В статті досліджено особливості теоретичних та практичних проблем організаційно-правових засад протидії наркозлочинності у міжнародному аспекті. Запропоновано під організаційно-правовими засадами протидії наркозлочинності розуміти систему нормативно-правових актів, які складаються з адміністративно-правових норм і регулюють найбільш важливі аспекти організації й функціонування його суб’єктів протидії з дотримання законодавства у сфері забезпечення протидії наркозлочинності. Указано на підходи проекту Стратегії державної політики України на період до 2030 року в контексті вимог євроінтеграції із врахуванням положень Угоди про асоціацію України та ЄС 2014 року та виокремлено пріоритетні напрямки Стратегії ЄС щодо наркотиків на 2021–2025 рр. Визначено, що Стратегія ЄС щодо наркотиків на 2021– 2025 рр. має на меті захистити та покращити добробут суспільства та окремої людини, захистити та зміцнити громадське здоров’я, запропонувати високий рівень безпеки та добробуту для широкої громадськості та підвищити медичну грамотність. Встановлено що політики Стратегії ЄС щодо наркотиків на 2021–2025 рр. проголошенні в трьох сферах, а саме: (1) зменшення пропозиції наркотиків та посилення безпеки; (2) зниження попиту на наркотики (послуги з профілактики, лікування та догляду); (3) подолання шкоди, пов’язаної з наркотиками, а також включає напрямки: (а) міжнародна співпраця, (б) дослідження, інновації та прогнозування; (в) координація, управління та впровадження. Указано, що одним із важливих стратегічних пріоритетів Стратегії ЄС щодо наркотиків на 2021–2025 рр. є забезпечення доступу до послуг лікування та догляду, що передбачає добровільний і недискримінаційний доступ до широкого спектру ефективних послуг, заснованих на фактичних даних, включаючи професійне консультування, психосоціальне, поведінкове та медикаментозне лікування, в тому числі орієнтовану на застосування програм замісної опіоїдної підтримуючої терапії, реабілітацію, соціальну реінтеграцію та програми підтримки відновлення.

Juniperus deltoides is a relict species from the Tertiary Period. It is a typical representative of the Mediterranean group of the section Juniperus. It is included in the Red Books of the Republic of Crimea and the city of Sevastopol. Until recently, it was believed that a population of J. oxycedrus grew in Crimea. Currently, J. deltoides is described as a cryptic species, morphologically difficult to distinguish from J. oxycedrus. As a result, it became necessary to conduct a series of detailed studies to determine the morphological and phylogenetic features of the Crimean cryptic population in order to identify it as being one of the species of the cryptic pair. The studies were carried out in two stages: at the first stage, the morphological features of the vegetative and generative organs and their difference from J. oxycedrus were determined; the second stage included genetic research. The length of the needles of the Crimean population is 12.94 ± 0.19 mm, which corresponds to the Eastern Italian population of J. deltoides. At the same time, the width of the needles is 1.39 ± 0.02 mm, which is typical of the Portuguese population of J. oxycedrus. The dimensions of the cones are d1 (conditional height) = 7.54 ± 0.14 mm, and d2 (conditional width) = 9.11 ± 0.09 mm, which is more in line with J. deltoides. The shapes of the cones are very diverse. Some individuals have cones, the covering scales of which are visually indistinguishable, and their tops are completely fused. A similar phenomenon is characteristic of the Western Mediterranean populations of J. oxycedrus. Morphological analysis of the vegetative and generative organs of J. deltoides showed that when these two traits are combined, it is not possible to reliably distinguish between J. deltoides and J. oxycedrus individuals. Nuclear (ITS internal transcribed spacer) and chloroplast (petN-psbM, trnS-trnG) non-coding regions of the genome were used for genetic analysis. Studies have shown that the nuclear regions of genes have greater variability than chloroplast regions. The sequences obtained in this work formed a clade with J. deltoides samples 9430 and 9431 (BAYLU) growing in Turkey, which makes it possible to assign the samples studied to J. deltoides.

