasures adopted that year by the platforms to reduce its circulation. Disinformation occupies a central space in the public debate in Brazil, where there is massive use of social media. Based on a content analysis of the 153 false or misleading narratives most shared during the campaign period, the results show that contents changed formats to overcome platforms' countermeasures. Results also highlight a majority of images and a blend of false and accurate information that reshape the phenomenon definition and suggests the inefficacy of current regulations. This article analyzes novel patterns of interaction between right-wing parties and protest movements during major contentious cycles in Argentina (2012–13) and Brazil (2013–16), which preceded the advent of the Cambiemos coalition in the former and the impeachment of Dilma Rousseff in the latter. Drawing on a dual process-tracing strategy and a wide range of data sources, this study shows that these interactions are central to understanding why and how right-wing parties leverage novel repertoires and resources from digital activists during contemporary protest cycles, a dynamic conceptualized as a new party linkage strategy through digital intermediation. The study traces its three-phase development in both countries, revealing how differences in institutional contexts and the strength of activist groups contributed to divergent trajectories of partisan opposition toward the end of the cycles, regarding both the subsequent reconfiguration of the right and the entry of digital activists into institutional arenas. 21. Brazil's June Days of 2013: Mass Protest, Class, and the Left.

On June 17, 2013, Brazilians took to the streets in militant rallies and marches against transit fare hikes, poor-quality education and health care services, and the immense public investment in "mega-events" such as the 2014 World Cup and the 2016 Olympics. These massive demonstrations capped off a two-week series of demonstrations initially provoked by a 20-cent increase in bus, train, and subway fares in São Paulo. In the face of brutal police repression, the harsh opposition of politicians and the major political parties, and the clear bias of the mass media, the largely young and working-class protesters soon forced municipal governments in over 100 cities to revoke proposed fare increases. Explanations for the June Days and the ensuing political crisis, which have been the subject of fierce debates in activist and scholarly circles in Brazil, ignore the role of particular forms of capitalism, the adoption of neoliberalism by Workers' Party governments, and the changing forms and conditions of class struggle. No dia 17 de junho de 2013, brasileiros organizaram protestos e marchas contra o aumento de tarifas de transportes e o baixo nível de educação e saúde públicas, especialmente no contexto em que o governo investia valores altíssimos em meg eventos como a Copa do Mundo de 2014 e as Olimpíadas de 2016. Essas marchas foram a culminação de duas semanas de ativismo inicialmente provocado por uma alta de R 0,20 nas tarifas de ônibus, trem e metrô em São Paulo. Diante de repressão policial violenta, veemente oposição de políticos e de nítida parcialidade da imprensa, os ativistas (majoritariamente jovens e trabalhadores de baixa renda) por meio dessas manifestações forçaram prefeituras em mais de 100 cidades a revogar os aumentos tarifários propostos. This article responds to Fabiano Santos and Fernando Guarnieri's dispatch, published under the title “From Protest to Parliamentary Coup: An Overview of Brazil's Recent History” in the December 2016 issue of JLACS. I start by pointing out several errors in the authors' use of terms such as “fascism” and “coup.” I proceed to map out the omissions that allow them to portray Rousseff's impeachment in a moral and Manichean light, as a coup of malignant social actors against innocent victims. I then reconstruct the chronology of Rousseff's long-winded downward spiral of self-inflicted agony, from the electoral larceny of October 2014 through the gigantic popular protests of March 2015 to the final vote in August 2016, showing how the authors chose to omit every fact that revealed Rousseff's and the Workers' Party's own responsibilities in the economic collapse and the political crisis of the country they governed for five and a half and thirteen and a half years, respectively. I conclude by pointing out the contradiction between the authors' claim that there was a parliamentary coup in Brazil and their claim that the country's political system has remained intact. During a global pandemic, the great impact of populist discourse on the construction of social reality is undeniable. This study analyzes the fantasmatic dimension of political discourse from Donald Trump's and Jair Bolsonaro's Twitter accounts between 1 March and 31 May. To do so, it applies a Clause-Based Semantic Text Analysis (CBSTA) methodology that categorizes speech in Subject-Verb-Object (SVO) triplets. The study findings show that in spite of the Coronavirus pandemic, the main beatific and horrific subjects remain the core populist signifiers: the people and the elite. While Bolsonaro's narrative was predominantly beatific, centered on the government, Trump's was mostly horrific, centered on the elite. Trump signified the pandemic as a subject and an enemy to be defeated, whereas Bolsonaro portrayed it as a circumstance. Finally, both leaders defined the people as working people, therefore their concerns about the pandemic were focused on the people's ability to work. [ABSTRACT FROM AUTHOR]

Digital Revolution addresses the structural transformation of our society, in the context of the dominant impact of technologies, and the consequent changes in the overall production and wealth appropriation system. This is much beyond ‘Industry 4.0'or neoliberalism concepts: the digital revolution is as deep as the industrial revolution was, more than two centuries ago. It is not a new feature or phase of capitalism; it goes beyond it. New structures are being born. When manufacture surged in the 18th and 19th centuries, it was not feudalism being modernized, but a new system – capitalism - being born. Similarly, what is surging now is not just a new feature of capitalism, but a new informational mode of production. Agriculture and industry will keep playing a role, but the dominant restructuring role belongs to knowledge, information, communication, finance and other non-material factors. Our institutions and governance systems have been outpaced, they belong to another age, and we are facing the resulting chaos. The digital revolution is leading to world-scale financialization, giant communication platforms, and a global drain on private information. In Davos they call it Industry 4.0; Bauman called it parasite capitalism; Mariana Mazzucato, extractive capitalism; Brett Christopher, rentier capitalism, and so forth. But it is not enough to add qualifiers to “capitalism”: the digital revolution is generating a radically new system. This research will be useful for all the readers or researchers interested in understanding the systemic change we are facing.

Rio as Method provides a new set of lenses for apprehending and transforming the world at critical junctures. Challenging trends that position Global South scholars as research informants or objects, this Rio de Janeiro-based network of scholars, activists, attorneys, and political leaders center their Brazilian megacity as a globally relevant source for transformational world-making insights. Bolsonarismo: The Global Origins and Future of Brazil's Far Right documents the rise of the far-right alliance that emerged in Brazil in 2020 around the figure of former president Jair Bolsonaro. Unlike a cohesive organization with uniform practices, Bolsonarismo is marked by fragmentation and a broad variety of ideologies. Fernando Brancoli delves deeply into how Bolsonarismo has developed a specific political orientation through its partnerships with other groups, practices, and subjectivities within Brazil, as well as internationally. Through interviews, archival research, and newly available public documents, this book presents a comprehensive and compelling portrait of the neo-evangelical pastors, military personnel, and meritocratic ideologues who are the actors behind the far-right movement. Lava Jato, a transnational bribery case that started in Brazil and spread throughout Latin America, upended elections and collapsed governments. Why did the investigation gain momentum in some countries but not others? The book traces reforms that enhanced prosecutors'capacity to combat white-collar crime and shows that Lava Jato became a full-blown anti-corruption crusade where reforms were coupled with the creation of aggressive taskforces. For some, prosecutors'unconventional methods were necessary and justified. Others saw dangerous affronts to due process and democracy. Given these controversies, how did voters react to a once-in-a-generation attempt to clean politics? Can prosecutors trigger hope, conveying a message of possible regeneration? Or does aggressive prosecution erode the tacit consensus around the merits of anti-corruption? An Open Access edition of this book will be available on the Liverpool University Press website and the OAPEN library.At the turn of the 21st century, the Brazilian punk and hardcore music scene joined forces with political militants to foster a new social movement that demanded the universal right to free public transportation. These groups collaborated in numerous venues and media: music shows, protests, festivals, conferences, radio stations, posters, albums, slogans, and digital and printed publications. Throughout this time, the single demand for free public transportation reconceptualized notions of urban space in Brazil and led masses of people across the country to protest. This book shows how the anti-capitalist, anti-bourgeoisie stance present in the discourse of a number of Brazilian bands that performed from the late 1990s to the beginning of the 21st century in the underground music scenes of Florianópolis and São Paulo encountered a reverberation in the rhetoric emanating from the Campaign for the Free Fare, subsequently known as the Free Fare Movement (Movimento Passe Livre, or MPL). This allowed the engaged bands and the movement for free public transportation to contribute to each other's development. The book also includes reflections on the Bus Revolt that occurred in the northeastern city of Salvador, unveiling traces of the punk and anarcho-punk movements, and the Revolution Carnivals that occurred in the city of Belo Horizonte, an event that mixed lectures, vegetarianism, protests, soccer, and punk rock music.