Background. Studying essential oils in conifers is of great scientific and practical interest due to their high bactericidal properties. Their volatiles play an important role in combating pathogenic microflora and removing harmful microorganisms from the air, thus benefiting human health. Conifers are highly effective as part of parklands and urban landscaping.Materials and methods. Pinus radiata D. Don, P. sabiniana Douglas and P. coulteri D. Don grown on the Southern Coast of Crimea were studied. Essential oil was extracted from pine needles by hydrodistillation on Ginsberg devices, and its component composition was analyzed using gas–liquid chromatography on a 6890N system with a 5973N mass selective detector.Results. Among the studied species, P. radiata manifested high essential oil content in needles: 0.15% on the wet weight basis (0.36%, dry weight). Under the conditions of the southern coast of Crimea, the major essential oil components in P. radiata were β-pinene (29.5% of the total essential oil), α-pinene (21.2%) and limonene (12.4%); in P. sabiniana, phenylethyl butyrate (20.5%), limonene (15.2%) and α-pinene (13.7%); in P. coulteri, β-pinene (11.6%), δ-cadinene (11.0%) and α-pinene (10.6%). In the essential oil of P. radiata monoterpenes dominated (74.9%); in P. sabiniana, monoterpenes (38.7%) and their derivatives − alcohols (25.3%) and esters (20.5%); in P. coulteri, sesquiterpenes (38.2%) and monoterpenes (28.8%).Conclusion. The essential oils of P. radiata and P. sabiniana under different climate conditions contained mostly monoterpenes (β-pinene in P. radiata, and α-pinene in P. sabiniana) and their derivatives. The component composition of P. coulteri essential oil was the most variable, with a general tendency towards the predominance of sesquiterpenes and diterpenes; the ratio between those groups and the qualitative composition of sesquiterpenes both varied.

Relevance. Taking into account the narrow range of vegetable plant species grown in Russia and the global trend of impoverishment of their biochemical composition, simultaneously with the globalization of crop production, it is necessary to search for plant species and forms that are characterized by a high content of functional food ingredients (FFI) in their composition, since a decrease in the consumption of important micro-and macroelements sharply increases the risk of dangerous diseases for humans.Objective. To study the features of growth and development of plants of the Solanaceae family in the collection of the Federal State Funded Institution of Science "NBG-NSC", characterized by a high content of biologically active substances and functional food ingredients (FFI), a short growing season and a neutral reaction to the length of the day.Materials and methods. Features of development, biomorphological indicators of plants were studied according to the method of introduction studies developed in the Nikitsky Botanical Gardens [4]. The antioxidant activity (AOA) was determined by the method [5] based on the redox reaction of substances of antioxidant action with potassium permanganate. The content of water-soluble minerals was determined using a TDS 3 conductometer on aqueous plant extracts. The content of phenolic compounds was determined by photometric method using the Folin-Chocalteu reagent [6]; ascorbic acid content - by iodometric titration [7], carotenoids content - by spectrophotometric method [8].Results. The revealed features of growth and development, biochemical composition of a new vegetable crop for the Russian Federation – nightshade caripense (tzimbalo) (Solanum caripense Dunal.), bladder herb (Physalis alkekengi L.), medicinal crops - nightshade laciniate (Solanum laciniatum Ait.), vitania hypnotic (synonyms winter cherry, Indian ginseng or physalis sunny-leaved) (Withania somnifera (L.) Dunal.), great morel (Atropa belladonna L.).Conclusions. The conducted research will allow expanding and replenishing the range of new crops with an increased content of biologically active substances and antioxidants.

Tarragon (Artemisia dracunculus L.) is a spicy aromatic culture, perspective to use in the food and medical industry. In the collection of aromatic and medicinal plants of the Nikita Botanical Gardens, tarragon is represented by two varieties: Isumrud and Travnevy. The Isumrud variety is characterized by a high content of essential oil (0.6% of the wet weight) of the methylchavicol chemotype (the main component of the essential oil is methylchavicol, whose mass fraction is up to 91%) and is perspective to use not only as a spice, but also in medicine as a reducing facilities. The variety Travnevy contains only 0.1% of the essential oil from the wet mass of the sabineno-elemicin chemotype (the main components of the essential oil are sabinen (40.0%) and trans-from-iso-elemicin – 26.1%), characterized by high productivity of the aerial mass (12 kg/m2 ), the main direction of use in the food industry as a spice. Due to the lack of requirements for dry raw tarragon, we have developed a draft technical specifications for dry crushed tarragon raw materials TS 01.28.30-009-01579640-2018. Specifications apply to dried whole and crushed raw materials, intended for the manufacture of water and water-alcohol infusions, as a source of biologically active substances, as a component for seasonings to meat, fish dishes, for use in cooking, as well as in the production of alcohol and soft drinks. The main physicochemical indicators of whole and crushed tarragon raw materials (type, size, smell, taste, mass fraction of essential oil, impurities, moisture, ash) are presented.