Concern is growing about children's rights and the curtailment of those rights through the excesses of neoliberal governance. This book discusses children's spatial and citizenship rights, and the ways young people and their families push against diminished rights.Armed initially with theoretical concerns about the construction of children through the political status quo and the ways youth rights are spatially segregated, the book begins with a disarmingly simple supposition: Young people have the right to make and remake their spaces and, as a consequence, themselves. This book de-centers monadic ideas of children in favor of a post-humanist perspective, which embraces the radical relationality of children as more-than-children/more-than-human. Its empirical focus begins with the struggles of Slovenian Izbrisani (‘erased') youth from 1992 to the present day and reaches out to child rights and youth activists elsewhere in the world with examples from South America, Eastern Europe and the USA. How students get the materials they need as opportunities for higher education expand but funding shrinks.From the top down, Shadow Libraries explores the institutions that shape the provision of educational materials, from the formal sector of universities and publishers to the broadly informal ones organized by faculty, copy shops, student unions, and students themselves. It looks at the history of policy battles over access to education in the post–World War II era and at the narrower versions that have played out in relation to research and textbooks, from library policies to book subsidies to, more recently, the several “open” publication models that have emerged in the higher education sector.From the bottom up, Shadow Libraries explores how, simply, students get the materials they need. It maps the ubiquitous practice of photocopying and what are—in many cases—the more marginal ones of buying books, visiting libraries, and downloading from unauthorized sources. It looks at the informal networks that emerge in many contexts to share materials, from face-to-face student networks to Facebook groups, and at the processes that lead to the consolidation of some of those efforts into more organized archives that circulate offline and sometimes online— the shadow libraries of the title. If Alexandra Elbakyan's Sci-Hub is the largest of these efforts to date, the more characteristic part of her story is the prologue: the personal struggle to participate in global scientific and educational communities, and the recourse to a wide array of ad hoc strategies and networks when formal, authorized means are lacking. If Elbakyan's story has struck a chord, it is in part because it brings this contradiction in the academic project into sharp relief—universalist in principle and unequal in practice. At the end of the 1970s, Chinese merchandise moved to Brazil via Paraguay, forming an on-the-margins-of-the-law trade chain involving the production, distribution, and consumption of cheap goods. Economic changes in the twenty-first century, including the enforcement of intellectual property rights and the growing importance of emerging economies, have had a dramatic effect on how this chain works, criminalizing and dismantling a trade system that had previously functioned in an organized form and stimulated the circulation of goods, money, and people at transnational levels. This book analyses how exchange networks that produced, distributed, and sold cheap manufactured products animated a huge and vibrant system from China to Brazil, examining the process at global, national, and local levels. From a global perspective, intellectual property is a powerful discourse that governs the world system by framing the notion of piracy as a criminal activity. But at the national level, how do nation-states resist and/or endorse, interpret, and apply a global perspective? And what effect does that have on how ordinary people organize their lives around this system? Interweaving discourse on transnational traders and producers, national projects, and international institutions, Counterfeit Itineraries in the Global South presents low-income traders not as passive victims of globalization, but as active actors in the distribution of cheap goods across borders in the Global South.Based on fifteen years of ethnographic field work in China and Brazil, Counterfeit Itineraries in the Global South will be of interest to scholars of economic anthropology, development studies, political economy, Latin America studies, Chinese studies, and socio-legal studies.

From the Arab Spring to the Spanish Indignados, from Occupy Wall Street in New York to Nuit Debout in Paris, contemporary protest bears the mark of citizenism, a libertarian and participatory brand of populism which appeals to ordinary citizens outraged at the arrogance of political and financial elites in the wake of the Great Recession. This book draws on 140 interviews with activists and participants in occupations and demonstrations to explore the new politics nurtured by the'movement of the squares'of 2011-16 and its reflection of an exceptional phase of crisis and social transformation. Gerbaudo demonstrates how, in waging a unifying struggle against a perceived Oligarchy, today's movements combine the neo-anarchist ethos of horizontality and leaderlessness inherited from the anti-globalisation movement, and a resurgent populist demand for full popular sovereignty and the reclamation of citizenship rights. He analyses the manifestation of this ideology through the signature tactics of these upheavals, including protest camps in public squares, popular assemblies and social media activism. And he charts its political ramifications from Podemos in Spain to Bernie Sanders in the US, revealing how the central square occupations have been foundational to current movements for radical democracy worldwide.

The contributors to Beyond Civil Society argue that the conventional distinction between civic and uncivic protest, and between activism in institutions and in the streets, does not accurately describe the complex interactions of forms and locations of activism characteristic of twenty-first-century Latin America. They show that most contemporary political activism in the region relies upon both confrontational collective action and civic participation at different moments. Operating within fluid, dynamic, and heterogeneous fields of contestation, activists have not been contained by governments or conventional political categories, but rather have overflowed their boundaries, opening new democratic spaces or extending existing ones in the process. These essays offer fresh insight into how the politics of activism, participation, and protest are manifest in Latin America today while providing a new conceptual language and an interpretive framework for examining issues that are critical for the future of the region and beyond.Contributors.
